	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;En relación con el asunto de referencia, y de acuerdo con lo establecido en el artículo 41.3 de la Ley 21/2013, de 9 de diciembre, de evaluación ambiental, se publica el Acuerdo del Pleno de la CMAIB, en sesión de 26 de abril de 2018,&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;DECLARACIÓN DE IMPACTO AMBIENTAL&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;El proyecto objeto está incluido en el Anexo 1 Grupo 3 apartado 12 de la Ley 12/2016, de 17 de agosto, de evaluación ambiental de las Illes Balears:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;&lt;em&gt;Instalaciones para la producción de energía eléctrica a partir de la energía solar, incluidos los tendidos de conexión a la red siguientes:&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;&lt;em&gt;- [...]&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;&lt;em&gt;-Instalaciones con una ocupación total de más de 1 ha situadas en suelo rústico fuera de las zonas de aptitud alta del PDS de energía, excepto las que estén situadas en cualquier tipo de cubierta.&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;1.Antecedentes&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;El 25 de noviembre de 2014 la Dirección General de Industria y Energía (órgano sustantivo) remite a la Comisión de Medio Ambiente de las Illes Balears (CMAIB) la documentación del exp. RE 039/14 para iniciar la tramitación ambiental prevista en el art. 22 de la Ley 11/2006, de 14 de septiembre, de EIA y EAE de las Illes Balears (exp. CMAIB 207A/2014).&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;Se realizaron las consultas a las administraciones afectadas y el 25 de febrero de 2015 la CMAIB envió al órgano sustantivo el informe de fase previa de consultas, junto con los informes recibidos.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;El 9 de enero de 2018 el órgano sustantivo envía a la CMAIB la documentación del exp. RE 008/17 para iniciar la Evaluación de Impacto Ambiental Ordinaria prevista en la Ley 21/2013, de 9 de diciembre de AA, realizando un nuevo pago de la tasa correspondiente; por lo que se abre un nuevo expediente en la CMAIB (exp. 3A/2018) que se tramitará de acuerdo con la Ley estatal 21/2013, de 9 de diciembre, de evaluación ambiental (BOE núm. 296 de 11/12/2013) y la Ley autonómica 12/2016 (BOIB núm. 106 de 20/08/2016).&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;2.Información del proyecto&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;El promotor es Good Wind Entertainment S.L. y el órgano sustantivo la Dirección General de Energía y Cambio Climático, de la Conselleria de Territorio, Energía y Movilidad.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;2.1. Ubicación&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;El parque solar se ubica en la parcela 39, polígono 18 del T.M. de Sant Antoni de Portmany; colindante con el Camí Vell de Sant Mateu.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;2.2. Descripción general&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;Se trata de un parque solar fotovoltaico conectado a la red eléctrica de media tensión de ENDESA DISTRIBUCIÓN; está formado por 11.520 paneles solares de 285 Wp, totalizando una potencia de 3.283 kW pico de placas solares (generador fotovoltaico) y 2.880 kW de producción AC &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;(convertidores).&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;La instalación tendrá los siguientes elementos:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;-Campo de paneles solares.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;-48 inversores: situados en los campos de los paneles solares, en la estructura que soporta los paneles, recogiendo los diferentes &lt;em&gt;strings &lt;/em&gt;que agrupan.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;-2 centros de transformación: uno de ellos situado al este de la parcela (4'46 m de largo, 2'38 m de ancho y 3'25 m de altura) y el otro se incorporará al mismo edificio del CMM.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;-Centro de maniobra y medida (CMM): ubicado al SE del parque solar, junto al camino de acceso y el Camí de sa Creu des Marges, con las siguientes dimensiones: 8'08 m de largo, 2'38 m de ancho y 3'23 m de altura.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;-Centro de control: situado al SE del parque solar, cercano al CMM.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;La superficie total de la parcela es de 111.492 m&lt;sup&gt;2&lt;/sup&gt; y el proyecto ocupará 39.999 m&lt;sup&gt;2&lt;/sup&gt;, según el EIA (según el proyecto 36.534 m&lt;sup&gt;2&lt;/sup&gt;).&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;Según el art. 34.2.2 del Decreto 33/2015, de modificación del Plan Director Sectorial Energético de las Illes Balears, la instalación de producción de energía eléctrica fotovoltaica sobre el terreno se clasifica como tipo C (ocupación territorial inferior o igual a 4 ha).&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;La corriente continua generada por los paneles solares es transformada en corriente alterna en los inversores; desde los inversos envía la energía a los transformadores BT/MT para elevar la tensión de la electricidad hasta los 15.000 V para su transporte hasta el punto de conexión con la red de distribución.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;La actuación no implica movimientos de tierras y se implantarán barreras forestales para que la instalación se vea poco desde los alrededores; las placas se instalarán en estructuras ancladas al suelo (de aproximadamente 2 m de altura) sin utilizar hormigón.