    <env:contingut rdf:parseType="Literal">![CDATA[&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Transcurrido el plazo de treinta días de exposición pública del expediente relativo a la aprobación inicial por parte de este Ayuntamiento en sesión celebrada día 31-01-2013, del Reglamento de la emisora municipal “Radio Rebull”, una vez resueltas las alegaciones presentadas, en cumplimiento de lo preceptuado en el art. 103 de la Ley 20/2006, se transcribe íntegramente a continuación el contenido del referido Reglamento:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &amp;nbsp;&lt;/p&gt; 
&lt;p style="text-align: center"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;&lt;strong&gt;REGLAMENTO DE LA EMISORA MUNICIPAL &amp;quot;RADIO REBULL&amp;quot;&lt;br /&gt; &lt;br /&gt; TÍTULO PRELIMINAR.&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;La emisora municipal de Radio Rebull la creó el Ayuntamiento para fomentar la información y participación de la vecindad en temas relacionados con el municipio.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;La emisora municipal garantizará una información objetiva y pluralista, así como la participación de cualquier fuerza política o asociación social o económica, y personas individuales, no pudiendo discriminar a nadie por razón, condición o circunstancia personal o social, por su ideología o creencia.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;La libertad de expresión, el acceso a todos los sectores sociales y fuerzas políticas, la igualdad de oportunidades a la hora de exponer las diversas posiciones y el pluralismo informativo constituirán los ejes básicos de su programación.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;La emisora municipal de Radio Rebull se caracteriza por las cualidades que se señalan a continuación:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;1. Ser un medio de comunicación de titularidad pública.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;2. Configurarse como un medio de comunicación institucional, nacido para propiciar nuevos canales de información entre administradores / as y administrados / as.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;3. Tratarse de un medio de comunicación local, tanto en lo que respecta a su ámbito de emisión como los contenidos de su programación, con especial atención a la comunidad que la sustenta.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;4. Promocionar y proteger la lengua catalana.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;5. Promocionar y fomentar la cultura propia del municipio y de la isla.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;6. Garantizar la objetividad, veracidad e imparcialidad de las informaciones.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;7. Separar entre informaciones y opiniones, identificando siempre a las personas que comuniquen estas últimas y su libre expresión, con los límites que marca el apartado 4 del artículo 20 de la Constitución española.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &amp;nbsp;&lt;/p&gt; 
&lt;p style="text-align: center"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;&lt;strong&gt;TÍTULO I.&lt;br /&gt; OBJETO, NATURALEZA Y FINALIDAD&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;strong&gt;&lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Artículo 1.&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Al amparo de lo dispuesto en la Ley 11/99, de 8 de abril, de Organización y Control de las Emisoras Municipales de Radiodifusión sonora, y en la Ley 20/2006 de 15 de diciembre municipal y de régimen local de las Islas Baleares, el control y la gestión de la emisora municipal de Radio Rebull, será a cargo de la propia entidad local, que, con ánimo de fomentar la participación ciudadana, procederá a la constitución del Consejo de la Radio Municipal, como órgano consultivo al que se le atribuyen las funciones y competencias recogidas expresamente en este reglamento.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px; text-align: left"&gt; &lt;strong&gt;&lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Artículo 2.&lt;br /&gt; Localidad&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;1.-El idioma oficial y vehicular de la emisora es el catalán, por lo tanto el 80% de la programación deberá ser en catalán. En la programación donde no se utilice como idioma vehicular el catalán, sus colaboradores deberán participar en programas de aprendizaje de la lengua catalana.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;2.-Con el objetivo de fomentar la música en Catalán y la música hecha en Santa Maria del Camí, los programas que emitan música deberán cumplir los siguientes mínimos por cada hora de emisión:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;a. Al menos 3 temas en Catalán.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;b. De estos 3 temas en Catalán, como mínimo 2 deben estar producidos y / o grabado en las Islas Baleares y / o interpretados por grupos de las Islas Baleares.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;c. De estos 2 temas en Catalán de las Islas Baleares, como mínimo 1 debe estar producido y / o grabado en Santa Maria del Camí y / o interpretado por grupos de Santa María del Camí.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;3.-Con el objetivo de fomentar los temas locales, a pesar de que en la programación se traten temas que no lo sean deben enfocarse a la realidad de nuestro municipio.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &amp;nbsp;&lt;/p&gt; 
