    <env:contingut rdf:parseType="Literal">![CDATA[&lt;p&gt; &lt;span style="font-family: times new roman, times, serif"&gt;Se hace público que el Consejo Ejecutivo del Consell Insular de Menorca, en sesión ordinaria de día 12 de noviembre de 2012, adoptó el acuerdo siguiente:&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif"&gt;&lt;b&gt;PRIMERO&lt;/b&gt;. Aprobar las bases que han de regir la concesión de ayudas para los deportistas menorquines o residentes en la isla de Menorca destacados el año 2011 en deportes individuales, y sus anexos, que se adjuntan a esta propuesta.&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif"&gt;&lt;b&gt;SEGON&lt;/b&gt;. Aprobar, simultaneamente, la convocatoria correspondiente al año 2012, que se regirá por las bases a las que se ha hecho referencia en el punto anterior, de acuerdo con las condicions seguientes:&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif"&gt;a) Importe global máximo de las ayudas y crédito presupuestario. Las ayudas concedidas serán atendidas con cargo a las partidas presupuestarias y con los importes máximos que se indican más abajo, sin perjuicio de que los importes puedan ser ampliados de acuerdo con las disponibilidadess presupuestarias.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt; &lt;span style="font-family: times new roman, times, serif"&gt;b) El plazo de presentació de solicitudes es de 10 días naturales contados a partir del día siguiente a la publicación de esta convocatoria en el &lt;i&gt;Boletín Oficial de las Illes Balears &lt;/i&gt; (BOIB).&lt;/span&gt;&lt;/p&gt; 
&lt;p&gt; &lt;span style="font-family: times new roman, times, serif"&gt;c) El órgano instructor será la técnica de Deportes del Departamento de Cooperación Local, Deportes i Vivienda.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="text-align: center"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;&lt;b&gt;BASES QUE RIGEN LA CONCESIÓN DE AYUDAS DEL CONSELL INSULAR DE MENORCA PARA LOS DEPORTISTAS MENORQUINES Y/O RESIDENTES EN LA ISLA DE MENORCA, DESTACADOS EN EL AÑO 2011 EN DEPORTES INDIVIDUALES.&lt;/b&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;&lt;b&gt;PRIMERA&lt;/b&gt;&lt;strong&gt;. OBJETO Y FINALIDAD DE LAS AYUDAS&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;&lt;b&gt;Objeto de las ayudas&lt;/b&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;Las presentes bases tienen como objeto financiar la preparación y participación de los deportistas individuales menorquines y/o residentes en la Isla de Menorca, con licencia federativa balear, menores de 23 años y considerados de élite , en campeonatos de España, de Europa y del Mundo y en competiciones oficiales de ámbito nacional e internacional, así como en una selección nacional, en el periodo comprendido entre el 1 de enero y el 31 de diciembre de 2011.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;&lt;b&gt;Finalidad de interés público&lt;/b&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;Se considera deporte de élite en el ámbito insular, la práctica deportiva que es de interés para la Isla de Menorca, de manera que es un factor esencial para el desarrollo deportivo, para el estímulo del deporte base, en virtud de las exigencias técnicas y científicas de su preparación, y por la función de representar a la Isla de Menorca en las diferentes pruebas y competiciones de carácter nacional e internacional.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;Por todo lo expuesto, el Consell Insular de Menorca, a través de su Departamento de Cooperación, Deporte y Vivienda, quiere reconocer el esfuerzo y ayudar a los deportistas de máximo nivel.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;&lt;b&gt;SEGUNDA&lt;/b&gt;&lt;strong&gt;. FINANCIACION E IMPORTE MÁXIMO&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;Las ayudas que se concedan en el marco de estas bases se harán con cargo a la partida 3410. 4890022 del ejercicio presupuestario del año 2012, por el importe máximo de 3.000&amp;nbsp; euros por deportista. La convocatoria es de 15.000&amp;nbsp; euros.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;Cuando el importe de las solicitudes de ayuda sea superior a la cantidad máxima fijada en la convocatoria se priorizaran las solicitudes en función de los criterios objetivos para la concesión de las ayudas establecidos en estas bases.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;&lt;b&gt;TERCERA&lt;/b&gt;. &lt;strong&gt;ACTIVIDADES SUBVENCIONADAS: REQUISITOS Y CONDICIONES&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;1. &lt;b&gt;Pueden ser objeto de subvención las siguientes actividades:&lt;/b&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;- Estar clasificado en el campeonato de España entre los tres primeros.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;- Estar clasificado en el campeonato de Europa entre los diez primeros.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;- Estar clasificado en el campeonato del Mundo entre los quince primeros.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;- Pertenecer a la selección nacional.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;&lt;b&gt;2. Las actividades subvencionadas han de cumplir los siguientes requisitos:&lt;/b&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;- Ser un deporte individual, olímpico o no&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;- Ser Campeonatos hasta la categoría sub-23&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;- Realizarse entre el 1 de enero y el 31 de diciembre del año 2011&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;- Ser campeonatos de España, de Europa o del Mundo o que el deportista pertenezca a la selección nacional.