es 31942 CAIB ![CDATA[<p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:black">Primera. - Objeto, procedimiento de selección y normativa.</span></strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">1.1. La presente convocatoria tiene por objeto regular el proceso selectivo para proveer, como funcionario de carrera, 1 plaza de Policía Local vacante y dotada presupuestariamente, actualmente ocupada por personal funcionario interino, correspondiente a la Oferta de Ocupación Pública del año 2017, por el sistema de acceso de turno libre y mediante concurso-oposición. </span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">La citada plaza pertenece a la escala de Administración Especial, subescala de Servicios Especiales, clase policía local, grupo C1, (Agente de Policía Local)</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">1.2. Se aplicará a estas pruebas selectivas la Ley 39/2015, de 1 de octubre, de procedimiento administrativo común de las administraciones públicas, la Ley 4/2013, de 17 julio, de coordinación de las policías locales de Illes Balears; el Real decreto legislativo 5/2015, de 30 de octubre, texto refundido de la ley del Estatuto Básico del Empleado Público; la Ley 3/2017, de 27 de marzo, de la función pública de la Comunidad Autónoma de Illes Balears; Decreto 11/2017, de 24 de marzo, de exigencia del conocimiento de la lengua catalana en los procedimientos selectivos de acceso a la función pública y para ocupar puestos de trabajo de la Administración de la Comunidad Autónoma de las Illes Balears; el Decreto 100/2012, de 7 de diciembre, que establece los criterios de revalidación y actualización de los diplomas de los cursos de aptitud de los policías locales de Illes Balears; el Decreto 28/2015, de 30 de abril, reglamento de las policías locales de Illes Balears; y otras disposiciones legales vigentes en materia de policía local de la Comunidad Autónoma de las Islas Baleares, estableciéndose prevalencia de aplicación el Decreto Ley 1/2007, de 13 de enero, de modificación de la Ley 20/2006, de 15 de diciembre, municipal y de régimen local de Illes Balears, y de la Ley 3/2007, de 27 de marzo, de la función pública de la Comunidad Autónoma de Illes Balears, y de medidas en materia de coordinación de las policías locales de Illes Balears, y otras disposiciones legales vigentes en materia de policía local de la Comunidad Autónoma de Illes Balears.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">1.3. El procedimiento de selección será el de concurso-oposición mediante el procedimiento de carácter extraordinario de acceso a las plantillas de las policías locales de las Illes Balears previsto en la disposición transitoria primera del Decreto Ley 1/2017, de 13 de enero, de modificación de la Ley 20/2006, de 15 de diciembre, municipal i de régimen local de las Illes Balears, y de la Ley 3/2007, de 27 de marzo, de función pública de la Comunidad Autónoma de las Illes Balears, y de medidas en materia de coordinación de las policías locales de las Illes Balears. </span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:black">Segunda. - Requisitos y condiciones de las personas aspirantes.</span></strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">2.1. Para participar en esta convocatoria, las personas interesadas tienen que cumplir en la fecha de finalización del plazo para presentar las solicitudes y durante todo el proceso selectivo, los requisitos siguientes:</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">a) Tener nacionalidad española.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">b) Tener 18 años cumplidos.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">c) Estar en posesión del título de Bachillerato, técnico o equivalente, o estar en condiciones de obtenerlo en la fecha en que finalice el plazo de presentación de solicitudes. En el caso de titulaciones expedidas en el extranjero, habrá que aportar la correspondiente homologación del Ministerio de Educación y Formación Profesional, o de una universidad española.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">La titulación se tiene que acreditar mediante la expedición de los títulos correspondientes por la autoridad académica competente. Esta misma autoridad podrá declarar también la equivalencia de títulos.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">d)</span> <span style="color:black">Estar en posesión del diploma de aptitud del curso de formación básica de la categoría de Policía Local expedido por el EBAP o el órgano competente.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">e) No sufrir ninguna enfermedad ni defecto físico o psíquico que impida o disminuya el desarrollo correcto de las funciones, de acuerdo con el cuadro de exclusiones que se determinan en el anexo 5 del Decreto 28/2015, de 30 de abril, reglamento de los policías locales de las Islas Baleares.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">f) No haber estado separado del servicio de la Administración local, autonómica o estatal, ni estar inhabilitado para el ejercicio de la función pública.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">g) No tener antecedentes penales por delitos dolosos.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">h) No estar sometido a ninguna causa de incapacidad específica de acuerdo con la normativa vigente.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">i) Estar en posesión de los permisos de conducción de las clases A2 y B.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">j) Compromiso de llevar armas de fuego y, si es necesario, a utilizarlas (se presentará mediante declaración jurada).</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">k) Acreditar los conocimientos de la lengua catalana correspondiente al nivel B2 mediante certificado emitido por la Escuela Balear de Administración Pública, o expedido u homologado por la Consejería competente en materia de política lingüística, o los reconocidos según la Orden del consejero de Educación, Cultura y Universidades de 21 de febrero de 2013.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">l) Haber satisfecho los derechos de examen, por cantidad de 75,00€ en el número de cuenta indicado en la base cuarta. </span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">2.2. Con carácter previo a la toma de posesión como funcionario en prácticas, la persona interesada habrá de manifestar que no ejerce ningún puesto o actividad en el sector público de los que delimita la Ley 53/84, de 26 de diciembre, de incompatibilidades del personal al servicio de las administraciones públicas, y que no percibe pensión de jubilación, retiro u orfandad. Si realiza alguna actividad privada, incluida la de carácter profesional, lo tendrá que declarar en el plazo de diez días naturales a contar a partir del día de la toma de posesión, para que la Corporación acuerde la declaración de compatibilidad o incompatibilidad.