&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;1. El día 9 de marzo de 2018, mediante el Acuerdo del Consejo de Gobierno, publicado en el BOIB núm. 31, de 10 de marzo, se aprobó el Plan Estratégico de Subvenciones de la Comunidad Autónoma de las Illes Balears para los ejercicios 2018-2020.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;2. El carácter estimativo de las cuantías que se prevén en el Plan Estratégico y el tiempo transcurrido desde su aprobación motiva la necesidad de ajustar las previsiones contenidas en el anexo. Ahora bien, aunque este se estructura en objetivos y líneas sin tener en cuenta el órgano directivo, con respecto a la explicación de los hechos se tienen en cuenta los mismos, ya que las concretas modificaciones de las líneas reflejadas en el anexo son directamente gestionadas, en este caso, por la Consejería de Hacienda y Administraciones Públicas.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;3. En este sentido, la mencionada Consejería propone la modificación de una línea del Objetivo I, Diversificación del modelo económico, a la línea I.3, Fomento del emprendimiento, concretamente en la línea I.3.1 con respecto a las “Ayudas a los emprendedores, a las emprendedoras y a la micro, pequeña y mediana empresa de las Illes Balears para cubrir el coste del aval de la Sociedad de Garantía Recíproca de las Illes Balears, ISBA,SGR, o los intereses de operaciones de financiación”. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Así pues, la evolución de esta línea, con una mayor presencia de emprendedores y emprendedoras que en años anteriores, hace prever que los fondos destinados a las ayudas de intereses se agotarán en breve, motivo por el cual se tiene que aumentar la dotación de las ayudas previstas, teniendo en cuenta las disponibilidades presupuestarias, en 100.000 euros para la anualidad de 2019. Visto lo anterior, el importe total de línea asciende a 2.265.000 euros, por lo cual se hace necesario proceder a la modificación del anexo con el fin de prever este incremento. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;4. En el apartado 3 del mencionado Acuerdo, se delega en la persona titular de la consejería competente en materia de hacienda, de acuerdo con el artículo 25 de la Ley 3/2003, la aprobación y las eventuales modificaciones del anexo al Plan Estratégico de Subvenciones.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Corresponde, por lo tanto, a la persona titular de la Consejería de Hacienda y Administraciones Públicas la aprobación y/o modificación del anexo al Plan Estratégico de Subvenciones.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;Fundamentosde derecho&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;1. El artículo 25 de la Ley 3/2003, de 26 de marzo, de régimen jurídico de la Administración de la Comunidad Autónoma de las Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;2. El Decreto 8/2015, de 2 de julio, de la presidenta de las Illes Balears, por el cual se determina la composición del Gobierno y se establece la estructura de la Administración de la Comunidad Autónoma de las Illes Balears. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;3. El &lt;span style="color:black"&gt;Decreto 9/2015, de 2 de julio, de la presidenta de las Illes Balears, &lt;/span&gt;por&lt;span style="display:none"&gt;&amp;lt;A[por|para]&amp;gt;&lt;/span&gt; el cual se dispone el nombramiento de los miembros del Gobierno de las Illes Balears, mediante el cual se nombra la señora Catalina Cladera i Crespí, consejera&lt;span style="display:none"&gt;&amp;lt;A[consejera|consellera]&amp;gt;&lt;/span&gt; de Hacienda y Administraciones Públicas.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Por todo eso, dicto la siguiente&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;Resolución&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;1. Aprobar la modificación del anexo al Plan Estratégico de Subvenciones de la Comunidad Autónoma de las Illes Balears para los ejercicios 2018-2020, aprobado por el Acuerdo del Consejo de Gobierno de 9 de marzo de 2018, en el sentido de&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;- OBJETIVO I&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;DIVERSIFICACIÓN DEL MODELO ECONÓMICO&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;I.3 Fomento del emprendimiento&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;Allí donde dice:&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;Objetivos y efectos: &lt;/strong&gt;facilitar el acceso de&lt;strong&gt; &lt;/strong&gt;&lt;span style="color:black"&gt;las pymes y de los emprendedores y las emprendedoras de las Illes Balears a la financiación para obtener liquidez o para llevar a cabo sus proyectos de inversión y modernización&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;Coste&lt;/strong&gt;: &lt;span style="color:black"&gt;2.165.000 € (2018: 500.000 €; 2019: 1.400.000 €; 2020: 265.000 €)&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
