&lt;p style="text-align:center"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;I&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;L'article 14 de la Constitució espanyola estableix que els espanyols són iguals davant la llei, sense que pugui prevaler cap discriminació per raó de naixença, raça, sexe, religió, opinió o qualsevol altra condició o circumstància personal o social. D'altra banda, l'article 9 disposa que correspon als poders públics promoure les condicions perquè la llibertat i la igualtat de l'individu i dels grups en què s'integra siguin reals i efectives; remoure els obstacles que n'impedeixin o en dificultin la plenitud, i facilitar la participació de tots els ciutadans en la vida política, econòmica, cultural i social.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;L'article 17 de l'Estatut d'autonomia de les Illes Balears consagra el principi i el dret a la igualtat de tracte i a la no-discriminació per raó de sexe, i estableix que les administracions públiques han de vetlar, en tot cas perquè les dones i els homes puguin participar plenament en la vida laboral, social, familiar i política sense discriminacions de cap classe i han de garantir que ho facin en igualtat de condicions.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;La Llei 5/2000, de 20 d'abril, de creació de l'Institut Balear de la Dona, va ser el primer referent de les polítiques autonòmiques d'igualtat entre dones i homes, el marc legal de les quals va ser ampliat per la Llei 12/2006, de 20 de setembre, per a la dona, tant pel que fa als principis d'actuació com a les actuacions concretes.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;La Llei 11/2016, de 28 de juliol, d'igualtat de dones i homes, té per objecte establir i regular els mecanismes i dispositius, així com les mesures i els recursos, dirigits a promoure i garantir la igualtat d'oportunitats i la no discriminació per raó de sexe, en qualsevol dels àmbits, etapes i circumstàncies de la vida.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;L'article 21.1 d'aquesta Llei configura un consell de participació de les dones com a màxim òrgan de participació de caràcter autonòmic per afavorir l'associacionisme i la participació de les dones en els temes que les puguin afectar.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;L'article 16.3 de &lt;strong&gt;l'Estatut d'autonomia de les Illes Balears&lt;/strong&gt; estableix que l'actuació dels poders públics de les Illes Balears s'ha de centrar primordialment en la igualtat de drets de dones i homes en tots els àmbits. Aquest precepte té naturalesa de mandat normatiu transversal i vincula totes les administracions públiques en l'exercici de les seves competències.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;D'altra banda, l'article 30 de l'Estatut atribueix a la Comunitat Autònoma competències exclusives en diverses matèries i, en concret, l'article 30.17 reconeix la competència exclusiva en matèria de polítiques de gènere. Aquesta atribució competencial comprèn la potestat legislativa, reglamentària i executiva en aquest àmbit material, sense perjudici de les bases estatals que puguin resultar aplicables conforme a l'article 149.1.1.ª de la Constitució.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;Atesa la naturalesa transversal de la matèria, la Llei 11/2016 projecta els seus efectes sobre múltiples àmbits sectorials —educació, universitat, cultura i oci, esport, mitjans de comunicació social, salut, joventut, acció social i participació ciutadana, entre d'altres—. Aquesta transversalitat implica que la perspectiva de gènere s'ha d'integrar en totes les polítiques públiques, si bé sempre dins el marc competencial propi de cada administració i sense alterar el règim de distribució competencial establert a l'Estatut.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;Finalment, d'acord amb l'article 58.2 de l'Estatut, el &lt;strong&gt;Govern de les Illes Balears&lt;/strong&gt; exerceix la potestat reglamentària i pot dictar disposicions d'abast suprainsular. Aquesta habilitació legitima el Govern per aprovar normes que estableixin principis generals en matèria de polítiques de gènere aplicables a tot el territori autonòmic, així com per regular òrgans e instruments de coordinació d'àmbit interinsular adscrits a l'Administració autonòmica.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;II&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;El Decret 35/2023, de 26 de maig, del Consell de Participació de les Dones de les Illes Balears (BOIB núm. 70, de 27 de maig de 2023), no té en compte totes les observacions formulades pel Consell Consultiu de les Illes Balears en el Dictamen núm. 56/2023, de 17 de maig, i, en especial, l'observació de caràcter essencial respecte a l'apartat 3.&lt;em&gt;b)&lt;/em&gt; de l'article 6, que regula la composició del Ple, que diu el següent:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;«3. Les entitats i els agents socials estan representats d'aquesta manera: Una persona en representació de cadascuna de les plataformes de dones sense ànim de lucre de les Illes Balears que tinguin per objectiu desenvolupar activitats en defensa i promoció de la igualtat de drets i oportunitats de les dones, a pesar que no estiguin legalment constituïdes i demostrin una presència activa en els dos últims anys, i que manifestin la voluntat de participar en el Consell com a membres d'aquest, amb veu però sense vot, mitjançant un escrit dirigit a la directora de l'Institut Balear de la Dona».