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;Para la conexión del parque fotovoltaico a la línea de media tensión se ejecutará una nueva línea subterránea que partirá del CMM:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;-Camino público de tierra (Camí de sa Creu des Marges): 185 m&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;-Camino público asfaltado de Can Savi: 205 m&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;Se hará un cierre perimetral metálico con pasos de fauna, un talud y una barrera vegetal para impedir su visualización desde el dominio público cercano.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;Las parcelas se adecuarán y prepararán para poder alojar un parque solar y se podrá combinar el desarrollo de esta actividad con la actividad ganadera de pastoreo de ovejas.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;3.Ubicación y elementos ambientales significativos del entorno del proyecto&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;3.1. Diagnóstico territorial&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;La parcela, según el Plan Territorial de Ibiza tiene la clasificación de Suelo Rústico Común (SRC); en el NE hay una zona de pinar con la clasificación de SRC-Forestal y APR de incendios. La instalación de las placas no afecta a la zona de pinar.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;Según el Plan Director Sectorial de Energía vigente, incluyendo su modificación aprobada mediante el RD 33/2015 (BOIB núm. 73 de 16 de mayo de 2015), la parcela está ubicada en zona de aptitud media y alta.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;3.2. Diagnóstico ambiental&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;El proyecto no afecta a ningún espacio natural protegido ni a zonas de la RN 2000.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;La zona de estudio se encuentra en un área con pendientes muy suaves, por lo que los movimientos de tierra para la implantación de la instalación fotovoltaica serán mínimos.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;En la parcela no se han encontrado evidencias de la presencia de especies protegidas, ni vegetales ni animales; no hay fuentes ni sondeos y la vulnerabilidad de acuíferos es moderada y baja.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;Durante los trabajos de campo no se identificaron elementos de patrimonio susceptibles de protección.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;El terreno está en estado de abandono desde hace varios años y no se lleva a cabo ninguna actividad agropecuaria.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;El Estudio de Incidencia Paisajística que se incluye como Anexo al EIA concluye que será necesario realizar la ejecución de medidas correctoras propuestas (pantalla vegetal de 3 m de altura, con elevación del terreno y plantación de especies arbustivas mediterráneas) para disminuir el impacto visual del proyecto.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;También se incluye un Informe de Incidencia Arqueológica (firmado por dos arqueólogos el 4 de junio de 2015) donde se establece el plan de actuación, mediante la documentación y registro rigurosos en la realización de un seguimiento arqueológico de la limpieza y desbroce de la zona afectada de la parcela, así como la posible excavación arqueológica de los restos encontrados durante los movimientos de tierra.&lt;br /&gt;
	4.Resumen del proceso de evaluación&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;4.1.Fase de información pública y de consultas&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;El proyecto de parque solar fotovoltaico, el proyecto de interconexión con la red de distribución, el informe de incidencia arqueológica y el estudio de impacto ambiental conjunto se sometieron al trámite de información pública por un periodo de 30 días ( BOIB núm. 138 de 11/11/2017).&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;En el expediente consta el Certificado correspondiente donde se indica que no se ha presentado ninguna alegación.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;4.2.Consultas a las administraciones públicas y otras entidades&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;Durante el trámite de información pública se ha consultado a las administraciones afectadas y a otras entidades. A continuación se destacan los aspectos más relevantes de los informes recibidos:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;-Informe de Servicio de Reforma y Desarrollo Rural (01/12/2017)&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;&lt;em&gt;La finca no está inscrita en el Registro General de Explotaciones Agrarias y no han solicitado ayudas de la PAC. No están vinculadas a una explotación agraria.&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;&lt;em&gt;Por lo tanto, desde el punto de vista de desarrollo agrario, se informa favorablemente.&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;-Informe Ayuntamiento de Sant Antoni de Portmany (20/12/2017)&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;&lt;em&gt;"[...] sería conveniente respetar y adaptar la construcción o instalación a los elementos de valor etnográfico o cultural existentes, así como mantenerse y/o reconstruirse los bancales, paredes y otros elementos de piedra que puedan existir en la finca.&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;&lt;em&gt;[...] en relación al Camí Vell de Sant Mateu, y teniéndo en cuenta que se trata de una vía local, sería conveniente respetar los preceptos de la Ley 5/1990, de 24 de mayo, de Carreteras en las Illes Balears ( BOIB núm. 77 de 26/06/1990). Entre otras cosas esta ley establece: Artículo 29 ... "&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;-Acuerdo del Consejo Ejecutivo del Consell de Ibiza del 22/12/2017&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;Se adjunta certificado donde se transcribe el acuerdo adoptado por el Consejo Ejecutivo; a continuación se destacan algunos aspectos de los diferentes departamentos:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;+ Territorio y Movilidad:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;* Ordenación del Territorio:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;&lt;em&gt;Se deberán cumplir las normas del PTI de Ibiza y Formentera, en especial en cuanto a la regulación del cierre perimetral de la instalación y en las casetas de acometidas de servicios prefabricados.