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">2.3. Las personas aspirantes tendrán que reunir los requisitos establecidos en estas bases a la fecha de finalización del plazo de presentación de solicitudes y mantenerlos durante todo el proceso selectivo. En este sentido, se pueden efectuar las comprobaciones oportunas durante todo el proceso.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Si en cualquier momento del proceso selectivo, el tribunal tuviese conocimiento de que algún aspirante no cumple uno o varios de los requisitos exigidos en la presente convocatoria, previa audiencia del interesado, deberá proponer su exclusión al alcalde o alcaldesa y le comunicará, a los efectos oportunos, las inexactitudes o falsedades consignadas por la persona aspirante en la solicitud de admisión.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:black">Tercera. - Protección de datos personales.</span></strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">De conformidad a lo que dispone el artículo 5 de la Ley Orgánica 15/1999, de 13 de diciembre, de protección de datos personales, se informa a las personas aspirantes que los datos personales contenidos en la solicitud de admisión, documentación que se acompañe a ésta o que se genere a resultas de esta convocatoria, se incorporarán a un fichero de datos de carácter personal del que es responsable el Ayuntamiento de Mancor de la Vall, y que tiene por finalidad, entre otras, la convocatoria, tramitación, calificación y resolución de esta convocatoria.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">En caso de que sea necesario, algunos datos personales podrán ser publicados en el BOIB, tablón de edictos del Ayuntamiento y página web de esta institución (www.ajmancordelavall.net) de acuerdo con lo dispuesto en las bases de la presente convocatoria y la Ley 39/2015, de 1 de octubre, de procedimiento administrativo común de las administraciones públicas.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Se hace constar que, en el supuesto de que el interesado haya puesto en conocimiento del Ayuntamiento datos de salud, autoriza expresamente el tratamiento para el cumplimiento de las finalidades anteriormente expuestas.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">El órgano administrativo ante el cual los interesados pueden, si procede, ejercitar los derechos de acceso, rectificación, cancelación, oposición y el resto de derechos reconocidos en la Ley Orgánica 15/1999 es la Oficina de Atención al Público del Ayuntamiento de Mancor de la Vall, situada en Plaça de l’Ajuntament, n1, de Mancor de la Vall.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:black">Cuarta. -Solicitud y documentación.</span></strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">4.1. Las solicitudes para participar en las pruebas de selección se dirigirán al Alcalde del Ayuntamiento y deberán ajustarse al modelo de solicitud (anexo IV), se presentarán en el Registro General del Ayuntamiento, o en la forma establecida en el artículo 16 de la Ley 39/2015, de 1 de octubre, de procedimiento administrativo común de las administraciones públicas, en el plazo de </span><strong><span style="color:black">20 días naturales, contados a partir del día siguiente al de la fecha de publicación de esta convocatoria en el BOE.</span></strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Las solicitudes que se registren fuera del plazo anterior (ni antes de la apertura ni tras la finalización del mismo) serán excluidas y se archivarán. Si el último día de presentación es en domingo o festivo, el plazo se entenderá ampliado hasta el día siguiente hábil.</span> <span style="color:black">Los restantes y sucesivos anuncios se harán públicos únicamente en el tablón de anuncios y la página web del Ayuntamiento.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">El modelo de solicitudes estará a disposición de las personas interesadas, en el Registro General de este Ayuntamiento, y en la página web, a partir de la apertura del plazo para su presentación.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">4.2.</span> <span style="color:black">Las instancias presentadas en la forma prevista en la Ley 39/2015, de 1 de octubre, de procedimiento administrativo común de las administraciones públicas, no serán admitidas aunque conste que se entregaron antes de la finalización del plazo de presentación de solicitudes, </span><strong><span style="color:black">salvo que se remita la justificación de la fecha de remisión de la solicitud al Ayuntamiento de Mancor de la Vall por fax al 971.88.17.00 o correo electrónico a secretaria@ajmancordelavall.net.</span></strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">4.3. La no presentación de solicitudes en tiempo y forma indicados determina la no admisión de las personas aspirantes al proceso selectivo.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">4.4. Las personas aspirantes deben adjuntar a la solicitud, correctamente cumplimentada, original o fotocopia de la documentación que se indica a continuación:</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">a) Declaración responsable de las personas aspirantes que cumplen todas y cada una de las condiciones exigidas en la base segunda, referidas siempre a la fecha de finalización del plazo señalado para la presentación de solicitudes, independientemente de que lo acrediten con posterioridad a la finalización del proceso selectivo.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">El hecho de constar en la lista de admitidos no implica el reconocimiento a los interesados de que se cumplen los requisitos para participar en esta convocatoria. Las personas que superen el proceso selectivo deben presentar la documentación acreditativa de mantenimiento de los requisitos generales exigidos que se indiquen en la base segunda, con carácter previo a su nombramiento.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">b) Fotocopia del Documento Nacional de Identidad en vigor, o el resguardo de la solicitud de renovación.