2019-06-29 623719 30900 CAIB text/html 2019-06-29 6402 2019-06-27 ![CDATA[<p><span style="font-family:Times New Roman,Times,serif; font-size:12px">El Consejo Ejecutivo, en la sesión de 4 de febrero de 2019, aprobó las bases que rigen la convocatoria de ayudas a acciones para mejorar el conocimiento histórico de Menorca correspondientes al año 2019 (BOIB núm. 24 de 23-2-2019).</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Vistas las actas de las comisiones evaluadoras previstas en el punto 10 de las bases que rigen la convocatoria, que se reunieron el 6 y el 13 de junio de 2019;</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Dado que las bases y la convocatoria de estas ayudas diferencian hasta 5 líneas de subvención, las cuales deben cumplir los requisitos y condiciones, tanto específicas como comunes, sobre las acciones subvencionadas;</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Dado que en algunas líneas (1, 3, 4 y 5) no se ha agotado la consignación presupuestaria prevista y que la convocatoria de las ayudas prevé la acumulación de los remanentes, a propuesta de las comisiones evaluadoras, en otras líneas, por lo que se ha propuesto acumular los remanentes en la línea 2;</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Vista la propuesta del consejero ejecutivo del Departamento de Cultura y Educación;</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>ACUERDO:</strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Línea 1. Restauración de bienes del patrimonio histórico</strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Primero.- </strong>Excluir de esta convocatoria la solicitud de la Parroquia de Santa María por no cumplir lo establecido en el punto 4.3 de las bases, que dice que no pueden ser beneficiarias de las ayudas las entidades que tengan suscrito un convenio con el Consell Insular de Menorca para llevar a cabo actuaciones de restauración. font-size:12px">OBSERVACIÓN: Los proyectos de Amics de l'Illa de l'Hospital, de la Fundació Hospital Illa del Rei y de l'Associació d'Amics de l'Arxiu i Biblioteca Històrics de l'IES Joan Ramis i Ramis tienen la misma puntuación. Dado que las bases que rigen la convocatoria no prevén un sistema de desempate, el remanente no se reparte entre ninguno de los proyectos mencionados.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Línea 2. Intervenciones arqueológicas y paleontològicas</strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Primero.-</strong> Aprobar la acumulación de los remanentes de las líneas 1, 3, 4 y 5 (7.253,30 €, 1.620 €, 9.000 € y 8.500 €, respectivamente) a la cantidad de 105.000 €, por lo que la línea 2 pasa a disponer de un presupuesto total de 131.373,30 €, de acuerdo con la previsión que hace la convocatoria de estas ayudas. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Segundo.- </strong>Dar cuenta de la renuncia de Andrés Torres Bagur, Aloe Masdeu Segalà y Ismael Moll Pelegrí en la solicitud de ayuda para el proyecto consistente en una segunda campaña de intervención en el yacimiento arqueológico de S'Engolidor (Es Migjorn Gran).</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Tercero.-</strong> Excluir de la convocatoria las siguientes solicitudes por incumplimiento del punto 2 de la base 3 de la Línea 2.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">1. Institut Català de Paleontologia Miquel Crusafont, por el proyecto «Menorca abans dels dinosaures: estudi dels vertebrats fòssils del Permià del jaciment de cala Pilar», por no justificar los documentos necesarios (convenios aprobados y firmados, compromisos de mecenazgo, etc.) de la ayuda del Institut Menorquí d'Estudis. Por otra parte, la autorización de la intervención por parte de Consell Insular de Menorca actualmente se encuentra afectada y pendiente del informe de los Servicios Jurídicos del CIM sobre el recurso de alzada interpuesto por el Institut Català de Paleontologia Miquel Crusafont, con RE del CIM núm. 7052 de día 21 de marzo de 2019, ante la Presidencia del Consell Insular.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">2. Menorca Natura i Cultura, SL, por un proyecto de investigación en Rafal Rubí Nou (Alaior), por no justificar los documentos necesarios (convenios aprobados y firmados, compromisos de mecenazgo, etc.) del FOGAIBA.</span></p> <p><span style="font-family:Times New Roman,Times,serif; Organización y realización de jornadas y actividades de difusión</strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Primero.