&lt;p lang="es-ES" style="text-align: center"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;b&gt;I. DISPOSICIONES GENERALES&lt;/b&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="widows: 0; orphans: 0"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;b&gt;Artículo 1. Objeto&lt;/b&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="widows: 0; orphans: 0"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;El objeto de este reglamento es fijar la estructura orgánica que debe encargarse de gestionar el proyecto Geoparc de la Isla de Menorca. Asimismo, en este documento se definen las funciones que se deben llevar a cabo para iniciar y desarrollar este proyecto, y sus correspondientes responsables.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="widows: 0; orphans: 0"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;b&gt;Artículo 2. Ámbito de actuación&lt;/b&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="widows: 0; orphans: 0"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;El ámbito territorial de actuación del proyecto Geoparc de la Isla de Menorca es el territorio insular, sin perjuicio de poder participar en otros órganos de ámbito territorial más amplio.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="widows: 0; orphans: 0"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;b&gt;Artículo 3. Objetivos&lt;/b&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;El proyecto de Geoparc de la Isla de Menorca tiene los objetivos principales siguientes:&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;a) Conservar el patrimonio geológico de Menorca.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;b) Gestionar el patrimonio geológico de tal manera que pueda ser conocido por la población y usado sin riesgos de degradación.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;c) Gestionar los recursos geológicos y todos los naturales para que puedan perdurar en el tiempo.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;d) Articular y ejecutar propuestas de desarrollo económico basadas en los recursos geológicos con el fin explícita de su conservación y compatibles con los principios del desarrollo sostenible.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;e) Establecer compromisos entre las diferentes administraciones para adecuar sus actuaciones a los principios de la sostenibilidad&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;f) Fomentar la participación de la población en las tareas de planificación y gestión.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;g) Fomentar la cooperación, formación e investigación científica.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;h) Conservar el paisaje, como elemento esencial del bienestar individual y social, que incorpora valores materiales e inmateriales.&lt;/span&gt;&lt;/p&gt; 
&lt;p class="western" lang="es-ES" style="text-align: center"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;b&gt;II. ORGANIZACIÓN INTERNA&lt;/b&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p class="western"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;b&gt;&lt;span style="background: none repeat scroll 0% 0% rgb(255, 255, 255)"&gt;Articulo 4. Organización interna&lt;/span&gt;&lt;/b&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p class="llista-western" lang="es-ES" style="font-weight: normal"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="background: none repeat scroll 0% 0% rgb(255, 255, 255)"&gt;La organización interna del proyecto Geoparc de la Isla de Menorca se estructura en los siguientes órganos:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p class="llista-western" lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="background: none repeat scroll 0% 0% rgb(255, 255, 255)"&gt;a) Presidencia&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p class="llista-western" lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="background: none repeat scroll 0% 0% rgb(255, 255, 255)"&gt;b) Vicepresidencia&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p class="llista-western" lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="background: none repeat scroll 0% 0% rgb(255, 255, 255)"&gt;e) Dirección&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p class="llista-western" lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;b&gt;&lt;span style="background: none repeat scroll 0% 0% rgb(255, 255, 255)"&gt;Artículo 5. Presidencia&lt;/span&gt;&lt;/b&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p class="llista-western" lang="es-ES" style="font-weight: normal"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="background: none repeat scroll 0% 0% rgb(255, 255, 255)"&gt;1. La Presidencia del proyecto Geoparc de la Isla de Menorca corresponde a la persona que ocupe la presidencia del Consejo Insular de Menorca, si bien esta la podrá delegar en cualquier miembro del Consejo Ejecutivo del Consejo Insular de Menorca, de conformidad con la normativa general aplicable &lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p class="llista-western" lang="es-ES" style="font-weight: normal"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="background: none repeat scroll 0% 0% rgb(255, 255, 255)"&gt;2. Son funciones de la Presidencia:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p class="llista-western" lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="background: none repeat scroll 0% 0% rgb(255, 255, 255)"&gt;a) Ejercer la máxima representación institucional del proyecto Geoparc de la Isla de Menorca.