&lt;/span&gt;&lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;En conseqüència, la constitució del Consell de Participació de les Dones resulta impossible, atès que es refereix a plataformes de dones sense ànim de lucre que no estiguin legalment constituïdes com a membres del Ple.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;D'altra banda, l'apartat 3.&lt;em&gt;d)&lt;/em&gt; de l'article 6 i l'apartat 2.&lt;em&gt;f)&lt;/em&gt; de l'article 13 fan al·lusió a consells de participació de les dones de cada illa, i l'article 4.&lt;em&gt;h)&lt;/em&gt;, a consells locals de participació de les dones, consells que són inexistents, perquè no fan referència al Consell de Participació de la Dona, adscrit a l'Administració General de l'Estat, que sí que està constituït. També cal eliminar algunes de les funcions que estableix l'article 4, que són pròpiament de l'Institut Balear de la Dona.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;III&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;En primer lloc, i d'acord amb el principi de necessitat, cal una revisió normativa perquè és de difícil aplicació, atesos els problemes per a la constitució inicial del Ple i la necessitat de modificar-ne la composició i les funcions.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;En segon lloc, i des de l'òptica de l'eficàcia, aquesta norma pretén aclarir la forma d'elecció de les vocalies i la presidència del Ple i millorar l'operativitat del Ple i de la Comissió Permanent, amb la definició de les funcions de les vocalies.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;En tercer lloc, quant al principi de proporcionalitat, aquesta norma conté la regulació imprescindible pel que fa a les prescripcions que determina l'article 21 de la Llei 11/2016, més les connexes i complementàries per atendre els objectius que la norma ha d'assolir.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;En quart lloc, i amb la finalitat de complir el principi de seguretat jurídica, la norma s'integra, sense fissures, en un marc normatiu estable, predictible, integrat, clar i de certesa, que en facilita el coneixement i la comprensió.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;En cinquè lloc, s'ha complert el principi de transparència mitjançant la participació ciutadana en el procediment d'elaboració de la norma.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;En sisè lloc, i pel que fa al principi d'eficiència, cal dir que la norma no regula procediments amb càrregues administratives per a la ciutadania i racionalitza la gestió dels recursos públics; així mateix, es fa efectiu el principi de qualitat, amb l'aplicació de les directrius aplicables en relació amb la forma i l'estructura dels textos normatius.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;Finalment, quant al principi de simplificació, la norma s'ha redactat en un llenguatge inclusiu, accessible, senzill i de comprensió fàcil per a la ciutadania.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;En aquest marc normatiu, i d'acord amb els articles 58.3 i 69 de l'Estatut d'autonomia de les Illes Balears, el Govern de les Illes Balears, en l'exercici de la potestat reglamentària, té competència per elaborar i aprovar normativa de principis generals sobre la política de gènere aplicables a tot el territori autonòmic i, a més, té competència per dictar normes d'abast suprainsular, com és el cas d'aquest Decret, atès que regula un òrgan de participació interinsular i per a tota l'Administració autonòmica.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;Per tot això, a proposta de la consellera de Famílies, Benestar Social i Atenció a la Dependència, d'acord amb el Consell Consultiu de les Illes Balears, i havent-ho considerat el Consell de Govern en la sessió del dia 25 de juny de 2026,&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Decret&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;Aquest Decret té per objecte establir la regulació, la composició i el règim de funcionament del Consell de Participació de les Dones de les Illes Balears, en els termes que preveu l'article 21 de la Llei 11/2016, de 28 de juliol, d'igualtat de dones i homes.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Article 2&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Naturalesa i adscripció&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;El Consell de Participació de les Dones de les Illes Balears es configura, en el si de l'Administració de la Comunitat Autònoma de les Illes Balears, com el màxim òrgan col·legiat de participació de les associacions de dones i altres agents socials que treballen a favor de la igualtat real i efectiva. El Consell de Participació de les Dones de les Illes Balears s'adscriu a l'Institut Balear de la Dona, sense integrar-se en la seva estructura jeràrquica.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;Com a òrgan col·legiat de naturalesa participativa i de caràcter consultiu i assessor, el Consell de Participació de les Dones de les Illes Balears pot assessorar l'Institut Balear de la Dona, fer propostes i elaborar informes no vinculants.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Article 3&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Objectius&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;El Consell de Participació de les Dones de les Illes Balears té com a objectius principals els següents:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;a)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Ser un interlocutor vàlid davant de les administracions públiques de la comunitat autònoma de les Illes Balears pel que fa als problemes que afecten les dones, i relacionar-s'hi mitjançant l'Institut Balear de la Dona.