- </strong>Excluir de esta convocatoria la solicitud de la Asociación Acirkaos para «Acción Cultural para la promoción del patrimonio histórico de Menorca», dado que su propuesta de realizar actuaciones de circo, talleres en familia y charla de Jaime Mascaró sobre las artes escénicas y el patrimonio cultural, en un recinto prehistórico y en el Museo de Menorca, no son un proyecto que se corresponda con el objetivo de organizar jornadas o seminarios para divulgar nuevos conocimientos sobre el patrimonio histórico que establece la base 1.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Segundo.- </strong>Conceder las ayudas para organización y realización de jornadas o seminarios para el año 2019 que seguidamente se relacionan:</span></p> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">BENEFICIARIO: Societat Històrico-Arqueològica Martí i Bella </span></p> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">NIF: G07902398</span></p> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">PROYECTO: XVII Jornades de Recerca Històrica 2019: Josep Maria Quadrado i les transformacions del seu temps. El plazo máximo para realizar la actividad subvencionada es de un año a partir del día que se publique el acuerdo de concesión de la ayuda en el Boletín Oficial de las Islas Baleares (excepto las ayudas para organización y realización de jornadas o seminarios, en los que la actividad se debe realizar dentro de la primera anualidad de la convocatoria), salvo causas excepcionales que lo impidan y que el beneficiario tendrá que alegar por escrito. A la vista de lo anterior el CIM podrá ampliar el plazo de realización de la actividad y de su justificación por un período de seis meses, improrrogables, contados a partir del día que se notifique el acuerdo de ampliación<strong>.</strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">2. El importe de las ayudas se aplicará de la siguiente manera: un 50% en el capítulo 7 del programa de Patrimonio Histórico del presupuesto de 2019 y el restante 50% a una partida del capítulo 7 del programa de Patrimonio Histórico del presupuesto año 2020 (excepto las ayudas para organización y realización de jornadas o seminarios, que irán a cargo del presupuesto de 2019).</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">3. Se exonera de presentar garantía las entidades que han recibido anticipos superiores a 3.000 €, dado el interés social y patrimonial de los proyectos a los que se les ha concedido la ayuda y al tratarse de asociaciones sin ánimo de lucro que no tienen disponibilidad de tesorería.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">4. Cuando la subvención concedida sea sustancialmente inferior al importe solicitado o si no se dispone de financiación para realizar el proyecto presentado, se conceden quince días hábiles desde que el beneficiario haya recibido la notificación de la concesión para aceptar o renunciar a la ayuda concedida. Si no se comunica la renuncia en este plazo, se entenderá aceptado tácitamente el importe de la subvención y se deberá justificar la totalidad del presupuesto de la actividad que se presentó a la convocatoria, y no sólo el importe de la ayuda concedida.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">5. Si el gasto justificado excede del importe del presupuesto solicitado, la posible desviación presupuestaria irá a cargo del beneficiario de la ayuda. Si, por el contrario, el gasto justificado es inferior al importe del presupuesto solicitado y subvencionado, se reducirá de forma proporcional la subvención concedida.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Interposición de recursos</strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Contra este acuerdo; que no agota la via administrativa, se puede interponer un recurso de alzada ante la Comisión de Gobierno en el plazo de un mes a partir del dÍa siguiente en que se haya publicado, de acuerdo con el artículo 122 de la Ley 39/2015, de 1 de octubre, del procedimiento administrativo común de las administraciones públicas, y el artículo 22 de la Ley 8/2000, de 27 de octubre, de los consejos insulares.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">El mencionado recurso se entenderá desestimado, si no se notifica la resolución correspondiente, cuando hayan transcurrido tres meses des de su interposición.
