&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;&lt;em&gt;"&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;ol&gt;
	&lt;li&gt;
	&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;em&gt;&lt;em&gt;&lt;span style="color:black"&gt;La Ley 38/2003, de 17 de noviembre, general de subvenciones, con el fin de mejorar la eficacia de la gestión de las subvenciones, establece la necesidad de elaborar, por parte de los órganos de las administraciones públicas que propongan el establecimiento de subvenciones, un Plan estratégico de subvenciones, que introduzca una conexión entre los objetivos y efectos que se pretenden obtener, con los costes previsibles y sus fuentes de financiación, con el objetivo de adecuar las necesidades públicas a cubrir a través de las subvenciones con las previsiones de recursos disponibles. Se trata de un instrumento de planificación de las políticas públicas que tengan por objeto el fomento de una actividad de utilidad pública o interés social o de promoción de una finalidad pública.&lt;/span&gt;&lt;/em&gt;&lt;/em&gt;&lt;/span&gt;&lt;/p&gt;
	&lt;/li&gt;
	&lt;li&gt;
	&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:black"&gt;&lt;em&gt;&lt;em&gt;&lt;span style="color:black"&gt;De acuerdo con el artículo 5 de la Ordenanza general de subvenciones de la Corporación, aprobada por Acuerdo del Pleno de 23 de diciembre de 2016 (BOIB núm. 21, de 18 de febrero de 2017) y modificada por Acuerdo de 14 de junio de 2018 (BOIB núm. 96, de 4 de agosto de 2018) (en adelante la Ordenanza), corresponde al consejero competente en materia de Hacienda proponer al Consejo Ejecutivo la aprobación del Planes estratégicos de subvenciones conforme a la información y las propuestas que, a tal fin, presentan los departamentos del Consejo de Mallorca, los organismos autónomos dependientes y los entes públicos otorgantes.&lt;/span&gt;&lt;/em&gt;&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
	&lt;/li&gt;
	&lt;li&gt;
	&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:black"&gt;&lt;em&gt;&lt;em&gt;&lt;span style="color:black"&gt;Considerando lo que dispone el Decreto de la Presidencia del Consejo de Mallorca, de fecha 9 de diciembre de 2019, por el que se determina la organización del Consejo de Mallorca (BOIB núm. 167 de 12 de diciembre de 2019), en especial lo establecido en su artículo 10 según el cual la Fundación Mallorca Turismo está adscrita al Departamento de Turismo y Deportes del Consejo de Mallorca.&lt;/span&gt;&lt;/em&gt;&lt;/em&gt;&lt;/span&gt; &lt;/span&gt;&lt;/p&gt;
	&lt;/li&gt;
	&lt;li&gt;
	&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;em&gt;&lt;em&gt;&lt;span style="color:black"&gt;El Patronato de la Fundación Mallorca Turismo, en sesión de 7 de noviembre de 2019 aprobó su Plan de actuación para la anualidad 2020 que, entre otras, prevé la tramitación de las convocatorias que, a instancias del Departamento de Turismo y Deportes del Consejo de Mallorca, se incluyeron en el Plan estratégico de subvenciones del Consejo para el año 2020.&lt;/span&gt;&lt;/em&gt;&lt;/em&gt;&lt;/span&gt;&lt;/p&gt;
	&lt;/li&gt;
	&lt;li&gt;
	&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;em&gt;&lt;em&gt;&lt;span style="color:black"&gt;El Plan estratégico de subvenciones del Consejo de Mallorca para la anualidad 2020, aprobado mediante acuerdo del Consejo Ejecutivo del Consejo de Mallorca de fecha 22 de enero de 2020 (BOIB núm. 14 de 1 de febrero de 2020) y modificado por acuerdos del propio Consejo Ejecutivo de fechas 12 de febrero de 2020 (BOIB núm. 19, de 13 de febrero de 2020) y 26 de febrero de 2020 (BOIB núm. 26, de 29 de febrero de 2020), incluye una línea de subvención del Departamento de Turismo y Deportes, relativa a la promoción turística de los municipios, que realizará la Fundación Mallorca Turismo, en nombre y por cuenta del Consejo de Mallorca, en consonancia con lo previsto en la disposición adicional decimosexta de la Ley 38/2003 general de subvenciones , la disposición adicional cuarta de la Ordenanza y la disposición adicional primera del Decreto Legislativo 2/2005 por el que se aprueba el texto refundido de la Ley de subvenciones (BOIB 196 de 3 de diciembre de 2005).&lt;/span&gt;&lt;/em&gt;&lt;/em&gt;&lt;/span&gt;&lt;/p&gt;
	&lt;/li&gt;
	&lt;li&gt;
	&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;em&gt;&lt;em&gt;&lt;span style="color:black"&gt;En fecha 12 de marzo de 2020 ha tenido entrada en la Secretaría Técnica de Hacienda y Función Pública una propuesta del Departamento de Turismo y Deportes de modificación del Plan estratégico de subvenciones del Consejo de Mallorca de la anualidad 2020, emitida por su consejero ejecutivo. Esta modificación afecta a la citada línea de subvención de promoción turística de los municipios y se fundamenta en que la «promoción turística de Mallorca ha sufrido cambios debido a la suspensión de ferias turísticas en lugares emisores de turismo, una disminución de la movilidad de las personas y cierre de vuelos por motivos de salud pública que hacen necesario un cambio en la organización de la promoción turística de las administraciones públicas. Por ello, la planificación de la subvención sufre modificaciones en el sentido de considerar mejor que la elección de los beneficiarios se lleve a cabo por el procedimiento de concurrencia no competitiva y se amplía el plazo de ejecución de las actuaciones subvencionadas.»&lt;/span&gt;&lt;/em&gt;&lt;/em&gt;&lt;/span&gt;&lt;/p&gt;

	&lt;li&gt;
	&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;em&gt;&lt;em&gt;&lt;span style="color:black"&gt;El Departamento de Hacienda y Función Pública, una vez recibida la propuesta del Departamento de Turismo y Deportes ha coordinado la elaboración de la modificación del Plan estratégico de subvenciones de la Corporación de acuerdo con las previsiones presupuestarias para el ejercicio 2020, que debe servir de marco para la concesión de las subvenciones resultantes de las convocatorias que se publiquen a lo largo del año.&lt;/span&gt;&lt;/em&gt;&lt;/em&gt;&lt;/span&gt;&lt;/p&gt;
	&lt;/li&gt;
	&lt;li&gt;
	&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;em&gt;&lt;em&gt;&lt;span style="color:black"&gt;Las cuantías que se prevén en este Plan tienen un carácter meramente estimativo, por lo que la alteración eventual al alza o a la baja de las previstas a la hora de aprobar las ayudas no requieren la modificación de las previsiones cuantitativas que se contienen en el Plan.&lt;/span&gt;&lt;/em&gt;&lt;/em&gt;&lt;/span&gt;&lt;/p&gt;

&lt;/ol&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:black"&gt;&lt;em&gt;&lt;em&gt;&lt;em&gt;&lt;span style="color:black"&gt;Por todo ello, el Consejo Ejecutivo del Consejo de Mallorca, a propuesta del consejero ejecutivo de Hacienda y Función Pública, de acuerdo con la atribución conferida en el artículo 36.h) del Reglamento orgánico del Consejo de Mallorca (BOIB núm. 89, de 19 de julio de 2018),&amp;nbsp;adopta el siguiente:&lt;em&gt;&lt;span style="color:black"&gt;&amp;nbsp;&lt;/span&gt;&lt;/em&gt;&lt;/span&gt;&lt;/em&gt;&lt;/em&gt;&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