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p class="llista-western" lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="background: none repeat scroll 0% 0% rgb(255, 255, 255)"&gt;b) Ejercer la dirección y superior coordinación de los órganos del proyecto Geoparc de la Isla de Menorca, sin perjuicio de las funciones que se asignan en este reglamento a otros órganos.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p class="llista-western" lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="background: none repeat scroll 0% 0% rgb(255, 255, 255)"&gt;c) Proponer al Consejo Ejecutivo las líneas generales de actuación del proyecto Geoparc de la Isla de Menorca, de acuerdo con los objetivos del artículo 3.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p class="llista-western" lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="background: none repeat scroll 0% 0% rgb(255, 255, 255)"&gt;d) Presidir el Consejo de Participación.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p class="llista-western" lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="background: none repeat scroll 0% 0% rgb(255, 255, 255)"&gt;e) Preparar y presentar al Pleno del Consejo Insular de Menorca, porque en su caso las apruebe, disposiciones normativas relacionadas con las cuestiones propias del proyecto Geoparc.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p class="llista-western" lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="background: none repeat scroll 0% 0% rgb(255, 255, 255)"&gt;f) Aceptar o denegar, en este caso motivadamente, las candidaturas para formar parte del Consejo de Participación del proyecto Geoparc.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p class="llista-western" lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="background: none repeat scroll 0% 0% rgb(255, 255, 255)"&gt;g) Elegir los dos representantes del proyecto Geoparc de la Isla de Menorca que asistirán a las reuniones semestrales de la Red de geoparques europeos. Uno con perfil de titulado en Ciencias de la Tierra y el otro con un perfil de gestor / administrador.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p class="western" lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;b&gt;&lt;span style="background: none repeat scroll 0% 0% rgb(255, 255, 255)"&gt;Artículo 6. Vicepresidencia&lt;/span&gt;&lt;/b&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="widows: 0; orphans: 0"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;La Vicepresidencia del proyecto Geoparc corresponde al consejero ejecutivo que tenga atribuidas las competencias en materia de medio ambiente. Si este consejero ejecutivo ya tiene atribuida la presidencia del proyecto por delegación de la Presidencia del Consejo Insular de Menorca, la Vicepresidencia recaerá en el director insular que tenga atribuidas las competencias en materia de medio ambiente.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="widows: 0; orphans: 0"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;b&gt;Artículo 7. Consejo Ejecutivo&lt;/b&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="widows: 0; orphans: 0"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;1. El Consejo Ejecutivo del Consejo Insular de Menorca debe actuar como órgano ejecutivo del proyecto Geoparc de la Isla de Menorca.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="widows: 0; orphans: 0"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;2. Corresponden al Consejo Ejecutivo las siguientes funciones:&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;a) Fijar las directrices de la organización interna del proyecto Geoparc de la Isla de Menorca.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;b) Proponer la aprobación por parte de los órganos competentes de las partidas presupuestarias que se destinarán anualmente al proyecto Geoparc de la Isla de Menorca.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;c) Establecer las líneas de actuación del proyecto Geoparc de la Isla de Menorca, para lo cual debe elaboranr y aprobar periódicamente el Plan Estratégico Cuatrienal del Geoparc de Menorca.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;d) Aprobar y ratificar los convenios con entidades públicas o privadas en todo aquello que tenga relación con las actuaciones incluidas en el proyecto Geoparc de la Isla de Menorca, y siempre que por su contenido no correspondan a otro órgano.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;e) Aprobar y resolver las convocatorias públicas de ayudas y subvenciones, tanto a particulares como a entidades públicas y privadas, y conceder ayudas de carácter individual de conformidad con los límites cuantitativos y condiciones que se establezcan en las bases de ejecución del presupuesto. Resolver los expedientes de reintegro de ayudas.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;f) Aprobar los expedientes de contratación y la apertura del procedimiento de adjudicación respecto de los contratos de obras, de suministros, de servicios, de gestión de servicios públicos, los contratos administrativos especiales y los contratos privados cuando su presupuesto supere el límite de la contratación menor de acuerdo con lo que establezca en cada momento la normativa sobre contratos del sector público, incluidos los de carácter plurianual siempre que su importe no exceda del 10% de los recursos ordinarios del Presupuesto ni los seis millones de euros, su duración no exceda de cuatro años y siempre que el importe acumulado de sus anualidades no supere ni el porcentaje indicado, referido a los recursos ordinarios del presupuesto del primer ejercicio, ni la cuantía señalada.