&lt;p style="margin-bottom:.0001pt; margin-left:0cm; margin-right:0cm"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#00000a"&gt;1. Mediante el Acuerdo del Consejo de Gobierno de 9 de marzo de 2018 (BOIB núm. 31, de 10 de marzo) se aprobó el Plan Estratégico de Subvenciones de la Comunidad Autónoma de las Illes Balears para los ejercicios 2018-2020. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:5.95pt; margin-left:0cm; margin-right:0cm"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#00000a"&gt;2. El carácter estimativo de las cuantías que se prevén en el Plan Estratégico y el tiempo transcurrido desde que se aprobaron, hace necesario ajustar las previsiones contenidas en el anexo, en cuanto a determinadas líneas de ayudas que tiene que gestionar la Dirección general de Energía y Cambio Climático de la Consejería de Territorio, Energía y Movilidad. Concretamente se añade una nueva línea, la 1.6 y se modifica la 1.3 dentro del Objetivo V, Sostenibilidad del entorno y medio natural.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:5.95pt; margin-left:0cm; margin-right:0cm"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#00000a"&gt;El fundamento de esta nueva línea obedece al hecho de la publicación el 13 de abril de 2019 en &lt;em&gt;Boletín Oficial del Estado&lt;/em&gt; (BOE) del Real decreto 263/2019, de 12 de abril, por el cual se regula el Programa de Ayudas para Actuaciones de Eficiencia Energética a PYME y Gran Empresa del Sector Industrial. Esta norma establece un modelo para la concesión de ayudas basado en mecanismos de cooperación y colaboración, en conformidad con la estructura del Estado de las autonomías y su ámbito competencial. La coordinación y el seguimiento de este Programa se tiene que llevar a cabo por el Instituto para la Diversificación y Ahorro de Energía (IDAE).&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:5.95pt; margin-left:0cm; margin-right:0cm"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#00000a"&gt;El procedimiento de concesión se tiene que hacer de acuerdo con lo establecido en el artículo 14 del mencionado Real decreto, que dispone que la Comunidad Autónoma tiene que efectuar la convocatoria correspondiente en un plazo no inferior a dos meses ni superior a cuatro meses contadores desde la entrada en vigor de esta norma, mediante la publicación en el diario oficial que corresponda, por lo cual se hace necesaria la modificación del plan estratégico dado que esta línea no se contemplaba.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:5.95pt; margin-left:0cm; margin-right:0cm; text-align:left"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#00000a"&gt;En cuanto a la modificación de la línea V.1.3, fomento de la energía solar fotovoltaica para autoconsumo en la Administración local y las entidades públicas dependientes, se hace necesario modificar las anualidades para actualizarlas a los ejercicios 2019-2020. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:.0001pt; margin-left:0cm; margin-right:0cm"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#00000a"&gt;3. En el apartado 3 del Acuerdo mencionado se delega la aprobación y las eventuales modificaciones del anexo al Plan Estratégico de Subvenciones en la persona titular de la consejería competente en materia de hacienda, de acuerdo con el artículo 25 de la Ley 3/2003, de 26 de marzo, de régimen jurídico de la Administración de la Comunidad Autónoma de las Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:5.95pt; margin-left:0cm; margin-right:0cm"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#00000a"&gt;Corresponde, por lo tanto, a la persona titular de Consejería de Hacienda y Administraciones Públicas la aprobación y/o modificación del anexo al Plan Estratégico de Subvenciones.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:5.95pt; margin-left:0cm; margin-right:0cm"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#00000a"&gt;&lt;strong&gt;Fundamentos de derecho&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:5.95pt; margin-left:0cm; margin-right:0cm"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#00000a"&gt;1. El artículo 25 de la&lt;span style="color:#00000a"&gt; Ley 3/2003, de 26 de marzo, de régimen jurídico de la Administración de la Comunidad Autónoma de las Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:5.95pt; margin-left:0cm; margin-right:0cm"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#00000a"&gt;2. El Decreto 8/2015, de 2 de julio, de la presidenta de las Illes Balears, por el cual se determina la composición del Gobierno y se establece la estructura de la Administración de la Comunidad Autónoma de las Illes Balears. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:5.95pt; margin-left:0cm; margin-right:0cm"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#00000a"&gt;3. El &lt;span style="color:black"&gt;Decreto 9/2015, de 2 de julio, de la presidenta de las Illes Balears, por el cual se dispone el nombramiento de los miembros de Gobierno de las Illes Balears&lt;/span&gt;, mediante el cual se nombra la señora Catalina Cladera i Crespí, consejera de Hacienda y Administraciones Públicas.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:5.95pt; margin-left:0cm; margin-right:0cm"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#00000a"&gt;Por todo esto, dicto la siguiente&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#00000a"&gt;&lt;strong&gt;Objetivos y efectos: &lt;/strong&gt;reducir las emisiones de dióxido de carbono y el consumo final de energía, mediante la mejora de la eficiencia energética en cuanto a su situación de partida.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#00000a"&gt;&lt;strong&gt;Coste:&lt;/strong&gt; 1.602.277,30 €.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#00000a"&gt;&lt;strong&gt;Convocatoria:&lt;/strong&gt; anual (2019).&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
