    <env:contingut rdf:parseType="Literal">![CDATA[&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Dentro del ámbito normativo regulador de las subvenciones , la Ley 38 /2003, de 17 de noviembre , General de Subvenciones , configura éstas como una técnica de fomento de determinados programas de utilidad pública y de interés general e incluso, como un procedimiento de colaboración entre la Administración pública y los particulares para la gestión de actividades de interés público , para el Área de Bienestar Social e Igualdad del Ayuntamiento de Palma &amp;nbsp;se ha confeccionado la convocatoria de subvenciones para la realización de actividades de interés social que tengan por objetivo mejorar la situación de las personas o colectivos con dificultades sociales durante el año 2013.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Esta convocatoria de subvenciones está presidida por los principios de igualdad y no discriminación , publicidad , transparencia , concurrencia y objetividad , así como por los de eficacia en el cumplimiento de los objetivos fijados y de eficiencia en la asignación y utilización de los recursos públicos, de acuerdo a la Ley 38 /2003, de 17 de noviembre , general de Subvenciones, el Real Decreto 887 /2006, de 21 de julio , por el que se aprueba el reglamento de la Ley 38 /2003, de 17 de noviembre , General de subvenciones , en el Decreto Legislativo 2/ 2005 por el que se aprueba el Texto Refundido de la Ley de subvenciones , en la Ley 23 /2006, de 20 de diciembre , de capitalidad de Palma de Mallorca y en la Ordenanza general reguladora de la concesión de subvenciones del Ayuntamiento de Palma ( en adelante Ordenanza Municipal ) , aprobada por el Pleno del Ayuntamiento en sesión de 28 de julio de 2005 ( publicada en el BOIB núm. 140 de 22 de septiembre de 2005 ) y modificada por Acuerdo del Pleno del Ayuntamiento en sesión de día 22 de diciembre de 2009 (publicado en el BOIB núm. 6 de 14 de enero de 2010 ).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Esta convocatoria pública de subvenciones se regirá por las disposiciones siguientes:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;&lt;strong&gt;1.Objeto&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Constituye el objeto de la presente convocatoria pública la concesión de subvenciones , en régimen de concurrencia competitiva , a entidades de interés social sin ánimo de lucro y con su sede en el municipio de Palma de Mallorca que tengan como objetivo la realización de actividades de acción social configuradas dentro de un marco de prevención, asistencial, de promoción o rehabilitación de personas o colectivos con dificultades sociales , desarrolladas desde el 1 de enero de 2013 al 31 de diciembre de 2013.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;&lt;strong&gt;2. Contenidos de los proyectos objeto de subvención&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;&lt;strong&gt;2.1.&lt;/strong&gt; Podrán ser objeto de subvención las solicitudes que configuren como proyectos las actividades que se definen como prioritarias en el marco de las líneas de actuación de la Regiduría de Bienestar Social e Igualdad que a continuación se detallan:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;OBJETIVO:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Potenciar las líneas preventivas de acción comunitaria para mejorar la cohesión social y generar actuaciones preventivas que permitan la integración de los colectivos más vulnerables.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;ACTIVIDAD SUBVENCIONABLE:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Realizar actividades de apoyo sociocomunitario en horario de tarde, fines de semana y periodo de vacaciones, que faciliten la integración de los colectivos más desfavorecidos y preferentemente en colaboración con proyectos y actuaciones de los servicios sociales municipales.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Impulsar el trabajo en red y la colaboración entre entidades y servicios a zonas de Palma, preferentemente en colaboración con los servicios sociales municipales.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Realizar actuaciones sociocomunitarias con colectivos en vulnerabilidad o riesgo social: niños, adolescentes, jóvenes, adultos y tercera edad.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Realizar actuaciones sociales para fomentar la inserción laboral con colectivos en vulnerabilidad o riesgo social.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;EXCLUÍDO:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Actividades culturales y / o deportivas que no estén enmarcadas en un proyecto de prevención social.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Mantenimiento, equipamiento e infraestructuras de las entidades.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;IMPORTE:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;El importe previsto para subvencionar los proyectos de esta línea es de 235.000,00€. Si se da el caso de que no se otorgan subvenciones por valor de toda esta consignación económica, la cantidad no asignada se podrá destinar a otra/ s línea&amp;nbsp; s de subvención de esta convocatoria que se considere/n más adecuados.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;ACTIVIDAD SUBVENCIONABLE:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;1 -Apoyo familiar&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Programa dirigido a mejorar las experiencias iniciales de las familias de alto riesgo social con infancia, proyectos tipo &amp;quot; espacios familiares&amp;quot;.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Proyectos de centros de día con el objetivo de detectar , prevenir y reducir situaciones de riesgo del menor.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;2 - Apoyo socio- educativo&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Actuaciones encaminadas a prevenir el abandono prematuro de la escolaridad obligatoria. Actuaciones encaminadas a conseguir el retorno al sistema educativo para jóvenes que han superado la edad de escolarización obligatoria . Gestión de programas de escolarización compartida ( Pise ). &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Aulas de refuerzo académico y técnicas de estudio , en los barrios donde no llega el servicio público de apoyo educativo.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;3 - Apoyo a los/as jóvenes&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Proyectos de orientación formativa y ocupacional , preferentemente para jóvenes.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Talleres formativos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;EXCLUIDO:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Formación reglada (exceptuando Pise ).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Proyectos destinados a menores en centros asistenciales, proyectos de emancipación.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Actividades terapéuticas y de rehabilitación.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;IMPORTE :&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;El importe previsto para subvencionar los proyectos de esta línea es de € 420.000,00 . &lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Proyectos que trabajen con metodologías experimentadas el primer contacto con PEP ( vinculación , detección de situaciones de riesgo o explotación y la derivación a servicios o programas.