    <env:contingut rdf:parseType="Literal">![CDATA[&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Se hace público que el Consejo Ejecutivo del Consell Insular de Menorca, en sesión ordinaria de 25 de febrero de 2013 adoptó los siguientes acuerdos:&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;PRIMERO.-&lt;/strong&gt; Aprobar las bases que deben regir la concesión de ayudas para los deportistas menorquines o residentes en la isla de Menorca destacados durante el año 2012 en deportes individuales, que más abajo se transcriben.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;SEGUNDO.-&lt;/strong&gt; Aprobar, simultáneamente, la convocatoria correspondiente al año 2013, que se regirá por las bases a que se ha hecho referencia en el punto anterior, de acuerdo con las siguientes condiciones:&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;a) Importe global máximo de las ayudas y crédito presupuestario. Las ayudas concedidas serán atendidas con cargo a las partidas presupuestarias y con los importes máximos que se indican más abajo, sin perjuicio que los importes puedan ser ampliados de acuerdo con las disponibilidades presupuestarias. &lt;/span&gt;&lt;/p&gt;

&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;b) El plazo de presentación de solicitudes es de 30 días naturales contados a partir del día siguiente del día que se publique esta convocatoria en el Boletín Oficial de las Islas Baleares (BOIB).&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;c) El órgano instructor es la técnica de deportes del Departamento de Cooperación, Deportes y Vivienda.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &amp;nbsp;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;BASES QUE REGULAN LA CONCESIÓN DE AYUDAS DEL CONSELL INSULAR DE MENORCA A DEPORTISTAS MENORQUINES O RESIDENTES EN LA ISLA DE MENORCA DESTACADOS DURANTE EL AÑO 2012 EN DEPORTES INDIVIDUALES&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &amp;nbsp;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;PRIMERA. OBJETO Y FINALIDAD DE LAS AYUDAS&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;Objeto de las ayudas&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Estas bases tienen por objeto financiar la preparación y participación de los deportistas individuales menorquines o residentes en la isla de Menorca con licencia federativa balear, menores de treinta años y considerados de élite, en campeonatos de España, de Europa y del mundo y en competiciones oficiales de ámbito nacional e internacional, así como los pertenecientes a la selección nacional, en el período comprendido entre el 1 de enero y el 31 de diciembre de 2012.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;Finalidad de interés público&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Se considera deporte de élite en el ámbito insular la práctica deportiva que es de interés para la isla de Menorca, por lo que es un factor esencial para el desarrollo deportivo, por el estímulo del deporte base, en virtud de las exigencias técnicas y científicas de su preparación, y por la función de representar la isla de Menorca en las diferentes pruebas y competiciones de carácter nacional e internacional.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Por todo ello, el Consell Insular de Menorca, mediante su Departamento de Cooperación, Deportes y Vivienda, quiere reconocer el esfuerzo y apoyar a los deportistas de máximo nivel.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;SEGUNDA. FINANCIACIÓN E IMPORTE MÁXIMO&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Las ayudas que se otorguen en el marco de estas bases se pagarán con cargo a la partida 3410.4890022 del ejercicio presupuestario del año 2013, con un importe máximo de 3.000 € por deportista. La convocatoria es de 12.000,00 €.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Cuando el importe de las solicitudes de ayuda sea superior a la cantidad máxima fijada en la convocatoria se priorizarán las solicitudes de acuerdo con los criterios objetivos para la concesión de las ayudas que se establecen en estas bases.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;TERCERA. ACTIVIDADES SUBVENCIONADAS: REQUISITOS Y CONDICIONES&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;1. Pueden ser objeto de subvención las siguientes actividades:&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;- Estar clasificado en un campeonato de España entre los tres primeros.&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;- Estar clasificado en un campeonato de Europa entre los diez primeros.&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;- Estar clasificado en un campeonato del mundo entre los quince primeros.&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;- Pertenecer a la selección nacional.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;2. Las actividades subvencionadas deberán cumplir los siguientes requisitos:&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;- Ser un deporte individual, olímpico o no olímpico.&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;- Ser campeonatos de categorías hasta los treinta años.