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;&lt;b&gt;3. Quedan excluídas del procedimiento de concesión de las ayudas establecidas en estas bases el resto de competiciones internacionales o nacionales como copas, ligas, etc.&lt;/b&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;&lt;b&gt;CUARTA.&lt;/b&gt;&lt;strong&gt; REGIMEN DE COMPATIBILIDAD CON OTRAS AYUDAS&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;1. Las ayudas que se concedan de conformidad con estas bases son compatibles con la concesión de otras ayudas, sin perjuicio de la obligación de las persones beneficiarias de comunicarlo al Consell Insular de Menorca en la forma establecida en estas bases.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;2. El importe de las subvenciones o ayudas que se concedan no podrán superar en ningún caso, de forma aislada o en concurrencia con otras ayudas, el coste de la actividad subvencionada.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;&lt;b&gt;QUINT&lt;/b&gt;&lt;strong&gt;A. REQUISITOS DE LOS BENEFICIARIOS&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;&lt;b&gt;Beneficiarios&lt;/b&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;Podrán ser beneficiarios de las ayudas las personas físicas que reúnan las condiciones siguientes:&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;1. Ser deportistas de deportes individuales que tengan como máximo 23 años el año 2011, es decir hasta la categoría sub.23.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;2. Ser de nacionalidad española con posesión de licencia expedida u homologada por la federación balear correspondiente.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;3. Haber realizado la actividad objeto de la subvención en el período comprendido entre el 1 de enero al 31 de diciembre de 2011.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;4. Tener la consideración de deportistas de élite o destacados por el Consell Insular de Menorca, es decir que hayan conseguido uno de los méritos deportivos siguientes: &lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;4.1. Ser seleccionados por las diferentes federaciones deportivas españolas de una determinada modalidad deportiva para representar a España en competiciones internacionales durante el año 2011.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;4.2. Estar clasificados entre los tres primeros en el campeonato de España de una determinada modalidad deportiva durante el año 2011.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;4.3. Estar clasificados entre los diez primeros en el campeonato de Europa de una determinada modalidad deportiva durante el año 2011.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;4.4. Estar clasificado entre los quince primeros en el campeonato del Mundo de una determinada modalidad deportiva durante el año 2011.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;&lt;b&gt;SEXT&lt;/b&gt;&lt;strong&gt;A. PRESENTACION DE SOLICITUDES&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;La solicitud de ayuda la podrá presentar tanto el deportista interesado que cumpla las condiciones establecidas como su representante legal en nombre del deportista interesado (con un documento que lo autorice) En el caso que el deportista interesado sea menor de edad tendrá que presentar la solicitud su representante legal.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;Las solicitudes se formalizan con los modelos oficiales que se adjuntan y han de ir acompañadas de la siguiente documentación:&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;&lt;b&gt;Documentación administrativa general&lt;/b&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;&lt;b&gt;1. Fotocopia del DNI&lt;/b&gt; compulsada de la persona interesada. En el caso de ser menor de edad, también se tendrá que presentar una fotocopia compulsada del padre/madre o tutor del solicitante.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;&lt;b&gt;2. Acreditación&lt;/b&gt; de la representación si la solicitud se presenta en nombre de otra persona.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;&lt;b&gt;3. Declaración responsable &lt;/b&gt;firmada por el solicitante o por su representante legal de no estar sometido a ninguna de las circunstancias que determinan la imposibilidad de obtener la condición de beneficiario o entidad colaboradora de las subvenciones públicas recogidas en el art. 13.2 de la Ley 28/2003, de 17 de noviembre, general de subvenciones (BOE nº 276 de 18 de noviembre de 2003), el modelo de la cual se adjunta como anexo de estas bases (anexo 1).&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;&lt;b&gt;4. Declaración responsable de las ayudas &lt;/b&gt;solicitadas y/o obtenidas para la misma actividad. (anexo 2).&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;&lt;b&gt;5. Documento de designación de cuenta bancaria &lt;/b&gt;del deportista o de su representante según modelo facilitado por el Consell Insular de Menorca, salvo que ya conste en la tesorería general del Consell Insular de Menorca, cosa que se ha de comunicar con esta documentación (anexo 3).