&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;span style="line-height:107%"&gt;1. El 14 de noviembre de 2005, se acordó la creación del Consorcio para la Construcción del Velódromo de Palma, entre el Consejo de Mallorca, la Fundación para el Apoyo y la Promoción del Deporte Balear (actualmente, Fundación para el Deporte Balear) y el Ayuntamiento de Palma, así como la aprobación de sus Estatutos (BOIB n.º 172, de 17 de noviembre de 2005).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;span style="line-height:107%"&gt;2. Finalizadas las obras de la construcción, fue necesario adaptar los Estatutos para reflejar las nuevas necesidades y actividades del Consorcio. En consecuencia, el 23 de febrero de 2011, y previa ratificación de los miembros consorciados, la Junta Rectora aprobó el cambio de denominación del Consorcio, que pasó a ser “Consorcio Velódromo Palma Arena”. También cambió su finalidad, que incluyó la “gestión y explotación” de las instalaciones, y amplió los recursos introduciendo los “ingresos de derecho privado y cualquier contraprestación, tarifa, precio o recurso”.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;span style="line-height:107%"&gt;Esta modificación se publicó en el BOIB n.º 66, de 3 de mayo de 2011.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;span style="line-height:107%"&gt;3. La Asamblea Balear del Deporte, reunida el 9 de octubre de 2017, acordó proponer a la Junta Rectora del Consorcio Velódromo Palma Arena el cambio de nombre del velódromo para desvincularlo de los casos de corrupción relacionados con la construcción de esta instalación deportiva.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;span style="line-height:107%"&gt;4. La Junta Rectora del Consorcio, el 16 de octubre de 2017, aprobó por unanimidad la propuesta de la Asamblea Balear del Deporte de cambiar el nombre del velódromo y restringir las propuestas a nombres genéricos o nombres de ciclistas. El nombre definitivo resultaría de un proceso participativo.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;span style="line-height:107%"&gt;5.&amp;nbsp; La Junta Rectora, en la sesión del día 18 de julio de 2018, acordó proponer a la Asamblea Balear del Deporte el nombre de &lt;em&gt;Velódromo Illes Balear&lt;/em&gt;s, así como los nombres propuestos por la Federación de Ciclismo de las Illes Balears, &lt;em&gt;Velódromo Joan Llaneras&lt;/em&gt; y &lt;em&gt;Velódromo Guillem Timoner&lt;/em&gt;.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;span style="line-height:107%"&gt;6. El 24 de septiembre de 2018, la Junta Directiva de la Asamblea Balear del Deporte propuso las propuestas de nombre candidatas a sustituir el actual nombre del Velódromo Palma Arena: &lt;em&gt;Velódromo Guillem Timoner&lt;/em&gt;, &lt;em&gt;Velódromo Joan Llaneras&lt;/em&gt; (a propuesta de la Federación de Ciclismo de las Illes Balears), &lt;em&gt;Velódromo Mavi García&lt;/em&gt; y &lt;em&gt;Velódromo Magdalena Rigo&lt;/em&gt; (a propuesta de Feministas en Acción), i &lt;em&gt;Velódromo Illes Balears&lt;/em&gt;. A estas propuestas se añadieron dos nombres genéricos: &lt;em&gt;Arena Balear&lt;/em&gt; y &lt;em&gt;Es Velòdrom&lt;/em&gt;.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;span style="line-height:107%"&gt;7. El Pleno de la Asamblea Balear del Deporte, el 15 de octubre de 2018, sometió el nombre de la instalación a la votación de sus miembros y, de las siete propuestas candidatas, se eligió el nombre de &lt;em&gt;Velódromo Illes Balears&lt;/em&gt;, con catorce votos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;span style="line-height:107%"&gt;8.&amp;nbsp; En consecuencia, el 31 de octubre de 2018, la Junta Rectora aprobó, por unanimidad, el cambio de nombre a &lt;em&gt;Velódromo Illes Balears,&lt;/em&gt; y propuso la modificación de la denominación y del artículo 1 de los Estatutos para hacer efectivo este cambio de nombre.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;span style="line-height:107%"&gt;9. De acuerdo con lo establecido en el artículo 33 de los Estatutos del Consorcio, el 6 de noviembre de 2018 se solicitó a las entidades consorciadas del Consorcio (Fundación para el Deporte Balear, Ayuntamiento de Palma y Consejo de Mallorca) que aprobasen la modificación de los Estatutos en los términos establecidos en el punto anterior.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;span style="line-height:107%"&gt;10. El Patronato de la Fundación para el Deporte Balear, en la sesión de día 8 de noviembre de 2018, aprobó por unanimidad la modificación de los Estatutos del Consorcio Velódromo&lt;em&gt; &lt;/em&gt;Palma Arena para hacer efectivo el cambio de nombre.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;span style="line-height:107%"&gt;11. El Pleno del Consejo de Mallorca y el Pleno del Ayuntamiento de Palma aprobaron la modificación de los Estatutos del Consorcio en los términos indicados en las sesiones de 8 de noviembre de 2018 y 29 de noviembre de 2018, respectivamente.