L'article 8.4.b) de la Llei 2/2023, de 7 de febrer, de l'activitat física i l'esport de les Illes Balears, estableix que correspon a l'Administració de la Comunitat Autònoma de les Illes Balears, en l'exercici de les seves competències, fomentar i finançar la participació d'esportistes i clubs esportius que, com a representants de les Illes Balears, participin en competicions d'àmbit estatal.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">2. L'article 2.1.b de l'Ordre de la consellera d'Afers Socials i Esports de 12 de febrer de 2021 per la qual s'estableixen les bases reguladores de la concessió de subvencions en matèria d'esports (BOIB núm. 23, de 16 de febrer), estableix que és susceptible d'ajut el suport a federacions esportives, clubs esportius i altres entitats esportives recollides en el títol V de la Llei 14/2006, de 17d'octubre, de l'esport de les Illes Balears. D'altra banda, l'article 5.1 de la mateixa Ordre estableix que les convocatòries que es dictin a l'empara d'aquestes bases s'han d'aprovar per resolució del conseller competent en esports i s'han de publicar en el Butlletí Oficial de les Illes Balears.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">3. Les ajudes susceptibles de ser atorgades en aquesta convocatòria no impliquen ajudes d'estat, d'acord amb la Comunicació de la Comissió relativa al concepte d'ajuda estatal conforme a allò que disposa l'article 107, apartat 1, del Tractat de Funcionament de la Unió Europea, atès que els clubs esportius no participen en competicions esportives de caràcter professional i per la qual cosa no estan lligats a una activitat econòmica. Resten excloses d'aquesta convocatòria les categories esportives professional de futbol masculí (1a divisió i 2a divisió), de futbol femení (1a divisió), de handbol masculí (ASOBAL) i de bàsquet masculí (ACB).</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">4. Aquestes ajudes no queden subjectes al règim de minimis ni al marc nacional temporal.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">5. La Conselleria de Turisme, Cultura i Esports, mitjançant la Direcció General d'Esports, exerceix les competències en matèria d'esport i lleure, en compliment de l'article 30.12 de l'Estatut d'autonomia de les Illes Balears, i d'acord amb el que disposa el Decret 10/2025, de 14 de juliol, de la presidenta de les Illes Balears, pel qual s'estableixen les competències i l'estructura orgànica bàsica de les conselleries de l'Administració de la Comunitat Autònoma de les Illes Balears<span style="background-color:#ffffff">.</span></span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">6. Les subvencions atorgades per la Conselleria de Turisme, Cultura i Esports, resten regulades, fonamentalment, segons la legislació bàsica establerta per la Llei 38/2003, de 17 de novembre, general de subvencions, el Reial decret 887/2006, de 21 de juliol, pel què s'aprova el Reglament de la Llei 38/2003, de 17 de novembre, general de subvencions, i pel Decret legislatiu 2/2005, de 28 de desembre, pel qual s'aprova el text refós de la Llei de subvencions, l'Ordre de la consellera d'Afers Socials i Esports de 12 de febrer de 2021 per la qual s'estableixen les bases reguladores per concedir subvencions en matèria d'esports i per la Instrucció 3/2007 de la Intervenció General de la CAIB, de justificació d'expedients de subvencions.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">7. Acord del Consell de Govern de 07 de agosto de 2026, d'autorització prèvia al conseller de Turisme, Cultura i Esports per exercir la competència en matèria d'autorització i disposició de la despesa derivada de l'expedient de convocatòria d'ajuts als clubs esportius de les Illes Balears amb equips d'esports individuals i col·lectius que participin en competicions de categoria nacional.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">8. Informe favorable, de dia 9 de setembre de 2026 de fiscalització prèvia limitada de la Intervenció General de la comunitat autònoma.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Fonaments de dret</strong></span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">1. L'article 15 del Decret legislatiu 2/2005, de 28 de desembre, pel qual s'aprova el text refós de la Llei de subvencions.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">2. L'article 5.1 de la de l'Ordre de la consellera d'Afers Socials i Esports de 12 de febrer de 2021, estableix que les convocatòries que es dictin a l'empara d'aquestes bases s'han d'aprovar per resolució del conseller competent en matèria d'esports i s'han de publicar en el Butlletí Oficial de les Illes Balears.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">3. Objecte</strong></span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">1.1 L'objecte de la convocatòria és donar suport als clubs esportius de les Illes Balears amb equips d'esports individuals i col·lectius que participin en competicions de categoria nacional a la temporada 2026-2027</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">1.2 Són objecte de subvenció les despeses dels clubs esportius relatives les despeses federatives de llicencies, mutualitats i arbitratges, les despeses de formació de plantilles esportives i les de lloguers d'instal·lacions esportives corresponents a la participació en competicions de categoria nacional.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">(*) No es comptabilitzaran les competicions professionals reconegudes pel CSD: primera i segona divisions de futbol masculí, primera divisió de futbol femení, primera divisió de handbol masculí i primera divisió de bàsquet masculí.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Període de competició: les competicions han de tenir lloc entre l'1 d'agost de 2026 i el 31 de juliol de 2027.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Oficialitat: han de figurar en els calendaris de competicions oficials de les federacions nacionals corresponents.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Característiques de les competicions: </span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Les competicions de categoria nacional han d'implicar enfrontaments amb equips d'altres comunitats autònomes diferents a la comunitat autònoma de les Illes Balears. </span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- En el cas específic d'esports col·lectius ha de tractar-se de lligues regulars, play-off o copes de categoria nacional.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Els esports individuals, a més de lligues regulars, poden presentar fases finals de competicions per equips, amb el requisit d'obtenir el dret a participar amb una classificació prèvia nacional o autonòmica.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Drets de participació: les competicions nacionals han de ser competicions a les quals es participi com equip per haver aconseguit un accés mitjançant proves classificatòries o la participació en altres competicions que regulin els ascensos o descensos de categoria nacional; per tant, queden excloses les competicions tipus “open”, obertes a qualsevol equip sense necessitat d'una classificació prèvia.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">* Les categories de futbol masculí (1a divisió i 2a divisió), de futbol femení (1a divisió), de handbol masculí (ASOBAL) i de bàsquet masculí (ACB) no són objecte d'aquesta subvenció.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Si durant el transcurs de la temporada esportiva es produeix un canvi en el nom de la competició esportiva, s'entendrà que la competició es equivalent a la que apareix a la taula amb el nom anterior.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Si un club amb un equip que participa a una competició nacional d'un esport que no apareix a la taula anterior vol sol·licitar aquesta subvenció, haurà d'aportar la següent documentació:</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Reglament federatiu de la competició, que haurà de complir amb les condicions incloses en aquestes bases.