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Proyectos con oferta de servicios en el ámbito de la promoción personal , convivencia ciudadana o alternativas al ejercicio de la prostitución.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Proyectos que tengan en cuenta el trabajo en red entre servicios específicos y generales para facilitar la normalización de la atención a las pep . Vinculación a la XADPEP (red de atención directa a personas que ejercen la prostitución ) y al sistema de indicadores comunes.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Proyectos que intervengan en la sensibilización / información social de profesionales de los ámbitos sanitarios, sociales, o de seguridad.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;EXCLUIDO:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Los proyectos exclusivamente sanitarios , cuando la red pública ya da cobertura .&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Los proyectos de servicios donde la atención a pep se hace sin programas o actuaciones específicas para estas personas . Los proyectos dirigidos a la población general con incidencia en pep inferior al 60 % de su público.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;IMPORTE:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;El importe previsto para subvencionar los proyectos de esta línea es de 80.000,00 € . Si se da el caso de que no se otorgan subvenciones por valor de toda esta consignación económica , la cantidad no asignada se podrá destinar a otra / s línea / s de subvención de esta convocatoria que se considere/n más adecuados.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;ACTIVIDAD SUBVENCIONABLE:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Realizar actuaciones sociocomunitaria con colectivos en vulnerabilidad o riesgo social: niños, adolescentes , jóvenes , adultos y tercera edad. Estas actuaciones se realizarán conjuntamente entre varias entidades / servicios y / o en colaboración con proyectos de los Centros Municipales de Servicios Sociales.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Trabajar conjuntamente y de manera estable a través de tablas de entidades que desarrollen conjuntamente acciones de prevención comunitaria en los barrios definidos. Las mesas estarán formadas por un mínimo de cinco entidades / servicios.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Trabajo de forma coordinada preferentemente con el Centro Municipal de Servicios Sociales y también con servicios educativos ( CEIPs , IES , Centros concertados ) y centros de salud. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;EXCLUIDO:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;&lt;strong&gt;2.2.&lt;/strong&gt; No podrán ser admitidas y, por tanto, quedarán excluidas:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;a) Aquellas solicitudes que configuren un proyecto que no esté recogido en los Estatutos de la entidad solicitante.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;b ) Aquellas solicitudes que tengan un contenido que no se adecue a las líneas prioritarias fijadas en el punto 2.1 de esta convocatoria.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;&lt;strong&gt;2.3&lt;/strong&gt; &amp;nbsp;Los proyectos a subvencionar deberán cumplir las estipulaciones fijadas en el artículo 31 de la Ley general de subvenciones a los efectos de identificar los gastos subvencionables , la adecuación de los gastos a los precios de mercado y la necesidad de acreditar por parte del beneficiario de la subvención que se han pedido un mínimo de tres ofertas , con las correspondientes cartas de invitación cursadas con justificación fehaciente de su contenido , fecha de entrega y recepción , cuando la cuantía del gasto subvencionable supere la establecida en la LCSP por contratos menores . En el caso de que la elección no recaiga sobre la propuesta económica más favorable , se deberá presentar una memoria explicativa justificativa de las circunstancias que , de conformidad con el art . 31.3 LGS , han provocado esta elección .&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;&lt;strong&gt;3. Cuantía y partida presupuestaria&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;La cuantía global de la convocatoria asciende a 1.022.000,00 euros , que se financiará , siempre que haya crédito adecuado , adecuado y suficiente , con cargo a la aplicación presupuestaria 05.23200.48009 del presupuesto municipal del año 2014 de el Área de Bienestar Social e Igualdad , a la que le serán imputadas las subvenciones que sean concedidas como consecuencia de la presente convocatoria.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;&lt;strong&gt;4. Requisitos de las entidades beneficiarias&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Podrán presentar solicitudes de subvención en esta convocatoria las entidades que cumplan los siguientes requisitos:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;a) Estar legalmente constituida de conformidad con la normativa vigente , registrada y activa a la fecha de inicio para la presentación de solicitudes, y debidamente inscritas en el en el Registro Unificado de Servicios Sociales regulado en el artículo 84 de la Ley 4/2009, de 11 de junio, de servicios sociales de las Islas Baleares.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;b) Tener capacidad jurídica y de obrar.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;c) Ser una entidad sin ánimo de lucro.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;d) Tener el ámbito de actuación en el municipio de Palma de Mallorca.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;e) Estar inscrita en el Registro Municipal de Entidades Ciudadanas de este Ayuntamiento en el momento de la presentación de la solicitud de subvención.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;f) Estar al corriente de obligaciones tributarias y de Seguridad Social.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;g) Estar al corriente de las obligaciones fiscales con el Ayuntamiento de Palma.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;h) Que no haya ninguna resolución definitiva de reintegro de subvención pública o resolución definitiva sancionadora por este motivo.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;i) No incurrir en ninguna de las circunstancias previstas en el artículo 6 de la Ordenanza Municipal General Reguladora de la concesión de subvenciones , así como el artículo 13 de la Ley 38 /2003, General de Subvenciones.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;j ) Disponer de la estructura y capacidad suficiente para garantizar el cumplimiento de los objetivos del proyecto presentado , a estos efectos se deberá presentar una declaración jurada .&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;&lt;strong&gt;5. Presentación de solicitudes y documentación&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Las entidades interesadas que cumplan los requisitos que determina la convocatoria podrán presentar una solicitud de acuerdo con los modelos normalizados que facilitará el Área Delegada de Bienestar Social e Igualdad , a través de su página web www.palmademallorca.es o mediante cualquiera de las Oficinas de Atención al Ciudadano ( OAC ), esta documentación estará compuesta por:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;a) Solicitud de subvención donde figurarán los datos de la entidad solicitante.