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;g) Aprobar los proyectos de obras y servicios, los pliegues, el gasto y el ejercicio del resto de facultades que la normativa sobre contratos del sector público atribuyen al órgano de contratación, en los expedientes de contratación de su competencia .&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;h) Aprobar los negocios jurídicos mediante los cuales se encarga a una entidad que, de acuerdo con la normativa de contratos del sector público, tenga atribuida la condición de medio propio y servicio técnico del mismo, la realización de una determinada prestación cuando su importe sea superior al establecido, en su caso, por el contrato menor y siempre que su importe no supere el 10% de los recursos ordinarios del presupuesto ni, en cualquier caso, la cuantía de seis millones de euros, incluidos los de carácter plurianual cuando su duración no sea superior a cuatro años, siempre que el importe acumulado de sus anualidades no supere ni el porcentaje indicado, referido a los recursos ordinarios del presupuesto del primer ejercicio, ni la cuantía señalada.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;i) Adjudicar las concesiones sobre bienes del Consell, adquirir bienes inmuebles y derechos sujetos a la legislación patrimonial cuando su valor supere los 18.000 euros IVA excluido y no supere el 10% de los recursos ordinarios del presupuesto ni el importe de 3.000.000 euros.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;j) Enajenar el patrimonio cuando su valor sea superior a 18.000 euros e inferior a 3.000.000 euros y no supere el 10% de los recursos ordinarios del presupuesto.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;k) Disponer otros gastos de acuerdo con lo que establezcan las Bases de ejecución del presupuesto.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;l) Ceder el uso de bienes sin perjuicio de las limitaciones establecidas por la legislación vigente.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="widows: 0; orphans: 0"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;b&gt;8. Consejo de Participación&lt;/b&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="widows: 0; orphans: 0"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;1. El Consejo de Participanció está formado por personas a título individual, representantes acreditadas de entidades cívicas, de empresas, de asociaciones de interés económico, empresariales o sindicales, de instituciones educativas y culturales, de ámbito menorquín o que actúen principalmente en Menorca, que voluntariamente quieran formar parte y que sean aceptadas por la Presidencia.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="widows: 0; orphans: 0"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Asimismo, forman parte del Consejo de Participación el presidente y el vicepresidente del proyecto Geoparc de la Isla de Menorca, un representante de cada uno de los ayuntamientos de la isla, un representante de la Comunidad Autónoma de las Islas Baleares, tres representantes del mundo científico y académico designados por la Presidencia, un representante del Instituto Menorquín de Estudios, un representante de la Fundación Destino Menorca y la persona que asuma las funciones de dinamización.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;1.1 De los miembros del Consejo de Participación:&lt;/span&gt;&lt;/p&gt; 
&lt;ul&gt; 
 &lt;li&gt; &lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Los miembros lo son con carácter voluntario.&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
 &lt;li&gt; &lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Los miembros están obligados a mantener la confidencialidad de las deliberaciones y los acuerdos cuando, por el carácter de estos, lo decida el propio Consejo de Participación.&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
 &lt;li&gt; &lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Son causa de pérdida de la condición de miembro del Consejo de Participación:&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
&lt;/ul&gt; 
&lt;ol style="margin-left: 40px"&gt; 
 &lt;li&gt; &lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;La renuncia expresa y por escrito efectuada ante el presidente o presidenta.&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
 &lt;li&gt; &lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;La revocación, efectuada por la persona que hubiera hecho el nombramiento.&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
 &lt;li&gt; &lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;La pérdida de la condición que haya motivado el nombramiento,&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
 &lt;li&gt; &lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;El cese en el cargo del presidente o la presidenta del Consejo Insular de Menorca que los haya nombrado, sin perjuicio de la prórroga de sus funciones desde el final del mandato hasta que tome posesión del cargo el nuevo presidente o presidenta.&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
&lt;/ol&gt; 
&lt;ul&gt; 
 &lt;li&gt; &lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Las personas que pierdan la condición de miembro del Consejo de Participación serán sustituidas en un plazo de un mes para las personas que cumplan los requisitos y motivos de nombramiento, las cuales serán nombradas por la Presidencia a través del mismo procedimiento establecido en los apartados anteriores de este artículo.&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
