El 14 de maig de 2026, es va publicar en el <em>Butlletí Oficial de les Illes Balears</em> la Resolució de la consellera de Famílies, Benestar Social i Atenció a la Dependència de 7 de maig de 2026 per la qual s'aprova la convocatòria de subvencions destinades a entitats privades sense ànim de lucre que desenvolupen programes d'interès general amb càrrec a l'assignació tributària del 0,7 % de l'impost sobre la renda de les persones físiques i l'impost sobre societats, corresponent als anys 2026 i 2027, per a projectes a executar durant els anys 2027 i 2028.</span></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">2. El 17 de setembre de 2026, es va publicar en el <em>Butlletí Oficial de les Illes Balears</em> la Primera proposta de resolució provisional de la directora general de Benestar Social d'11 de setembre de 2026 d'exclusió, concessió i denegació de les sol·licituds presentades a la convocatòria de subvencions destinades a entitats privades sense ànim de lucre que desenvolupen programes d'interès general amb càrrec a l'assignació tributària del 0,7 % de l'impost sobre la renda de les persones físiques i l'impost sobre societats, corresponent als anys 2026 i 2027, per a projectes a executar durant els anys 2027 i 2028.</span></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">3. El 6 d'octubre de 2026, es va reunir la Comissió Avaluadora prevista en el punt 10.1 de la convocatòria i va aprovar l'informe tècnic relatiu als projectes exclosos per concert o per no estar al corrent amb les obligacions comptables en el Protectorat de Fundacions de la conselleria de la Primera proposta de resolució provisional de la directora general de Benestar Social d'11 de setembre de 2026.</span></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">5. Els projectes que, a conseqüència de l'estimació de les al·legacions presentades o de la rectificació d'ofici efectuada per la Comissió Avaluadora, han passat de la situació d'exclusió a la d'inclusió, han estat valorats pel personal tècnic del Servei de Serveis Socials, d'acord amb el que disposa el punt 12.5.a de l'annex de la convocatòria. D'acord amb el punt 11.4 de la convocatòria, l'òrgan instructor del procediment ha d'iniciar un nou tràmit d'audiència perquè les entitats interessades puguin presentar al·legacions a la puntuació obtinguda pel projecte presentat.</span></span></p> <p style="text-align:justify"><span style="line-height:1"><strong><span style="font-family:Times New Roman,Times,serif; font-size:12px">Fonaments de dret</span></strong></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">1. La Llei 4/2009, d'11 de juny, de serveis socials de les Illes Balears, que en l'article 3 estableix que els objectius de les polítiques socials són, entre d'altres, prevenir i atendre les situacions de vulnerabilitat de les persones i dels grups en situació d'exclusió social. Així mateix, l'article 4 disposa, entre els principis rectors, el d'universalitat i igualtat, pel qual els serveis públics han de garantir a tothom el dret d'accés als serveis socials i l'ús efectiu en condicions d'igualtat, equitat i justícia distributiva.</span></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">6. El Decret 8/2023, de 10 de juliol, de la presidenta de les Illes Balears, pel qual es determina la composició del Govern i s'estableix l'estructura de l'Administració de la Comunitat Autònoma de les Illes Balears –modificat pel Decret 1/2025, de 3 de febrer, de la presidenta de les Illes Balears, pel qual es modifica el Decret 8/2023, d'1 de juliol, de la presidenta de les Illes Balears, pel qual es determina la composició del Govern i s'estableix l'estructura de l'Administració de la Comunitat Autònoma de les Illes Balears (BOIB núm. 17, de 6 de febrer de 2025), i pel Decret 7/2025, d'11 de juliol, de la presidenta de les Illes Balears, de modificació del Decret 8/2023, de 10 de juliol, de la presidenta de les Illes Balears, pel qual es determina la composició del Govern i s'estableix l'estructura de l'Administració de la Comunitat Autònoma de les Illes Balears (BOIB núm. 89, de 12 de juliol de 2025)– inclou, sota la direcció del Govern, la Conselleria de Famílies, Benestar Social i Atenció a la Dependència, de la qual depèn la Direcció General de Benestar Social.</span></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">7. El Decret 10/2025, de 14 de juliol, de la presidenta de les Illes Balears, pel qual s'estableixen les competències i l'estructura orgànica bàsica de les conselleries de l'Administració de la Comunitat Autònoma de les Illes Balears, atribueix a la Direcció General de Benestar Social les competències, entre d'altres, de gestió de programes de serveis socials i de foment dels programes d'inclusió social.</span></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">8. L'Ordre de la consellera d'Afers Socials i Esports de 5 de març de 2021 per la qual s'estableixen les bases reguladores de les subvencions en matèria de serveis socials i de joventut (BOIB núm. 34, d'11 de març de 2021).</span></span></p> <p style="text-align:center"><span style="line-height:1"><strong><span style="font-family:Times New Roman,Times,serif; font-size:12px">Proposta de resolució provisional</span></strong></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Propòs a la consellera de Famílies, Benestar Social i Atenció a la Dependència que dicti una resolució en els termes següents:</span></span></p> <p style="text-align:justify"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">1.
