&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;1. El Consejo Ejecutivo del Consell Insular de Menorca, en la sesión de carácter ordinario de día 4 de febrero de 2019, aprobó la convocatoria para la mejora de la competitividad de las empresas del sector lácteo para el año 2019 (BOIB núm . 24 de 23 de febrero de 2019). Esta convocatoria se rige por las bases aprobadas mediante Decreto de Presidencia núm. 534/2017, de 27 de noviembre (BOIB núm. 147 de 2 de diciembre de 2017), sustituyendo las referencias del año 2015 para el año 2017, en el año 2016 para el año 2018 y el año 2017 por en el año 2019.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;El objeto de estas ayudas de minimis es dar apoyo a las empresas comercializadoras de queso con denominación de origen protegida (DOP) Mahón-Menorca, por los gastos generados por las diferentes actuaciones promocionales llevadas a cabo y encaminadas a mejorar la comercialización únicamente de sus productos con DOP.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;2. El plazo de presentación de solicitudes y de justificación finalizó día 5 de noviembre de 2019.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;3. En plazo se han presentado 8 solicitudes y todas ellas cumplen los requisitos establecidos en las bases.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Algunos de los beneficiarios de la misma línea de ayudas del año 2018 solicitan ayudas de esta convocatoria del año 2019. Se informa que la convocatoria del año anterior, al igual que la de este año, prevé aprobar la concesión y el pago en el mismo momento y, por lo tanto, la cantidad concedida se ajusta a la cantidad propuesta de pago.&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;4. El importe máximo de la ayuda y el crédito presupuestario es:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;- Partida 5.41900.4790000 Comercialización de queso Mahón-Menorca por acciones de promoción.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;- Cuantía máxima: 90.000 euros.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt; &lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;5. La base 4 dice que pueden ser objeto de subvención las siguientes actividades, realizadas entre día 1 de noviembre de 2018 y 31 de octubre de 2019:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="background-color:#ffffff"&gt;&lt;span style="color:#000000"&gt;- Estudios de mercado, planes de marketing o estudios de viabilidad que sean útiles para determinar estrategias empresariales para la comercialización de los quesos amparados por la DOP.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="background-color:#ffffff"&gt;&lt;span style="color:#000000"&gt;- Estudios y propuestas sobre el diseño de envases y etiquetas de productos, con el fin de mejorar la imagen de la marca y su comercialización.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="background-color:#ffffff"&gt;&lt;span style="color:#000000"&gt;- Realización de campañas publicitarias en medios de comunicación (prensa, radio y TV), publicidad, información en revistas especializadas y presencia en folletos publicados que tengan como finalidad fundamental el aumento de las ventas, así como la promoción de una política de calidad.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="background-color:#ffffff"&gt;&lt;span style="color:#000000"&gt;- Degustación del producto (queso Mahón-Menorca con DOP) en cualquier tipo de establecimiento.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="background-color:#ffffff"&gt;&lt;span style="color:#000000"&gt;- Campañas de marketing en línea.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="background-color:#ffffff"&gt;&lt;span style="color:#000000"&gt;- Organización y participación en ferias, congresos, seminarios, jornadas técnicas, eventos y actividades similares de relaciones públicas, de ámbito nacional e internacional.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="background-color:#ffffff"&gt;&lt;span style="color:#000000"&gt;- Actualización de plataformas web e implantación de comercio electrónico.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;6. La base 8 fija los criterios que se tendrán en cuenta para la concesión de las ayudas y la determinación del importe de la subvención. Esta base dice que se establecen dos líneas, una para las empresas comercializadoras de queso Mahón-Menorca con DOP Mahón-Menorca, a la que se destina un presupuesto de 60.000 € e individualmente pueden recibir una ayuda máxima de 25.000 €, y una otra línea para las empresas comercializadoras exclusivamente de queso Mahón-Menorca artesano, a la que se destina un presupuesto de 30.000 € e individualmente pueden recibir una ayuda máxima de 8.000 €.