 &lt;li&gt; &lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;En el inicio de cada mandato del gobierno del Consejo Insular de Menorca se deben nombrar, en el plazo de un mes, todos los miembros.&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
 &lt;li&gt; &lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;La condición de miembro del Consejo de Participación no supone el establecimiento de ningún tipo de relación laboral o funcionarial con el Consell Insular de Menorca.&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
&lt;/ul&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;2. Corresponden al Consejo de Participación las funciones de iniciativa, propuesta, asesoramiento e informe, y debe garantizarse en cualquier caso su intervención, con tiempo suficiente de deliberación, en los procedimientos de acuerdo en que tengan un valor estratégico en la gestión, regulación y administración del proyecto Geoparc.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;3. El Consejo de Participación tiene la facultad de establecer las directrices que han de regir su propio funcionamiento interno en el marco de estos estatutos.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;4. A efectos organizativos, el Consejo de Participación se estructura en los siguientes órganos&lt;/span&gt;&lt;/p&gt; 
&lt;ol&gt; 
 &lt;li&gt; &lt;p lang="es-ES" style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Pleno&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
&lt;/ol&gt; 
&lt;ol start="2"&gt; 
 &lt;li&gt; &lt;p lang="es-ES" style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Comisión Permanente&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
&lt;/ol&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;4.1. El Pleno está formado por todos los miembros del Consejo de Participación y lo preside el presidente o la presidenta del proyecto. La vicepresidencia recae en el vicepresidente o la vicepresidenta del proyecto.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Las funciones de secretario o secretaria del Pleno recaen en un miembro vocal del Consejo de Participación entrega designado por la Presidencia y sus funciones son las previstas en la LRJPAC.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;La vicepresidencia debe sustituir la presidencia en el ejercicio de sus funciones en los casos de vacante, ausencia, enfermedad o cualquier otra circunstancia que la imposibilite temporalmente para ejercerla.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;De acuerdo con los temas que figuren en el orden del día, el Presidente, por iniciativa propia oa propuesta de cualquier otro miembro, podrá autorizar la asistencia de otros representantes de entidades o personas individuales relacionadas con la materia a tratar. Estas personas tendrán voz, pero no voto.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;El presidente o la presidenta es la persona encargada de convocar el Pleno, que se reunirá, al menos, en dos sesiones anuales y como mínimo en una sesión dentro de cada semestre del año.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;El Pleno se reunirá también cuando sea necesario para el buen desarrollo de sus funciones, cuando lo convoque el presidente o la presidenta o cuando lo solicite por escrito una tercera parte, al menos, de sus miembros.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Las convocatorias deben formalizarse por escrito y, ordinariamente, con una antelación de 72 horas, sin perjuicio de que se pueda convocar con una antelación inferior en casos de urgencia y de manera motivada. La convocatoria debe ir acompañada del orden del día y del acta de la reunión anterior.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;El orden del día será fijado el presidente o lapresidenta. No obstante, los miembros del Pleno pueden sugerirle, por escrito, temas que quieran incluir en el orden del día.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Corresponde al presidente o la presidenta fijar el día y la hora en que se llevarán a cabo las sesiones del Pleno, tras consultarlo con sus componentes.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Las sesiones del Pleno no son públicas, sin perjuicio de la publicidad que se pueda hacer de las decisiones adoptadas.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;El Pleno se considera válidamente constituido, y sus acuerdos son válidos, si hay un quórum de la mitad más uno de sus miembros y la presencia, como mínimo, del presidente o el vicepresidente y de su secretario o secretaria. Si no hubiera quórum, el Pleno se considerará constituido, en segunda convocatoria, una hora después, siempre que estén presentes, como mínimo, la tercera parte de los miembros, el presidente o el vicepresidente y su secretario o secretaria.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Los acuerdos del Pleno se adoptarán de conformidad con la regla básica de decisión consensuada. Sólo en caso de imposibilidad de consenso, apreciada libremente por la presidencia, se hará la correspondiente votación, y en este caso necesario el voto favorable de la mayoría simple de los miembros del órgano. Los empates se dirimieixen por el voto de calidad del presidente o la presidenta.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Todos los miembros que legalmente pertenezcan al Pleno tienen un voto.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Cuando una vocal disienta del criterio mayoritario formalizado en el correspondiente acuerdo, puede emitir por escrito su voto particular, que se incorporará al acta de la sesión.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Se extenderá un acta de cada reunión, la cual se someterá a aprobación en la próxima sesión del Pleno que se tenga.