&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;* Red Vial:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;&lt;em&gt;La parcela donde se quiere ubicar el parque solar no se encuentra cerca de ninguna carretera de nuestra competencia, se sitúa junto al camino viejo, que es de titularidad municipal, y no es limítrofe a la C-733.&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;&lt;em&gt;[...] dado que el proyecto no se encuentra dentro del ámbito de la red de carreteras del Consell de Ibiza, el técnico que suscribe considera que no tiene competencias para emitir informe al respecto.&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;+ Medio Ambiente y Medio Rural y Marino (Medio Ambiente)&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;Este departamento hace una serie de consideraciones que se transforman en condicionantes o recomendaciones que se trasladarán a las conclusiones de la DIA.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;+ Patrimonio:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;&lt;em&gt;En fecha 16 de enero de 2015 se informó en relación a este mismo tema:&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;&lt;em&gt;1.El terreno afectado está ocupado por márgenes tradicionales de piedra seca, de interés patrimonial.&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;&lt;em&gt;2.En toda su superficie se localizan numerosísimos fragmentos de cerámica, según inspección y documentación realizada por el funcionario de este Consejo, Sr. Ferran Nogués y clasificados por quien suscribe. Dichos elementos ponen de manifiesto la más que probable existencia en el subsuelo de vestigios arqueológicos de época púnica, imperial romana y andaluza.&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;&lt;em&gt;Se considera que sería imprudente una aprobación de dicho proyecto sin que, previamente, se haya llevado a cabo una labor de investigación arqueológica, que permita una evaluación de la importancia real de los probables restos existentes.&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;&lt;em&gt;Por otra parte se considera que el sistema de márgenes debería ser respetado.&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;&lt;em&gt;Dado el hecho de que la petición para realizar la investigación arqueológica mencionada no ha sido aún tramitada, como es preceptivo, ante el Departamento de Patrimonio del Consell de Ibiza, el técnico que suscribe se ratifica en el contenido esencial del informe de 16 de enero de 2015.&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;-Red Eléctrica de España (11/12/2017)&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;&lt;em&gt;"Según la documentación que nos han aportado, no resulta afectada ninguna instalación propiedad de Red Eléctrica de España"&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;5. Integración de la evaluación&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;5.1. Alternativas&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;-Emplazamiento: aunque se proponen varias parcelas, la ubicación definitiva se ha decidido por falta de acuerdo con las otras parcelas propuestas.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;-Sistema de anclaje:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;+ Macetas prefabricadas de hormigón&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;+ Tornillos/estacas de fijación directa en tierra&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;+ Sistema mixto: las varillas de las placas se soportan con hormigón&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;-Altura:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;+3 metros&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;+ 1'5-2 metros&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;-Alternativa cero&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;Una vez se analizan los principales impactos de cada una de las alternativas de los sistemas de anclaje y de la altura se concluye que la que presenta una mayor integración ambiental es la utilización de tornllos o estacas de fijación directa en el suelo con una altura máxima de 2 metros.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;&amp;nbsp;5.2. Principales impactos de la alternativa elegida y su corrección&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;Las principales acciones generadoras de impactos negativos son las siguientes:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;Fase de construcción:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;-Desbroce y nivelación del terreno&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;-Perforación y colocación de estructuras de sujeción&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;-Construcción de infraestructuras energéticas auxiliares&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;-Realización de zanjas y hoyos por la línea de interconexión que irá soterrada hasta el punto de conexión por caminos existentes&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;-Colocación de paneles&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;-Cerrado perimetral&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;-Generación de residuos de obra y REE&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;-Plantación de barrera vegetal&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;-Empleo de territorio&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;Fase de mantenimiento y desmantelamiento&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;-Operaciones de mantenimiento&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;-Generación de residuos durante el desmantelamiento&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;Los impactos positivos que se producirán serán:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;Participación en la reducción de los gases responsables del efecto invernadero&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;-Aumento de la economía local&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;-Ahorro en el consumo de recursos fósiles no renovables&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;En relación a las medidas correctoras propuestas se destacan las siguientes:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;Conservar la tierra vegetal retirada para ser utilizada como sustrato en la plantación de la barrera vegetal.