&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;- Realizarse entre el 1 de enero y el 31 de diciembre del año 2012.&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;- Ser campeonatos oficiales, de España, de Europa o del mundo, o bien que el deportista pertenezca a la selección nacional.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;3. Quedan excluidas del procedimiento de concesión de las ayudas establecidas en estas bases el resto de competiciones internacionales o nacionales, tales como copas, ligas, etc.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;CUARTA. RÉGIMEN DE COMPATIBILIDAD CON OTRAS AYUDAS&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;1. Las ayudas que se otorguen de conformidad con estas bases son compatibles con la concesión de otras ayudas, sin perjuicio de la obligación de los beneficiarios de comunicarlo al Consell Insular de la forma que se establece en estas bases.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;2. El importe de las ayudas que se concedan no puede superar en ningún caso, de manera aislada o en concurrencia con otras ayudas, el coste de la actividad subvencionada.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;QUINTA. REQUISITOS DE LOS BENEFICIARIOS&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Pueden ser beneficiarias de las ayudas las personas físicas que cumplan las siguientes condiciones:&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;1. Ser deportistas de deportes individuales que en el 2012 tengan como máximo treinta años.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;2. Ser de nacionalidad española, con posesión de licencia expedida u homologada por la federación balear correspondiente.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;3. Haber realizado la actividad objeto de la subvención dentro del período comprendido entre el 1 de enero y el 31 de diciembre de 2012.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;4. Tener la consideración de deportistas de élite o destacados por el Consell Insular de Menorca, es decir, que hayan alcanzado uno de los méritos deportivos siguientes:&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;4.1. Estar seleccionados por las diferentes federaciones deportivas españolas de una determinada modalidad deportiva para representar a España en competiciones internacionales durante el año 2012.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;4.2. Estar clasificados entre los tres primeros en el campeonato de España de una determinada modalidad deportiva durante el año 2012.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;4.3. Estar clasificados entre los diez primeros en el campeonato de Europa de una determinada modalidad deportiva durante el año 2012.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;4.4. Estar clasificados entre los quince primeros en el campeonato del mundo de una determinada modalidad deportiva durante el año 2012.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;SEXTA. PRESENTACIÓN DE SOLICITUDES&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;La solicitud de ayuda la puede presentar tanto el deportista interesado que cumpla las condiciones establecidas como su representante legal en su nombre (con un documento que lo autorice). En caso de que el deportista interesado sea menor de edad debe presentar la solicitud su representante legal.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Los ciudadanos no tienen que aportar la documentación exigida si ya se encuentra en poder de la Administración que lo solicita, según lo establecido en el artículo 35 de la Ley 30/1992 de régimen jurídico de las administraciones públicas y procedimiento administrativo común.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Las solicitudes se formalizarán en los modelos oficiales que se adjuntan y deben ir acompañadas de la siguiente documentación:&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;Documentación administrativa general&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;1. Fotocopia compulsada del DNI de la persona interesada. Cuando se trate de un menor de edad debe presentar también fotocopia compulsada del DNI del padre, madre o tutor del solicitante. Si la fotocopia ya consta en los archivos del CIM, no hay que presentarla cotejada, pero hay que hacerlo constar en la solicitud.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;2. Acreditación de la representación si la solicitud se presenta en nombre de otro.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;3. Declaración responsable firmada por el solicitante o por su representante legal de no estar sometido a ninguna de las circunstancias que determinan la imposibilidad de obtener la condición de beneficiario o entidad colaboradora de las subvenciones públicas que se recogen en el art. 13.2 de la Ley 28/2003, de 17 de noviembre, general de subvenciones (BOE núm. 276, de 18 de noviembre de 2003), el modelo se adjunta como anexo de estas bases (anexo 1).&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;4. Declaración responsable de las ayudas solicitadas u obtenidas para la misma actividad (anexo 2).