&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#00000a"&gt;1. Mediante el Acuerdo del Consejo de Gobierno de 9 de marzo de 2018 (BOIB núm. 31, de 10 de marzo) se aprobó el Plan Estratégico de Subvenciones de la Comunidad Autónoma de las Illes Balears para los ejercicios 2018-2020.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#00000a"&gt;2. &lt;span style="color:#000000"&gt;Como consecuencia de la declaración de pandemia internacional por la Organización Mundial de la Salud, el Estado español mediante el Real decreto 463/2020, de 14 de marzo, declaró el estado de alarma a todo el territorio español, atendida la situación de grave crisis sanitaria ocasionada por el COVID-19, cosa que ha hecho necesario adoptar toda una serie de medidas para evitar su propagación y contener la expansión del virus. Entre otros medidas, hay que mencionar el cierre de muchos establecimientos propiedades de pequeñasy medianas empresas de las Illes Balears, que en estos momentos sufren graves perjuicios económicos atendidos los excepcionales acontecimientos que están sucediendo.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#00000a"&gt;Así, en relación con la línea 6, Mantenimiento de la liquidez del sistema, del objetivo Y, Diversificación del modelo económico, del Plan Estratégico, se incluyó una nueva línea gestionada por la Dirección General del Tesoro y Financiación, resolución de 19 de marzo, para ampliar las ayudas a la micro, pequeña y mediana empresa con actividad en las Illes Balears para cubrir los intereses y el coste del aval de la Sociedad de Garantía Recíproca de las Illes Balears ISBA SGR, de operaciones de financiación de liquidez para mitigar el posible impacto derivado del escenario de contención del Real decreto 463/2020, de 14 de marzo, si be, en estos momentos se considera que se tiene que ampliar la línea ver que ya se ha agotado el crédito inicialmente previsto para poder llegar al mayor número posible de estas empresas.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#00000a"&gt;3. En el apartado 3 del Acuerdo de Consejo de Gobierno mencionado se delega la aprobación y las eventuales modificaciones del anexo al Plan Estratégico de Subvenciones en la persona titular de la consejería competente en materia de hacienda, de acuerdo con el artículo 25 de la Ley 3/2003, de 26 de marzo, de régimen jurídico de la Administración de la Comunidad Autónoma de las Illes Baleares.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#00000a"&gt;Corresponde, por lo tanto, a la persona titular de la Consejería de Hacienda y Relaciones Exteriores la aprobación y/o modificación del anexo al Plan Estratégico de Subvenciones.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#00000a"&gt;&lt;strong&gt;Fundamentos de derecho&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#00000a"&gt;1. El artículo 25 de la&lt;span style="color:#000080"&gt;&lt;span style="color:#00000a"&gt; Ley 3/2003, de 26 de marzo, de régimen jurídico de la Administración de la Comunidad Autónoma de las Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#00000a"&gt;2. El Decreto 9/2019, de 2 de julio, de la presidenta de las Illes Balears, por el cual se determina la composición del Gobierno y se establece la estructura de la Administración de la Comunidad Autónoma de las Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#00000a"&gt;3. El Decreto 10/2019, de 2 de julio&lt;span style="color:#000000"&gt;, de la presidenta de las Illes Balears, por el cual se dispone el nombramiento de los miembros de Gobierno de las Illes Balears&lt;/span&gt;, mediante el cual se nombra la señora Rosario Sánchez Grau, consejera de Hacienda y Relaciones Exteriores.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#00000a"&gt;Por todo esto, dicto la siguiente&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#00000a"&gt;&lt;strong&gt;Resolución&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#00000a"&gt;1. Aprobar la modificación del anexo al Plan Estratégico de Subvenciones de la Comunidad Autónoma de las Illes Balears para los ejercicios 2018-2020, aprobado por el Acuerdo del Consejo de Gobierno de 9 de marzo de 2018,&lt;span style="color:#000000"&gt; en el sentido siguiente:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#00000a"&gt;&lt;strong&gt;OBJETIVO I&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#00000a"&gt;&lt;strong&gt;DIVERSIFICACIÓN DEL MODELO ECONÓMICO&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#00000a"&gt;&lt;strong&gt;Objetivos y efectos: &lt;/strong&gt;facilitar el acceso a la financiación por la obtención de liquidez a la micro, pequeña y mediana empresa&lt;strong&gt; &lt;/strong&gt;con actividad en las IlIes Baleares.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
