![CDATA[Acuerdo del Pleno de la Comisión de Medio Ambiente de las Islas Baleares sobre la modificación no sustancial de incineración de animales de compañía, promovido por el Consorcio de Residuos-Milà, TM Maó (IPPC M 18/2018)]] CAIB 2019-05-18 390 2019-05-18 es 622092 2019-05-16 23295 4689 CAIB 23293 CAIB es ![CDATA[<p style="text-align:left"><span style="font-size:12px"><span style="font-family:Times New Roman,Times,serif"><span style="line-height:100%"><span style="color:#000000"><span style="color:#000000">En relación con el asunto de referencia, y de acuerdo con lo establecido en el artículo 24 del Real Decreto Legislativo 1/2016, de 16 de diciembre, por el que se aprueba el texto refundido de la Ley de prevención y control integrados de la contaminación , se publica el Acuerdo del Pleno de la CMAIB, en sesión de 25 de abril de 2019,</span></span></span></span></span></p> <p style="text-align:left"><strong><span style="font-size:12px"><span style="font-family:Times New Roman,Times,serif">CONSIDERANDO</span></span></strong></p> <p style="text-align:left"><span style="font-size:12px"><span style="font-family:Times New Roman,Times,serif">1.Que el Consorcio de Residuos y Energía de Menorca ha solicitado modificación de la Autorización Ambiental Integrada del Área de Tratamiento de Residuos de Milà para una instalación de incineración diferenciada de animales de compañía.</span></span></p> <p style="text-align:left"><span style="font-size:12px"><span style="font-family:Times New Roman,Times,serif">2. Que la documentación aportada justifica que se trata de una modificación no sustancial, en cumplimiento con el art. 10.4 y 10.5 del Real Decreto Legislativo 1/2016, de 16 de diciembre y del art. 14 del RD 815/2013.</span></span></p> <p style="text-align:left"><span style="font-size:12px"><span style="font-family:Times New Roman,Times,serif">3. Que los informes emitidos por los diferentes organismos son favorables y proponen una serie de condicionantes y modificaciones a la Autorización Ambiental Integrada.</span></span></p> <p style="text-align:left"><strong><span style="font-size:12px"><span style="font-family:Times New Roman,Times,serif">ACUERDA</span></span></strong></p> <p style="text-align:left"><span style="font-size:12px"><span style="font-family:Times New Roman,Times,serif"><strong>Primero.-</strong> Conceder la modificación no sustancial de la Autorización Ambiental Integrada del área de tratamiento de residuos de Milà consistente en la instalación diferenciada de tratamiento de animales de compañía, con las condiciones de explotación, capacidad y procesos indicados en la documentación que acompaña la solicitud con sujeción a las siguientes condiciones:</span></span></p> <p style="text-align:left"><span style="font-size:12px"><span style="font-family:Times New Roman,Times,serif">I. Planta de tratamiento de residuos sólidos urbanos y planta de compostaje, que queda redactado de la siguiente manera:</span></span></span></span></p> <p style="text-align:left"><span style="font-size:12px"><span style="font-family:Times New Roman,Times,serif">5.Los residuos destinados al horno MER y al horno crematorio de animales de compañía se eliminarán de forma directa, reduciendo al máximo el tiempo de almacenamiento previo, que en todo caso será en cámara frigorífica.</span></span></p> <p style="text-align:left"><span style="font-size:12px"><span style="font-family:Times New Roman,Times,serif">4.Modificación del punto 9 del punto 6.9 Fianza, que queda redactado de la siguiente manera:</span></span></p> <p style="text-align:left"><span style="font-size:12px"><span style="font-family:Times New Roman,Times,serif">9.El explotador del horno MER y del horno crematorio de animales de compañía deberá constituir una fianza por valor de 31.417,01 € a fin de asegurar la regeneración de los recursos naturales que se pudieran afectar o los espacios degradados debido a la actividad de gestión.</span></span></p> <p style="text-align:left"><span style="font-size:12px"><span style="font-family:Times New Roman,Times,serif">II. Informe anual.</span></span></p> <p style="text-align:left"><span style="font-size:12px"><span style="font-family:Times New Roman,Times,serif">Dentro del apartado: • Emisiones e inmisiones atmosféricas, después del punto:</span></span></p> <p style="margin-left:40px; text-align:left"><span style="font-size:12px"><span style="font-family:Times New Roman,Times,serif">- Consumo de gasóleo y de biogás en el horno crematorio de animales muertos y residuos MER, horas de funcionamiento del horno, resumen estadístico de datos de temperatura y de contenido de oxígeno. En esta declaración se incluirá la estimación de las emisiones de CO, CO2, NOx, SO2, COT y partículas según la metodología aprobada por el órgano ambiental competente.