&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;5. Documento de designación de cuenta bancaria del deportista o de su representante según modelo facilitado por el Consell Insular de Menorca, salvo que ya conste en la Tesorería General del CIM, lo cual se comunicará con esta documentación (anexo 3).&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;Documentación específica requerida para la concesión de ayudas&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;1. Memoria de actuación justificativa del año 2012, con la relación de los méritos deportivos conseguidos durante el mismo año debidamente acreditados (anexo 4) y con certificado de la federación deportiva correspondiente.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;2. Balance de gastos e ingresos del año 2012 y del coste de las actividades realizadas con el fin de conseguir los méritos que se presentan, en la que figure que quedan a disposición del Consell Insular de Menorca las facturas u otra documentación que acredite los datos incluidas en este balance (anexo 5).&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;3. Certificado de empadronamiento en cualquier municipio de la isla de Menorca o copia compulsada del DNI en el que figure que el deportista ha nacido en Menorca.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;4. Fotocopia de la licencia federativa balear correspondiente al año 2012.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Se podrán solicitar nuevos datos deportivos o de otro tipo, o bien la ampliación de las que se consideren de interés para atender la solicitud.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;Presentación de solicitudes&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Las solicitudes y toda la documentación transcrita en el apartado anterior se deben presentar, dentro del plazo establecido en la convocatoria, los puntos del Servicio de Atención al Ciudadano del Consejo Insular de Menorca que hay en la sede del CIM de Maó, en las oficinas administrativas de Ciutadella o en los ayuntamientos de Menorca que tengan suscrito convenio con el CIM para la prestación de este servicio. Asimismo, se pueden presentar en cualquier otro punto de conformidad con lo establecido en el art. 38 de la Ley 30/92, de 26 de noviembre, de régimen jurídico de las administraciones públicas y de procedimiento administrativo común.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Si la solicitud o la documentación presentada tiene algún defecto o falta alguna documentación, se requerirá al interesado para que en el plazo de 10 días haga las enmiendas oportunas y se le advertirá que, si no lo hace, se considerará desestimada su petición, de acuerdo con lo que dispone el artículo 71.1 de la Ley 30/1992, de 26 de noviembre, de régimen jurídico de las administraciones públicas y del procedimiento administrativo común, modificada por la Ley 4/1999, de 13 de enero .&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;El plazo para presentar las solicitudes es de 30 días naturales desde el día siguiente a la fecha de publicación de estas bases en el Boletín Oficial de las Islas Baleares (BOIB).&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;SÉPTIMA. CRITERIOS OBJETIVOS QUE SE TENDRÁN EN CUENTA PARA LA CONCESIÓN DE LAS AYUDAS&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Los puntos que se otorgarán a cada uno de los criterios de valoración se detallan a continuación:&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;a) Ser deportista discapacitado .......................................................................... 10 puntos&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;b) Por clasificación obtenida en campeonato de España, de Europa (E) o del mundo (M) entre 12 y 2 puntos según la tabla adjunta.&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;c) Para pertenencia a la selección nacional de un deporte olímpico ........................ 10 puntos&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;d) Para pertenencia a la selección nacional de un deporte no olímpico ..................... 5 puntos&lt;/span&gt;&lt;/p&gt; 
&lt;p style="text-align: center"&gt; &amp;nbsp;&lt;/p&gt;

&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Si se participó en dos categorías por edad, se tendrá en cuenta la de mayor éxito deportivo.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;OCTAVA. DETERMINACIÓN DEL IMPORTE DE LA SUBVENCIÓN&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;El crédito total que se asigna a esta convocatoria se distribuirá según los puntos obtenidos por cada deportista. La cantidad asignada a la convocatoria se dividirá por la suma total de los puntos y se obtendrá el valor del punto.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;A cada deportista se le asignará una cantidad en función de los punto obtenidos.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;El máximo por deportista será de 3.000 €.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;NOVENA. PROCEDIMIENTO Y ÓRGANOS COMPETENTES PARA LA CONCESIÓN DE LAS AYUDAS&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Las ayudas se concederán, de acuerdo con los principios de objetividad, transparencia, igualdad, no discriminación y publicidad, mediante el procedimiento de concurrencia competitiva.