&lt;p style="text-align: center"&gt; &lt;strong&gt;&lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;TÍTULO II.&lt;br /&gt; ÓRGANOS DE GOBIERNO&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt; &lt;strong&gt;&lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Artículo 3. &lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Son órganos de gobierno de la emisora:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;1. Consejo de la Radio.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;2. Consejo de emisión.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;3. Presidente / a&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;4. Coordinador / a&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;strong&gt;&lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Artículo 4.&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;La finalidad principal de Consejo de la Radio consistirá en velar por el cumplimiento de los criterios y normas de actuación de la emisora. Velará por el mantenimiento de la emisora, como medio de comunicación abierto a toda la población y a la participación ciudadana.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;strong&gt;&lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Artículo 5.&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Para el cumplimiento de sus fines, corresponde al Consejo de la Radio:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;1. La propuesta del coordinador / a de la emisora al Pleno.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;2. La dirección y gobierno de la emisora municipal.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;3. La supervisión y aprobación de los planes de actuación de la emisora.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;4. La promoción, gestión y aprobación de mejoras técnicas y de obras, que puedan resultar beneficiosas para el mejor funcionamiento de la emisora.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;5. Coordinar las relaciones entre la emisora y las instituciones públicas y privadas.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;6. Proponer al Pleno del Ayuntamiento las mejoras técnicas y modificaciones del servicio, relacionadas con las finalidades del consejo.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;strong&gt;&lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Artículo 6.&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;El Consejo de la Radio, que será el órgano superior de gobierno, estará formado de acuerdo con la composición que se especifica a continuación:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;a) Presidente / a: Alcaldía del Ayuntamiento o concejal / a en quien delegue.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;b) Los / las concejales / as designados / as por cada uno de los grupos municipales, según su representación en el Pleno del Ayuntamiento.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;c) Una persona representante del cuadro de colaboradores / as de la emisora elegidos / as en los términos establecidos en el artículo 7 º.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;d) El / la coordinador / a de la emisora.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;e) El / la secretario / a del Ayuntamiento, en los términos establecidos en el artículo 19.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;f) Una persona representante de las asociaciones existentes en el municipio, que elegirán ellas entre sí.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &amp;nbsp;&lt;/p&gt; 
&lt;p&gt; &lt;strong&gt;&lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Artículo 7.&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;El / la representante del cuadro de colaboradores / as será elegido / ida por ellos / ellas mismos / as en asamblea entre los candidatos que se presenten, pudiendo delegar su representación entre los / las colaboradores / as elegidos / ides como reservas.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Tendrán condición de personas colaboradoras aquellas que participen en la programación de la emisora de forma altruista y que tengan una continuidad mínima en su labor de tres meses.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Son baja como colaboradores / as cuando abandonen voluntariamente, previa comunicación al / a la director / a, el trabajo en la emisora o cuando dejen de cumplirlas, sin causa justificada, durante dos programas semanales o cuatro diarios.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;El mandato de las personas representantes elegidos / as está referido hasta cada renovación de la corporación municipal.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Las personas representantes podrán ser destituidos / as a petición propia, para serles retirada la confianza por la asamblea o por baja como colaboradores / as.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;En caso de destitución de una persona representante, sea cual sea el motivo, se aplicará lo dispuesto en los párrafos 1 º y 2 º de este artículo.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Cualquier cambio que se produzca en el transcurso del mandato de las personas representantes de los / as colaboradores / as, deberá comunicarse por escrito al presidente / a del Consejo de la Radio.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;strong&gt;&lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Artículo 8.&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Corresponde al Consejo de la Radio, las siguientes funciones:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;1. Someter al Pleno del Ayuntamiento la modificación de este reglamento.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;2. Líneas de programación&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;3. Todas las demás funciones que acuerden con los fines reglamentarios que sean necesarios.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;strong&gt;&lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Artículo 9.&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;El consejo de emisión estará constituido por el presidente / a, por el coordinador / a de la emisora y por un / una representante del cuadro de colaboradores / as elegidos / as en asamblea, y tiene las siguientes funciones:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;1. Elaborar propuestas de programación.