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;b ) Proyecto detallado de la actividad , especificando los siguientes puntos : datos de la entidad solicitante , identificación y resumen del proyecto , objetivos y actividades, metodología / estrategia , población destinataria / área de intervención u otros aspectos del proyecto , relaciones y participación con otras entidades , temporalización y cronograma, seguimiento , evaluación y presupuesto del proyecto . En el presupuesto del proyecto, si es el caso , se fijará la cuantía y porcentaje del proyecto subvencionado , o que se pretende que sea subvencionado , por otras administraciones y la cuantía y porcentaje del proyecto que se pretende que sea subvencionado por el Ayuntamiento de Palma . Se deberá presentar el proyecto desarrollado.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;c ) Declaración responsable de estar al corriente de obligaciones tributarias y de seguridad social y de no incurrir en ninguna de las circunstancias previstas en el artículo 6 de la Ordenanza General de Subvenciones del Ayuntamiento de Palma.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;d) Declaración expresa de otras subvenciones solicitadas y / u obtenidas para el mismo concepto y , en su caso , de haber justificado correctamente las subvenciones concedidas en ejercicios anteriores.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;e) Solicitud de transferencia bancaria para pagos de Tesorería.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;f) Fotocopia compulsada de los estatutos actualizados de la entidad solicitante.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;g) Fotocopia DNI del representante de la entidad.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;h) Fotocopia de Tarjeta de Identificación Fiscal ( CIF ) de la entidad solicitante.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;i) Documento o documentos que acrediten su inscripción en los registros administrativos mencionados en el punto 4 de esta convocatoria.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;j) Declaración de vigencia de los estatutos y los cargos representativos de la entidad.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;La solicitud de subvención se presentará cumplimentando los anexos facilitados por el Área Delegada de Bienestar Social e Igualdad . Toda la documentación que se solicita debe ser presentada en papel y una copia en soporte informático.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Las solicitudes de subvenciones se dirigirán al Área Delegada de Bienestar Social e Igualdad del Ayuntamiento de Palma , situada en la c / Av . Gabriel Alomar , 18-1 ª y deben presentarse junto con la documentación que se debe adjuntar , en cualquier Registro General Municipal , vía telemática a través de la página web del Ayuntamiento de Palma ( www.palmademallorca . es) en los términos establecidos en la Ley 30/1992 , LRJAP- PAC oa través de cualquiera de los medios y lugares señalados en el artículo 38 de la Ley 30/1992, LRJAP- PAC.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;El plazo de presentación de solicitudes es de quince días naturales contados desde el día siguiente de la publicación de esta convocatoria en el Boletín Oficial de las Islas Baleares.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;De acuerdo con la Instrucción de Alcaldía de 22 de julio de 2011, sobre el uso de las lenguas oficiales , el interesado en su solicitud podrá ejercer su derecho de opción lingüística para las notificaciones que se realicen dentro del procedimiento.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Sólo se pueden presentar un máximo de 2 proyectos por entidad.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Si los documentos exigidos ya están en poder del Ayuntamiento , la entidad solicitante , siempre que no haya transcurrido más de cinco años desde la finalización del procedimiento al que correspondan , puede hacer uso del derecho de no presentarlos , haciendo constar la fecha y el órgano o dependencia en que fueron presentados o emitidos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;De acuerdo con lo previsto en el artículo 71.1 . de la Ley 30/1992 , de 26 de noviembre , de régimen jurídico de las administraciones públicas y del procedimiento administrativo común, modificada por la Ley 4/1999 , de 13 de enero , si la solicitud de subvención no cumple los requisitos que indican o no se incluye la documentación que corresponde , se requerirá a la entidad para que en el plazo de diez días hábiles subsane la falta o aporte los documentos preceptivos , con la indicación de que , si no lo hace , se considerará que desiste de su solicitud , previa resolución correspondiente.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;&lt;strong&gt;6. Iniciación, instrucción y resolución&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;La iniciación del procedimiento de concesión de subvenciones se produce de oficio , mediante el Acuerdo de la Junta de Gobierno municipal de aprobación de esta convocatoria y en el que también se realiza la autorización del gasto.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Una vez finalizado el plazo concedido para la presentación de las solicitudes de subvención mencionado en el punto 5 , por la Concejala de Bienestar Social e Igualdad , se designa un instructor , que será el / la jefe del Servicio de Bienestar Social.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Recibida la documentación presentada , el instructor realizará la ordenación de los documentos , preavaluarà las solicitudes de subvención presentadas y emitirá un informe técnico relativo al cumplimiento o no , por parte de los solicitantes, de los requisitos necesarios para adquirir la condición de beneficiarios.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Una vez finalizada esta fase de preevaluación , el Instructor remitirá los expedientes correspondientes a la Comisión Evaluadora de subvenciones nombrada a los efectos. Esta comisión deberá emitir un informe motivado , de acuerdo con los criterios de concesión fijados en la convocatoria , de la evaluación efectuada . Este informe , además , establecerá una prelación de las solicitudes evaluadas.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;La comisión evaluadora de subvenciones de la presente convocatoria estará integrada por:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;1 . Un / a presidente / a que será el / la director / a técnico / a del Área de Bienestar Social e Igualdad y , como suplente , un TAE superior del área.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;2 . Un / vocal que será un / a jefe de sección del Área de Bienestar Social e Igualdad , y como suplente a un / a técnico / a de la sección.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;3 . Un / vocal que será un / a jefe de sección del Área de Bienestar Social e Igualdad , y como suplente a un / a técnico / a de la sección.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;4 . Un / vocal que será un / a jefe de sección del Área de Bienestar Social e Igualdad , y como suplente a un / a técnico / a de la sección.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;5 . Un / a representante de la Intervención Municipal, sin derecho a voto , o la persona en quien delegue .&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;6 . Un secretario / a , que será el / la jefe de servicio del Área de Bienestar Social e Igualdad , sin derecho a voto y , como suplente , un / una TAG del área .