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;El inicio del expediente se efectuará por medio de la aprobación de la convocatoria correspondiente.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;La instrucción corresponderá a un/a técnico/a del Área de Deportes, que debe realizar de oficio todas las actuaciones necesarias para la determinación, conocimiento y comprobación de los datos en virtud de los cuales debe de dictar resolución sobre la concesión de las ayudas.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Todas las solicitudes presentadas dentro del plazo establecido en la convocatoria se someterán al examen del instructor/a del expediente.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Habrá una comisión evaluadora formada por:&lt;/span&gt;&lt;/p&gt;

&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Las funciones de esta comisión son examinar las solicitudes presentadas y emitir el informe que debe servir de base para elaborar la propuesta de resolución que ha de formular el órgano instructor competente.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Cuando el instructor correspondiente haya examinado las solicitudes y haya presentado el informe a la Comisión Evaluadora, después de que la ésta emita su informe, el consejero ejecutivo jefe del Departamento elevará la correspondiente propuesta de resolución al órgano competente, que en este caso es el Consejo Ejecutivo del Consell Insular de Menorca, que dictará resolución sobre la concesión o denegación de las ayudas.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Si el deportista estuviera sometido a un expediente sancionador, podrá presentar la solicitud de ayuda, pero el expediente de concesión de la ayuda quedará suspendido hasta que el expediente sancionador se resuelva definitivamente. En caso de que recayera sanción disciplinaria deportiva de carácter grave o muy grave, sanción administrativa en materia deportiva de carácter grave o muy grave, o sanción penal, se denegará la ayuda solicitada.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;La resolución definitiva será aprobada por el Consejo Ejecutivo, en el plazo máximo de 2 meses, una vez terminados los correspondientes plazos de presentación de solicitudes. En caso de que la convocatoria no se resuelva en el plazo establecido anteriormente, se entenderán desestimadas todas las solicitudes.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;La resolución del expediente de otorgamiento de las subvenciones debe ser expresa y motivada, y debe fijar, con carácter definitivo, la cuantía específica de cada una de las subvenciones concedidas.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;La resolución del expediente de concesión o denegación de las ayudas se publicará en el Boletín Oficial de las Islas Baleares, sin perjuicio de la obligación de notificarla individualmente a las personas interesadas.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;DÉCIMA. ABONOS DE LAS AYUDAS&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Para que se paguen las ayudas previstas en esta convocatoria es necesario que el beneficiario presente la documentación solicitada en la base sexta de las mismas, sin perjuicio de las facultades de comprobación de las subvenciones del CIM.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;El pago a los beneficiarios se hará cuando el Consejo Ejecutivo haya aprobado la resolución definitiva en el plazo máximo de 60 días, siempre que las disponibilidades de tesorería lo permitan.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Las subvenciones estarán sujetas a retención de acuerdo con la normativa que regula el impuesto sobre la renta de personas físicas.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;UNDÉCIMA. JUSTIFICACIÓN&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;La documentación acreditativa para justificar la ayuda será la documentación completa que figura en la base sexta, entregada con la presentación de la solicitud.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;Gastos subvencionables&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Son gastos subvencionables los que respondan a la naturaleza de la actividad subvencionada y dentro del plazo de ejecución establecido en las bases.&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;- Gastos federativas&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;- Coste de inscripción en competiciones oficiales de ámbito nacional o internacional&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;- Desplazamientos aéreos, marítimos y terrestres&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;- Alojamiento&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;- Material deportivo de competición y entrenamiento&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;- Gastos de reconocimiento previo, atención médica y fisioterapia&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;DUODÉCIMA. OBLIGACIONES DE LOS BENEFICIARIOS&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Son obligaciones de las personas beneficiarias de las ayudas:&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;- Comunicar al órgano competente la aceptación de la ayuda en los términos de la resolución de la concesión. En todo caso, esta comunicación se entenderá producida automáticamente si en el plazo de 10 días desde que se haya notificado la resolución no se hace constar lo contrario.