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;2. Velar por una programación de calidad.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;3. Aprobar las propuestas de programación.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;4. Asesorar al coordinador / a en todas las cuestiones relativas a la programación y funcionamiento ordinario de la emisora.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;5. Supervisar la contratación de espacios publicitarios, así como a su programación.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;strong&gt;&lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Artículo 10. &lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Corresponde al / a la presidente / a:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;1. Tener la representatividad del consejo.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;2. Convocar, presidir, suspender y levantar las reuniones del Consejo de la Radio&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;3. Resolver los asuntos de competencia del consejo no encomendados expresamente al consejo de administración.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;strong&gt;&lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Artículo 11. &lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Serán funciones del coordinador / a:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;1. Preparar y ejecutar la programación de la emisora, después de consultar el consejo de emisión.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;2. Supervisar y coordinar la programación.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;3. Gestionar la emisora y velar por su buen funcionamiento y conservación.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;4. Ejecutar los acuerdos que le sean encomendados por el Consejo de la Radio y por el / la presidente / a.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;5. Ejercer la responsabilidad directa sobre los / las colaboradores / as que presten servicio en la emisora.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;6. Preparar la memoria.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;7. Otras funciones conforme a los fines reglamentarios Artículo 11.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &amp;nbsp;&lt;/p&gt; 
&lt;p&gt; &lt;strong&gt;&lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Artículo 12. &lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Sin perjuicio de las funciones atribuidas a los diferentes órganos del Consejo, corresponderá en todo caso al Pleno del Ayuntamiento:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;1. La ratificación del coordinador / a de la emisora propuesto por el Consejo de la Radio.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;2. La interpretación, modificación o extinción de este reglamento.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;3. La determinación de las partidas específicas que deban consignarse en el Presupuesto General de la Corporación, para el cumplimiento de los fines propios de la emisora, como consecuencia de las obligaciones que, como máximo se puedan reconocer y los derechos que se prevean liquidar durante el correspondiente ejercicio.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;4. Las atribuciones derivadas de este reglamento y de las leyes generales.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &amp;nbsp;&lt;/p&gt; 
&lt;p style="text-align: center"&gt; &lt;strong&gt;&lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;TÍTULO III.&lt;br /&gt; RÉGIMEN DE SESIÓN&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt; &lt;strong&gt;&lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Artículo 13.&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;El Consejo de la Radio se reunirá una vez cada año. El consejo de emisión se reunirá una vez cada trimestre.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;&lt;strong&gt;Artículo 14&lt;/strong&gt;.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Cuando la importancia o urgencia de los temas lo recomiende, o cuando lo soliciten la mitad de los miembros del Consejo de la Radio, éste se podrá reunir en sesiones extraordinarias.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;strong&gt;&lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Artículo 15.&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;La convocatoria de reuniones deberá ser notificada con cuarenta y ocho horas de antelación, con el orden del día firmada por el / la presidente / a.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;strong&gt;&lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Artículo 16.&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Las reuniones del Consejo de la Radio se entenderán válidamente constituidas cuando asistan el / la presidente / a, el / la secretario / a (o quien por delegación los / las sustituyan), con la asistencia, en primera convocatoria, de la mitad más uno de los miembros, y en segunda convocatoria (señalada 1/2 hora más tarde que la primera) de, al menos, tres de los / las suyas / suyos miembros.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;strong&gt;&lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Artículo 17.&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Los acuerdos son válidos cuando se adopten con el pronunciamiento favorable de la mayoría de los / las asistentes / as.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;strong&gt;&lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Artículo 18.&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Son baja como miembros del consejo, los / las que falten injustificadamente, y sin nombrar suplente, a tres reuniones seguidas, convocadas en los términos establecidos en este reglamento. La baja de una persona miembro del consejo se comunicará al ente que el / la propuso para que proceda a su sustitución en los términos regulados en este reglamento. De no proceder a la sustitución solicitada, la entidad proponente quedará sin representación en el consejo.