&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Finalizada la pertinente Comisión Evaluadora y en virtud del informe emitido por la misma , el órgano instructor efectuará la propuesta motivada de resolución provisional de concesión de subvenciones, la cual será notificada a los interesados &lt;span style="color: rgb(34, 34, 34)"&gt; &lt;/span&gt;a través de la publicación de un anuncio en la página web del Ayuntamiento de Palma (www.palmademallorca.es).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Con la publicación de la propuesta de resolución provisional de concesión de subvenciones , se fija un plazo de diez días para que las entidades presenten las alegaciones que estimen oportunas.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;En este período de 10 días las entidades para las que el importe fijado en la propuesta de resolución de concesión provisional sea inferior al que figura en la solicitud presentada , se podrá presentar la reformulación de la solicitud presentada para reajustar los compromisos y condiciones a la subvención otorgable a los términos establecidos en el artículo 27 de la Ley 38 /2003, LGS.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;El órgano instructor una vez revisadas las alegaciones y las reformulaciones presentadas emitirá un informe sobre las mismas y las remitirá a la Comisión Evaluadora de subvenciones, la cual , emitirá un informe de valoración técnico referente a la aceptación o no de las mismas.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;En virtud de este informe de la Comisión , el instructor realizará la propuesta de resolución definitiva que deberá expresar la relación de solicitantes para la que se concede la subvención, su cuantía y la evaluación y criterios de valoración seguidos para efectuarla.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;La propuesta de resolución definitiva se notificará a los interesados &lt;span style="color: rgb(34, 34, 34)"&gt; &lt;/span&gt;para que en el período de 10 días comuniquen su aceptación . En cualquier caso la aceptación se entiende producida automáticamente si en el plazo de diez días a contar desde que se haya publicado la propuesta de concesión provisional , no se hace constar lo contrario.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Esta notificación se realizará mediante la publicación de un anuncio en la página web del Ayuntamiento de Palma.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Las propuestas de resolución definitiva y provisional no crean derecho alguno a favor del beneficiario propuesto frente al Ayuntamiento de Palma.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;La propuesta de concesión definitiva se elevará a la Junta de Gobierno Municipal; este órgano será el encargado de realizar el Acuerdo de concesión definitiva de la subvención. La resolución estará motivada de conformidad con las disposiciones de la presente convocatoria y de la Ordenanza General de Subvenciones.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;En el Acuerdo de Junta de Gobierno de concesión definitiva se fijará la relación de entidades para las que se concede subvención , la cuantía de cada una de las subvenciones otorgadas y los criterios de evaluación seguidos para efectuarla. En este Acuerdo también se fijará la relación de entidades para las que se realiza una desestimación de la solicitud de subvención y los criterios de valoración utilizados.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;En virtud de la Ordenanza General de Subvenciones, el plazo máximo para resolver y notificar el acuerdo de la Junta de Gobierno , es de seis meses a contar desde el día siguiente de la publicación de esta convocatoria en el BOIB . Una vez transcurrido el plazo máximo para resolver sin haberse dictado resolución expresa , se podrá entender desestimada la solicitud por silencio administrativo negativo.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Esta resolución, que pone fin a la vía administrativa , será notificada en forma a los interesados &lt;span style="color: rgb(34, 34, 34)"&gt; &lt;/span&gt;y ante la misma se podrá interponer recurso de reposición ante el mismo órgano que la ha dictado, de acuerdo a lo que dispone el artículo 116 de la Ley 30 / 92 , de 26 de noviembre , de régimen jurídico de las administraciones públicas y del procedimiento administrativo común o bien podrá interponerse directamente recurso contencioso administrativo , de conformidad con lo establecido en el artículo anteriormente citado , ya los artículos 45 y siguientes de la Ley 29/98 , de 13 de julio, reguladora de la jurisdicción contenciosa administrativa, ante el juzgado contencioso administrativo.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Todas las actuaciones que se lleven a cabo durante el procedimiento de selección de los beneficiarios de subvención , se publicarán en el tablón de anuncios electrónico fijado en la página web del Ayuntamiento de Palma ( www.palmademallorca.es ) , de conformidad con lo dispuesto en los artículos 59.6.b ) y 60 de la LRJPAC.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Además , el artículo 9.4 de la Ordenanza establece que se publicarán en el BOIB todas las subvenciones otorgadas en esta convocatoria que sean o superen la cantidad de 3.000 €.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;La administración concedente designará un / a técnico / a de referencia para el seguimiento y la inspección técnica del proyecto subvencionado.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;strong&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;7. Período de ejecución&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Las actuaciones subvencionadas serán las que hayan sido ejecutadas entre el período comprendido entre el 1 de enero de 2013 y el 31 de diciembre de 2013.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;strong&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;8. Tipos de gastos subvencionables&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Los gastos subvencionables serán las que de forma indudable respondan a la naturaleza de la actividad subvencionada y sean estrictamente necesarios para su realización , tal como fija el artículo 31 de la LGS.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;El valor del coste de adquisición de los gastos subvencionables no podrá ser , en ningún caso , superior a su valor de mercado.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Los gastos fijadas en el presupuesto del proyecto subvencionado aprobado deberán clasificar dentro de uno de los siguientes grupos de gasto:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Gastos de personal.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Gastos materiales.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Gastos de suministro.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Otros gastos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;En esta convocatoria se subvencionarán:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;1. Gastos directos:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Se entiende por gastos directos las necesarias para la puesta en marcha del proyecto y su ejecución . Imputarán gastos , sin ánimo exhaustivo ni limitativo y de conformidad con el presupuesto aprobado , referentes a:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Personal . En esta partida se incluyen los gastos derivados del pago de retribuciones al personal vinculado totalmente al proyecto . Se incluirán también en esta partida las cuotas de seguros sociales a cargo de la entidad del personal afecto al proyecto.