&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;&lt;b&gt;Documentación específica requerida para la concesión de ayudas&lt;/b&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;1. Memoria de actuación justificativa del año 2011, con la relación de los méritos deportivos conseguidos en el mismo año debidamente acreditados (anexo 4) con certificado de la federación deportiva correspondiente.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;2. Balance de&amp;nbsp; gastos e ingresos del año 2011 del coste de las actividades realizadas donde figure que quedan a disposición del Consell Insular de Menorca las facturas o otra documentación que acredite los datos incluidos en este balance. (anexo 5).&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;3. Certificado de empadronamiento en cualquiera de los municipios de la Isla de Menorca y/o copia compulsada del DNI donde figure que el deportista ha nacido en Menorca.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;4. Copia compulsada de la licencia federativa balear correspondiente al año 2011.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;Se podrán solicitar nuevos datos deportivos y otro tipo de documentación o ampliación de los que se estime de interés para considerar la solicitud.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;&lt;b&gt;Presentación de solicitudes&lt;/b&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;Las solicitudes y toda la documentación especificada en el apartado anterior se han de presentar, en el plazo establecido en la convocatoria, en los puntos del Servicio de Atención al Ciudadano del Consell Insular de Menorca ubicados en la sede del Consell Insular de Menorca de Maó, en las oficinas administrativas de Ciutadella o en los ayuntamientos de Menorca que tengan suscrito algún convenio con el Consell Insular de Menorca para la prestación de este servicio. También se podrán presentar en cualquier otro punto de conformidad con lo que establece el articulo 38 de la Ley 30/92, de 26 de noviembre, de régimen jurídico de las administraciones públicas y del procedimiento administrativo común.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;Si la solicitud y/o la documentación presentada, presenta alguna irregularidad o falta alguna documentación, se requerirá a la persona interesada para que en el plazo de 10 días&amp;nbsp; haga las oportunas rectificaciones y se le advertirá de que, en el caso de no hacerlo, se considerará desestimada su petición, de acuerdo con lo que dispone el articulo 71.1 de la Ley 30/1992, de 26 de noviembre, de régimen jurídico de las administraciones públicas y del procedimiento administrativo común, modificada por la Ley 4/1999, de 13 de enero.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;&lt;b&gt;El plazo para la presentación de las solicitudes es&lt;/b&gt; de 10 días naturales a contar desde el día siguiente de la publicación de estas bases en el Boletín Oficial de las Islas Baleares.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;&lt;b&gt;SEPTIM&lt;/b&gt;&lt;strong&gt;A. CRITERIOS OBJETIVOS QUE SE TENDRAN EN CUENTA PARA LA CONCESIÓN DE LAS AYUDAS.&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;Los puntos que se otorgaran a cada uno de los criterios de valoración se detallan a continuación:&lt;/span&gt;&lt;/p&gt;

&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;En el caso de participar en dos categorías por edad, se tendrá en cuenta la de mayor éxito deportivo.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;&lt;b&gt;OCTAV&lt;/b&gt;&lt;strong&gt;A. DETERMINACIÓN DEL IMPORTE DE LA SUBVENCIÓN&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;El crédito total asignado a la presente convocatoria se distribuirá según los puntos obtenidos por cada deportista. La cantidad asignada en la convocatoria se dividirá por la suma total de los puntos y&amp;nbsp; se obtendrá el valor del punto.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;A cada deportista se le asignará una cantidad en función de los puntos obtenidos.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;El máximo por deportista será de 3.000 euros&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;&lt;b&gt;NOVEN&lt;/b&gt;&lt;strong&gt;A. PROCEDIMIENTO Y ÓRGANOS COMPETENTES PARA LA CONCESIÓN DE LAS AYUDAS.&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;Las ayudas se concederán de acuerdo con los principios de objetividad, transparencia, igualdad, no discriminación y publicidad, a través del procedimiento de concurrencia competitiva.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;El inicio del expediente se hará mediante la aprobación de la convocatoria correspondiente.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;La instrucción corresponderá a un técnico/a del Área de Deportes que ha de realizar de oficio todas las actuaciones necesarias para la determinación, el conocimiento y la comprobación de los datos en virtud de los cuales se ha de dictar resolución sobre la concesión de las ayudas.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;Todas las solicitudes presentadas en el plazo establecido en la convocatoria se someterán al examen de la instructora/o del expediente.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;Habrá una comisión evaluadora formada por:&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;- Presidente: Consejero Ejecutivo del Departamento de Cooperación, Deportes i Vivienda.