Talento para la medicina del futuro, convocatoria financiada por el plan anual 2017 del impuesto de turismo sostenible y cofinanciada en un 50% en el marco del PO FSE 2014-2020 de las Illes Balears]] CAIB 2019-09-12 150 ![CDATA[<p><span style="font-family:Times New Roman,Times,serif; font-size:12px">El Decreto 68/2012, de 27 de julio, por el que se regula el <em>Butlletí Oficial de les Illes Balears</em>, establece en el artículo 15 la competencia para ordenar la inserción de edictos en el <em>Butlletí Oficial de les Illes Balears</em> (BOIB) y, en el punto 4, especifica que las instituciones o entes públicos no citados en los tres primeros puntos deben acreditar los órganos y las personas que, de acuerdo con su normativa específica, están facultados para ordenar o solicitar la inserción de textos en el BOIB. Si no hay acreditación específica, se debe entender que corresponde a quien ejerza la representación del órgano, el ente o la institución de que emana el texto.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Por otra parte, de acuerdo con el artículo 27 de los Estatutos de la Fundación, el director gerente de la Fundación es la persona competente para desarrollar la política de personal aprobada por el Patronato y, con esta finalidad, seleccionar el personal, suscribir o rescindir los contratos, ejecutar los acuerdos del Patronato en materia de retribuciones, acordar las sanciones, ejercer la dirección superior del personal al servicio de la Fundación y mantener las relaciones con los órganos de representación de personal, además de todas aquellas actuaciones que en esta materia le sean encomendadas, sin perjuicio de las funciones que corresponden al presidente.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Por todo ello, dicto la siguiente</span></p> <p style="text-align:center"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Resolución</strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Ordenar la inserción en el <em>Butlletí Oficial de les Illes Balears</em> de la convocatoria para la contratación de cuatro investigadores postdoctorales para el programa “FOLIUM” del proyecto FUTURMed. Talento para la medicina del futuro, convocatoria financiada por el plan anual 2017 del impuesto de turismo sostenible y cofinanciada en un 50% en el marco del PO FSE 2014-2020 de las Illes Balears.</strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">La Fundación tiene encomendadas, entre otras, la función de gestionar medios y recursos al servicio de ejecución de programas de investigación clínica, básica y aplicada, el desarrollo tecnológico y la innovación en el campo de la salud.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Para poder llevar a término estas funciones, la Fundación necesita efectuar la incorporación temporal de cuatro investigadores para el programa “FOLIUM” del proyecto FUTURMed. Talento para la medicina del futuro de la Fundació Institut d’Investigació Sanitària Illes Balears.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">El proyecto FUTURMed tiene como objetivo la captación de talento investigador que promueva la contratación de jóvenes investigadores con gran potencial y de reconocida trayectoria así como la formación en habilidades transversales (emprendimiento, liderazgo y comunicación).</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">El artículo 23.2 de la Ley 7/2010, de 21 de julio, del sector público instrumental de la Comunidad Autónoma de las Islas Baleares, establece los criterios que han de seguir los entes públicos de la Administración de la Comunidad Autónoma de las Islas Baleares en la contratación de personal laboral.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Los artículos 17 y 18 de la Ley 3/2007, de 27 de marzo, de la función pública de la Comunidad Autónoma de las Islas Baleares, disponen que se tienen que aplicar los principios de igualdad, mérito, capacidad y publicidad en las contrataciones.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">El apartado segundo B del Acuerdo del Consejo de Gobierno de 23 de febrero de 2007, de modificación del ámbito de aplicación y de determinación del alcance de control del punto 5 del Acuerdo del Consejo de Gobierno de 19 de diciembre de 1995, prevé la compatibilidad y la rendición de cuentas de las empresas públicas de la Comunidad Autónoma de las Islas Baleares, en lo referente a la selección de personal de los entes públicos de la Comunidad Autónoma de las Islas Baleares.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Por todo ello, y en el ejercicio de las competencias que me atribuye el artículo 28.1 y de los Estatutos fundacionales vigentes,</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Convoco</strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">El proceso para la contratación de cuatro investigadores para el programa “FOLIUM” del proyecto FUTURMed. Talento para la medicina del futuro de la Fundació Institut d’Investigació Sanitària Illes Balears con los requisitos, las características y los criterios de selección siguientes:</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>I. Requisitos de la plaza</strong></span></p> <ul> <li> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Haber obtenido el Título de Doctor a partir del 1 de enero de 2013.