&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;1. &lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt;En data 24 de juliol de 2026, la secretària tècnica del Departament Medi Ambient, Medi Rural i Esports va presentar un informe fent constar la necessitat de cobertura de lloc de treball de la categoria de peó especialista forestal i sol·licitant la creació d'una borsa d'aquesta categoria. Segons l'informe, la creació d'una borsa de la categoria esmentada és urgent i inajornable per tal de mantenir el bon funcionament de la brigada forestal.&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;2.&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; Dia 14 d'octubre de 2026, la Unitat de Gestió de Borses del Departament de Recursos Humans va informar que la borsa de la categoria de Peó especialista forestal es troba actualment exhaurida i no hi ha cap persona disponible per atendre noves sol·licituds de cobertura.&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;3. &lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt;El mateix 14 d'octubre de 2026, la persona responsable de Gestió de Borses va sol·licitar a l'Escola Mallorquina d'Administració Pública la creació d'una borsa de treball de la categoria de Peó especialista Forestal, amb la finalitat de garantir la cobertura urgent i inajornable de llocs d'aquesta categoria.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;4.&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; En data 20 de octubre de 2026, el tècnic jurídic de l'EMAP ha informat favorablement sobre l'inici del procediment selectiu per constituir una borsa de treball pels procediments extraordinari i específic mitjançant concurs de mèrits, de personal laboral temporal, subgrup AP, categoria peó especialista forestal.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;5.&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; En data 22 d'octubre de 2026 el conseller d'Hisenda, Innovació i Funció Pública del Consell Insular de Mallorca ha resolt iniciar l'expedient d'aprovació de la convocatòria per constituir una borsa de treball, pels procediments extraordinari i específic de selecció, mitjançant concurs de mèrits, de personal laboral temporal, subgrup AP, categoria peó especialista forestal.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;Fonaments de dret&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;1&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt;. La Llei 39/2015, d'1 d'octubre, del procediment administratiu comú de les administracions públiques.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;2.&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; L'article 11 del Reial Decret Legislatiu 5/2015, de 30 d'octubre, pel qual s'aprova el text refós de la Llei de l'Estatut bàsic de l'empleat públic (en endavant TREBEP)&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;L'article 11.3 del TREBEP estableix que els procediments de selecció del personal laboral són públics, i es regeixen en tot cas pels principis d'igualtat, mèrit i capacitat. En el cas del personal laboral temporal es regeixen igualment pel principi de celeritat, i tenen com a finalitat atendre raons expressament justificades de necessitat i urgència.&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;3.&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; L'article 18 de la Llei 3/2007, de 27 de març, de la funció pública de la Comunitat Autònoma de les Illes Balears disposa que la selecció del personal laboral es regeix pels principis de publicitat, igualtat, mèrit i capacitat i amb relació al personal laboral temporal es regeix igualment pel principi de celeritat, amb la finalitat d'atendre raons expressament justificades de necessitat i urgència.&lt;span style="display:block; margin-bottom:0px; margin-top:0px"&gt;&lt;span style="background-color:null"&gt; &lt;/span&gt;&lt;/span&gt;A l'apartat 3 es disposen les circumstàncies que permeten nomenar personal laboral de durada determinada.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;4. &lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt;El Decret 30/2009, de 22 de maig, pel qual s'aprova el procediment de selecció de personal funcionari interí al servei de l'administració de la Comunitat Autònoma de les Illes Balears (BOIB núm. 78, de 30 de maig de 2009) preveu a l'article 4 la selecció del personal interí mitjançant el procediment extraordinari i a l'article 6 el procediment específic de selecció per subvenir les necessitats temporals i urgents.&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;5.&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; La Disposició addicional primera de l'Ordenança reguladora de l'Administració electrònica del Consell de Mallorca i dels organismes que en depenen, modificada per Acord del Ple del Consell de Mallorca de dia 9 de juny de 2022 (BOIB núm. 122, de 17 de setembre de 2022), regula l'obligatorietat d'usar mitjans electrònics en els processos selectius per accedir a l'ocupació pública en l'àmbit de l'Administració Insular de la forma següent:&lt;/span&gt;&lt;span style="display:block; margin-bottom:0px; margin-top:0px"&gt;&lt;span style="background-color:null"&gt; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;em&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;“1.&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; Les persones que participen en els processos selectius convocats per les entitats incloses a l'àmbit d'aplicació d'aquesta Ordenança han de presentar les sol·licituds i la documentació i, en el seu cas, l'esmena, procediments d'impugnació de les actuacions d'aquests processos selectius, així com qualsevol altra actuació relacionada amb el procediment, per mitjans electrònics. En el supòsit de personal temporal, aquesta obligació serà exigible tant quan la selecció s'efectuï a través de convocatòries específiques com quan es realitzi mitjançant la constitució i gestió de llistes d'espera, borses de treball, o mitjançant qualsevol altre procediment previst en l'ordenament vigent.&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/em&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;em&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;2.&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; El deure de relacionar-se amb l'Administració insular per mitjans telemàtics comprendrà l'obligació de rebre notificacions electròniques en el cas d'aquells actes o incidències que requereixin una comunicació personal.&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/em&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;em&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;3.