&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;A los efectos de conocimiento general, se publica que por el Pleno del Ayuntamiento de Palma, en sesión de fecha 27 de junio de 2013, se aprobó el siguiente Acuerdo:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;“1- Formalizar la constitución de la “MESA PALMA ACCESIBLE” del Ayuntamiento de Palma, otorgándole reconocimiento institucional de acuerdo con la siguiente regulación:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;PRIMERO.-&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;1. OBJETIVO: Promover la accesibilidad universal y la eliminación de las barreras arquitectónicas, urbanísticas, del transporte y de la comunicación, convirtiendo la accesibilidad en una herramienta de integración e igualdad de derechos y oportunidades, para conseguir una mejora de la calidad de vida tanto de las personas con discapacidad como del resto de la sociedad.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;2. ÁMBITO DE ACTUACIÓN: Aglutina materias relacionadas con las telecomunicaciones, vía pública y espacios públicos, transporte público, comunicación, infraestructuras y edificación y otros que se puedan presentar ligadas a la accesibilidad.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;3. ACUERDOS: Los acuerdos de la Mesa tienen carácter consultivo y de participación, con categoría de recomendaciones para los órganos municipales, quienes tienen que dar respuesta motivada a las actuaciones que lleven a cabo relacionadas con estas recomendaciones.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;SEGUNDO.-&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;1. COMPOSICIÓN:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;Actualmente la Mesa está presidida por el titular de la Regiduría de Infraestructuras y la integran representantes de entidades y asociaciones relacionados con la accesibilidad, colegios profesionales, la Universidad, representantes de otras instituciones, representantes de diferentes áreas municipales, con voz y voto. Actuando como secretario o secretaria, con voz y sin voto, un funcionario municipal designado por la Presidencia.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;1.1 MIEMBROS con voz y voto (total 25 votos):&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;• Presidencia: Titular de la Regiduría de Infraestructuras (1)&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;• Vicepresidencia: Jefe de Departamento del Área de Infraestructuras (1)&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;• Representantes de asociaciones y entidades directamente vinculadas con la accesibilidad con cualquier tipo de discapacidad (7)&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;• Representantes de Colegios Oficiales relacionados con el objetivo de la Mesa (4)&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;• Representante de la Universitat de les Illes Balears UIB (1)&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;• Representantes de otras instituciones de las áreas directamente vinculadas con la accesibilidad (3)&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;• Técnico responsable del Ayuntamiento de Palma en materia de accesibilidad (1)&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;• Responsables de otras áreas del Ayuntamiento relacionadas directamente con los temas a tratar en cada convocatoria de la Mesa (6)&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;• La secretaría la ocupará personal funcionario municipal, con voz y sin voto.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;Estos miembros serán los siguientes:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;1.2 ASISTENTES con voz y sin voto:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;• Podrán ser invitadas otras personas o representantes de entidades jurídico-públicas o privadas, según la materia a tratar por la Mesa en cada momento, con voz y sin voto y por acuerdo de la Presidencia a propuesta de la Mesa.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;Se invitará asiduamente al representante de CONSULTAU, consultora de accesibilidad universal y al representante de SIFU, expertos en la inserción sociolaboral de personas con discapacidad, a pesar de que hasta ahora han participado de forma activa.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;1.3 NUEVAS INCORPORACIONES:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;• Podrán incorporarse nuevos miembros con voz y voto, por acuerdo de la Presidencia a propuesta de la Mesa.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;TERCERO.-&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;FUNCIONES: las funciones de la Mesa son las siguientes:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;• Fomentar la mejora de la calidad de vida de los ciudadanos en materia de accesibilidad universal.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;• Fomentar la participación de los diferentes órganos y áreas del Ayuntamiento, y de las organizaciones y entidades ciudadanas competentes en la materia.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;• Elaborar manuales relativos a la accesibilidad universal en el Municipio.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;• Asesorar a las distintas áreas municipales en temas relacionados con la accesibilidad.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;• Analizar problemáticas en los edificios municipales, incluyendo su entorno, para facilitar el acceso a todos y cada uno de los servicios que se ofrecen, permitiendo que todas las personas los puedan conocer y disfrutar y desplazarse de manera autónoma.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;• Promover la accesibilidad en el transporte, tanto público como privado, con el fin de facilitar el desplazamiento autónomo por la ciudad de todos los ciudadanos.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;• Promover acciones formativas para el personal municipal en cuanto a la atención adecuada a cada persona.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;• Promover campañas de sensibilización de la población para que se haga buen uso de los espacios reservados a las personas con dificultades y para que se respeten los rebajes y el resto de obras realizadas para optimizar la accesibilidad, puesto que hacer una ciudad accesible depende de que las Administraciones sean capaces de invertir y de que el resto de personas sean capaces de hacer, nos beneficia a todos.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;• Colaborar con la difusión de medidas en materia de accesibilidad.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;• Hacer recomendaciones sobre futuras actuaciones.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;• Colaborar con los equipos de estudios y planificaciones.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;• Participar en la confección de planes estratégicos para la ciudad.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;• Promover ordenanzas y normativa a instaurar por el Ayuntamiento en materia de accesibilidad.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;• Aquellas otras que, relacionadas con las anteriores, acuerde la misma Mesa.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;CUARTO.-&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;NORMAS DE FUNCIONAMIENTO (a ratificar por la Mesa en su primera convocatoria):&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;1. PERIODICIDAD: la Mesa, a todos los efectos, excepto circunstancias imprevistas, se reunirá en sesión ordinaria el último martes de cada mes; aun así, por razón de conveniencia o urgencia se podrán celebrar reuniones extraordinarias a iniciativa de la Presidencia o a solicitud de un tercio de los miembros.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;2. QUÓRUM DE ASISTENCIA: Para la constitución de la Mesa, a efectos de la celebración de las sesiones, se requerirá la presencia de la Presidencia y Secretaría o en su caso, de los sustitutos, y la mayoría absoluta en primera convocatoria, o mayoría simple en segunda convocatoria, que se celebrará 30 minutos después.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;3. CONVOCATORIAS: Serán convocadas por la Presidencia con una antelación mínima de 2 días. Tiene que incorporar el orden del día de los asuntos a tratar y el borrador del acta de la sesión anterior para su aprobación.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;4. ACTAS: La secretaría extenderá el acta de las reuniones. Las actas se enviarán a los miembros de la Mesa junto con la convocatoria de reunión para su aprobación.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;5. VOTACIÓN: Se adoptan los acuerdos y resoluciones por mayoría simple. En caso de empate, la Presidencia tendrá voto de calidad.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;6. DICTÁMENES DE LA MESA: Al tener carácter consultivo y de participación, sus dictámenes constituyen directrices con rango de recomendaciones para las diferentes áreas municipales, las cuales tienen que motivar los actos, acuerdos y resoluciones que dicten, las líneas de actuación diferentes, en el supuesto que se aparten de las mencionadas directrices. En todo caso, tienen que comunicar estos últimos a la Mesa.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;7. MEMORIA: la Mesa elaborará una memoria anual de sus actuaciones.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;QUINTO&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: black"&gt;Se establece que las diferentes áreas del Ayuntamiento tendrán que pedir informe a la Mesa para planificar sus actuaciones y adoptar criterios relacionados con el objetivo de hacer una ciudad más accesible.”&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