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">c) Fotocopia del certificado expedido por la EBAP de haber superado el curso de capacitación de la categoría de policía o por el órgano competente y en plena validez.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">d) Fotocopia de la titulación exigida.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">e) Fotocopia de los permisos de conducción A2 y B en vigor, o con el resguardo de la solicitud de renovación.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">f)</span> <span style="color:black">Fotocopia del certificado del nivel de conocimientos de lengua catalana expedido por el órgano competente en materia de política lingüística del Govern de las Illes Balears, o bien de los títulos, diplomas y certificados equivalentes de acuerdo con la normativa vigente.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">g) Relación de los méritos aportados (según modelo anexo V), donde se recojan ordenadamente los méritos alegados, estructurada según los bloques en los que se divide el baremo de méritos recogido en el Anexo I de estas bases.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">h) La documentación acreditativa de los méritos alegados en la forma establecida en la base octava de esta convocatoria. El Tribunal no valorará los méritos que no se acrediten junto con la instancia de solicitud de participación en el proceso selectivo.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">i) En la solicitud deberá constar un correo electrónico y teléfono (fijo o móvil) a efectos de comunicación con el Ayuntamiento.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">j) Fotocopia de la certificación en periodo de validez, de haber superado las pruebas físicas convocadas de forma periódica por la EBAP, en aquellos casos en que se posea y se desee quedar exento de realizar las pruebas de aptitud física en el proceso selectivo.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">k) Fotocopia de la documentación requerida en la base séptima, sección 3ª, en aquellos casos en los que la persona aspirante desee acogerse la exención de la prueba.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">l) Resguardo justificativo de haber ingresado íntegramente los derechos de examen en el número cuenta ES19-0182-5747-4602-0150-4672 de BBVA. En el concepto de la trasnferencia se hará constar expresamente “TASA DR. EXAM más el nombre y DNI del aspirante.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">La falta de justificación del pago íntegro de los derechos de examen, en el plazo de presentación de solicitudes, determinará la exclusión definitiva del aspirante, sin que sea un defecto subsanable. </span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Queda exenta de presentación la documentación que ya obre en poder del Ayuntamiento de Mancor de la Vall, de acuerdo la Ley 39/2015, de 1 de octubre, de procedimiento administrativo común de las administraciones públicas, y la Ley 20/2006, de 15 de diciembre, municipal y de régimen local de las Islas Baleares, para lo cual deberá constar este hecho de forma expresa en la solicitud, aportando suficiente información para que la documentación alegada pueda ser localizada.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:black">Quinta. - Admisión de las personas aspirantes.</span></strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">5.1. Una vez finalizado el plazo de presentación de solicitudes, en el plazo máximo de diez días hábiles, se publicará en el tablón de anuncios y en la página web del Ayuntamiento la resolución por la que se aprueba la lista provisional de personas aspirantes admitidas y excluidas, como identidad se indicará el número de Documento Nacional de Identidad del aspirante.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">5.2. Las personas aspirantes excluidas u omitidas dispondrán de un plazo de diez días hábiles, contados desde el día siguiente al de la publicación, para subsanar el defecto o adjuntar el documento que sea preceptivo, y se les advertirá que se considerará no presentada la solicitud si no se cumple el requerimiento. Una vez finalizado el plazo y subsanadas, si procede, las solicitudes, el alcalde o alcaldesa dictará resolución, en el plazo máximo de diez días hábiles, aprobando la lista definitiva de personas admitidas y excluidas, que será publicada en el tablón de anuncios y en la página web del Ayuntamiento.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:black">Sexta. - Proceso de selección.</span></strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">El proceso de selección es el de concurso oposición.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Constará de una fase de oposición libre, una de concurso, en que únicamente participarán las personas aspirantes que hayan superado la fase de oposición, y otra consistente en un período de prácticas de seis meses, de acuerdo con lo previsto en la Ley 4/2013, de 17 de julio, de coordinación de las policías locales de Illes Balears y el Decreto Ley 1/2017, de 13 de enero, de modificación de la Ley 20/2006, de 15 de diciembre, municipal y de régimen local de Illes Balears, y de la Ley 3/2007, de 27 de marzo, de la función pública de la Comunidad Autónoma de Illes Balears y de medidas en materia de coordinación de las policías locales de Illes Balears.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">El orden de actuación de las personas aspirantes se realizará por orden alfabético de apellidos.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">De acuerdo a como se establece en la base octava, los aspirantes han de adjuntar a la solicitud de participación los documentos acreditativos de los méritos a valorar. Los méritos alegados y no justificados por los aspirantes en la forma indicada no serán valorados.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">La fecha límite para la alegación de los méritos y la presentación de los documentos relativos a los mismos, será la de finalización del plazo de presentación de solicitudes para participar en la convocatoria.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">La puntuación total se obtiene de la suma de las puntuaciones en las dos fases. La puntuación de la fase de oposición representará un 60% de la puntuación alcanzable en el proceso selectivo. La fase de concurso representará un 40% del total de la puntuación alcanzable en el proceso selectivo.