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- En cas de competició nacional certificat de la federació nacional corresponent, explicant el procés mitjançant el qual l'equip sol·licitant ha adquirit els drets per participar a la competició corresponent.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">En cas que un club presenti la documentació anterior, una comissió tècnica serà la responsable de determinar, emetent un informe tècnic, si l'equip en qüestió és susceptible de rebre la subvenció d'ajuts a equips de categoria nacional.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>2. Beneficiaris</strong></span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">2.1 Poden ser beneficiaris d'aquestes subvencions els clubs esportius regulats pel títol V, secció 2a, capítol II, de la Llei 2/2023, de 7 de febrer, de l'activitat física i l'esport de les Illes Balears, i pel Decret 147/1997, de 21 de novembre, pel qual es regulen la constitució i el funcionament dels clubs esportius, modificat pel Decret 214/1999, d'1 d'octubre, inscrits en el Registre d'Entitats Esportives de les Illes Balears, que acreditin la participació d'algun dels seus equips a la competició federativa de categoria nacional, previstes a la taula del punt anterior.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">2.2 Queden exclosos d'aquesta convocatòria aquells clubs amb equips que el moment de sol·licitar la subvenció siguin societats anònimes esportives (SAD).</span></span></span></p> <div style="page-break-after:always"><span style="display:none">&nbsp;</span></div> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>3. Règim de compatibilitat amb altres ajuts</strong></span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">3.1 Com a regla general, els ajuts que es concedeixin són compatibles amb altres ajuts o subvencions, independentment de la seva naturalesa i de l'entitat que els concedeixi, sempre que, aïlladament o conjuntament, no superin el cost total de l'activitat objecte de subvenció.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>4. Despeses subvencionables</strong></span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">4.1 Se subvencionen les següents despeses:</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">a) Despeses de llicencies esportives, mutualitats i arbitratges per a la participació a la competició de categoria nacional a la temporada 2026-2027.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">b) Lloguers d'instal·lacions esportives destinades a entrenaments i partits oficials, pel període comprès entre el primer partit i el darrer partit de la temporada, més un mes de preparació o entrenament de pretemporada.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">c) Les retribucions dels esportistes i/o un tècnic, pel període comprès entre el primer partit i el darrer partit de la temporada, més un mes de preparació o entrenament de pretemporada, següents:</span></span></span></p> <p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"> </p> <p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">c.1. Retribucions dels esportistes dels equips de primera categoria amb contractes mínims obligatoris, d'acord amb els reglaments de competició.</span></span></span></p> <p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">c.2. Retribucions d'un o varis esportistes i fins a dos membres del personal tècnic dels equips de primera categoria sense obligació de contractació mínima, o bé equips de segona categoria. La retribució de l'equivalent a un esportista a jornada completa es pot distribuir en un o varis esportistes i fins a dos tècnics.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">4.2 No són objecte d'aquesta convocatòria de subvencions les despeses següents: </span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">a) Despeses d'assegurances.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">b) Despeses d'indemnitzacions per acomiadament (incloses les pactades) ni les bestretes al personal.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">c) Les denominades “auto factures” (utilització de mitjans i recursos propis del beneficiari, de la mateixa entitat perceptora de l'ajut o de tercers participats pel mateix). </span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">d) Serveis prestats entre entitats esportives afiliades a la mateixa federació esportiva de les Illes Balears o d'Espanya.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">e) Lloguers d'instal·lacions esportives propietat d'entitats esportives inscrites o anotades en el Registre d'Entitats Esportives de les Illes Balears a altres entitats esportives inscrites o anotades a l'esmentat Registre.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">f) Lloguers d'instal·lacions esportives propietat de les federacions esportives de les Illes Balears a entitats esportives inscrites o anotades en el Registre d'Entitats Esportives de les Illes Balears.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">g) Les despeses o taxes pagades a federacions esportives i/o lligues professional estrangeres, encara que es paguin a través de les federacions esportives espanyoles.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">h) Despeses d'allotjament dels membres de l'equip sense perjudici de les despeses de manutenció pels desplaçaments fora de l'illa d'origen.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">i) Despeses d'allotjament, dietes, trasllats dels àrbitres o jutges esportius.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">j) Despeses d'inscripció a la competició.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">k) Avals o assegurances per la participació o inscripció de l'equip a la competició esportiva.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">l) Les despeses de desplaçaments entre les illes de la comunitat autònoma de les Illes Balears, no són objecte de subvenció d'aquesta convocatòria.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">4.3 Els equips que participin a play-off d'ascens o copes no podran optar als ajuts per a la línia de subvenció de despeses federatives.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>5. Import màxim i crèdit pressupostari</strong></span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">5.1. La Conselleria de Turisme, Cultura i Esports destina a aquesta convocatòria l'import de 1.710.000,00 € dels pressuposts generals de la Comunitat Autònoma de les Illes Balears amb càrrec de la partida pressupostaria 12301 461A01 48000 00 del pressuposts de la comunitat autònoma de les Illes Balears amb el següent detall d'anualitats i imports: </span></span></span></p> <ul> <li><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">2026: 0,00 euros</span></span></span></li> <li><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">2027: 1.710.000,00 euros </span></span></span></li> </ul> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">5.2. En el cas que es vulgui augmentar la dotació de la partida pressupostària o modificar la partida a la qual s'imputa aquesta convocatòria, s'ha de fer mitjançant una resolució del conseller de Turisme, Cultura i Esports.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>6. L'imprès normalitzat de declaració responsable es podrà obtenir a la seu o a la pàgina web de la Direcció General d'Esports.</span></span></span></p> <p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Declaració responsable de totes les ajudes i subvencions sol·licitades o concedides per qualsevol institució, pública o privada, nacional o estrangera, relacionades amb la sol·licitud.</span></span></span></p> <p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Declaració responsable referent al compliment de les obligacions imposades a l'article 17 de l'Ordre de Bases i en el punt 16 d'aquesta convocatòria.