^[1]</span></p> </li> <li> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Tener la nacionalidad española, u otra nacionalidad en los casos en que el artículo 57 del EBEP se permita el acceso a la ocupación pública.</span></p> </li> <li> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Poseer la capacidad funcional para el desempeño de las tareas.</span></p> </li> <li> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Tener cumplidos dieciséis años y no exceder, en su caso, de la edad máxima de jubilación forzosa.</span></p> </li> <li> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">No haber sido despedido mediante expediente disciplinario del servicio de cualquiera de las Administraciones Públicas o de los órganos constitucionales o estatutarios de las Comunidades Autónomas, ni hallarse en inhabilitación absoluta o especial para empleos o cargos públicos por resolución judicial, para el acceso al cuerpo o escala de funcionario, o para ejercer funciones similares a las que desempeñaban en el caso del personal laboral, en el que hubiese sido separado o inhabilitado. En el caso de ser nacional de otro Estado, no hallarse inhabilitado o en situación equivalente ni haber sido sometido a sanción disciplinaria o equivalente que impida, en su Estado, en los mismos términos el acceso al empleo público.</span></p> </li> <li> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Poseer la titulación exigida.</span></p> </li> </ul> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Aquellas personas que no cumplan con los requisitos no se les valorará el CV</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>II. Funciones:</strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Línea de investigación: Evaluación de la actividad bactericida de antibióticos beta-lactamicos y sus combinaciones frente <em>Pseudomonas aeruginosa</em>; impacto sobre la formación de células persistentes y biofilm.</span></p> <ul> <li> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Desarrollo de programas de investigación propios de su área, incorporándose a grupos de investigación del IdISBa.</span></p> </li> <li> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Potenciación de las líneas de investigación existentes.</span></p> </li> <li> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Realizar y fomentar publicaciones de impacto nacional e internacional.</span></p> </li> <li> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Obtención de proyectos competitivos.</span></p> </li> <li> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Generar i transferir los conocimientos con impacto en la salud de la población i del sistema sanitario.</span></p> </li> </ul> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>III. Presentación de solicitudes</strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Se pueden presentar en el registro y en el registro electrónico de la Fundación, o bien de cualquier otra manera prevista en el artículo 16.4 de la Ley 39/2015, de 1 de octubre, del Procedimiento Administrativo Común de las Administraciones Públicas.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Si la persona solicitante hubiera presentado la solicitud en un registro diferente al del IdISBa, deberá enviar a IdISBa por correo electrónico (idisba.rrhh@ssib.es) la solicitud con el sello de entrada dentro de las 24 horas siguientes a la presentación en el registro de la solicitud. De la misma manera, si se envía por correo certificado, se debe enviar por correo electrónico la hoja de solicitud, fechada y sellada por la oficina de correos en que conste que se ha enviado en el plazo hábil para la presentación.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Plazo de recepción de solicitudes será de 30 días naturales desde el día siguiente de la fecha de publicación de la convocatoria.</strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Las personas aspirantes deberán presentar junto con la solicitud la documentación acreditativa de los requisitos, junto la documentación acreditativa de los méritos que aleguen en la forma que establecen estas bases. NO se podrá valorar ningún mérito que no se haya acreditado con la aportación de la documentación correspondiente dentro del plazo de presentación de solicitudes.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>IV. Admisión de las personas aspirantes.</strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Una vez finalizado el plazo de presentación de solicitudes y la documentación relativa a los requisitos para participar en el procedimiento de selección, se publicará una resolución mediante la cual se aprueba la lista provisional de personas aspirantes admitidas y excluidas, con la indicación de las causas de exclusión.