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:black">Séptima. - Fase de oposición</span></strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">La fase de oposición consta de tres pruebas de carácter obligatorio y eliminatorio. Se debe superar la prueba anterior para poder pasar a la siguiente. Las pruebas se llevarán a cabo a razón del sistema que libremente establezca el tribunal.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">De realizarse las pruebas en días diferentes, los sucesivos anuncios del resto de pruebas se publicarán en el tablón de anuncios del Ayuntamiento, y en la página web www.ajmancordelavall.net , con un intervalo mínimo de 48 horas de antelación al principio de la prueba.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:black">1a) Prueba de aptitud física</span></strong><span style="color:black"> que se calificará como apto o no apto, que tiene por objeto comprobar, entre otros aspectos, las condiciones de fuerza, agilidad, flexibilidad y resistencia de las personas aspirantes. De carácter obligatorio y eliminatorio, consistirá en la superación de las pruebas físicas que figuran en el Anexo II para todas las categorías.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Para poder efectuar esta prueba, las personas aspirantes deberán hacer entrega al tribunal calificador, el mismo día de la prueba y antes de la hora de inicio de las pruebas físicas, de un certificado médico en que se haga constar que se reúnen las condiciones físicas necesarias para llevarla a cabo. El hecho de no presentar la mencionada certificación implica la exclusión automática de la persona aspirante a la realización de la prueba y del proceso selectivo.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Las pruebas físicas tienen que ser superadas globalmente, de acuerdo con el baremo y los méritos señalados en el Anexo II. El resultado global de esta prueba se dará con la superación de un mínimo de 4 de las pruebas parciales con una nota mínima de 5 o superior y que, en la otra prueba parcial, la nota sea igual o superior a 3.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">La nota media de “Apto” se otorgará siempre que el resultado sea igual o superior a 5. Si es inferior a 5, será de “No Apto”.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Las personas que acrediten el certificado en vigor de aptitud física de la EBAP según establece el artículo 163.3 del Decreto 28/2015 están exentas de realizar las pruebas físicas que figuran en el Anexo II. La validez del certificado es de dos años que se contarán desde el día de la superación de las pruebas.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">A los efectos de restar exentas de hacer la prueba de aptitud física, el certificado de aptitud física del EBAP, tienen que estar en vigor a la fecha de finalización del plazo de presentación de solicitudes.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:black">2a) Prueba de conocimiento tipo test </span></strong><span style="color:black">con una valoración total de 60 puntos, de carácter obligatorio y eliminatorio. Esta prueba consta de dos fases que deben superarse independientemente. La valoración de la prueba en el caso de superación de ambas fases será el resultado de la suma de éstas. Cada fase tendrá un valor del 50% de la puntuación total de la prueba (30 puntos).</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:black">Primera fase</span></strong><span style="color:black">: consistirá en responder por escrito un cuestionario de 60 preguntas tipo test con cuatro respuestas alternativas, de las cuales solo una es correcta, propuesto o validado por el tribunal calificador entre los 20 temas que figuran en el Anexo III. Las preguntas se pueden plantear en lengua catalana o castellana. Cada pregunta que se responda correctamente se valorará con 0,500 puntos. Las preguntas no resueltas no se valorarán. Las preguntas con respuesta errónea o si figura más de una respuesta se penalizarán con un cuarto del valor asignado a la respuesta correcta (-0,125 puntos)</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">La prueba se valorará de 0 a 30 puntos y se tiene que obtener un mínimo de 15 puntos para superarla. La duración máxima de la prueba será de una hora y media. </span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:black">Segunda fase:</span></strong><span style="color:black"> consiste en una prueba tipo test de conocimiento del término municipal y de las ordenanzas municipales del Ayuntamiento de Mancor de la Vall, con el siguiente contenido:</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">1. Ordenanzas municipales:</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">-</span></span><span style="color:black"> Ordenanza municipal reguladora de los animales de compañía.</span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:black">- Ordenanza de ejecución de obras y uso de la vía pública. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:black">- Ordenanza municipal de circulación (no anexos)</span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:black">- Ordenanza de residuos urbanos y limpieza viaria. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:black">- Ordenanza reguladora de la tasa por entrada de vehículos a través de aceras y reservas de vía pública para aparcamiento exclusivo, prohibición de estacionamiento, carga y descarga de mercancías de cualquier clase.</span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:black">- Ordenanza reguladora de la tasa por servicios especiales de retirada de vehículos u objetos pesados o voluminosos de la vía pública y custodia de los mismos.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Las eventuales contradicciones o derogaciones que pudieran haberse producido ex lege o por aprobación de normas reglamentarias posteriores sobre el texto de estas ordenanzas, serán tenidas en cuenta, de modo que prevalecerá el contenido actualmente vigente aunque no se haya modificado el texto de la ordenanza. </span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">2. Conocimiento del término municipal de Mancor de la Vall: callejero, principales núcleos poblacionales, ubicación de puntos de interés. Ferias, mercados y eventos de especial relevancia e interés. </span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Para acceder a la información sobre conocimiento del término municipal y las ordenanzas se puede consultar el portal web del Ayuntamiento de Mancor de la Vall. </span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Consiste en responder un cuestionario de 30 preguntas tipo test con cuatro respuestas alternativas, de las cuales solo una es correcta. Las preguntas se pueden plantear en lengua catalana o castellana. Cada pregunta que se responda correctamente se valorará con 1 punto. Las preguntas no resueltas no se valorarán. Las preguntas con respuesta errónea o si figura más de una respuesta se penalizarán con un cuarto del valor asignado a la respuesta correcta.