</span></span></span></p> <p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Declaració responsable de no haver estat sancionades o condemnades en els últims tres anys per haver exercit o tolerat pràctiques laborals considerades discriminatòries per raó de sexe o de gènere, sancionades per resolució administrativa ferma o condemnades per sentència judicial ferma.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">6.2. Documentació que s'ha d'aportar pels ajuts relatius a les despeses de competició: </span></span></span></p> <p style="margin-left:40px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">-Tríptic federatiu (o document anàleg certificat per la federació) de l'equip que presenta la sol·licitud. Aquest document ha d'incloure com a mínim nom, cognoms i càrrec dels membres (jugadors i tècnics) amb llicència federativa de la plantilla de l'equip per al qual es presenta la sol·licitud.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">6.2.1. Documentació que s'ha d'aportar pels ajuts de despeses federatives (despeses i taxes a federacions esportives d'arbitratges, llicències i mutualitats dels esportistes i tècnics): </span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Despeses realitzades en el període previst al punt 4.1.b) d'aquesta convocatòria, de mutualitats i llicències dels esportistes i equip tècnic, desglossades individualment, indicant nom i cognoms, càrrec, import de la llicència i import de la mutualitat.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Despeses previstes d'arbitratge de competicions oficials per a cada enfrontament, agrupades, o bé indicant les competicions a les que corresponen, corresponent a la temporada 2026/27.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Reglament o circular de la federació espanyola corresponent que fixa les quanties o imports de llicencies, mutualitats i arbitratges, per a la temporada 2026/27. </span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Reglament o circular de la federació balear corresponent que fixa les quanties o imports de llicencies, mutualitats i arbitratges, per a la temporada 2026/27, en cas de pagaments de despeses de llicencies, mutualitats i arbitratges a la federació balear. </span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">6.2.2 Documentació que s'ha d'aportar pels ajuts relatiu als lloguers instal·lacions esportives:</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">– Còpia del contracte d'arrendament o document anàleg.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">–Informe relatiu al cost mensual d'arrendament i dates del primer partit i darrer partit de la temporada. Així com el cost previst per tota la temporada de competició oficial, pel període comprès entre el primer partit i el darrer partit de la temporada, més un mes de preparació o entrenament de pretemporada.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">6.3. Documentació que s'ha d'aportar pels ajuts relatius a les retribucions dels esportistes i tècnics:</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">– Còpia del contracte dels esportistes i/o un tècnic quan sigui obligatoris per normativa de competició.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Relació dels esportistes, entrenadors, preparadors físics i fisioterapeutes de l'equip. Aquest document ha d'incloure com a mínim nom, cognoms, document oficial d'identificació (DNI), tipus de relació laboral, professional o de voluntariat amb el club esportiu.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">– Informe relatiu al cost mensual de les retribucions i dates del primer i darrer partit de la temporada. Així com el cost previst per tota la temporada de competició oficial, pel període comprès entre el primer partit i el darrer partit de la temporada, més un mes de preparació o entrenament de pretemporada.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">6.4 En el model normalitzat de sol·licitud de subvenció que es posa a disposició dels interessats es preveu l'autorització a l'òrgan gestor dels ajuts perquè dugui a terme les actuacions necessàries per a la comprovació de les dades relatives al compliment de les obligacions tributàries amb l'Estat i amb la Seguretat Social.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">6.5 En cas que l'entitat sol·licitant denegui de manera expressa aquesta autorització, ha de presentar, juntament amb la sol·licitud, els corresponents certificats acreditatius d'estar al corrent de les obligacions tributàries amb l'Estat i amb la Seguretat Social.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">L'òrgan instructor incorporarà d'ofici a l'expedient el certificat d'estar al corrent amb les obligacions tributàries amb la comunitat autònoma de les Illes Balears.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">L'òrgan instructor comprovarà d'ofici la constitució i la inscripció en el Registre d'Entitats Esportives de les Illes Balears dels clubs esportius de les Illes Balears, com també l'acreditació de la representació amb què actua la persona signant de la sol·licitud.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">En el cas que la Direcció General d'Esports, per causes alienes a la seva voluntat, no pugui aconseguir els documents esmentats, requerirà a la persona o l'entitat sol·licitant que els aporti en el termini de 10 dies hàbils, sempre amb anterioritat a la proposta de resolució.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">6.6 La Direcció General d'Esports, en qualsevol moment, pot sol·licitar als interessats la documentació i la informació complementària que consideri necessària per resoldre l'expedient.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">6.7 Si la documentació aportada no compleix els requisits exigits, s'ha de requerir l'entitat interessada que, en el termini de deu dies hàbils, esmeni la mancança o adjunti els documents preceptius, amb l'advertiment que, en el cas que no ho faci, es considerarà que desisteix de la sol·licitud i s'arxivarà l'expedient sense cap més tràmit, amb la corresponent resolució prèvia que s'ha de dictar en els termes prevists a l'article 21.1 de la Llei 39/2015, d'1 d'octubre.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">6.8 L'incompliment dels requisits o del termini de presentació de sol·licituds establerts en aquesta convocatòria comporta la inadmissió de la sol·licitud.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">6.9 La inexactitud, falsedat o omissió de caràcter essencial en qualsevol dada o document que acompanyi aquestes declaracions deixa sense efecte aquest tràmit, des del moment en què es coneguin i amb audiència prèvia a la persona interessada; en conseqüència, comporten la inadmissió de la sol·licitud de subvenció, sens perjudici que puguin ser causa de revocació de la subvenció, si es coneixen amb posterioritat a la concessió.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Amb la signatura de les declaracions responsables, la persona signant dona el seu consentiment per a la realització de les verificacions oportunes, des de la finalització del termini de presentació de les sol·licituds de subvenció i fins al compliment per part de la persona beneficiària de l'obligació de justificació de manera completa i correcta, i manifesta, sota la seva responsabilitat, que compleix els requisits establerts i que disposa de la documentació que ho acredita.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>7. Termini per presentar les sol·licituds</strong></span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">7.1 Dins el termini de 15 dies hàbils comptadors a partir de l'endemà de la publicació d'aquesta convocatòria en el Butlletí Oficial de les Illes Balears les entitats interessades han de presentar les sol·licituds de forma electrònica mitjançant el tràmit telemàtic que estarà disponible al procediment publicat a la Seu Electrònica d'aquesta Administració, de conformitat amb l'article 66.6 de la Llei 39/2015, s'hi haurà d'adjuntar la documentació específica del procediment que estarà disponible a la Seu Electrònica d'aquesta Administració, signada electrònicament.