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Formación dedicada únicamente al proyecto subvencionado (becas , profesionales, materiales didácticos...).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;&amp;nbsp;- Específicos de las actividades previstas en que incurran los destinatarios del mismo : transporte , alojamiento, dietas , etc .&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;2. Gastos indirectos&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Los gastos indirectos deberán estar definidas en el proyecto subvencionado . Estas se refieren a la parte proporcional de los gastos generales de la institución imputables al objeto de la subvención . Dentro de este tipo de gastos se encuentran:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Personal administrativo que dedica parte de su trabajo al proyecto subvencionado.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- La parte de los suministros de electricidad , agua , gas y teléfono que se destinen a la actividad subvencionada.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Seguros relativas a instalaciones , usuarios , personal y otros elementos propios e indispensables del proyecto subvencionado.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Arrendamiento de las instalaciones donde se desarrolla el proyecto.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- La totalidad o parte , de otros suministros , equipos y materiales propios y necesarios en el desarrollo del proyecto subvencionado.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Materiales de oficina , servicios y publicidad y difusión específicas del proyecto o actividad.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Los gastos indirectos de costes de personal no podrá superar el 8% del total del proyecto subvencionado.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;En ningún caso la suma de los costes indirectos de personal y de los otros costes indirectos podrá ser superior al 25 % del importe total del proyecto subvencionado.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;&lt;strong&gt;9. Gastos no subvencionables&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;En ningún caso serán gastos subvencionables:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 18pt"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;a . Los intereses deudores de las cuentas bancarias , los intereses , recargos y sanciones administrativas y penales y los gastos de procedimientos judiciales.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 18pt"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;b . Las inversiones en infraestructura , equipamiento o similares.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 18pt"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;c . Los gastos correspondientes a atenciones protocolarias o representativas.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 18pt"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;d . Los salarios de miembros o de profesionales miembros de la Junta Directiva de la entidad solicitante.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 18pt"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;e. Los salarios y remuneraciones de profesionales de la beneficiaria de los que no se haya podido demostrar su trabajo en el proyecto subvencionado.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 18pt"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;f . Los gastos que tengan por finalidad lucrar a la entidad solicitante o sus miembros.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 18pt"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;g. Los gastos que no figuren en el proyecto subvencionado aprobado.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;strong&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;10. Criterios para la concesión de las subvenciones&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Se evaluará de forma individualizada cada uno de los proyectos de acuerdo con los siguientes criterios y con la baremación que , asimismo se indica con un máximo de 90 puntos:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;&lt;strong&gt;1. CALIDAD DEL PROYECTO . Criterios de valoración y ponderación de los proyectos solicitados . PUNTUACIÓN : máximo total de 80 puntos . En este apartado se tendrá en cuenta&lt;/strong&gt;:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;a) FUNDAMENTACIÓN TÉCNICA: PUNTUACIÓN: máximo 7 puntos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Se valorará:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- La validez y utilidad del proyecto en relación a la necesidad social o problemática detectada que se quiere abordar . Puntuación máxima: 3 puntos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Antecedentes del proyecto : referencias a otros proyectos de eficacia probada o fundamento para iniciar una experiencia piloto . Puntuación máxima : 2 puntos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- La complementariedad con otros proyectos y recursos existentes . Puntuación máxima : 2 puntos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;b) FORMULACIÓN DE OBJETIVOS . PUNTUACIÓN : máximo 9 puntos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Se valorará:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Que los objetivos estén en consonancia con la fundamentación del proyecto . Puntuación máxima: 3 puntos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Que los objetivos den respuesta a las necesidades detectadas . Puntuación máxima: 3 puntos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Que sean concretos , operativos y evaluables . Puntuación máxima: 3 puntos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;c ) METODOLOGÍA , ESTRATEGIAS Y ACTIVIDADES PUNTUACIÓN : máximo 10 puntos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Se valorará:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- La adecuación y ajuste de la metodología , estrategias y actividades a los objetivos planteados . Puntuación máxima: 3 puntos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- La concreción de la organización de las actividades: 3 puntos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- La viabilidad de ejecución . Puntuación máxima : 2 puntos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- La capacidad explícita de la entidad para llevarlas a cabo. Puntuación máxima : 2 puntos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;d) POBLACIÓN DIANA OBJETO DEL PROYECTO : PUNTUACIÓN : máximo 8 puntos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;&amp;nbsp;Se valorará:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- La concreción y ajuste en la descripción de los beneficiarios . Puntuación máxima : 4 puntos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- La capacidad de impacto del proyecto propuesto en la población diana . Puntuación máxima : 4 puntos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;e) RECURSOS HUMANOS , RECURSOS MATERIALES E INFRASECTRUTURAS, EL DESARROLLO DE LAS ACTIVIDADES . PUNTUACIÓN : máximo 12 puntos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Se valorará:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- La previsión de los medios necesarios sea ajustada y adecuada para el desarrollo del proyecto . Puntuación máxima : 5 puntos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- La capacidad de la entidad para disponer los recursos . Puntuación máxima: 3 puntos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- La previsión de medición del impacto / resultado del proyecto . Puntuación máxima: 3 puntos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;&lt;strong&gt;2. COORDINACIONES Y DERIVACIÓN , máximo 10 puntos.