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">La prueba se valorará de 0 a 30 puntos y se tiene que obtener un mínimo de 15 puntos para superarla. La duración máxima de la prueba será de una hora. </span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:black">3a) <em>Prueba de aptitud psicológica y de personalidad.</em></span></strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:white"><span style="color:black">Esta prueba consistirá en la exploración psicotécnica para acreditar niveles de aptitudes así como en la exploración de la personalidad y actitudes de los aspirantes con la finalidad de determinar los perfiles generales y específicos que exige el ejercicio del puesto de trabajo policial. </span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:white"><span style="color:black">La prueba se determinará por un profesional de la psicología designado por el tribunal en calidad de asesor, dando informe de propuesta de aptitud de cada aspirante una vez realizada y evaluada. Esta prueba se valorará por el tribunal con el resultado de apto o no apto. </span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:white"><span style="color:black">Estarán exentas de realizar esta prueba las personas aspirantes que acrediten que en los últimos tres años han superado una prueba igual a la exigida en este apartado, realizada por un Ayuntamiento dentro de un proceso selectivo similar. </span></span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:black">Octava. Fase de concurso</span></strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">1.-El tribunal evaluará los méritos que las personas aspirantes aleguen y que justifiquen correctamente, de acuerdo con el baremo del Anexo I. Esta fase no tiene carácter eliminatorio.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">2.-Los méritos que aleguen las personas aspirantes se tendrán que acreditar mediante la presentación del original o de la copia compulsada de la documentación siguiente:</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">a) Curso de capacitación: certificado en vigor del EBAP de haber superado el curso de capacitación de la categoría a la que se opta.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">b) Servicios prestados: certificado expedido por los ayuntamientos o administraciones públicas correspondientes.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">c) Estudios académicos oficiales: copia compulsada correctamente del título o del resguardo acreditativo (anverso y reverso). En caso de presentación de títulos de estudios hechos en el extranjero, deberá acreditarse la homologación concedida por el Ministerio de Educación, Cultura y Deportes.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">d) Conocimiento de lengua catalana: certificados expedidos por la Escuela Balear de Administración Pública (EBAP), expedidos u homologados por el órgano competente de la Consejería de Educación, Cultura y Universidades o reconocidos conforme a la normativa autonómica vigente.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">e) Conocimiento de otras lenguas: certificados expedidos por la Escuela Balear de Administración Pública, por las escuelas oficiales de idiomas (EOI), por las universidades, otras escuelas de administración pública y otras entidades, que sean equivalentes a los niveles del Marco común europeo.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">f) Cursos de formación: certificados de aprovechamiento, certificados de asistencia y certificados de impartición de cursos de acciones formativas expedidos por las escuelas de formación de las policías locales, por la Escuela Balear de Administración Pública u homologados o concertados por el EBAP, por universidades del ámbito de la Unión Europea, por centros de formación acreditados en otras administraciones públicas del Estado español o centros que imparten planes de formación continua.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">3.-Los méritos deben acreditarse con referencia a la fecha de finalización del plazo de presentación de solicitudes.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:black">Novena.- Órgano de selección</span></strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">1.-El órgano encargado de la selección es el tribunal calificador que se determinará por resolución del Ayuntamiento de Mancor de la Vall. Deberá publicarse en el tablón de anuncios y en la web corporativa, la composición del tribunal calificador, antes de la publicación de la lista definitiva de admitidos y excluidos.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">2.-El órgano de selección será colegiado, su composición se ajustará a los principios de imparcialidad y profesionalidad de sus miembros y se procurará, asimismo, la paridad entre mujer y hombre. Su composición será predominantemente técnica y los miembros deberán estar en posesión de titulación o especialización igual o superior a la exigida para el acceso a les plazas convocadas.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">3.-El personal de elección o de libre designación política, los funcionarios interinos y el personal eventual no pueden formar parte de los órganos de selección. Tampoco pueden formar parte de los mismos los representantes de los empleados públicos, sin perjuicio de las funciones de vigilancia y custodia del buen desarrollo del procedimiento selectivo. Los representantes sindicales que participen en el procedimiento selectivo, con estas funciones de vigilancia y custodia, deben estar acreditados y como máximo puede haber uno por cada sindicato con un máximo de cuatro en cada procedimiento.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">4.-La pertenencia a los órganos de selección será siempre a título individual, y no se podrá ostentar en representación o a cuenta de nadie.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">5.-El tribunal calificador estará constituido por cinco miembros, y deberá designarse el mismo número de suplentes:</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">a) Presidente/a: designado por el Ayuntamiento entre personal funcionario de carrera de experiencia reconocida.