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">7.2 En cas de presentar-la de manera presencial, l'Administració, conforme a allò que estableix l'article 68.4 de la Llei 39/2015, els requerirà perquè la realitzin en la forma indicada anteriorment. A aquests efectes, es considerarà com a data de presentació de la sol·licitud aquella en què s'hagi dut a terme l'esmena.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">7.3 No es tindran per presentades en el registre les sol·licituds que es presentin per qualsevol altra via telemàtica diferent d'aquest tràmit telemàtic.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>8. Competència i resolució</strong></span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">8.1 La Direcció General d'Esports és l'òrgan competent per instruir el procediment; és l'òrgan competent per tramitar els expedients i ha de fer d'ofici totes les actuacions que consideri necessàries per determinar, conèixer i comprovar les dades. Els serveis tècnics de la Direcció General d'Esports han d'emetre un informe que serveixi de base per elaborar la proposta de resolució. </span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">8.2 L'òrgan instructor pot demanar al sol·licitant la modificació o la millora voluntàries dels termes de la sol·licitud. En aquest cas se n'ha d'estendre una acta succinta, que s'ha d'incorporar al procediment.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">8.3 En tot cas, l'òrgan instructor pot proposar la millora de la sol·licitud i, en particular, la modificació del pressupost presentat per la persona sol·licitant o les condicions i la forma de realització de l'activitat proposada per ell, sempre que això no perjudiqui terceres persones. En aquests casos, s'ha de demanar la conformitat de la persona sol·licitant, la qual s'ha d'entendre atorgada si la proposta formulada per l'òrgan instructor explicita clarament les modificacions corresponents i la persona sol·licitant no hi manifesta oposició, per escrit, en un termini de quinze dies. En qualsevol altre cas, la sol·licitud s'ha de mantenir en els termes expressats per la persona sol·licitant en el seu escrit inicial, sens perjudici de les correccions que, si escau, es desprenguin de l'escrit d'oposició que presenti.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">8.4 Sens perjudici del que preveu l'apartat anterior, la persona sol·licitant també pot modificar per si mateixa la sol·licitud en els casos i sota les condicions que estableix l'article 16.3 del Text refós de la Llei de subvencions.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">8.5 <span style="background-color:#ffffff">Si el procediment de concessió es paralitza per causa imputable al sol·licitant de la subvenció, per la falta d'acompliment d'algun tràmit preceptiu en el termini atorgat a l'efecte, se'l podrà declarar decaigut en el seu dret al tràmit corresponent, i la Direcció General d'Esports proposarà al conseller de Turisme, Cultura i Esports la resolució del procediment; no obstant, sempre que no afecti a tercers, s'admetrà l'actuació de l'interessat i produirà els seus efectes legals, si es produís abans o dins dia en què es notifiqui la resolució en què es tinguí per transcorregut el termini.</span></span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">8.6 El director general d'Esports ha d'emetre les propostes de resolució de concessió o denegació dels ajuts, les quals han de contenir la relació dels beneficiaris proposats pels serveis tècnics de la Direcció General d'Esports per atorgar la subvenció, així com les sol·licituds excloses amb el motiu de l'exclusió.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">La proposta de resolució del Director General d'Esports contindrà tots els aspectes prevists a l'article 16.4 del Decret legislatiu 2/2005, de 28 de desembre, pel qual s'aprova el text refós de la Llei de subvencions i a l'article 13.6 de l'Ordre de la consellera d'Afers Social i Esports de 12 de febrer de 2021 per la qual s'estableixen les bases reguladores per concedir subvencions en matèria d'esports.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">8.7 D'acord amb l'article 45.1.b de la Llei 39/2015, d'1 d'octubre, els actes a què es refereix el punt 8.6 anterior s'han de notificar a les persones interessades mitjançant la publicació, durant el període en què aquesta convocatòria sigui vigent, a la pàgina web de la Direcció General d'Esports de Conselleria de Turisme, Cultura i Esports, perquè, en el termini de deu dies hàbils, hi puguin al·legar el que considerin oportú.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">8.8 Una vegada resoltes les al·legacions presentades, es notificarà la proposta de resolució definitiva a les persones interessades mitjançant la publicació a la pàgina web de la Direcció General d'Esports. A partir de l'endemà de la publicació d'aquesta proposta de resolució, les entitats beneficiàries han de comunicar a l'òrgan instructor l'acceptació o renúncia de la proposta en el termini de cinc dies hàbils. En tot cas, es considera que la persona beneficiària desisteix de la proposta si no manifesta l'acceptació en el termini atorgat.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">8.9 La resolució expressa del conseller de Turisme, Cultura i Esports finalitza el procediment de concessió de la subvenció. Aquesta resolució contindrà els aspectes previst a l'article 14.1 de l'Ordre de la consellera d'Afers Socials i Esports de 12 de febrer de 2021 per la qual s'estableixen les bases reguladores per concedir subvencions en matèria d'esports (BOIB núm. 23, de 16 de febrer de 2021).</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Les resolucions dictades en aquest procediment, que exhaureixin la via administrativa, han de ser objecte de publicació en el Butlletí Oficial de les Illes Balears, d'acord amb l'article 45.1 b) de la Llei 39/2015, d'1 d'octubre en el cas de les despeses federatives i notificades directament en el cas de les despeses de competició, i totes dues han de ser motivades i han de fixar, en el cas de la concessió, la quantia individual de la subvenció concedida.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">8.10 El termini màxim per resoldre el procediment i notificar les resolucions és de 6 mesos des de l'acabament del període de presentació de les sol·licituds.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>9. Comissió Avaluadora</strong></span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">9.1 De conformitat amb l'article 12 de l'Ordre de la consellera d'Afers Social i Esports de 12 de febrer de 2021 per la qual s'estableixen les bases reguladores per concedir subvencions en matèria d'esports (BOIB núm. 23, de 16 de febrer de 2021), es constitueix la Comissió Avaluadora, composta per:</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- President: el cap del Servei d'Administració Esportiva de la Direcció General d'Esports.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Secretari: el cap de la Secció V de la Direcció General d'Esports.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Vocals: </span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Un tècnic de la Fundació Esport Balear designat pel director General d'Esports, a proposta del gerent de l'esmentada fundació.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Dos funcionaris tècnics de la Direcció General d'Esports nomenats pel director General d'Esports.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">9.2 Les funcions de la Comissió Avaluadora són:</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Examinar les sol·licituds presentades.