&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Se valorará:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Las formas de colaboración y que se tenga conocimiento de las instituciones y entidades que confluyen en el desarrollo del proyecto . Puntuación máxima : 5 puntos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- La especificación de los sistemas de coordinación con ellas , así como la previsión de que se hace de los sistemas de captación de beneficiarios , derivación y complementariedad . Puntuación máxima : 5 puntos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Se valorarán todos los proyectos, exigiéndose una puntuación mínima de 50 puntos para poder optar a subvención.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;En virtud al artículo 18 de la Ordenanza general reguladora de la concesión de subvenciones del Ayuntamiento de Palma , modificado por Acuerdo del Pleno del Ayuntamiento en sesión de día 22 de diciembre de 2009 excepcionalmente , se podrá llegar al 100 % del coste de la actuación subvencionada , siempre que los proyectos se ajusten a los siguientes criterios: a) Que entre los beneficiarios del proyecto , exista un porcentaje superior al 50% de personas en riesgo de exclusión social , y para las que se precisen de espacios de colaboración técnica con los servicios sociales municipales yb) que los proyectos dispongan de una valoración superior a 75 puntos de los criterios detallados en el punto 10 de esta convocatoria.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Las subvenciones objeto de esta convocatoria son compatibles con cualquier otro tipo de subvención o ayuda concedidas por otras administraciones públicas o entidades privadas . No obstante, en ningún caso el importe de la subvención puede ser de una cuantía que en concurrencia con otras subvenciones , ayudas , ingresos o recursos , supere el coste de la actividad subvencionada.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Podrá excluirse un proyecto o solicitud cuando la Comisión Evaluadora considere que existe otra línea de apoyo o de financiación , incluida en otras convocatorias municipales , más idónea.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;También se excluirán los proyectos en los que la finalidad total o parte de la finalidad de los mismos sea de carácter lucrativo.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;&lt;strong&gt;11 . Subcontratación&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;De acuerdo con el artículo 38 del Decreto Legislativo 2/2005 , de 28 de diciembre, por el que se aprueba el texto refundido de la Ley de subvenciones , esta convocatoria permite subcontratar con terceros la actividad subvencionada hasta un 20% . La entidad beneficiaria que subcontrate presentará la siguiente documentación:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;a) Declaración jurada de no existencia de vinculación con la entidad con la que se quiere subcontratar.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;b) Memoria explicativa que contendrá:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;1 . Explicación de la imposibilidad de realizar la actividad por sí misma y de la competencia y capacidad del contratista.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;2 . En su caso , en la que se explique la acreditación del valor añadido de que la actividad la realice un tercero.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;c ) Cuando la actividad subcontractactada supere los importes establecidos en el artículo 31.1 de la LGS , se exigirá la presentación de la carta de invitación y las tres ofertas presentadas con justifcant de envío y recepción . Si se hace la elección de la oferta que no es la más ventajosa económicamente , se deberá presentar memoria explicativa justificativa de la elección realizada.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;d) Cuando la actividad concertada con terceros exceda del 20% del importe de la subvención y el importe sea superior a 60.000,00 euros , la subcontratación estará sometida al cumplimiento de los requisitos siguientes:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;1 . Que el contrato se celebre por escrito , con presentación de copia del borrador del contrato y autorización previa para la formalización del mismo por parte de la Junta de Gobierno.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;2. El subcontratista , a su vez , no puede subcontratar la actividad con terceros.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;3. Debe ir referida a precios de mercado , no se puede pactar el porcentaje de la subvención ni definirse en base a módulos económicos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;La subcontratación admitida en el proyecto aprobado con la concesión definitiva de subvención cumplirá las exigencias legales fijadas en la Decreto Legislativo 2/2005 , de 28 de diciembre, por el que se aprueba el texto refundido de la Ley de Subvenciones Ley 38 /2003.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;&lt;strong&gt;12. Inspección municipal de los proyectos subvencionados&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Los técnicos municipales designados para realizar el seguimiento y la inspección técnica del proyecto subvencionado podrán realizar , de forma aleatoria , sin previo aviso y en uso de la potestad municipal de control de la ejecución de los proyectos subvencionados , las tareas de inspección y supervisión que se consideren oportunas. Dentro de estas , se incluyen posibles visitas a las instalaciones donde se desarrollen los proyectos para observar , &amp;quot;in situ &amp;quot; , como se están materializando.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;&lt;strong&gt;13 . Justificación&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Los beneficiarios tienen la obligación de justificar ante el órgano concedente la aplicación de los fondos percibidos a la finalidad para la que se concede la subvención , justificándose el 100 % del coste total del proyecto aprobado.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;&amp;nbsp;Por ello deberán presentar , de acuerdo con los anexos a esta convocatoria que facilitará el Área Delegada de Bienestar Social e Igualdad a través de su página web www.palmademallorca.es oa través de cualquiera de las Oficinas de atención al ciudadano ( OAC).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Siguiendo las estipulaciones fijadas en el artículo 19 de la Ordenanza Municipal de Subvenciones y en el punto 42 de las bases de ejecución del vigente presupuesto municipal , se establece que la justificación deberá contener la siguiente documentación:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Memoria final del proyecto, donde se describirá los objetivos y resultados obtenidos de acuerdo a la subvención concedida.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Memoria justificativa de la inversión económica con:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;o Relación numerada secuencialmente de los gastos realizados , ordenada por partidas presupuestarias . Detallando otros ingresos o subvenciones que hayan financiado la actividad subvencionada con indicación del importe y su procedencia y señalando la cuantía y el porcentaje que se le imputa a cada administración en cada una de las facturas.