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;span style="line-height:107%"&gt;12. De acuerdo con el artículo 60.3 de la Ley 7/2010, de 21 de julio, del sector público instrumental de la Comunidad Autónoma de las Illes Balears, la Secretaria General de la Consejería de Hacienda y Administraciones Públicas, el 1 de febrero de 2019, emitió un informe favorable sobre la propuesta de modificación de los Estatutos del Consorcio Velódromo&lt;em&gt; &lt;/em&gt;Palma Arena, que supone el cambio de denominación del Consorcio Velódromo&lt;em&gt; &lt;/em&gt;Palma Arena por el de &lt;em&gt;Consorcio Velódromo Illes Balears&lt;/em&gt; y propuso modificar también el artículo 3.1 de los Estatutos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;span style="line-height:107%"&gt;13. De acuerdo con el artículo 60.3 de la Ley 7/2010, de 21 de julio, del sector público instrumental de la Comunidad Autónoma de las Illes Balears, las modificaciones de los estatutos de los consorcios se elevarán, en todo caso y con carácter previo a su aprobación por el órgano de la entidad que corresponda, al Consejo de Gobierno para que proceda a su autorización previa.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;span style="line-height:107%"&gt;En consecuencia, y a propuesta de la Consejería de Cultura, Participación y Deportes, el Consejo de Gobierno, en la sesión de 8 de febrero de 2019, acordó aprobar la autorización previa a la modificación de los Estatutos del Consorcio Velódromo&lt;em&gt; &lt;/em&gt;Palma Arena, en los siguientes términos:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;strong&gt;&lt;span style="line-height:107%"&gt;Artículo primero&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;span style="line-height:107%"&gt;Modificar la denominación de los Estatutos, que pasa a ser la siguiente&lt;strong&gt;:&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;em&gt;&lt;span style="line-height:107%"&gt;Estatutos del Consorcio Velódromo Illes Balears&lt;/span&gt;&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;strong&gt;&lt;span style="line-height:107%"&gt;Artículo segundo &lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;span style="line-height:107%"&gt;Modificar el artículo 1 y el punto 1 del artículo 3 de los Estatutos, que pasan a tener la siguiente redacción:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;strong&gt;&lt;em&gt;&lt;span style="line-height:107%"&gt;Artículo 1&lt;/span&gt;&lt;/em&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;strong&gt;&lt;em&gt;&lt;span style="line-height:107%"&gt;Constitución&lt;/span&gt;&lt;/em&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;em&gt;&lt;span style="line-height:107%"&gt;El Consorcio Velódromo Illes Balears es un ente público, asociativo, voluntario y sin ánimo de lucro, con personalidad jurídica propia, independiente de la de sus miembros y que sujeta su actividad al ordenamiento jurídico general y autonómico.&lt;/span&gt;&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;strong&gt;&lt;em&gt;&lt;span style="line-height:107%"&gt;Artículo 3&lt;/span&gt;&lt;/em&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;strong&gt;&lt;em&gt;&lt;span style="line-height:107%"&gt;Finalidades&lt;/span&gt;&lt;/em&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;em&gt;&lt;span style="line-height:107%"&gt;1. El Consorcio tiene como finalidad la promoción, la ejecución y la financiación de la construcción de un velódromo de nueva planta en las instalaciones del Polideportivo San Fernando de Palma. Así mismo, le corresponde el equipamiento de éste. Igualmente, son objetivos del Consorcio Velódromo Illes Balears la gestión y explotación en todos los ámbitos, aspectos y actividades, de todas las partes que componen e integran la instalación.&lt;/span&gt;&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;span style="line-height:107%"&gt;14. La Junta Rectora del Consorcio, reunida el 13 de febrero de 2019, acordó aprobar la modificación de los Estatutos del Consorcio Velódromo&lt;em&gt; &lt;/em&gt;Palma Arena en los términos indicados en el punto anterior.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;&lt;span style="line-height:107%"&gt;Fundamentos de derecho&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;span style="line-height:107%"&gt;1. El artículo 60.3 y 60.4 de la Ley 7/2010, de 21 de julio, del sector público instrumental de la Comunidad Autónoma de las Illes Balears, dispone que las modificaciones de los estatutos de los consorcios se elevarán, en todo caso y con carácter previo a su aprobación por el órgano de la entidad que corresponda, al Consejo de Gobierno para que proceda a su autorización previa. Este acuerdo se adoptará a propuesta de la consejería interesada, con los informes preceptivos de las consejerías competentes en materia de hacienda y presupuestos y en materia de función pública. Los estatutos de los consorcios y sus modificaciones han de publicarse en el &lt;em&gt;Boletín Oficial de las Illes Balears.&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;span style="line-height:107%"&gt;Por todo ello, dicto la siguiente&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;strong&gt;&lt;span style="line-height:107%"&gt;RESOLUCIÓN&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;&lt;span style="line-height:107%"&gt;Publicar en el &lt;em&gt;Boletín Oficial de las Illes Balears&lt;/em&gt; la modificación de los Estatutos del Consorcio Velódromo&lt;em&gt; &lt;/em&gt;Palma Arena, aprobada por Acuerdo de la Junta Rectora de 13 de febrero de 2019.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