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;-Para la barrera vegetal se utilizarán especies autóctonas de tamaño medio y de bajo requerimiento hídrico; se reubicarán las especies singulares presentes en la zona y no se incluirán especies alóctonas.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;-Crear una barrera visual (2-2'5 m como mínimo) mediante un talud de 1-1'5 m donde se sembrarán especies arbustivas (&lt;em&gt;Pistacia lentiscus, Olea europea var sylvestris, Cistus y Juniperus&lt;/em&gt;).&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;-El resto del perímetro exterior visible del campo se tratará con una barrera vegetal adecuada al entorno.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;-El cerrado perimetral dejará 25 cm desde el suelo para el paso de animales.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;-La implantación de los paneles se realizarán respetando los márgenes existentes.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;Realizar la limpieza de las instalaciones utilizando sólo el agua necesaria, siempre que sea posible se realizará en seco.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;-Los baños de los operarios serán WC químicos portátiles y serán gestionados por una empresa especializada.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;-Cuando se desmantelen las instalaciones, el suelo se deberá restaurar recuperando la estructura en fase pre-operacional.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;Hay que tener en cuenta que, una vez finalizada la vida útil de la instalación (25-30 años), se podrá recuperar la actividad tradicional.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;6. Conclusiones&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;Por todo lo anterior, el Pleno acuerda formular la declaración de impacto ambiental favorable a la realización del Proyecto Parque Fotovoltaico Bosc d’en Lleó, polígono 18, parcela 39, TM de Sant Antoni de Portmany, promovido por Good Wind Entertainment SL, con las siguientes condiciones:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;1. Para poder llevar a cabo el talud, en caso de que el promotor decida realizarlo, se deberá garantizar que esta medida correctora no produzca una artificialización de la parcela mayor que si sólo se sembraran las especies vegetales en la cota del terreno.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;2. Antes de la aprobación definitiva el promotor deberá:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;a) Solicitar autorización al Departamento de Patrimonio del Consell de Ibiza para poder realizar una investigación arqueológica en la parcela que permita una evaluación de la importancia de los probables restos existentes de época púnica, imperial romana y andalusí.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;b) Contar con el informe favorable del mismo Departamento para poder llevar a cabo el proyecto.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;3. Los residuos generados se gestionarán de acuerdo con la normativa vigente en materia de residuos, en especial los que contengan asfalto.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;4. Según el Consell de Ibiza:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;-Ordenación del Territorio: habrá que garantizar que, tanto los accesos como la circulación entre diversos bancales y la implantación de las instalaciones, respeten la integridad de los elementos constructivos de patrimonio etnológico existentes en la finca (márgenes tradicionales de piedra seca interiores y perimetrales), así como la topografía básica del terreno y la configuración de los bancales que conforman la finca.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;-Medio Ambiente:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;+ Durante la obra y las operaciones de mantenimiento mecanizadas se dispondrá de materiales absorbentes contra derrames accidentales de aceites y combustibles, y se debe desarrollar un protocolo de actuación en caso de un accidente de estas características y debe ser del conocimiento de los operarios.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;+ Se deben prever medidas para minimizar las molestias a la población, como el establecimiento de horarios de trabajo en horas diurnas y sólo en días laborables.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;+ Las obras no deben iniciarse durante el periodo de nidificación y cría de la avifauna de interés de la zona (del 1 de abril el 30 de junio).&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;+ Debe mantenerse la situación de los ejemplares vegetales más notables, aunque ello suponga una redistribución de los paneles de la instalación.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;+ Se deben respetar las formaciones vegetales y ejemplares de gran porte de la zona periférica de la parcela (situadas fuera de la superficie cerrada de la instalación) y se tenga especial cuidado en no dañarlas durante las obras."&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;
	&lt;span style="font-size:12px;"&gt;&lt;span style="font-family: times new roman,times,serif;"&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: center;"&gt;
