    <env:contingut rdf:parseType="Literal">![CDATA[&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Finalizado el plazo de exposición&lt;/span&gt; pública para la presentación de reclamaciones contra el acuerdo adoptado por el Pleno del Ayuntamiento, en sesión de día 13 de noviembre de 2013, de aprobación provisional de la modificación del Reglamento del Consejo Municipal de la deporte del municipio de Artà, publicado en el BOIB de día 21 de noviembre de 2013, sin que se haya formulado ninguna reclamación, queda definitivamente aprobado el siguiente Reglamento, de conformidad con lo previsto en el artículo 70.2 de la Ley 7 / 85, reguladora de las Bases del Régimen Local:&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &amp;nbsp;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;REGLAMENTO DEL CONSEJO MUNICIPAL DEL DEPORTE DEL MUNICIPIO DE ARTÀ&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px; text-align: left"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Artículo 1&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px; text-align: left"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Naturaleza y régimen jurídico&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;1. El Consejo Municipal del Deporte del municipio de Artà es un órgano de carácter consultivo, no vinculante, y asesor de la Concejalía de Deportes del Ayuntamiento de Artà, y se crea con los objetivos de, por una parte, facilitar la participación global de la sociedad artanenca y la ciudadanía en la configuración y el desarrollo de la política deportiva, y, por otra parte, asesorar en materia deportiva la Administración del Ayuntamiento de Artà.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;1.1. La Concejalía asume, en el ámbito de sus competencias, el compromiso de ejecutar lo que decida el Consejo.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px; text-align: left"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Artículo 2&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px; text-align: left"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Órganos&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;1. Son órganos unipersonales:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;a) El presidente o la presidenta.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;b) El secretario o la secretaria&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;2. Son órganos colegiados&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;a) El Pleno.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;b) Las comisiones sectoriales&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px; text-align: left"&gt; &amp;nbsp;&lt;/p&gt; 
&lt;p style="margin: 0px; text-align: left"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Artículo 3&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px; text-align: left"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Composición&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;El Consejo Municipal del Deporte está integrado por los siguientes miembros:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;a) El presidente o la presidenta, que será el alcalde o alcaldesa de Artà o la persona en quien &lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;delegue, que será el concejal o la concejala en la materia deportiva.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;b) El o la Concejal en materia deportiva.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;c) Un técnico municipal, que hará las funciones de secretario.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;d) Los presidentes y las presidentas de los clubes deportivos inscritos en el Registro de Entidades Deportivas del municipio de Artà, o la persona en quien delegue.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;e) Un representante designado por cada partido político con representación en el Consistorio.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Una vez constituido el Pleno con los miembros de los puntos a, b, c y d, se podrá incluir cualquier otro miembro cuya asistencia se considere conveniente a criterio del Pleno del Consejo dada su significación en el mundo deportivo local, con un número máximo de 5 personas, que podrá ser elegido de los siguientes colectivos:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;d.1) El técnico deportivo de la comarca de Levante del Consejo de Mallorca.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;d.2) Una persona representante de las empresas deportivas con domicilio fiscal en el municipio de Artà.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;d.3) Una persona representante de los entrenadores titulados no vinculados a ningún club deportivo de Artà que estén empadronados en el municipio de Artà.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;d.4) Una persona representante de los titulados en educación física o en actividades físico que estén empadronados en el municipio de Artà&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;d.5) Una persona representante de los concesionarios de las instalaciones deportivas municipales &lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;d.6) Un representante de los deportistas de élite empadronados en el municipio de Artà.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;d.7) Una persona representante de los centros escolares de Artà.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;d.8) Una persona representante de otros agentes deportivos que tengan el domicilio fiscal en el municipio de Artà o que estén empadronados en el municipio de Artà.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px; text-align: left"&gt; &amp;nbsp;&lt;/p&gt; 
&lt;p style="margin: 0px; text-align: left"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Artículo 4&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px; text-align: left"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Mandato&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;El mandato de los miembros del Pleno es de cuatro años desde que se constituye , renovable por el mismo período , ligado al periodo electoral.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px; text-align: left"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Artículo 5&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px; text-align: left"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;El presidente o la presidenta&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;El presidente o la presidenta preside el Pleno del Consejo Municipal del Deporte y tiene las siguientes funciones:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;a) Representar al Consejo Municipal del Deporte &lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;b) Establecer la convocatoria de las sesiones del Consejo Municipal del Deporte, fijar el orden del día, presidirlas y moderar su desarrollo&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;c) Ejercer el voto de calidad en caso de empate en las votaciones.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;d) Crear las comisiones sectoriales, nombrar a los presidentes o las presidentas y encomendarles las tareas que considere oportunas, a propuesta del Pleno.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;e) Visar las actas de los órganos colegiados.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;f) Ejercer las funciones que se le atribuyan reglamentariamente.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px; text-align: left"&gt; &amp;nbsp;&lt;/p&gt; 