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;strong&gt;&lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Artículo 19.&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Ejercerá la Secretaría del Consejo de la Radio el / la secretario / a del Ayuntamiento o Funcionario / a municipal en quien delegue, con facultades fedatarias y de asesoramiento legal.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;El / la secretario / a tendrá voz, aunque no voto, y levantará acta de todas las sesiones, que quedarán debidamente encuadernadas para formar los libros correspondientes, quedando autorizadas con las firmas del / de la presidente / y del /de la secretario / a.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Ejercerá la Secretaría del Consejo de Emisión el / la coordinador / a de la emisora, que actuará con voz y voto, levantará acta de todas las sesiones, que quedarán debidamente encuadernadas para formar los libros correspondientes, quedando autorizadas con las firmas del / de la presidente / y del / de la secretario / a.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &amp;nbsp;&lt;/p&gt; 
&lt;p style="text-align: center"&gt; &amp;nbsp;&lt;/p&gt; 
&lt;p style="text-align: center"&gt; &lt;strong&gt;&lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;TÍTULO IV.&lt;br /&gt; RÉGIMEN ECONÓMICO&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt; &lt;strong&gt;&lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Artículo 20.&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Los recursos económicos de que dispone la emisora serán los procedentes de:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;a) La consignación presupuestaria recogida en el presupuesto municipal de gastos de cada ejercicio económico.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;b) La concesión de las subvenciones que sean solicitadas a los organismos competentes.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;c) Los ingresos que se perciban en el concepto de publicidad, previstos para tal efecto en la ordenanza reguladora fiscal por publicidad en la emisora municipal de radio.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;strong&gt;&lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;DISPOSICIONES ADICIONALES&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;PRIMERA&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Previsto en el artículo 61, número 2, de la Ley Orgánica 5/1985, de 19 de junio, del régimen electoral general, que - durante las campañas electorales - los partidos, federaciones, coaliciones y agrupaciones que concurran a las elecciones tienen derecho a espacios gratuitos de propaganda en las emisoras de radio de titularidad pública: se concreta que la distribución de estos espacios gratuitos de propaganda electoral se efectuará por el consejo de administración, de conformidad con las previsiones contenidas en la citada Ley Orgánica 5 / 1985, y teniendo en cuenta las posibles directrices que pueda señalar a este efecto la junta electoral competente.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;SEGUNDA&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Se faculta a la Alcaldía para dictar cuantas disposiciones que consideren necesarias para la correcta aplicación de lo dispuesto en este Reglamento.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;strong&gt;&lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;DISPOSICIÓN FINAL&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;span style="color: rgb(51, 51, 51)"&gt;Este reglamento entrará en vigor una vez publicado en el BOIB y transcurrido también el plazo de quince días hábiles a que se refiere el artículo 102, en relación con el artículo 113 de la Ley 20/2006 de 15 de diciembre municipal y de régimen local de las Islas Baleares, y comenzará a aplicarse a partir del día siguiente, y continuará vigente hasta su modificación o derogación expresa.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Contra el presente acuero que pone fin a la vía administrativa, a tenor de lo dispuesto en el art. 109 de la Ley 30/92 de 26 de noviembre, de Régimen Jurídico de las Administraciones Públicas y del Procedimiento Administrativo Común y art. 52.2 de la Ley 7/85 de 2 de abril de Bases de Régimen Local y demás normativa complementaria, podrá interponer los siguientes recursos:&lt;/span&gt;&lt;/p&gt; 
&lt;ol style="list-style-type: lower-alpha"&gt; 
 &lt;li&gt; &lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Directamente el recurso contencioso-administrativo, regulado en los arts. 45 y siguientes de la Ley de la Jurisdicción Contencioso-Administrativa de 13 de julio de 1998 ante el Tribunal competente, dentro del plazo de dos meses contados a partir del día siguiente al de la notificación del presente acuerdo.&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
 &lt;li&gt; &lt;p style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Potestativamente, el recurso de reposición, regulado en los arts. 116 y siguientes de la Ley 30/92 de 26 de noviembre de Régimen Jurídico de las Administraciones Públicas y Procedimiento Administrativo Común, ante el Pleno de la Corporación, dentro del plazo de un mes contado a partir del día siguiente al de la publicación del presente acuerdo. Contra la desestimación por silencio del recurso de reposición, que se producirá por el transcurso de un mes desde su presentación sin que se haya resuelto expresamente ni se haya notificado, podrá interponer el recurso contencioso-administrativo dentro del plazo de seis meses contados a partir del día siguiente al de la desestimación presunta.&lt;/span&gt;&lt;/p&gt; &lt;/li&gt; 
&lt;/ol&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;No obstante lo anterior, se podrá ejrcitar, si es el caso, cualquier otro recurso que se estime pertinente.&lt;/span&gt;&lt;/p&gt;