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;7. La base 14 fija que el plazo para justificar los gastos objeto de subvención finaliza el mismo día que termina el de presentación de la solicitud de subvención, y se presentará junto con ésta.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;8. La comisión evaluadora de estas ayudas se reunió el pasado 2 de diciembre de 2019 y emitió su propuesta de acuerdo.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;Por todo lo expuesto y de conformidad con la normativa básica aplicable al Consell Insular de Menorca en materia de subvenciones;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;Vista la propuesta del consejero ejecutivo del Departamento de Economía y Territorio;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;strong&gt;ACUERDO&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;&lt;span style="background-color:#ffffff"&gt;Primero.-&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt; Conceder y tramitar el pago de la cantidad total de 81.766,04 €, de la partida 5.41900.4790000 del presupuesto del CIM para el año 2019, a los solicitantes que se indican las ayudas de minimis del CIM para la mejora de la competitividad de las empresas del sector lácteo menorquín (BOIB núm. 24 de 23 de febrero de 2019 y BOIB núm. 147 de 2 de diciembre de 2017) que, de acuerdo con su carácter de minimis, se rigen por el Reglamento UE nº . 1407/2013 de la Comisión, de 18 de diciembre de 2013, relativo a la aplicación de los artículos 107 y 108 del Tratado de Funcionamiento de la Unión Europea a las ayudas de minimis (Diario Oficial de la Unión Europea núm. L352 de 24 de diciembre de 2013) y por el Reglamento UE núm. 1408/2013 de la Comisión, de 18 de diciembre de 2013, modificado por el Reglamento UE 2019/316 de 21 de febrero de 2019, relativo a la aplicación de los artículos 107 y 108 del Tratado de Funcionamiento de la Unión Europea a las ayudas de minimis en el sector agrícola (Diario Oficial de la Unión Europea núm. L352 de 24 de diciembre de 2013):&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;Estas ayudas no se pueden acumular a otras ayudas de Estado en relación con los mismos gastos subvencionables si dicha acumulación excediera de la intensidad de la ayuda o del importe de ayudas superior correspondientemente fijado en las circunstancias concretas de cada caso por un reglamento de exención por categorías o una decisión adoptada por la Comisión (artículo 5.2 del Reglamento UE núm. 1407/2013 y artículo 5.3 del Reglamento UE núm. 1408/2013).&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;strong&gt;Segundo.-&lt;/strong&gt; Remitir la resolución del expediente de concesión de las ayudas a la Base de Datos Nacional de Subvenciones en cumplimiento del artículo 20.8 b de la LGS y en el Boletín Oficial de las Islas Baleares, sin perjuicio de la obligación de notificarla individualmente a los interesados.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;strong&gt;Tercero.-&lt;/strong&gt; Comunicar este acuerdo a la Consejería de Agricultura, Pesca y Alimentación, y la Consejería de Transición Energética y Sectores Productivos del Gobierno de las Islas Baleares, para que tenga los efectos que correspondan.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;strong&gt;Interposición de recursos&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Contra este acuerdo; que no agota la via administrativa, se puede interponer un recurso de alzada ante la Comisión de Gobierno en el plazo de un mes a partir del dÍa siguiente en que se haya publicado, de acuerdo con el artículo 122 de la Ley 39/2015, de 1 de octubre, del procedimiento administrativo común de las administraciones públicas, y el artículo 22 de la Ley 8/2000, de 27 de octubre, de los consejos insulares.&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;El mencionado recurso se entenderá desestimado, si no se notifica la resolución correspondiente, cuando hayan transcurrido tres meses des de su interposición. Contra la desestimación del recurso de alzada por silencio administrativo se puede interponer recurso contencioso administrativo ante el Juzgado Contencioso Administrativo de Palma.&lt;/span&gt;&lt;/p&gt;