&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; En cada una de les convocatòries de processos selectius s'indicaran els mitjans telemàtics per a la presentació i tramitació de les sol·licituds i d'identificació i firma admesos. La no presentació de la sol·licitud en temps i forma suposarà l'exclusió de l'aspirant. Així mateix, en les convocatòries esmentades es farà referència expressa a la possibilitat d'ampliació de terminis no vençuts com a conseqüència d'incidències tècniques que hagin impossibilitat el funcionament ordinari del sistema o de l'aplicació que correspongui, segons el disposat a l'article 32.4 de la Llei 39/2015, d'1 d'octubre.&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/em&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;em&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;4&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt;. Per causes excepcionals degudament motivades, les convocatòries podran habilitar, en relació amb el respectiu procés selectiu, la utilització de mitjans no electrònics per a tothom o per a part dels tràmits i actuacions. D'igual manera, l'òrgan convocant, quan es presentin circumstàncies sobrevingudes de caràcter tècnic o de qualsevol altra naturalesa, podrà autoritzar motivadament l'ús de mitjans no electrònics per a la relació de les persones aspirants amb l'Administració, en aquells tràmits en els quals pugui resultar necessari, havent d'incloure's una referència a aquesta possibilitat en les convocatòries corresponents.&lt;/span&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;”&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/em&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;6.&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; Per Resolució de la consellera executiva d'Hisenda i Funció Pública de data 30 de novembre de 2023 es va aprovar l'Acord de les bases generals que han de regir el procediment de selecció de personal funcionari interí i de personal laboral temporal al Consell de Mallorca (BOIB núm.167 de 9 de desembre de 2023; BOIB núm. 17, de 3 de febrer de 2024; BOIB núm. 107, de 15 d'agost de 2024; BOIB núm. 86, de 5 de juliol de 2025; BOIB núm. 78, de 20 de juny de 2026).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;D'acord amb la base 3.1.2, a efectes de publicitat, les convocatòries per constituir borses mitjançant aquests procediments s'han de publicar en el Butlletí Oficial de les Illes Balears, i en el tauler d'anuncis de la Seu Electrònica del Consell de Mallorca. Altrament la publicació de la convocatòria s'ha de comunicar al Servei d'Ocupació de les Illes Balears, perquè en faci la difusió oportuna, a la Junta de Personal o al Comitè d'Empresa, si escau.&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Segons la base 3.2.2 en les convocatòries públiques per constituir borses pel procediment extraordinari i específic s'ha de nomenar un òrgan de selecció.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;A la base 3.3 s'estableixen els requisits i condicions generals de les persones aspirants per poder participar en la convocatòria.&lt;span style="display:block; margin-bottom:0px; margin-top:0px"&gt;&lt;span style="background-color:null"&gt; &lt;/span&gt;&lt;/span&gt;A més, els participants hauran de complir amb els requisits específics per participar en la convocatòria per constituir la borsa de treball pels procediments extraordinari i específic de selecció, mitjançant concurs de mèrits de personal laboral temporal, subgrup AP, categoria peó especialista forestal.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;El barem de mèrits i la seva acreditació figuren a l'Annex 1 de les bases generals.&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;7. &lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt;Segons l'Acord del Consell Executiu de dia 28 de setembre de 2022, pel qual s'acorda la delegació de determinades atribucions del Consell Executiu en el conseller executiu o consellera executiva d'Hisenda i Funció Pública, en matèria de personal (BOIB núm.128, d'1 d'octubre de 2022), es delega en el conseller executiu o consellera executiva d'Hisenda i Funció Pública totes les atribucions en matèria de personal, excepte l'aprovació de la relació de llocs de feina, la sanció de separació del servei dels funcionaris i l'acomiadament del personal laboral i l'aprovació del nombre i règim del personal eventual.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Per tot això, dict la següent&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="display:block; margin-bottom:0px; margin-top:0px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;&amp;nbsp;&lt;/span&gt;&lt;/strong&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;Resolució&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;1. Aprovar&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; la convocatòria per constituir una borsa de treball pels procediments extraordinari i específic de selecció mitjançant concurs de mèrits, de personal laboral temporal, subgrup AP, categoria peó especialista forestal.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;2. Establir &lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt;els requisits específics per participar en la convocatòria per constituir una borsa de treball pels procediments extraordinari i específic de selecció mitjançant concurs de mèrits, de personal laboral temporal, subgrup AP, categoria peó especialista forestal que figuren a l'apartat 2 de l'Annex 1 d'aquesta resolució.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;3. Informar &lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt;de les funcions específiques del lloc de treball que figuren a l ‘Annex 2 d'aquesta resolució.&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;4. Designar &lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt;els membres de l'Òrgan de selecció que figuren a l'Annex 3 d'aquesta resolució.&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;5. Disposar&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; que el termini per presentar les sol·licituds és de deu dies hàbils, comptadors a partir de l'endemà de la publicació d'aquesta Resolució en el Butlletí Oficial de les Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;Interposició de recursos&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Aquesta resolució té la naturalesa d'acte de tràmit qualificat i no posa fi a la via administrativa. Contra aquest, podeu interposar el recurs d'alçada davant el Consell Executiu o la Comissió de Govern del Consell Insular de Mallorca, en el termini d'un mes, comptador a partir de l'endemà de rebre aquesta notificació.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Contra la desestimació expressa d'aquest recurs d'alçada podeu interposar el recurs contenciós administratiu davant la Secció contenciosa-administrativa del Tribunal d'Instància de Palma que correspongui en el termini de dos mesos, comptadors a partir de l'endemà de rebre la notificació de la desestimació del dit recurs d'alçada.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;2.