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Emetre l'informe que ha de servir de base per elaborar la proposta de resolució que ha de formular la Direcció General d'Esports.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Les decisions de la Comissió s'han de prendre per majoria simple i en cas d'empat el president té el dret de vot de qualitat.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>10. Criteris generals per avaluar les sol·licituds</strong></span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">10.1. Per determinar si un equip s'avaluarà segons la categoria nacional a la que participa durant la temporada actual, es tindrà en compte la categoria en que estava competint la temporada anterior, el reglament corresponent i el resultat obtingut per l'equip al finalitzar la mateixa.</span></span></span></p> <div style="page-break-after:always"><span style="display:none">&nbsp;</span></div> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">En aplicació de l'article 11.1 de la Llei 11/2016, de 28 de juliol, d'igualtat d'homes i dones, els barems per avaluar les sol·licituds s'aplicaran de la mateixa forma i manera als equips masculins i femenins per tal d'aconseguir una efectiva igualtat de gènere per part de les entitats sol·licitants.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">10.2 S'avaluarà als equips de categoria nacional d'acord amb les criteris establerts en aquestes bases, si compleixen alguna d'aquestes condicions:</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">a) L'equip puja a una categoria nacional per haver obtingut una posició a la classificació de la categoria immediatament inferior (nacional o autonòmica), que permet l'ascens directe atenent al reglament vigent.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">b) L'equip puja a una categoria nacional (amb una o vàries places lliures) havent quedat fins a tres posicions per darrera de/s l'equip/s que aconsegueix/en l'ascens directe per reglament a la categoria immediatament inferior. Si pugen varis equips, es tindrà com a referència l'últim equip que aconsegueixi l'ascens (per exemple, si pugen quatre equips, fins a la setena plaça es considera vàlida).</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">c) L'equip manté la categoria nacional en la que va competir durant la temporada anterior, independentment de si la perd al finalitzar la temporada i la manté amb una plaça que l'hagin cedit o venut.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">d) L'equip baixa a una categoria nacional inferior a la categoria a la que estava competint la temporada anterior (dins de les tres primeres categories nacionals de l'esport).</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">e) L'equip ocupa una plaça de categoria nacional que l'ha cedit o venut un altre equip de les Illes Balears que tenia els drets esportius per ocupar aquesta plaça.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">f) L'equip accedeix a l'última categoria nacional subvencionable, mitjançant l'adquisició d'una plaça corresponent a un equip de fora de les Illes Balears, sempre que es compleixin les condicions següents:</span></span></span></p> <ul style="margin-left:40px"> <li style="margin-bottom: 0px; margin-right: 0px; margin-top: 0px;"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Que, com a mínim, el 75 % dels jugadors de l'equip hagin format part, durant almenys una temporada, d'un equip del mateix club en alguna de les categories inferiors a l'absoluta.</span></span></span></li> <li style="margin-bottom: 0px; margin-right: 0px; margin-top: 0px;"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Que el club hagi disposat, durant els cinc anys immediatament anteriors a l'accés de l'equip a la categoria nacional, d'altres equips en competicions oficials de com a mínim dues categories inferiors a l'absoluta.</span></span></span></li> </ul> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">10.3 Els equips que no compleixin amb les condicions indicades al punt 10.2 s'avaluaran en funció de la categoria a la que participaven durant la temporada anterior:</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">a) Si es tracta d'un equip nou o un equip que competia a l'àmbit autonòmic, només podrà beneficiar-se de la línia d'ajuda per a desplaçaments.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">b) Si és un equip que ja competia a una categoria nacional inferior a la que ocupa actualment (d'entre les tres primeres), s'aplicarà el corrector de la categoria que ocupava la temporada anterior (50% o 75%) a les despeses federatives (llicències, mutualitats i arbitratges).</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">10.4 En cas de competicions de nova creació o bé reestructuració del nombre d'equips a una competició, la Comissió Avaluadora estudiarà i decidirà com s'ha de procedir en cada cas.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>11.Criteris de repartiment i quantia dels ajuts per despeses de competició</strong></span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">11.1 Els ajuts per la participació en competicions de categoria nacional durant el termini comprès entre l'1 d'agost de 2026 i el 31 de juliol de 2027 s'han de concedir amb subjecció als principis de publicitat, concurrència i objectivitat.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">11.2 Les subvencions es concediran quan l'entitat beneficiària acrediti que compleix els requisits que estableix aquesta convocatòria, d'acord amb el sistema de repartiment previst als apartats següents.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">11.3 En cap cas l'import de les subvencions concedides pot superar el 100% de l'import del projecte presentat, ni de la despesa efectivament justificada.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Si, com a conseqüència d'aquesta distribució queda un romanent, s'ha de repartir amb el mateix sistema entre la resta d'entitats beneficiàries.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">11.4 Per al repartiment de subvencions s'aplicarà un sistema de repartiment per puntuació. </span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>12. Càlcul de la subvenció</strong></span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">12.1 Subvenció despeses de llicencies, mutualitats i arbitratges. </span></span></span></p> <p style="margin-left:40px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">– Càlcul del cost per cadascun dels esportistes: nombre de mesos del període subvencionable multiplicat pel cost de les retribucions més cost de les quotes de la seguretat social a càrrec del club esportiu.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">– Suma total de punts obtinguts pels sol·licitants: suma dels costs de les retribucions de tots els esportistes de tots els equips.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">– Càlcul del punts de cada beneficiari: S'atorgarà 1,00 punt per cada euro de despesa retribucions. </span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">12.4 Càlcul del valor punt:</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Punts per entitat: suma dels punts obtinguts en cadascun dels anterior apartats (12.1, 12.2 i 12.3).</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">– Es divideix l'import de 1.710.000,00 €, entre la suma total de punts obtinguts per tots els beneficiaris, que ens donarà el valor del punt. </span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">– El valor punt com a màxim serà d'un euro (1,00€).</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">12.5 Càlcul de la subvenció per cada entitat beneficiaria:</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">– L'ajuda resultant serà l'obtinguda de multiplicar el valor del punt pel nombre de punts de cada entitat beneficiaria. </span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">– Si, com a conseqüència d'aquesta distribució queda un romanent, s'ha de repartir amb el mateix sistema entre la resta d'entitats beneficiàries.