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;- Vocales:&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;- El/la Jefe de Servicio de Deportes&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;- Un/a técnico/a del Área de Deportes&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;- El/La Director/a Insular del Departamento de Cooperación, Deportes y Vivienda.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;- Secretario/a: un/a auxiliar administrativo/a del Departamento de Deportes&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;Son funciones de esta comisión:&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;Examinar las solicitudes presentadas y emitir el informe que ha de servir de base para la elaboración de la propuesta de resolución que ha de formular el órgano instructor competente.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;Una vez examinadas las solicitudes por el instructor correspondiente, y presentado el informe a la Comisión Evaluadora y después de que dicha Comisión haya emitido su informe, el Consejero Ejecutivo Jefe de Departamento, elevará la correspondiente propuesta de resolución al órgano competente, que en este caso es el Consejo Ejecutivo del Consell Insular de Menorca, que dictará resolución sobre la concesión o denegación de las ayudas.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;En el caso de que el deportista esté sometido a un expediente sancionador podrá presentar la solicitud de ayuda, pero el expediente de concesión de la ayuda quedará suspendido hasta que el expediente sancionador se resuelva definitivamente. En el caso de que recayera sanción disciplinaria deportiva de carácter grave o muy grave, sanción administrativa en materia deportiva de carácter grave o muy grave, o sanción penal, se denegará la ayuda solicitada.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;La resolución del expediente de concesión de las subvenciones ha de ser expresa y motivada, y ha de fijar, con carácter definitivo, la cuantía especifica de cada una de las subvenciones.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;La resolución definitiva del expediente será aprobada por el Consejo Ejecutivo, en el plazo máximo de 2 meses, una vez finalizados los correspondientes plazos de presentación de solicitudes. En el caso de que la convocatoria no se resuelva en el plazo establecido anteriormente, se entenderán desestimadas todas las solicitudes.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;La resolución del expediente de concesión de las subvenciones ha de ser expresa y motivada, y ha de fijar, con carácter definitivo la cuantía específica de cada una de las subvenciones concedidas.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;La resolución del expediente de concesión o denegación de las ayudas se publicará en el Boletín Oficial de las Islas Baleares, sin perjuicio de la obligación de notificarla individualmente a las personas interesadas.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;&lt;b&gt;DECIMA&lt;/b&gt;&lt;strong&gt;. ABONO DE LAS AYUDAS&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;Para el pago de las ayudas previstas en esta convocatoria será necesario presentar la documentación solicitada en la base sexta de estas bases, sin perjuicio de las facultades de comprobación de las subvenciones del Consell Insular de Menorca.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;El pago a los beneficiarios se hará una vez aprobada la resolución definitiva por el Consejo Ejecutivo, en el plazo máximo de 60 días, siempre que las disponibilidades de tesorería lo permitan.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;Las subvenciones quedaran sujetas a retención de acuerdo con la normativa que regula el impuesto sobre la renta de las personas físicas.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;El pago a los beneficiarios se hará una vez se haya aprobado la resolución definitiva por el Consejo Ejecutivo.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;&lt;b&gt;DECIMOPRIMERA.&lt;/b&gt;&lt;strong&gt; JUSTIFICACION&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;La documentación acreditativa para justificar la ayuda será la documentación completa de la base sexta entregada con la presentación de la solicitud.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;&lt;b&gt;Gastos subvencionables&lt;/b&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;Son gastos subvencionables aquellos que respondan a la naturaleza de la actividad subvencionada y dentro del plazo de ejecución establecido en las bases.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;- Gastos federativos&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;- Coste de inscripción en competiciones oficiales de ámbito nacional o internacional.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;- Desplazamientos aéreos, marítimos y terrestres.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;- Alojamiento&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;- Material deportivo de competición y entrenamiento&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;- Gastos de reconocimiento previo, atención médica y fisioterapia&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;&lt;b&gt;DECIMOSEGUNDA&lt;/b&gt;&lt;strong&gt;. OBLIGACIONES DE LOS BENEFICIARIOS&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;Son obligaciones de las personas beneficiarias de las ayudas:&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;- Comunicar al órgano competente la aceptación de la ayuda en los términos de la resolución de la concesión. En cualquier caso, esta comunicación se entenderá como hecha automáticamente si en el plazo de 10 días desde que se haya notificado la resolución no se haga constar lo contrario.