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">b) Vocales: un vocal propuesto por la Dirección General de Interior competente en materia de coordinación de policías locales, otro propuesto por la Escuela Balear de Administración Pública y uno designado por el Ayuntamiento de Mancor de la Vall.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">c) Secretario/a: designado/a por el Ayuntamiento, con voz y voto.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">6.-El tribunal puede acordar la incorporación de personal asesor o especialistas en todas o alguna de las pruebas, que puede actuar con voz pero sin voto.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">7.-El tribunal no se podrá constituir ni actuar sin la asistencia de más de la mitad de sus miembros, titulares o suplentes indistintamente, ni sin presidencia ni secretaría, y sus decisiones se adoptarán por mayoría.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">8.-Los miembros del tribunal pueden ser nombrados entre los funcionarios de la Corporación o entre funcionarios al servicio de las administraciones públicas.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">9.-Los miembros del tribunal deberán abstenerse de intervenir, y lo notificarán a la autoridad convocante, cuando concurra alguna de las circunstancias previstas en la Ley 39/2015, de 1 de octubre, del procedimiento administrativo común de las administraciones públicas.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">10.-Las decisiones adoptadas por el tribunal se pueden recurrir en las condiciones que establece la Ley 39/2015, de 1 de octubre, del procedimiento administrativo común de las administraciones públicas.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">11.-Son funciones del tribunal calificador:</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">a) Valorar los méritos acreditados y las pruebas realizadas por las personas aspirantes, en la forma establecida en estas bases.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">b) Requerir, si procede, a las personas aspirantes que hayan acreditado méritos con defectos formales a efectos de su subsanación, o cuando necesiten la aclaración de alguno de los méritos acreditados dentro del plazo y en la forma adecuada.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">c) Confeccionar una lista, por orden de prelación, de las personas aspirantes.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">d) Resolver las reclamaciones presentadas por las personas aspirantes en el plazo establecido y en la forma adecuada.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">e) Elevar a la alcaldía la composición definitiva de la lista de aspirantes.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">f) Expedir los justificantes de asistencia correspondientes a petición de los aspirantes.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">12.-Los méritos acreditados por las personas candidatas deben valorarse conforme al baremo que se adjunta como anexo I.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">13.-El tribunal adoptará las medidas oportunas para garantizar, siempre que sea posible, que todos los ejercicios de la oposición se corrijan sin conocer la identidad del aspirante.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:black">Décima. Publicación de la relación de personas aprobadas</span></strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">1.-Una vez finalizado el proceso selectivo, el tribunal publicará la lista provisional de las puntuaciones obtenidas por las personas aspirantes en orden de puntuación obtenida, con indicación de las calificaciones obtenidas en cada uno de los apartados, asignadas al número del documento nacional de identidad.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">2.-Las personas aspirantes disponen de un plazo de 3 días hábiles, desde la publicación, para efectuar las reclamaciones oportunas o solicitar revisión de su puntuación provisional ante el Tribunal, presentando las solicitudes en el Registro General del Ayuntamiento, dentro del plazo establecido. A esta revisión podrán asistir acompañadas de una persona en calidad de asesora.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">3.-El Tribunal dispondrá de un plazo de 7 días para resolver las reclamaciones. Una vez resueltas publicará la lista definitiva y por orden de puntuación de los aspirantes. Asimismo, se elevará propuesta de nombramiento como funcionario/a en prácticas de la persona que haya obtenido una mayor puntuación. Esta documentación se publicará en el tablón de anuncios y en la web del Ayuntamiento, no pudiendo proponerse para la fase de prácticas un número superior de personas al de las plazas convocadas, en este caso, una. </span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">La aprobación de la relación de aspirantes que han superado el proceso selectivo y que serán nombrados como personal funcionario en prácticas será publicada en el Boletín Oficial de las Islas Baleares y en la página web del Ayuntamiento.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:black">Decimoprimera. Presentación de documentos</span></strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Una vez publicada la propuesta de nombramiento como funcionario/a en prácticas en el tablón de anuncios a, en la web municipal y el BOIB, el/la aspirante que haya obtenido una mayor puntuación y que sea propuesto para el nombramiento, dispondrá de un plazo de 20 días naturales desde la fecha de publicación para presentar los documentos que acrediten que cumplen los requisitos que exige la convocatoria. </span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">El incumplimiento de este plazo o si del examen de la documentación presentada se deduce que las personas aspirantes no cumplen los requisitos que se exigen en la convocatoria, supondrá la pérdida del derecho a ser nombrados funcionarios en prácticas y quedarán sin efecto todas las actuaciones relativas a su nombramiento, siendo propuesto para nombramiento el/la aspirante que haya obtenido la segunda puntuación más alta y así sucesivamente. </span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:black">Decimosegunda. Personal funcionario en prácticas</span></strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">1.-La persona que supere el proceso selectivo y acredite que cumple los requisitos que exige la convocatoria será nombrada funcionario/a en prácticas de la categoría de Agente de policía local. Esta situación se mantendrá hasta que sean nombrado funcionario/a de carrera, si procede, u obtengan la calificación de no apto/a.