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>13. Justificació d'activitats i pagament de l'ajut</strong></span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">13.1 El pagament de la subvenció únicament es pot fer efectiu una vegada presentada tota la documentació justificativa conforme i completa, en els terminis prevists a l'apartat 15 d'aquesta convocatòria.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">13.2 Els beneficiaris de les subvencions han de presentar la documentació que acrediti la realització de la despesa mitjançant un compte justificatiu, signat per la persona o l'entitat beneficiària o bé qui la representi, que ha de tenir el contingut següent:</span></span></span></p> <p style="margin-left:40px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">a) Un informe d'actuació justificatiu del compliment de les condicions imposades a la concessió de la subvenció, amb indicació de les activitats dutes a terme i dels resultats obtinguts.</span></span></span></p> <p style="margin-left:40px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">b) Un informe econòmic justificatiu del cost de les activitats dutes a terme, que ha de contenir:</span></span></span></p> <p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">1r. Una relació classificada de les despeses de l'activitat, amb identificació del creditor i del document, l'import, la data d'emissió i, si escau, la data de pagament. En el cas que la subvenció s'atorgui d'acord amb un pressupost, s'han d'indicar les desviacions esdevingudes.</span></span></span></p> <p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">2n. La indicació, si escau, dels criteris de repartiment dels costs generals o indirectes incorporats en la relació classificada de les despeses que s'ha esmentat abans.</span></span></span></p> <p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">3r. Una relació detallada d'altres ingressos o subvencions que hagin finançat l'activitat subvencionada amb indicació de l'import i la procedència d'aquests.</span></span></span></p> <p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">4t. Els tres pressuposts que, si escau, i en aplicació de l'article 40.3 del Text refós de la Llei de subvencions, ha d'haver sol·licitat la persona o l'entitat beneficiària.</span></span></span></p> <p style="margin-left:40px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">c) Còpies digitalitzades de les factures o els documents de valor probatori equivalent en el tràfic jurídic mercantil o amb eficàcia administrativa incorporats que justifiquin les despeses incorporades a la relació a què fa referència la lletra b anterior i la documentació acreditativa del pagament.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">En la justificació s'ha d'indicar clarament a quina activitat de les previstes al pla d'actuació presentat corresponen els justificants aportats, així com a quins conceptes del pressupost previst es refereixen, omplint la casella corresponent del compte justificatiu.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Quan els justificants de les despeses s'imputin parcialment a d'altres subvencions, caldrà indicar la quantia exacta o percentatge imputat a cadascuna.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">La justificació que presenti l'entitat beneficiària també ha d'incloure els documents següents:</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">a) Memòria que justifiqui la realització del projecte esportiu presentat, incloent com a mínim relació de partits o campionats, dates i lloc de realització, resultat de la competició i nombre de components de l'equip de les Illes Balears.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">b) Classificació final de la competició.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">c) Liquidació definitiva del pressupost amb l'estat comparatiu entre el pressupost presentat amb la sol·licitud i el finalment realitzat. </span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">13.3 La Direcció General d'Esports per comprovar els justificants que consideri desproporcionats en relació amb altres justificants pel mateix concepte d'altres clubs esportius de la mateixa categoria i esport, pot requerir a l'entitat beneficiaria la tramesa dels justificants seleccionats.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">13.4 Si la documentació aportada per a la justificació de la subvenció no compleix els requisits exigits, s'ha de requerir l'entitat interessada per a que, en el termini màxim de quinze dies, esmeni la mancança o adjunti els documents preceptius.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">13.5L'import de les subvencions s'ha d'abonar durant l'exercici 2027, una vegada justificat el compliment de la finalitat per a la qual es varen concedir, a partir del que resulti de la liquidació de la justificació de la subvenció. </span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">13.6 La liquidació de la subvenció s'ha de dictar i notificar en el termini de nou mesos a comptar des de la presentació de la justificació per la persona interessada o, si s'escau, des de l'endemà del termini màxim per presentar-la, sens perjudici que, prèviament, s'hagi de requerir a la persona interessada perquè la presenti en un termini addicional de quinze dies improrrogables.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">13.7 Per al còmput del termini de nou mesos a què es refereix el paràgraf anterior no s'han de tenir en compte els períodes d'interrupció justificada de les actuacions ni les dilacions que es puguin produir per causes no imputables a l'administració concedent, sempre que es documentin de manera adequada fent constar les dades d'inici i acabament de cada període, per dies naturals, i el motiu de la interrupció o la dilació.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">13.8 La liquidació de la subvenció s'ha de dictar en el marc de les actuacions de comprovació, i que constitueix un pressupost de l'obligació de pagament total que, si s'escau, correspongui a favor de la persona interessada i a càrrec de l'administració concedent, com també, si s'escau, de l'inici per l'òrgan competent i a instància de l'òrgan gestor del procediment de revocació o de reintegrament total o parcial de la subvenció concedida i no justificada totalment o parcialment.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">13.9 En tot cas, la liquidació de la subvenció per l'òrgan gestor no impedeix ni afecta la realització d'altres actuacions ulteriors de control intern o extern previstes en aquesta llei i en la resta de la legislació aplicable per part dels òrgans competents en cada cas, amb l'abast i les conseqüències jurídiques corresponents.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">13.10 El transcurs del termini màxim per dictar i notificar la liquidació no impedirà que l'òrgan gestor la dicti i la notifiqui, llevat, si escau, que abans de dictar-la s'hagin iniciat altres actuacions de control pels òrgans a què es refereix l'apartat anterior o s'hagi iniciat un procediment de revocació o de reintegrament de la subvenció.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">13.11 En tot cas, no seran exigibles els interessos moratoris que, si s'escau, es meritin entre l'endemà del transcurs d'aquest termini màxim i l'inici d'un procediment de reintegrament.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">13.12 Sens perjudici de la resta de supòsits a què fa referència l'article 39.2 de la Llei general de subvencions, quan la persona interessada presenti la justificació de la subvenció en el termini corresponent, el còmput del termini de prescripció del dret de l'administració concedent a liquidar l'eventual reintegrament que, si s'escau, pertoqui, s'inicia l'endemà de la notificació de la liquidació de la subvenció o del transcurs del termini màxim per dictar-la i notificar-la.