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Las personas aspirantes excluidas u omitidas dispondrán de un plazo de 3 de días, a partir del día siguiente a&nbsp; la publicación de la resolución provisional, para subsanar los defectos o adjuntar la documentación que sea preceptiva. En el caso de no subsanar o adjuntar la documentación indicada, se entenderá que desisten en su solicitud.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Finalizado el plazo indicado en el párrafo anterior, se dictará una resolución mediante la cual se aprobará la lista definitiva de personas admitidas y excluidas del proceso selectivo.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>V. Reserva en favor de los discapacitados</strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Existe en el IdISBa una reserva del 7% de los lugares de trabajo para discapacitados, según el Real Decreto Ley 5/2015, del TREBEP. No obstante, esta plaza no está reservada para discapacitados.</span></p> <p><span style="font-size:12px"><strong>VI. Modalidad de contratación:</strong><span style="font-family:Times New Roman,Times,serif"> Contrato por obra y servicio de dos años de duración.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Remuneración bruta anual: </strong>31.022 euros brutos anuales en 12 pagas.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Financiación: </strong>Esta convocatoria está financiada por el plan anual 2017 del impuesto de turismo sostenible y cofinanciada al 50% con cargo al Programa Operativo FSE 2014-2020 de las Illes Balears. La operación cofinanciada contribuirá a los objetivos establecidos en la Prioridad de Inversión 8.1 del Programa Operativo.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>VII. Acreditación de los requisitos y de los méritos.</strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Los requisitos i méritos alegados por los aspirantes tienen que ser acreditados mediante la presentación de copia de la siguiente documentación:</span></p> <ol style="list-style-type:lower-alpha"> <li> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Experiencia profesional: mediante certificado firmado por el responsable de la entidad donde se han presentado los Servicio; en caso de no ser posible, mediante contrato y vida laboral.</span></p> </li> <li> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Conocimientos orales y escritos de idiomas: mediante copia de certificado expedidos por el órgano competente (Escuela oficial de idiomas, Conselleria, UIB u otras universidades o centros de acreditación de reconocido prestigio).</span></p> </li> <li> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Titulación académica: copia compulsada del título (ambas caras).</span></p> </li> <li> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Cursos, seminarios, becas, etc: copia de los certificados o diplomes acreditativas de los cursos que se han llevado acabo, con expresión del número de horas de duración de la acción formativa o de los créditos conseguidos.</span></p> </li> <li> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Publicaciones: un ejemplar de la publicación o referencia bibliográfica identificativas de la publicación y de su autoría.</span></p> </li> </ol> <p><span style="font-family:&quot;Times New Roman&quot;,Times,serif">Los méritos se tienen que acreditar con referencia a la fecha de finalización del plazo de presentación de solicitudes.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Las personas aspirantes han de presentar todos los documentos acreditativos de sus méritos ordenador de acuerdo con los apartados del baremo de méritos y numerados correlativamente, junto con el Autobaremo que acompaña a estas bases.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">La documentación acreditativa de todos los méritos se tienen que presentar junto con la solicitud.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>VIII. Tribunal calificador:</strong></span></p> <ul> <li> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Dr. Miquel Fiol Sala, Director Científico del IdISBa</span></p> </li> <li> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Carolina Millán Pons, técnico de recursos humanos del IdISBa.</span></p> </li> <li> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Dr. Bartolomé Moyá Cañellas, investigador RADIX integrado al grupo de Resistencia Antibiótica y Patógena de las Infecciones Bacterianas de l’IdISBa.</span></p> </li> </ul> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">El tribunal calificador puede declarar, previo informe motivado, la convocatoria desierta por no adecuación de los candidatos.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>IX. Procedimiento de selección</strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Valoración de méritos acreditados por los aspirantes, de acuerdo con el baremo que se detalla y una entrevista personal.</span></p> <p><strong>1. Experiencia Investigadora (Máximo 4,5 puntos):</strong></p> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Publicaciones de artículos de investigación.