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">2.-El período de prácticas tendrá una duración de seis meses. El tribunal calificador elevará al alcalde o alcaldesa el resultado de la fase de prácticas , y éste resolverá y ordenará su publicación en el plazo de 15 días hábiles.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">3.-En el supuesto de que alguna de las persones aspirantes sea calificada como no apta en la fase de prácticas, en la misma resolución se requerirá a las persones aspirantes resultantes del proceso selectivo, que hayan aprobado todas las pruebas, y no hayan obtenido plaza por orden de puntuación del concurso oposición, para ser nombrado funcionario o funcionaria en prácticas. Dicha resolución agotará la vía administrativa y podrá ser recurrida en los términos establecidos en la Ley 39/2015, de 1 de octubre, del procedimiento administrativo común de las administraciones públicas.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">4.- Los funcionarios en prácticas tienen derecho a percibir las retribuciones equivalentes al sueldo y a las pagas extraordinarias correspondientes al subgrupo o grupo de adscripción, en el supuesto que este no tenga subgrupo, en el cual aspire a ingresar; y si procede, los trienios que se tuvieran reconocidos con anterioridad al inicio del periodo de prácticas.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">No obstante, si el periodo de prácticas se lleva a cabo desarrollando un puesto de trabajo, se percibirán, además, las retribuciones complementarias correspondientes al puesto mencionado.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:black">Decimotercera. Valoración de la fase de prácticas</span></strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Las prácticas tienen por objeto valorar la aptitud para ejercer las funciones propias de la categoría de policía local. La evaluación de las prácticas seguirá el procedimiento establecido en los artículos 158 y 159 del Decreto 28/2015, de 30 de abril, por el que se aprueba el Reglamento marco de coordinación de las policías locales de las Illes Balears.</span></span></p> <p>&nbsp;&nbsp;</p> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px; text-align:center"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:black">Anexo I</span></strong></span></p> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px; text-align:center"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:black">Baremo de méritos de la fase de concurso</span></strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">El tribunal debe evaluar los méritos que las personas aspirantes aleguen y que justifiquen correctamente, de acuerdo con el baremo siguiente cuya puntuación máxima en cualquier caso será de 40 puntos:</span></span></p> <div style="page-break-after:always"><span style="display:none">&nbsp;</span></div> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:black">1.- Valoración del curso de capacitación</span></strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Valoración del curso de capacitación de la misma categoría a la que se accede. Sólo se valoran los cursos expedidos u homologados por la Escuela Balear de Administración Pública (EBAP) que estén en vigor. La valoración de la nota obtenida en el curso básico de capacitación para el acceso a la categoría de policía es el resultado de multiplicar la nota por un coeficiente de 0,7 hasta un máximo de 6 puntos. </span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:black">2.- Valoración de los servicios prestados</span></strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">La puntuación máxima de este apartado es de 24 puntos, de acuerdo con los siguientes criterios:</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">a) Por cada mes completo de servicios prestados y reconocidos como policía local o turístico en el Ayuntamiento de Mancor de la Vall: 0,4 puntos por mes, hasta un máximo de 24 puntos.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">b) Por cada mes completo de servicios prestados y reconocidos como policía local o turístico en otros municipios de Illes Balears: 0,2 puntos por mes, hasta un máximo de 12 puntos.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:black">3.- Estudios académicos oficiales</span></strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Únicamente se valoran los estudios académicos oficiales con validez en todo el territorio nacional. En caso de presentación de títulos de estudios hechos en el extranjero, debe acreditarse la homologación concedida por el Ministerio de Educación, Cultura y Deportes.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Solo se valorarán los estudios académicos oficiales de nivel superior a los que se exigen para la categoría a la cual se accede. La valoración como mérito del título implica que no se valore el de nivel inferior necesario para obtenerlo o el primer ciclo que sea imprescindible para su obtención, excepto los títulos de postgrado (máster y doctor), los cuales se acumularán.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">La puntuación máxima de este apartado es de 3 puntos, de acuerdo con los criterios siguientes:</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">a) Por cada titulación académica de técnico de formación profesional de grado superior, enseñanzas profesionales de artes plásticas y diseño de grado superior y las enseñanzas deportivas de grado superior, así como todos los títulos que hayan sido declarados equivalentes: 0,20 puntos, hasta un máximo de 1 punto.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">b) Por cada titulación académica de diplomatura universitaria, arquitectura técnica, ingeniería técnica o titulación declarada equivalente: 2 puntos.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">c) Por cada titulación académica de grado universitario o grado de la enseñanza artística superior: 2,5 puntos.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">d) Por cada licenciatura, arquitectura, ingeniería o titulación universitaria equivalente: 2,7 puntos. </span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">e) Por cada máster oficial y otros estudios de postgrado oficial universitario: 0,04 puntos por cada 30 créditos ECTS, hasta un máximo de 0,24 puntos. Los estudios de grado con carga lectiva de 300 créditos ECTS, además de obtener los puntos del apartado c), obtendrán 0,07 puntos, de acuerdo con el artículo 12.10 del Real Decreto 1393/2007, de 29 de octubre.