&lt;p style="margin: 0px; text-align: left"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Artículo 6&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px; text-align: left"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;El secretario o la secretaria&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;1. El secretario o la secretaria es el órgano de asistencia técnica y de administración de los órganos colegiados del Consejo Municipal de Deportes y tiene las siguientes funciones:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;a) Efectuar la convocatoria de las sesiones de los órganos colegiados por orden del presidente o de la presidenta.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;b) Redactar las actas de las sesiones, autorizarlas con su firma y el visto bueno del presidente o de la presidenta, cursar los acuerdos que se adopten y expedir certificados de las actas.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;c) Custodiar la documentación&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;d) Cualquier otra función que se le asigne por delegación expresa del Pleno del Consejo Municipal del Deporte&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;2. La sustitución del secretario en los supuestos de vacante, ausencia o enfermedad, se efectuará por el Presidente de entre los miembros del Pleno.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px; text-align: left"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Artículo 7&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px; text-align: left"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;El Pleno&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;1. El Pleno es el órgano superior de decisión y formación de la voluntad del Consejo Municipal del Deporte y está integrado por todos sus miembros, bajo la dirección del presidente o la presidenta y asistido por el secretario o la secretaria.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;2. Las competencias del Pleno son:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;a) Debatir y estudiar cuestiones relacionadas con el deporte.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;b) Asesorar sobre cualquier cuestión en materia deportiva.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;c) Elaborar informes o estudios sobre cuestiones deportivas a solicitud del Ayuntamiento de Artà o a iniciativa propia.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;d) Trasladar sugerencias y propuestas de actuación a la Concejalía de Deportes del Ayuntamiento de Artà.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;e) Informar sobre las disposiciones normativas que regulen materias relativas al deporte, cuando así se le solicite.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;f) Proponer los ámbitos, sectores, segmentos de edades y territorio, donde se cree necesaria la intervención municipal en materia de deportes.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;g) Formular propuestas y planes de actuación municipales dirigidos a la promoción del deporte para todos los sectores de la población.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;h) Participar en la evaluación de aquellos programas y planes de actuación en los que haya tomado parte el Consejo Municipal del Deporte, tanto con proposiciones como con seguimiento.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;e) Fomentar el fortalecimiento de la vida asociativa en el ámbito deportivo en todas sus manifestaciones, consolidando la relación entre el Ayuntamiento de Artà y las asociaciones y clubes deportivos.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;j) Impulsar los planes de mejora, construcción, conservación, reparación y administración de las instalaciones deportivas de propiedad municipal.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;k) Participar en la elaboración del presupuesto municipal del área de Deportes o, en su caso, en la propuesta de modificación del presupuesto ya existente. A la vez, será función del Consejo velar por una racionalización más eficaz de los recursos económicos (publicidad, subvenciones, etc.) Que el Ayuntamiento destina a la actividad deportiva, proponiendo una distribución equitativa.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;l) Potenciar los recursos materiales y humanos deportivos de nuestra población y posibilitar su desarrollo y mejora desde el propio municipio.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;m) Elaborar las bases de los premios que se otorguen en materia deportiva.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;n) Aprobar una memoria anual que recoja la actividad llevada a cabo por el Consejo Municipal de Deportes, la situación deportiva del municipio de Artà y las recomendaciones oportunas.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;o) Ejercer aquellas otras que, en virtud de otras disposiciones, se le atribuyan.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px; text-align: left"&gt; &amp;nbsp;&lt;/p&gt; 
&lt;p style="margin: 0px; text-align: left"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Artículo 8&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px; text-align: left"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Funcionamiento del Pleno&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;1. El Pleno se reunirá de forma ordinaria dos veces al año, y de forma extraordinaria cuando el Presidente lo considere oportuno o a instancia de un tercio de los miembros del Pleno.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;2. La sesión queda válidamente constituida en primera convocatoria cuando asista la mayoría de los miembros, siempre que estén presentes el presidente y el secretario, o las personas que los sustituyan. En caso de no haber el quórum requerido para la primera convocatoria, pasados 30 minutos la sesión quedará válidamente constituida en segunda convocatoria con los asistentes presentes.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;3. El secretario convocará a sus miembros, por orden del Presidente, en primera y segunda convocatoria, con siete días de antelación, salvo en caso de urgencia, que será de cuarenta y ocho horas. Siempre se deberá adjuntar el orden del día y la documentación necesaria para llevar a cabo la reunión.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;4. Los acuerdos del Pleno se adoptarán por mayoría de los miembros presentes.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;5. Los acuerdos del Pleno se trasladarán a la Concejalía de Deportes del Ayuntamiento de Artà, que, si lo considera conveniente, los elevará al Pleno oa la Junta de Gobierno Local del Ayuntamiento, según proceda.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;6. La falta de aprobación de una propuesta o de un informe por parte del Pleno del Consejo Municipal del Deporte no impedirá la presentación de la iniciativa ante el órgano municipal competente para su aprobación, pero, en este caso, la propuesta de resolución correspondiente deberá justificar los motivos por los que su autor se aparta del dictamen del Consejo Municipal.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px; text-align: left"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Artículo 9&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px; text-align: left"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Comisiones sectoriales&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;1. Se pueden crear comisiones sectoriales para tratar determinadas materias, en las que debe haber representados los estamentos afectados.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;2. Las comisiones sectoriales son grupos de estudio para elaborar informes y propuestas que han de someterse al Pleno.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;3. El Presidente del Pleno podrá constituir las comisiones sectoriales que considere oportunas y determinará la composición y la duración. En todo caso, el final de su mandato debe coincidir con el del Pleno del Consejo Municipal del Deporte.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &amp;nbsp;&lt;/p&gt;