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">13.13 Els beneficiaris estan dispensats de l'obligació de presentar llibres, registres i documents de transcendència comptable o mercantil, sens perjudici dels requeriments que puguin fer els òrgans administratius competents per comprovar i controlar l'aplicació de la subvenció.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">13.14 Si la documentació aportada per la justificació de la subvenció no compleix els requisits exigits, s'ha de requerir l'entitat interessada que, en el termini de quinze dies hàbils, esmeni la mancança o adjunti els documents preceptius.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">13.15 Tot i això, les resolucions de concessió poden establir condicions concretes per justificar les subvencions.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>14. Contraprestacions econòmiques a persones físiques</strong></span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">14.1 Salaris</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Es podran justificar els corresponents a les persones subjectes a una relació laboral d'esportista o tècnic amb la entitat esportiva. Aquesta justificació es farà mitjançant el rebut o nòmina amb el brut rebut per la persona treballadora, més el corresponent Relació de liquidació de cotitzacions (RLC), antic TC1, i la Relació Nominal de Treballadors (RNT), antic TC2, amb les despeses de quotes de la Seguretat Social.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">No són elegibles salaris de persones en què la nòmina hi consti una activitat i portin a terme una de diferent, o amb retribucions superiors a tres vegades el sou mínim interprofessional de 2026.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Per justificar el pagament de les nòmines i dels RLC i RNT caldrà aportar:</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">a) Transferència bancària que identifiqui al destinatari, l'import i la data. No és vàlid l'ordre de pagament, sinó el justificant bancari o certificat de l'entitat financera on hi consti la informació.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">b) Si els justificants de pagament són globals, es presentarà el desglossament per treballador a la identificació del nombre de remesa, data, nom de l'esportista o tècnic i nòmina pagada i import.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">14.2 Pagaments a professionals independents</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Podran ser elegibles les despeses netes i IVA no deduït, d'arrendaments de serveis professionals que estiguin donats d'alta en l'IAE, com també les despeses de col·laboracions esporàdiques, fins a un màxim de 500,00€ per temporada esportiva. La justificació d'aquests pagaments es farà individualment per cada servei prestat i pel líquid rebut, mitjançant la corresponent factura o minuta, amb còpia del contracte d'arrendament de serveis o un altre document que determini el servei a prestar i la remuneració. En tots els casos caldrà practicar la retenció en concepte d'IRPF, i aplicar l'IVA quan es calgui, tenint en compte les previsions de l'article 40.8 del Text refós de la Llei de subvencions.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Per justificar el pagament caldrà aportar:</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">a) Transferència bancària que identifiqui al destinatari, l'import i la data. No és vàlida l'ordre de pagament, sinó el justificant bancari o certificat de l'entitat financera on hi consti la informació.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">b) Si els justificants de pagament són globals, es presentarà el desglossament per treballador a la identificació del nombre de remesa, data, nom de l'esportista o tècnic i minuta pagada i import.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">14.3 Personal voluntari</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">14.3.1 S'entén per voluntariat el conjunt d'accions i activitats d'interès general desenvolupades per persones físiques i que reuneixin els requisits següents:</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">a) Que tinguin caràcter solidari i altruista.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">b) Que tinguin una realització lliure i voluntària.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">c) Que es duguin a terme sense contraprestació econòmica o material, sens perjudici del possible rescabalament de les despeses que l'acció voluntària els pugui ocasionar, si ho acorden així en el document de compromís.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Només podran percebre el reemborsament de les despeses ocasionades en l'exercici de l'activitat voluntària.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">14.3.2 Límits d'aquestes despeses</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">a) Amb caràcter general, si es tracta de qualsevol despesa relacionada amb una compra (material, per exemple) destinada a l'exercici de l'acció voluntària i que ha avançat de la seva butxaca la persona voluntària, l'abonament de la despesa es realitzarà previ lliurament de factura corresponent (en cap cas notes, tiquets, rebuts).</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">b) En un segon aspecte, roba, vestuari o recursos accessoris de seguretat necessari per al desenvolupament de l'activitat voluntària o bé el subministra la mateixa entitat esportiva o bé, si és la pròpia persona voluntària la que realitza la compra es justificarà i abonarà la despesa amb les mateixes condicions que l'apartat anterior, és a dir, amb el lliurament de la factura i comprovació que efectivament disposa d'aquest vestidor. Fins a un límit màxim de 200,00€ per cada entrenador.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">c) Despeses de locomoció: cal justificar la realitat del desplaçament i la seva vinculació amb la competició esportiva i la seva col·laboració voluntària. Si s'utilitza un vehicle propi (que haurà d'estar especificat, model i matrícula) l'import màxim és el resultat de multiplicar 0,19 € pel nombre de quilòmetres recorreguts. Si es tracta de transport públic caldrà justificar amb factures, bitllets o documents equivalents. En aquestes despeses podem incloure també despeses de peatges, aparcaments o altres relacionats amb el desplaçament.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">d) Despeses de manutenció són els normals a compensar per dinar en bars, restaurant i altres establiments d'hostaleria realitzats en municipi diferent del lloc de treball habitual del perceptor i del què constitueixi la seva residència. Si en canvi és en el mateix municipi s'haurà de demostrar que l'horari de l'acció voluntària fa impossible el desplaçament al domicili particular, i que aquest horari té sentit per a l'activitat que es realitza.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Aquestes despeses de manutenció tenen uns límits: si no hi ha pernocta 26,67 €/dia, si hi ha pernocta 53,34 €/dia.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">e) Juntament amb les factures i el justificant de l'abonament s'ha d'emplenar un full de liquidació de despeses on s'ha de explicar el motiu de la despesa, l'activitat relacionada, data i persona voluntària participants, que estigui signat tant per l'entitat esportiva com per la persona voluntària.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>15. Termini de justificar</strong></span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">S'estableixen dos terminis de justificació i pagament:</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">15.1 Despeses de competició efectivament pagades en el període comprès entre l'1 de setembre i el 31 de desembre de 2026: El termini per presentar la justificació comença dia 4 de gener i acaba dia 29 de gener de 2027.