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">f) Por cada título de doctor: 0,21 puntos, hasta un máximo de 0,63 puntos.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:black">4.- Valoración de los conocimientos de lenguas</span></strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:black">4.1 Conocimientos orales y escritos de lengua catalana.</span></strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Se valoran los certificados expedidos por la EBAP, expedidos u homologados por el órgano competente de la Consejería de Educación, Cultura y Universidades, o reconocidos de acuerdo con la normativa autonómica vigente hasta una puntuación máxima de 0,60 puntos, de acuerdo con los siguientes criterios:</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">- Certificado C1 (antes nivel C) o equivalente: 0,40 puntos.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">- Certificado C2 (antes D) o equivalente: 0,50 puntos.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Certificado de conocimientos de lenguaje administrativo LA (antes E): 0,10 puntos.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Debe valorarse únicamente el certificado que corresponda al nivel más alto aportado por la persona interesada. En el caso del certificado de conocimientos de lenguaje administrativo, la puntuación se acumula a la del otro certificado que se acredite.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:black">5.- Valoración de los cursos de formación</span></strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Se valorarán los cursos expedidos u homologados por la EBAP, las universidades, las escuelas universitarias y las entidades promotoras de formación continua, así como los impartidos en otros centros de formación oficiales de seguridad pública o cualquier administración pública, siempre que estén debidamente documentados y expedidos por la correspondiente entidad, independientemente de su modalidad de impartición (Presencial, Semipresencial, u on-line).</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">En este apartado también se valora la impartición en centros formativos oficiales de cursos de acciones formativas relacionadas con las funciones propias del puesto al que se acceda, acreditados mediante un certificado en el que consten el curso, las horas y las materias que tienen que impartirse y los créditos de los títulos, másters propios no oficiales y de los cursos de experto universitario que tienen el carácter de titulaciones propias de una universidad determinada.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:black">5.1 Formación relacionada con el área profesional.</span></strong></span></p> <p style="margin-left:40px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:black">5.1.1 Acciones formativas relacionadas.</span></strong></span></p> <p style="margin-left:40px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Se valoran, para cada puesto de trabajo, las acciones formativas siempre que estén directamente relacionadas con las funciones propias del puesto al cual se accede. En concreto, solo se valoran los cursos referidos a las áreas profesionales de policía, seguridad, emergencias, salvamento, ciencias forenses, criminología, violencia de género y formación sanitaria relacionada con la profesión de policía local. La puntuación máxima de este apartado es de 2 puntos, de acuerdo con los criterios que se indican a continuación: </span></span></p> <p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">a) Por cada certificado de aprovechamiento: 0,0025 puntos por hora.</span></span></p> <p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">b) Por cada certificado de asistencia: 0,00125 puntos por hora.</span></span></p> <p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">c) Por cada certificado de haber impartido cursos de acciones formativas relacionadas con las funciones propias del puesto al que se accede: 0,00175 puntos por hora.</span></span></p> <p style="margin-left:40px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">En lo referente a los cursos o actividades expresados en créditos, se entiende que cada crédito equivale a 10 horas.</span></span></p> <p style="margin-left:40px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">No se valoran los certificados que no indiquen el número de horas o créditos, el contenido de la formación o que tengan un contenido indefinido.</span></span></p> <p style="margin-left:40px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">No se valorará la formación que constituye una parte de los cursos de capacitación para acceder a cualquier categoría de las fuerzas o cuerpos de seguridad y la formación repetida, excepto que se haya hecho un cambio substancial en el contenido.</span></span></p> <p style="margin-left:40px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="color:black">5.1.2 Formación universitaria no oficial relacionada con las funciones del puesto de trabajo convocado</span></strong><span style="color:black">.</span></span></p> <p style="margin-left:40px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">La puntuación máxima de este apartado es de 2 puntos, de acuerdo con los criterios que se indican a continuación: </span></span></p> <p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><em><span style="color:black">a) </span></em><span style="color:black">Título propio de graduado en seguridad y ciencias policiales de la Universidad de las Islas Baleares: 1 punto.</span></span></p> <p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><em><span style="color:black">b) </span></em><span style="color:black">Títulos propios de graduado universitario, relacionados con las áreas de policía, seguridad, emergencias, salvamento, ciencias forenses, criminología, violencia de género, diversidad sexual y de género, delitos de odio y formación sanitaria, con carga lectiva de, como mínimo, 180 créditos ECTS: 0,50 puntos por título, hasta un máximo de 1 punto.</span></span></p> <p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><em><span style="color:black">c) </span></em><span style="color:black">Máster, expertos y diplomas universitarios relacionados con las áreas de policía, seguridad, emergencias, salvamento, ciencias forenses, criminología, violencia de género, diversidad sexual y de género, delitos de odio y formación sanitaria: 0,10 puntos por crédito ECTS, hasta un máximo de 2 puntos.
