&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;1. El 9 de marzo de 2018, mediante un Acuerdo del Consejo de Gobierno, se aprobó el Plan Estratégico de Subvenciones de la Comunidad Autónoma de las Illes Balears para los ejercicios 2018-2020, que se publicó en el &lt;em&gt;Boletín Oficial de las Illes Balears&lt;/em&gt; (BOIB) n.º 31, de 10 de marzo.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;2. El carácter estimativo de las cuantías que se prevén en el Plan Estratégico y el tiempo transcurrido desde su aprobación motiva la necesidad de ajustar las previsiones contenidas en el anexo. Ahora bien, aunque éste se estructura en objetivos y líneas sin tener en cuenta el órgano directivo, con respecto a la explicación de los hechos deben tenerse en cuenta los mismos, ya que las modificaciones concretas de las líneas que se especifican en el anexo son gestionadas directamente, en este caso, por la Consejería de Cultura, Participación y Deportes.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;3. Por una parte, la Consejería mencionada incluye dos nuevas líneas que integran el Objetivo estratégico IV, Convivencia e Instituciones Sólidas, concretamente en la línea IV.3 Programas de integración e inclusión sociales. Con respecto a la línea IV.3.10, se trata de una convocatoria anual de ayudas para que las entidades de voluntariado puedan hacer frente a unos gastos obligatorios derivados del seguro de las personas voluntarias que trabajan en ámbitos diversos, por lo que la dotación prevista es de 32.500 euros.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;La otra línea IV.3.11 con convocatoria anual tiene como objetivo la puesta en valor del mundo del voluntariado y el reconocimiento a una tarea que da respuesta en toda una serie de necesidades de diferente naturaleza, por la que se prevé una dotación de 12.500 euros.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;4. Por otra parte, se propone la modificación de las líneas VI.5.2, VI.5.6 y VI.5.7 y la inclusión de dos nuevas líneas, VI.5.8 y VI.6.3, que integran el Objetivo estratégico VI, Acceso a la Enseñanza y a la Cultura. Con respecto a línea VI.5.2, se cambia la descripción de la convocatoria en el sentido de suprimir la referencia al año 2018, visto el carácter anual de la misma. La línea VI.5.6 aumenta en 50.000 euros su dotación, por lo que el importe total de esta línea asciende a 150.000 euros. &lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;En cuanto a la línea VI.5.7 se modifica la nomenclatura, dado que el Servicio de Voluntariado Europeo del programa Erasmus + ya no existe, y, en su lugar, se crea un nuevo programa denominado “Cuerpo Europeo de Solidaridad”.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Con respecto a la nueva línea VI.5.8, se trata de una convocatoria de ayudas para el año 2019 consistente en la suscripción con carácter temporal y gratuito para aquellos que cumplan dieciocho años el año de la convocatoria, con una dotación de 30.000 euros. La otra línea VI.6.3, con convocatoria anual, justifica su inclusión en la &lt;span style="color:black"&gt;necesidad de preservar la memoria de la democracia y, también, en la creación de secciones específicas en los archivos públicos, con una dotación de &lt;/span&gt;100.000 euros.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;5. Visto lo expuesto en los apartados anteriores, es necesario modificar el anexo al Plan Estratégico de subvenciones 2018-2020, con el fin de incorporar las modificaciones y las nuevas líneas que se prevén.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;6. En el apartado 3 del Acuerdo mencionado se delega la aprobación y las eventuales modificaciones del anexo al Plan Estratégico de Subvenciones en la persona titular de la consejería competente en materia de hacienda, de acuerdo con el artículo 25 de la Ley 3/2003, de 26 de marzo, de régimen jurídico de la Administración de la Comunidad Autónoma de las Illes Balears.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Corresponde, por lo tanto, a la persona titular de la Consejería de Hacienda y Administraciones Públicas la modificación del anexo al Plan Estratégico de Subvenciones.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;Fundamentos de derecho&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;1. El artículo 25 de la Ley 3/2003, de 26 de marzo, de régimen jurídico de la Administración de la Comunidad Autónoma de las Illes Balears.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;2. El Decreto 8/2015, de 2 de julio, de la presidenta de las Illes Balears, por el que se determina la composición del Gobierno y se establece la estructura de la Administración de la Comunidad Autónoma de las Illes Balears. &lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;3. El &lt;span style="color:black"&gt;Decreto 9/2015, de 2 de julio, de la presidenta de las Illes Balears, por el que se dispone el nombramiento de los miembros del Gobierno de las Illes Balears&lt;/span&gt;, mediante el cual se nombra la señora Catalina Cladera i Crespí, consejera de Hacienda y Administraciones Públicas.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Por todo ello, dicto la siguiente&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;Resolución&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;1. Aprobar la modificación del anexo al Plan Estratégico de Subvenciones de la Comunidad Autónoma de las Illes Balears para los ejercicios 2018-2020, aprobado por el Acuerdo del Consejo de Gobierno de 9 de marzo de 2018, en el sentido de incluir cuatro líneas nuevas de subvenciones y modificar tres.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Así, quedan incorporadas al Plan las líneas IV.3.10, IV.3.11, VI.5.8 y VI.6.3 siguientes:&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#00000a"&gt;&lt;strong&gt;PLA ESTRATÉGICO SUBVENCIONES 2018-2020&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;Objetivos y efectos: &lt;/strong&gt;Puesta en valor del mundo del voluntariado y seguridad para las personas voluntarias y las entidades promotoras de programas que disponen de voluntariado.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;Coste: &lt;/strong&gt;32.500 €.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;Convocatoria: &lt;/strong&gt;anual.&lt;/span&gt;&lt;/p&gt;

Se convocará un premio de voluntariado por isla, para poner en valor e impulsar un programa de voluntariado o iniciativa de entidades de voluntariado que mejore y acerque al voluntariado al resto de la ciudadanía. Por otra parte, se premiará con un reconocimiento autonómico a una persona que haya destacado en el mundo del voluntariado.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;Objetivos y efectos: &lt;/strong&gt;puesta en valor del mundo del voluntariado y estímulo de actitudes ciudadanas activas e implicadas en el mundo del voluntariado.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;Coste: &lt;/strong&gt;12.500 €.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;Coste: &lt;/strong&gt;100.000 €.&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;Objetivos y efectos:&lt;/strong&gt; aumentar el conocimiento del Carné Joven entre los centros educativos de las Illes Balears y fomentar el aprendizaje de herramientas audiovisuales y la creatividad de las personas jóvenes mediante la realización del spot.&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;Coste: &lt;/strong&gt;9.000 €.&lt;/span&gt;&lt;/p&gt;
