    <env:contingut rdf:parseType="Literal">![CDATA[&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;El Pleno del Ayuntamiento de Son Servera, en la sesión extraordinaria de día 29 de mayo de 2013, aprobó el pliego de cláusulas administrativas particulares y el pliego de prescripciones técnicas que han de regir la adjudicación, mediante la modalidad de concesión administrativa para procedimiento abierto (oferta económicamente más ventajosa varios criterios de adjudicación) y tramitación ordinaria, del contrato de gestión del servicio público local de gestión de las instalaciones deportivas y del centro polideportivo Es Pinaró del término municipal de Son Servera, por lo que y en cumplimiento de lo dispuesto en el artículo 188.3 de la Ley 20/2006, de 15 de diciembre, municipal y de régimen local de las Islas Baleares, se expone al público durante el plazo de diez días naturales contados a partir del siguiente al de la inserción de este anuncio en el BOIB, para que se puedan presentar reclamaciones.&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Simultáneamente se anuncia la licitación, para la presentación de proposiciones, si bien la licitación se aplazará, cuando resulte necesario, en el supuesto de que se formulen reclamaciones contra el mencionado pliego de cláusulas administrativas.&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;1. Oferta económica. Para mejora al alza del canon indicado en el pliego (máximo 10 puntos).&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;La propuesta del canon se valorará entre 0 puntos y 10 puntos de la siguiente manera:&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;La distribución de la puntuación se realizará de forma proporcional. A la mejor oferta se le otorgarán 10 puntos. En el resto de ofertas se puntuará aplicando la penalización en la proporción en que se separen de la mejor oferta.&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;2. Mejoras en las tarifas para el uso de las instalaciones deportivas, aprobadas en el estudio económico y proyecto de explotación, mediante acuerdo de Pleno de 21 de marzo de 2013 y publicado en el BOIB núm. 45 de día 4 de abril de 2013. (Máximo 30 puntos). La propuesta de las mejoras se valorará entre 0 puntos y 30 puntos de la siguiente manera:&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;La distribución de la puntuación se realizará de forma proporcional. A la mejor oferta se le otorgarán 30 puntos. En el resto de ofertas se puntuará aplicando la penalización en la proporción en que se separen de la mejor oferta.&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;3. Mejoras técnicas en equipamientos. (Máximo 25 puntos).&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;En este apartado se otorgarán 10 puntos por cada 5.000,00 euros, sin IVA, (cinco mil euros) de mejoras técnicas en equipamientos aportadas, hasta un máximo de 25 puntos. Todo ello teniendo en cuenta que en el proyecto de explotación y al estudio económico de la gestión del servicio de este pliego, el equipamiento mínimo de las instalaciones está valorado en 100.000,00 euros (cien mil euros).&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;4. Mejoras complementarias de carácter turístico-deportivo y de carácter educativo-deportivo. (Máximo 5 puntos).&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin: 0px"&gt; &amp;nbsp;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;B. CRITERIO SUBJETIVO DE VALORACIÓN DE LAS OFERTAS.&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &amp;nbsp;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Mejoras en el proyecto de gestión. Hasta un máximo de 30 puntos.&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;La valoración del proyecto de gestión se valorará de 0 puntos a 30 puntos. Esta valoración se hará bajo criterios de adecuación y mejora en la propuesta a las especificaciones del pliego de cláusulas administrativas y técnicas, en relación a la planificación de la oferta deportiva, adecuación del proyecto a las instalaciones y equipamientos, condiciones de planificación y organización de la estructura de gestión, viabilidad de explotación de las instalaciones, etc.&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Para la valoración de este apartado, se deberá aportar, con la propuesta de mejoras en el proyecto de gestión, una cuantificación o valoración económica de todas y cada una de las mejoras que se presenten, con un presupuesto detallado y desglosado, de acuerdo con los precios reales y actuales de mercado.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &amp;nbsp;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;4. Precio estimado del contrato&lt;/strong&gt;: 11.148.775,21 euros, IVA excluido.&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Importe IVA: 2.341.242,79 euros.&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Total: 13.490.018 euros.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;5. Canon de la concesión:&lt;/strong&gt; 5.568,00 euros anuales, aunque puede variar de acuerdo con la oferta económica que la concesionaria presente con su correspondiente estudio económico.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;6. Garantías exigidas.&lt;/strong&gt; Provisional: no&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Definitiva: 5% del canon total (25 años) de la concesión, que presente el licitador de la oferta que resulte más ventajosa económicamente.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;7. Requisitos específicos del contratista.&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin-left: 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Solvencia económica y financiera y solvencia técnica y profesional.&lt;/span&gt;&lt;/p&gt;