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;El departamento al que corresponda la gestión de las competencias en materia de medio ambiente debe llevar su propio libro de actas y el secretario o la secretaria del Pleno tiene que extender acta de los reuniones, donde debe reflejar fielmente las deliberaciones y los acuerdos adoptados.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;El secretario o la secretaria es la persona responsable de custodiar y archivar las actas, a las que pueden tener acceso los miembros del Pleno y cualquier persona física o jurídica que lo solicite de forma razonada con el visto bueno del presidente o la presidenta.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;La Presidencia debe asegurar la adecuada difusión, a través de cualquier medio de acceso general, de todos los acuerdos o las decisiones que se tomen, para garantizar el conocimiento por parte de las entidades del sector y la ciudadanía en general.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Asimismo, la Presidencia dará cuenta a este órgano colegiado del resultado derivado de las propuestas, las sugerencias y otras decisiones que se adopten.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;El Consejo de Participación debe nombrar un / a dinamizador / a, que puede ser uno de los miembros del Consejo de Participación o una persona externa contratada para ejercer estas funciones.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;En cualquier caso, el / la dinamizador / a debe facilitar el desarrollo de los debates del Pleno del Consejo de Participación y favoreciendo la construcción de consensos y la generación de propuestas proactivas a favor del proyecto de Geoparc. El / la dinamizador / a forma parte de la Comisión Permanente.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;4.2. La Comisión Permanente está formada por los siguientes miembros:&lt;/span&gt;&lt;/p&gt; 
&lt;ul&gt; 
 &lt;li&gt; &lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;La presidencia del proyecto Geoparque de la Isla de Menorca.&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
 &lt;li&gt; &lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;La vicepresidencia.&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
 &lt;li&gt; &lt;p class="western" lang="es-ES" style="text-align: justify"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Un representante de cada partido político con representación en el Consejo Insular de Menorca.&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
 &lt;li&gt; &lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Un representante de los ayuntamientos de Menorca elegido por la Presidencia a propuesta conjunta de los ayuntamientos.&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
 &lt;li&gt; &lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Un representante de la CAIB.&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
 &lt;li&gt; &lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;El / la director / a del proyecto Geoparc Isla de Menorca.&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
 &lt;li&gt; &lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;El representante del Instituto Menorquín de Estudios.&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
 &lt;li&gt; &lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;El representante de la de la Fundación Destino Menorca.&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
 &lt;li&gt; &lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;El / la dinamizador / a del Consejo de Participación.&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
 &lt;li&gt; &lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Dos representantes del mundo científico y académico que formen parte del Pleno a propuesta de este órgano.&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
 &lt;li&gt; &lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Dos representantes de entidades sociales de Menorca que formen parte del Pleno y que actúen en temas ambientales y culturales. Su designación corresponde al presidente a propuesta del Pleno.&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
 &lt;li&gt; &lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Una persona de reconocida experiencia, autoridad académica o trayectoria profesional en relación con los campos de actividad del proyecto Geoparc. Su designación corresponde al presidente a propuesta del Pleno.&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
 &lt;li&gt; &lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;La persona que ocupe la secretaría del Pleno del Consejo de Participación.&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
&lt;/ul&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Corresponde a la Comisión Permanente:&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;a) Establecer las directrices que deben regir su funcionamiento interno en el marco de este reglamento.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;b) Programar y supervisar todas las actividades del proyecto Geoparc en materia de estudio, investigación, formación, divulgación, promoción y gestión para llevar a buen término los fines propios del Geoparc&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;c) Elaborar directamente, o encargar y supervisar, los informes que deban emitir en relación con el proyecto Geoparc.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;d) Ejercer funciones de asesoramiento y propuesta y especialmente en relación con las tareas de dirección del proyecto Geoparc.