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;o La aportación de facturas , contratos , compromisos firmes u otros documentos de valor probatorio , que acrediten que la inversión se ha realizado y se ha destinado a los fines para los que se ha concedido la subvención. Las facturas deberán contener los siguientes datos:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Razón social y CIF del proveedor.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Razón social y CIF de la beneficiaria.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Expresión detallada del servicio prestado y / o material administrado.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Fecha de la factura.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Se adjuntarán a todos estos documentos económicos justificativos , los documentos acreditativos de la fecha de la realización efectiva del gasto ( documento bancario del gasto realizado , recibido del suministrador , documentos de transferencia bancaria , etc).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;o Indicación de la tributación correspondiente , señalando en su caso su exención.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;o Si procede, carta de reintegro en el supuesto de remanentes no aplicados así como de los intereses derivados de los mismos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;o Aportar documentos justificativos de la elección de una determinada oferta presentada para aquellas partidas subvencionadas que superen las cuantías establecidas para el contrato menor , fijadas en el art. 138 del Real Decreto Legislativo 3 /2011, de 14 de noviembre , mediante el cual se aprueba el texto refundido de la Ley de Contratos del Sector Público . En estos casos el beneficiario deberá solicitar como mínimo tres ofertas de diferentes proveedores , con carácter previo a la contracción del compromiso para la obra , la prestación del servicio o la entrega del bien , a excepción de que , por sus especiales características , no exista en el mercado un número de entidades suficientes que los realicen, presten o suministros , o excepción de que el gasto se hubiera realizado con anterioridad a la subvención . La elección entre las ofertas presentadas , que deberá aportarse con esta justificación , se realizará conforme a criterios de eficiencia y economía , justificándose la elección expresamente en una memoria cuando no recaiga en la propuesta económica más ventajosa.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Los justificantes económicos que se deben entregar son los originales y una copia de los mismos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Los justificantes económicos originales aportados e imputados al proyecto subvencionado , se presentarán con el sello de imputación de la entidad beneficiaria , en el que se fijará la cuantía imputada , el porcentaje de imputación de la factura concreta , la fecha en la que se pone el sello y el nombre del proyecto al que se realiza la misma. Bienestar Social comprobará que la imputación realizada es correcta y que en estos sellos se fija el contenido mínimo señalado . Posteriormente , el órgano competente validará los justificantes económicos correctamente imputados a la subvención otorgada por la Concejalía de Bienestar Social.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Una vez comprobadas que son copias fidedignas de los originales , estas copias serán cotejadas por Bienestar Social.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Una vez revisados &lt;span style="color: rgb(34, 34, 34)"&gt; &lt;/span&gt;y validados los justificantes económicos presentados , se devolverán los originales a la beneficiaria , manteniendo la copia compulsada de éste en el expediente administrativo de la subvención.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;No se admitirá la presentación de tickets y albaranes que no vayan acompañados de su respectiva factura.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;La memoria y la documentación justificativa exigida en esta convocatoria se deben presentar en el plazo máximo de un mes desde la finalización de la actividad y , en cualquier caso , siempre antes de 28 de febrero de 2014.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Toda esta documentación justificativa deberá presentarse en papel y en soporte informático.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;El proyecto finalmente ejecutado y justificado deberá adecuarse a lo que se aprobó en la resolución de concesión definitiva de la subvención.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Con la presentación de la justificación se admitirán desviaciones entre el proyecto finalmente ejecutado y el proyecto aprobado en la concesión definitiva de la subvención, siempre y cuando se produzcan las siguientes condiciones:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Las desviaciones que se produzcan se realizarán entre conceptos pertenecientes a un mismo grupo de gastos subvencionables , recordemos que existen cuatro grupos que son el de gastos de personal , el de gastos materiales , el de gastos de suministro y otros gastos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Estas desviaciones económicas , en ningún caso , pueden afectar a un porcentaje superior al establecido en virtud del valor económico del proyecto subvencionado aprobado, así:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;1 . En los proyectos subvencionados que tengan un valor entre 0 € y € 30.000,00 admitirán desviaciones económicas que en ningún caso serán superiores al 5 % del coste total del proyecto.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;2 . En los proyectos subvencionados que tengan un valor entre € 30.000,01 y € 60.000,00 admitirán desviaciones económicas que en ningún caso serán superiores al 6 % del coste total del proyecto.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;3 . En los proyectos subvencionados que tengan un valor entre € 60.000,01 y € 90.000,00 admitirán desviaciones económicas que en ningún caso serán superiores al 7 % del coste total del proyecto.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;4 . En los proyectos subvencionados que tengan un valor superior a € 90.000,01 admitirán desviaciones económicas que en ningún caso serán superiores al 8 % del coste total del proyecto.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;En el supuesto de que no se pueda justificar la subvención dentro del plazo por causas imputables a la Administración o por circunstancias sobrevenidas o de fuerza mayor relativas a la ejecución del proyecto , puede prorrogarse el plazo de la justificación , siempre que el entidad lo solicite por escrito y antes de que finalice el período de justificación establecido en las bases, explique los motivos y se autorice expresamente . En este caso , en la autorización de la prórroga se debe indicar la fecha máxima en que puede presentarse la justificación , estableciéndose un período de tiempo que no excederá de la mitad de lo previsto inicialmente.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Una vez el Área de Bienestar Social e Igualdad dictamine que técnica y económicamente se ha ejecutado el proyecto subvencionado de forma pertinente , se entenderá aceptada la justificación presentada mediante el correspondiente Acuerdo de Junta de Gobierno que así lo determine.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;&lt;strong&gt;14.