    <env:contingut rdf:parseType="Literal">![CDATA[&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;La Alcaldía-Presidencia, en fecha 16 de marzo de 2020, ha dictado la resolución que seguidamente se transcribe:&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;«DECRETO&lt;/strong&gt;&lt;strong&gt; DE &lt;/strong&gt;&lt;strong&gt;ALCALDÍA&lt;/strong&gt;&lt;strong&gt; &lt;/strong&gt;&lt;strong&gt;D&lt;/strong&gt;&lt;strong&gt;E &lt;/strong&gt;&lt;strong&gt;AVOCACIÓ&lt;/strong&gt;&lt;strong&gt;N&lt;/strong&gt;&lt;strong&gt; DE LA DELEGACIÓ&lt;/strong&gt;&lt;strong&gt;N&lt;/strong&gt;&lt;strong&gt; DE COMPET&lt;/strong&gt;&lt;strong&gt;E&lt;/strong&gt;&lt;strong&gt;NCI&lt;/strong&gt;&lt;strong&gt;A&lt;/strong&gt;&lt;strong&gt;S EN LA JUNTA DE GO&lt;/strong&gt;&lt;strong&gt;BIERNO &lt;/strong&gt;&lt;strong&gt;LOCAL &lt;/strong&gt;&lt;strong&gt;Y&lt;/strong&gt;&lt;strong&gt; DE SUSPENSIÓ&lt;/strong&gt;&lt;strong&gt;N&lt;/strong&gt;&lt;strong&gt; DE &lt;/strong&gt;&lt;strong&gt;SUS&lt;/strong&gt;&lt;strong&gt; REUNION&lt;/strong&gt;&lt;strong&gt;E&lt;/strong&gt;&lt;strong&gt;S DE CAR&lt;/strong&gt;&lt;strong&gt;Á&lt;/strong&gt;&lt;strong&gt;CTER DECISORIO&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;strong&gt;Antecedentes:&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;1. Mediante Decreto de la Alcaldía núm. 2024/2019, de fecha 21 de junio de 2019, se delegaron en la Junta de Gobierno Local el ejercicio de las atribuciones siguientes:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;1. Autorizaciones para ocupar la vía pública con mesas, sillas, mercancías y otros elementos e infraestructuras auxiliares. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;2. Aprobación del reconocimiento y liquidación de obligaciones de gastos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;3. Aprobación de expedientes de incorporación de remanentes.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;4. Aprobación de las bases reguladoras y la convocatoria de cada tipo de subvención así como la concesión de subvenciones cuando se trate de subvenciones destinadas a financiar gastos que tengan una duración de hasta cuatro años.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;5. Aprobación de los justificantes para el pago de las subvenciones concedidas.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;6. Autorizaciones para realizar carreras deportivas.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;7. Autorizaciones para celebrar ferias y fiestas y para asumir fiestas de barrios. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;8. Declaraciones de interés general relativas a actividades de implantación en suelo rústico exceptuadas aquellas que corresponden a dotaciones de servicios a viviendas, previo dictamen de la comisión informativa.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;9. Aprobación de bases de concursos artísticos, culturales festivos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;10. Aprobación de solicitudes para acceder al Centro de Estancias Diurnas Municipales.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;11. Aprobación cambios de vehículos de servicio público y de traspaso de titularidad de licencia municipal de vehículos ligeros de servicio público.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;12. Aprobación establecimiento fechas oficiales de Ferias y Fiestas, y de normas de participación.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;2. La situación de estado de alarma que se ha dictado mediante la aprobación del Real Decreto 463/2020, de 14 de marzo (BOE núm. 67, de dia 14.03.2020), aconseja avocar en esta Alcaldía el ejercicio de las competencias en su dia delegadas y suspender las sesiones de la Junta de Gobierno Local de caracter decisorio. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;strong&gt;Fundamentos de Derecho:&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;- Artículo 21.3 i 23 de la Ley 7/1985, de 2 de abril, reguladora de las bases del régimen local.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;- Artículo 10 de la Ley 40/2015, de 1 de octubre, de régimen jurídico del sector público.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;Resolución&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;1r. Avocar la totalidad del ejercicio de las atribuciones delegadas en la Junta de Gobierno Local mediante el Decreto de la Alcaldía núm. 2024/2019, de fecha 21 de junio de 2019.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;2. Suspender las sesiones decisorias de la Junta de Gobierno Local mientras dure el estado de alarma aprobado mediante el RD 463/2020, y sus eventuales prórrogas.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;3r. Este Decreto comenzará a vigir en el dia de su adopción, sin perjuicio de su publicación en el Boletín Oficial de las Illes Balears.»&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Resolución que se publica en ese Boletín Oficial para conocimiento y efectos.&lt;/span&gt;&lt;/p&gt;