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;4.3. Los miembros del Consejo de Participación no perciban ningún tipo de retribución por el solo hecho de pertenecer a este órgano, con la eventual excepción de los servicios prestados por dinamizador si así lo propone el Consejo de Participación y lo aprueba el Consejo Ejecutivo. En este caso la remuneración de estos servicios debe preverse en la partida presupuestaria asignada al proyecto Geoparc.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;b&gt;Artículo 9. Dirección&lt;/b&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;1. Se puede designar una persona para que asuma las funciones de dirección del proyecto Geoparc de la Isla de Menorca. La persona que ocupe la dirección del proyecto Geoparc de la isla de Menorca debe tener las competencias técnicas necesarias, tanto en el ámbito de la calificación científica como en el de la gestión pública, y será nombrado la Presidencia como resultado del correspondiente procedimiento público de selección de personal de carácter técnico-.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;2. La condición de director / a del Geoparc es incompatible con cualquier otra actividad empresarial, profesional o laboral, pública o privada, en los términos que establezca en cada momento la normativa aplicable en materia de incompatibilidades.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;3. Corresponde a la dirección el ejercicio de las siguientes funciones:&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;a) Representar administrativamente el proyecto Geoparc de la Isla de Menorca.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;b) Dirigir e impulsar las actividades y los servicios relacionados con el proyecto Geoparc.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;c) Ejecutar los acuerdos y las resoluciones de la Presidencia, la Vicepresidencia y Consejo Ejecutivo.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;d) Elevar a los órganos competentes de las previsiones presupuestarias relativas al funcionamiento del proyecto Geoparc y el resto de propuestas que considere necesarias para el buen funcionamiento del proyecto Geoparc.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;e) Proponer a los diferentes órganos del Consell Insular, en atención a la competencia de cada uno de ellos, la adopción de los actos oportunos en relación a las materias propias del proyecto Geoparc.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;4. En el caso de vacante, sus funciones serán asumidas por la persona que ocupe la vicepresidencia del proyecto Geoparc de la Isla de Menorca.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="widows: 0; orphans: 0"&gt; &amp;nbsp;&lt;/p&gt; 
&lt;p lang="es-ES" style="widows: 0; orphans: 0"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;b&gt;Artículo 10. Publicidad del Consejo de Participación del proyecto Geoparque&lt;/b&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin-top: 0.2cm; margin-bottom: 0.2cm; widows: 0; orphans: 0"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;El Consejo Insular de Menorca debe hacer públicas, por vía de cualquier medio de difusión de los previstos en el título III del Reglamento de participación ciudadana del Consejo Insular de Menorca, y en cualquier caso a través de un espacio específico dentro del portal web institucional , todas las circunstancias relacionadas con el Consejo de Participación del proyecto Geoparc, como su composición, las fechas de reunión, los acuerdos tomados y otros que resulten de interés general.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin-top: 0.2cm; margin-bottom: 0.2cm; widows: 0; orphans: 0"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;b&gt;Disposición transitoria&lt;/b&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin-top: 0.2cm; margin-bottom: 0.2cm; widows: 0; orphans: 0"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Hasta que no esté en funcionamiento el Registro Insular de Entidades Ciudadanas del Consell Insular de Menorca, los derechos reconocidos en este reglamento a las entidades inscritas en este registro se reconocen a las entidades ciudadanas inscritas en el Registro de Asociaciones de las Islas Baleares o en cualquier otro registro oficial siempre que se cumplan los requisitos establecidos en el Reglamento de participación ciudadana del Consell Insular de Menorca.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin-top: 0.2cm; margin-bottom: 0.2cm; widows: 0; orphans: 0"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;b&gt;Disposición final primera&lt;/b&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin-top: 0.2cm; margin-bottom: 0.2cm; widows: 0; orphans: 0"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;A los efectos de poder constituir el Consejo de Participación del proyecto Geoparc, en el plazo de dos meses desde el día que se publique este reglamento, las entidades con derecho a formar parte deben presentar la documentación correspondiente al departamento competente en materia de medio ambiente para que, una vez examinada la documentación, se dicte resolución sobre su admisión.&lt;/span&gt;&lt;/p&gt;

&lt;p lang="es-ES" style="margin-top: 0.2cm; margin-bottom: 0.2cm; widows: 0; orphans: 0"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;En cuanto al funcionamiento interno del Consejo de Participación del proyecto Geoparc se debe tener en cuenta este reglamento y, supletoriamente, lo que establece la Ley 30/1992, de 26 de noviembre, de régimen jurídico de las administraciones públicas y del procedimiento administrativo común.&lt;/span&gt;&lt;/p&gt;