&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;- Someterse a las actuaciones de comprobación del Consell Insular de Menorca y a las de control financiero.&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;- Haber llevado a cabo la actividad que ha fundamentado la concesión de la ayuda.&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;- Comunicar al Departamento de Cooperación, Deportes y Vivienda del Consell Insular de Menorca la obtención de otras subvenciones, para la misma finalidad, procedentes de cualquier administración o ente público o privado, nacional o internacional.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;DECIMOTERCERA. REVOCACIÓN Y REINTEGRO DE LAS AYUDAS&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Con respecto a la revocación y el reintegro de las subvenciones, se aplicará lo dispuesto en la Ley 38/2003, de 17 de noviembre, general de subvenciones, y el resto de normativa que sea aplicable. En caso de incumplimiento se debe reintegrar la cuantía recibida mediante la aplicación de un porcentaje de minoración de acuerdo con la naturaleza del incumplimiento. Este porcentaje se fijará previo informe del instructor, que debe valorar, en todo caso, el grado de incumplimiento, si se ha producido a causa de actuaciones dolosas o negligentes y si ha habido buena o mala fe, y se notificará al beneficiario. Las causas de reintegro y el procedimiento para su exigencia se regirán por lo establecido en el artículo 44 del DLEG 2/2005, de 28 de diciembre, por el que se aprueba el texto refundido de la Ley de subvenciones.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;La gradación del reintegro será mayor cuando el incumplimiento sea total o muy alto y hayan incurrido causas dolosas y mala fe, en cambio, se irá minorando según el grado de cumplimiento del proyecto subvencionado y cuando haya sido causado por actuaciones negligentes y con buena fe.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;En caso de que la causa del reintegro determine la invalidez de la resolución de concesión se debe revisar previamente esta resolución en los términos establecidos en el artículo 25 del DLEG 2/2005, de 28 de diciembre, por el que texto refundido de la Ley de subvenciones, y en el resto de disposiciones aplicables.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;En caso de que se hayan hecho unos pagos anticipados, la persona beneficiaria debe reintegrar las cantidades recibidas más el interés de demora a contar desde que el pago se hizo efectivo.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;Las cantidades que se deban reintegrar tienen la consideración de ingresos de derecho público y se les puede aplicar la vía de apremio.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;La obligación de reintegro establecida en este artículo es independiente de las sanciones que, en su caso, sean exigibles.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;DECIMOCUARTA. RÉGIMEN DE INFRACCIONES Y SANCIONES&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;El incumplimiento de los requisitos establecidos en estas bases da lugar a aplicar el régimen de infracciones y sanciones establecidas legalmente.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;DECIMOQUINTA. RECURSOS&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;La resolución de la concesión o de la denegación de la solicitud no agota la vía administrativa y se podrá interponer recurso de alzada ante la Comisión de Gobierno del Consell Insular de Menorca en el plazo de un mes a partir de la fecha de recepción de la notificación.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;DECIMOSEXTA. NORMATIVA APLICABLE&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;En todo lo no previsto expresamente en estas bases regirán las disposiciones que sean aplicables en el Consell Insular de Menorca en materia de subvenciones, especialmente las contenidas en las normas siguientes:&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;- Ley 38/2003, de 17 de noviembre, general de subvenciones.&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;- Decreto Legislativo 2/2005, de 28 de noviembre, por el que se aprueba el texto refundido de la Ley de subvenciones de la Comunidad Autónoma de las Islas Baleares (BOIB núm. 196, de 31 de diciembre de 2005).&lt;/span&gt;&lt;/p&gt; 
&lt;p style="margin: 0px 0px 0px 40px"&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;- Real Decreto 887/2006, de 21 de julio, por el que se aprueba el Reglamento de la Ley General de Subvenciones.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif; font-size: 12px"&gt;&lt;strong&gt;DECIMOSÉPTIMA. PUBLICACIÓN&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;