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;- Someterse a las actuaciones de comprobación del Consell Insular de Menorca y a las de control financiero.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;- Haber realizado la actividad que fundamenta la concesión de la ayuda.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;- Comunicar al Departamento de Cooperación, Deportes y Vivienda del Consell Insular de Menorca la obtención de otras subvenciones para la misma finalidad procedentes de cualquier otra administración o ente público o privado, nacional o internacional.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;&lt;b&gt;DECIMOTERCER&lt;/b&gt;&lt;strong&gt;A REVOCACION Y REINTEGRO DE LAS AYUDAS&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;En relación a la revocación y reintegro de las subvenciones, se ha de aplicar lo que dispone la Ley 38/2003, de 17 de noviembre, general de subvenciones y demás normativa que sea de aplicación. En&amp;nbsp; caso de incumplimiento se ha de reintegrar la cuantía de la ayuda recibida a través de la aplicación de un porcentaje de minoración en función de la naturaleza del incumplimiento. Este porcentaje se ha de fijar con el informe del instructor y se ha de notificar al beneficiario. Las causas del reintegro y el procedimiento para su exigencia se han de regir por lo que establece el artículo 44 del DLEG 2/2005, de 28 de diciembre, por el cual se aprueba el Texto refundido de la Ley de Subvenciones.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;En caso de incumplimiento, se ha de reintegrar la cantidad recibida mediante la aplicación de un porcentaje de minoración en función de la naturaleza del incumplimiento, que habrá de valorar, en todo caso, el grado de incumplimiento y si este es a causa de actuaciones dolosas o negligentes y si hay buena o mala fe en el mismo.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;La gradación del reintegro será mayor cuando el incumplimiento sea total o muy alto y hayan incurrido causas dolosas y mala fe y, por el contrario, disminuirá en función del grado de cumplimiento del proyecto subvencionado y cuando haya sido causado por actuaciones negligentes y con buena fe.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;En el caso de que la causa del reintegro determine la invalidez de la resolución de concesión de ayuda se ha de revisar previamente esta resolución en los términos establecidos en el articulo 25 del DLEG 2/2005, de 28 de diciembre, por el cual se aprueba el Texto refundido de la Ley de Subvenciones y demás disposiciones aplicables.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;En el caso de que se hayan hecho unos pagos anticipados, la persona beneficiaria ha de reintegrar las cuantías recibidas más el interés de demora, a contar desde cuandoel pago se hizo efectivo.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;Las cantidades que se hayan de reintegrar tienen la consideración de ingresos de derecho público y le es de aplicación la vía de apremio.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;La obligación de reintegro establecida en este artículo es independiente de las sanciones que si procede sean exigibles.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;&lt;b&gt;DECIMOCUARTA&lt;/b&gt;&lt;strong&gt;. RÉGIMEN DE INFRACCIONES Y SANCIONES&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;El incumplimiento de los requisitos establecidos en estas bases da lugar a aplicar el régimen de infracciones y sanciones establecidas legalmente.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;&lt;b&gt;DECIMOQUINT&lt;/b&gt;&lt;strong&gt;A. RECURSOS&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;La resolución de la concesión o de la denegación de la solicitud no agota la vía administrativa y se podrá interponer recurso de alzada ante la Comisión de Gobierno del Consell Insular de Menorca en el plazo de un mes a partir de la recepción de la notificación.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;&lt;b&gt;DECIMOSEXTA&lt;/b&gt;.&lt;strong&gt; NORMATIVA APLICABLE&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;En todo lo que no está previsto expresamente en estas bases regirán las disposiciones que sean aplicables en el Consell Insular de Menorca en materia de subvenciones, especialmente las contenidas en las normas siguientes:&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;- Ley 38/2003, de 17 de noviembre , general de subvenciones.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;- Decreto legislativo 2/2005, de 28 de noviembre, por el que se aprueba el Texto refundido de la Ley de subvenciones de la Comunidad Autónoma de las Islas Baleares (BOIB nº 196 de 31 de diciembre de 2005)&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES" style="margin: 0px"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;- Real decreto 887/2006 de 21 de julio por el cual se aprueba el reglamento de la Ley General de Subvenciones.&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;&lt;b&gt;DECIMOSEPTIMA&lt;/b&gt;.&lt;strong&gt; PUBLICACIÓN&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt; 
&lt;p lang="es-ES"&gt; &lt;span style="font-family: times new roman, times, serif"&gt;Estas bases se publicarán en el Boletín Oficial de las Islas Baleares y entrarán en vigor al día siguiente de su publicación.&lt;/span&gt;&lt;/p&gt;