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">15.2 Despeses de competició efectivament pagades en el període comprès entre l'1 de gener i el 15 de juliol de 2027: la documentació justificativa s'ha de presentar en el termini màxim d'un mes a comptar des de l'endemà de la data de finalització del darrer partit de la lliga regular/play off o campionat de la temporada 2026-2027. </span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">En aquest termini no es poden presentar despeses efectuades en el període comprès entre l'1 de setembre i el 31 de desembre de 2026.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>16. Obligacions dels beneficiaris</strong></span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Són obligacions de les entitats beneficiàries dels ajuts:</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Dur a terme l'activitat que fonamenti la concessió de la subvenció en la forma i el termini establerts en la convocatòria, com també, si escau, en la resolució de concessió corresponent o en les modificacions que s'aprovin.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Destinar l'import de la subvenció al finançament de l'actuació per a la qual s'hagi sol·licitat, en la forma i el termini que s'indiquin en la convocatòria i, si escau, en la resolució corresponent o en les modificacions que s'aprovin.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Comunicar en el termini de 15 dies hàbils a l'òrgan que concedeix la subvenció la modificació de qualsevol circumstància que afecti algun dels requisits exigits per concedir la subvenció.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Adoptar, si és procedent, d'acord amb el que s'estableixi en les convocatòries corresponents, les mesures de difusió consistents a fer constar en els informes anuals que es redactin, com també en els treballs, les activitats, les publicacions, els documents o els actes públics relacionats amb la finalitat de la subvenció, el finançament de la Comunitat Autònoma de les Illes Balears i, si escau, el cofinançament amb fons de la Unió Europea, i més concretament la imatge corporativa de la Direcció General d'Esports de la conselleria competent en matèria d'esports i, si pertoca, la imatge de la Unió Europea. Una còpia de les publicacions s'ha de trametre a la Direcció General d'Esports.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Sotmetre's a les actuacions de comprovació i control que corresponguin de les administracions autonòmica, estatal i comunitària, la Sindicatura de Comptes i altres òrgans de control extern, i també facilitar tota la informació que aquests els requereixin amb relació als ajuts concedits.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Comunicar a la Direcció General d'Esports la sol·licitud o l'obtenció de subvencions o ajuts per a la mateixa finalitat procedents de qualsevol administració o ens públic o privat, nacional o internacional. Aquesta comunicació s'ha de fer dins el termini de tres dies hàbils des de la sol·licitud o l'obtenció de la subvenció concurrent i, en tot cas, abans de la justificació de la subvenció concedida.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Comunicar immediatament a la Direcció General d'Esports qualsevol eventualitat que alteri o dificulti greument el desenvolupament del projecte objecte de l'ajut.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Comunicar per escrit de manera immediata a la Direcció General d'Esports el canvi de titularitat de la plaça o qualsevol incidència que afecti a la titularitat de la plaça.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- No transmetre a tercers els drets de la plaça que té durant la temporada esportiva en curs i per la qual rep la subvenció.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Estar al corrent de les obligacions tributàries o de qualsevol naturalesa, amb l'Estat, amb la Seguretat Social i amb la Comunitat Autònoma de les Illes Balears.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Conservar els justificants de les despeses corresponents a l'activitat subvencionada durant 5 anys i posar-los a disposició de la Conselleria quan aquesta els sol·liciti.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Durant la temporada 2026-2027, el club es compromet a oferir la col·laboració necessària perquè tots o alguns dels seus esportistes i tècnics, si les obligacions esportives i personals els ho permeten, participin en el projecte de comunicació del Govern de les Illes Balears, la Conselleria de Turisme, Cultura i Esports i la Direcció General d'Esports a recepcions, festes, actes benèfics, promocions, etc.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>17. Revocació</strong></span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">S'ha de revocar la concessió de la subvenció quan, posteriorment a la concessió vàlida i ajustada a dret, l'entitat beneficiària incompleix totalment o parcialment les obligacions o els compromisos contrets als quals està condicionada l'eficàcia de l'acte de concessió.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>18. Reintegrament</strong></span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">18.1 Com a conseqüència de la revocació s'ha de reintegrar totalment o parcialment l'import de l'ajut obtingut i, si escau, l'exigència de l'interès de demora, en els casos següents:</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">a) L'incompliment de la finalitat per a la qual es va concedir l'ajut.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">b) L'obtenció de l'ajut sense que es compleixin les condicions requerides per a això, o l'alteració de les condicions tingudes en compte per concedir-lo, sempre que sigui per causes imputables a l'entitat beneficiària.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">c) L'incompliment greu de l'obligació de justificar la finalitat dels fons percebuts en la forma i els terminis establerts.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">d) La concurrència de subvencions incompatibles per a la mateixa activitat.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">e) La negativa a sotmetre's a les actuacions de comprovació i control previstes legalment o l'obstrucció injustificada d'aquestes actuacions.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">f) Altres supòsits establerts en les bases reguladores.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">18.2 Per al reintegrament, s'ha d'aplicar el procediment que determina a aquest efecte l'article 44 del Decret legislatiu 2/2005, de 28 de desembre, pel qual s'aprova el text refós de la Llei de subvencions.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">18.3 Les quantitats reintegrables tenen la consideració d'ingressos de dret públic i poden ser exigides per la via de constrenyiment.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>19. Règim d'infraccions i sancions</strong></span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">L'incompliment dels requisits que determina aquesta Resolució dona lloc a aplicar el règim d'infraccions i sancions establertes legalment.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>20. Inspecció</strong></span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">D'acord amb el que disposa aquesta convocatòria, els ajuts que concedeix la Conselleria de Turisme, Cultura i Esports s'han de sotmetre a la inspecció corresponent segons la normativa legal vigent d'aplicació.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>21. Protecció de dades</strong></span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">En el cas que l'objecte de la subvenció inclogui el tractament de dades de caràcter personal, els beneficiaris han de complir amb la normativa corresponent, tot adoptant i implementant les mesures de seguretat previstes per la Llei orgànica 3/2018, de 5 de desembre, de protecció de dades personals i garantia dels drets digitals.</span></span></span></p> ]] 53774 720514 CAIB ca 722604