&amp;nbsp; Pago&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Se tramitará el pago de la subvención concedida a una beneficiaria , una vez se haya realizado el Acuerdo de Junta de Gobierno de que declare justificado el proyecto subvencionado.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;No se podrá realizar el pago de las subvenciones hasta que el beneficiario no haya acreditado mediante la aportación de las certificaciones correspondiente que se encuentra al corriente en el cumplimiento de sus obligaciones tributarias y con la Seguridad Social , salvo en el caso en que haya autorizado expresamente su comprobación de oficio.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;strong&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;15. Obligaciones de las entidades beneficiarias&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Son obligaciones de las entidades beneficiarias de las subvenciones:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;a) Comunicar al Área de Bienestar Social e Igualdad la aceptación o la renuncia de la subvención en los términos de la propuesta definitiva de concesión.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;b) Cumplir el objetivo, ejecutar el proyecto , realizar la actividad o adoptar el comportamiento que fundamenta la concesión de la subvención.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;c) Someterse a las actuaciones de comprobación y control que pueda llevar a cabo el Ayuntamiento de Palma o cualquiera de los órganos de control financiero competentes y colaborar y facilitar toda la documentación que se les requiera en el ejercicio de estas funciones de control.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;d) Justificar la realización de la actividad de acuerdo con el cumplimiento de los requisitos y condiciones que determinen la concesión de la subvención.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;e) Comunicar , mediante la cumplimentación del anexo correspondiente , en el Área de Bienestar Social e Igualdad , la obtención de subvenciones o ayudas para la misma finalidad procedentes de cualquier administración o ente público o privado , nacional o internacional . La obtención concurrente de subvenciones o ayudas , fuera de los casos permitidos , puede dar lugar a la modificación de la resolución de concesión.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;f ) En cualquier caso , en virtud del artículo 86 del Real Decreto 887 /2006, 21 de julio, por el que se aprueba el Reglamento de la Ley 38 /2003, de 17 de noviembre , general de subvenciones, cuando el beneficiario de la subvención , una vez producida la omisión del trámite de autorización administrativa previa para su aprobación , manifieste por escrito en la justificación que se han producido alteraciones de las condiciones tenidas en cuenta para la concesión de la misma y las que no alteren esencialmente la naturaleza u objetivos de la subvención , el órgano resolutorio podrá aceptar la justificación presentada , siempre que no afecte a los derechos de terceros.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;g ) Acreditar en la justificación el importe , procedencia y aplicación de este fondo al proyecto subvencionado , cuando las actividades objeto de la subvención hayan financiado con fondos propios u otras subvenciones o recursos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;h ) Disponer de los libros contables , registros y demás documentación exigidos por la normativa a fin de garantizar el adecuado ejercicio de las facultades de comprobación y control y conservar los documentos justificativos de la aplicación de los fondos recibidos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;i) Cumplir con las obligaciones previstas en la Ley 6 /1996, de 15 de enero, del Voluntariado , a favor del personal voluntario que participe en los proyectos subvencionados.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;&lt;strong&gt;16. Revocación y reintegro de las subvenciones&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;Sin perjuicio de la exigencia de las responsabilidades que procedan, el Ayuntamiento procederá a la anulación • ción total o parcial de la subvención propuesta o otorgada de acuerdo con lo establecido en el artículo 42 de las bases de ejecución del presupuesto vigente , en los artículos 22 y 23 de la Ordenanza Municipal y en el resto de la normativa aplicable . Los incumplimientos más habituales son los referentes a:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- La obligación de justificación.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- La finalidad para la que la subvención fue concedida.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Las condiciones impuestas a esta convocatoria.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Las condiciones impuestas a los beneficiarios con motivo de la concesión de la subvención.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Las obligaciones fiscales contables o de conservación de documentos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;- Casos de resistencia , excusa , obstrucción o negativa a las actuaciones de comprobación y control por parte del órgano municipal otorgante de la subvención.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;En estos casos y los fijados en el artículo 22 de la Ordenanza General , la entidad beneficiaria vendrá obligada al reintegro de las cantidades percibidas y los intereses de demora que correspondan , previa tramitación del correspondiente procedimiento. Todo ello , sin perjuicio de poder exigir las responsabilidades que pudiera haber de orden penal , civil o administrativo.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;&lt;strong&gt;17. Infracciones y sanciones&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;El incumplimiento de los requisitos establecidos en esta convocatoria o en la normativa de aplicación , da lugar a la aplicación del régimen de infracciones y sanciones establecido en el Capítulo I relativo a las infracciones y el capítulo II del Título IV de la Ley 38 / 2003, de 17 de noviembre , General de subvenciones.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;&lt;strong&gt;18. Normativa aplicable&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-size: 12px"&gt;&lt;span style="font-family: times new roman, times, serif"&gt;&lt;span style="color: rgb(34, 34, 34)"&gt;En todo lo no previsto en esta convocatoria será de aplicación el Decreto Legislativo 2/2005 , de 28 de diciembre, por el que se aprueba el texto refundido de la Ley de Subvenciones , la Ley 38 /2003, de 17 de noviembre , General de subvenciones, el Real Decreto 887/2006 , de 21 de julio, por el que se aprueba el Reglamento de la Ley 38 /2003, de 17 de noviembre, general de subvenciones , la Ordenanza general reguladora de la concesión de subvenciones del Ayuntamiento de Palma, la Ley 30 /92, de régimen jurídico de las administraciones públicas y del procedimiento administrativo común , la Ley 57 /2003, de 16 de diciembre de medidas para la modernización del gobierno local , el RDL 2/2004, de 5 de marzo , por el que se aprueba el texto refundido de las haciendas locales , la ley 20/2006 , de 15 de diciembre , Municipal y de Régimen Local de las Islas Baleares , la Ley 23 /2006, de 20 de diciembre , de capitalidad de Palma de Mallorca , las Bases de ejecución vigentes que regulan las subvenciones del Presupuesto municipal y la normativa para la concesión de subvenciones públicas, así como el resto de normativa que sea de aplicación.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
