2026-07-14 ca CAIB 480 38589 ![CDATA[<p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">El Pla estratègic de subvencions del Consell Insular de Menorca per a l'exercici 2026 es va aprovar per acord del Consell Excutiu de dia 21 de novembre de 2025 i es va publicar al BOIB núm. 11, de 22 de gener de 2026. El Pla preveu els següents objectius específics de la convocatòria d'ajuts en l'àmbit del patrimoni històric, inclòs el patrimoni cultural immaterial:</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">—&nbsp;Donar suport econòmic a les activitats que signifiquin ampliar i millorar el coneixement i la salvaguarda del patrimoni històric a partir d'intervencions arqueològiques i paleontològiques, investigacions de tipus històric, restauració de béns, difusió i debat.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">—&nbsp;La concessió d'ajuts i accions per millorar el coneixement, la salvaguarda i la difusió del patrimoni històric de Menorca, inclòs el patrimoni cultural immaterial.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Al Pla estratègic de subvencions aprovat hi figurava que el termini d'execució d'aquest convocatòria d'ajuts era pluriennal 2025-26 i que el pressupost previst era de 500.000 €. Aquestes dades no eren correctes i hi havia de constar que el termini d'execució era pluriennal 2026-27 i el pressupost previst de 530.000 €.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Per complir aquests objectius, el Consell Insular de Menorca vol fomentar la realització d'accions per millorar el coneixement, la salvaguarda i la difusió del patrimoni històric, inclòs el patrimoni cultural immaterial de Menorca mitjançant les línies d'ajuts següents:</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">—&nbsp;Restauració de béns del patrimoni històric.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">—&nbsp;Intervencions arqueològiques i paleontològiques.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">—&nbsp;Investigacions de tipus històric.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">—&nbsp;Publicacions científiques.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">—&nbsp;Jornades i activitats de difusió del patrimoni històric.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">—&nbsp;Accions de salvaguarda, coneixement i difusió del patrimoni cultural immaterial.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Les bases que regeixen la concessió d'ajuts a accions per millorar el coneixement, la salvaguarda i la difusió del patrimoni històric, inclòs el patrimoni cultural immaterial, de Menorca aprovades pel Consell Executiu de dia 8 d'abril de 2024 (publicades al BOIB núm. 58 de 2 de maig de 2024) preveuen que a la Comissió Avaluadora hi ha de figurar el director de l'Agència Menorca Talaiòtica. Actualment aquesta plaça està vacant i, en el moment que es cobreixi, aquesta persona s'integrarà a la Comissió.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">El pressupost previst per a aquesta actuació és de 530.000 €, el termini d'execució és pluriennal (2026-2027) i la font de finançament és el pressupost propi.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">El Consell Insular de Menorca té competències pròpies sobre aquesta matèria, d'acord amb els articles 70.6 i 73 de l'Estatut d'autonomia de les Illes Balears.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Es té en compte la normativa bàsica aplicable al Consell Insular de Menorca en matèria de subvencions i en el marc del que estableixen les bases d'execució del pressupost d'aquesta administració.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Els articles 17&nbsp;<em>h</em> i 17.3 de la Llei 4/2022, de 28 de juny, de consells insulars, atribueixen al Ple, entre altres atribucions, aprovar les bases reguladores de les subvencions, atribució que pot delegar en favor del president, del Consell Executiu o de les comissions regulades en l'article 18.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Atès l'acord del Ple del Consell Insular de Menorca de caràcter extraordinari de 31 de juliol de 2023 (BOIB núm. 109 de 5 d'agost de 2023), es delega en el Consell Executiu l'aprovació del Pla Estratègic i les bases reguladores de les subvencions, en el marc del que estableixen les bases reguladores del pressupost.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Els articles 28.1&nbsp;<em>m</em> i 28.2 de la Llei de consells insulars atribueixen al Consell Executiu, entre altres atribucions, la d'aprovar les convocatòries d'ajudes i subvencions.</span></span></span><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; Aquest procediment es farà de la manera següent: amb les sol·licituds que complexin amb els requisits i no hagin rebut cap ajut o aquest no arribi a l'import màxim previst a la convocatòria, es farà una relació amb la puntuació obtinguda. En base a aquesta relació, es seguirà l'ordre de puntuació de major a menor per repartir l'import dels romanents, sense que l'ajut total concedit pugui superar la quantitat sol·licitada ni l'import màxim per sol·licitud establert per a la línia corresponent.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">L'import màxim a què es destina la convocatòria únicament es podrà ampliar, sense necessitat de nova publicació, en el supòsit d'aportacions expresses de tercers per contribuir al finançament de l'objecte de la convocatòria i que s'hagin concretat posteriorment a l'aprovació.</span></span></span></p> <p><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><em>b</em>) Els imports màxims per sol·licitud i convocatòria són els següents: </span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:#000000"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">—&nbsp;Línia 1.