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;b)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Oferir una via de lliure adhesió per fer efectiva la participació de les dones a través de les associacions i federacions de dones en el desenvolupament polític, laboral, social, econòmic, científic i cultural de la comunitat autònoma de les Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;c)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Difondre els valors d'igualtat entre les persones, sense discriminació per raó de sexe, i defensar els drets i els interessos de les dones.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;d)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Potenciar el benestar social i la qualitat de vida de les dones i proposar les mesures necessàries als òrgans de l'Administració de la Comunitat Autònoma de les Illes Balears, amb l'objectiu de potenciar i millorar la participació de les dones en el desenvolupament polític, social, laboral, econòmic, científic i cultural.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;e)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Fomentar l'associacionisme de les dones per promoure la integració dels grups i les associacions de dones de la comunitat autònoma de les Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt; &lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Article 4&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Funcions&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;Per aconseguir aquests objectius, el Consell de Participació de les Dones de les Illes Balears exerceix les funcions següents:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;a)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Promoure mesures i formular suggeriments a l'Administració pública a través de l'Institut Balear de la Dona, mitjançant la realització d'estudis, l'emissió d'informes o altres mitjans, per iniciativa pròpia o quan se li sol·liciti.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;b)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Participar en el Consell Rector de l'Institut Balear de la Dona i en els consells i òrgans consultius de l'Administració autonòmica en temes relacionats amb les dones. El Consell de Participació de les Dones ha de proposar la designació de les persones representants, que, en el cas del Consell Rector de l'Institut Balear de la Dona, han de ser quatre.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;c)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Fomentar la comunicació, la relació i l'intercanvi entre organitzacions de dones i els diferents ens territorials que tenguin com a finalitat la participació i la representació de les dones.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;d)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Coordinar la relació amb el Consell de Participació de la Dona, adscrit a l'Administració General de l'Estat.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;e)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Recollir i canalitzar les iniciatives i els suggeriments que li adrecin persones i col·lectius no representats en el Consell de Participació de les Dones de les Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;f)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Recollir les denúncies de conductes discriminatòries degudament fonamentades que li arribin i canalitzar-les cap als òrgans competents.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;g)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Proposar als poders públics l'adopció de mesures relacionades amb els objectius que són propis del Consell de Participació de les Dones i instar que es garanteixi el compliment dels drets de les dones a tots els àmbits.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;h)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Proposar a l'Institut Balear de la Dona mesures perquè apliqui polítiques de sensibilització de la població amb relació a les aportacions de les dones a la societat, i promoure canvis per reconèixer l'especificitat de la participació femenina en els àmbits polític, social, cultural i econòmic que tenguin per objectiu aconseguir, des de la perspectiva feminista, avenços socials en qualsevol sentit.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;i)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Promoure la participació activa en fòrums i debats que tenguin com a objectiu el desenvolupament de polítiques socials d'igualtat o d'especial interès per a les dones.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;j)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Vetlar per l'increment de la participació de les dones en els òrgans de govern i en els processos de presa de decisions, tant en l'àmbit públic com en el privat.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;k)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Dur a terme qualsevol altra funció relacionada amb les dones que se li encomani.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;a)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; La presidència, exercida per la persona representant del moviment associatiu de dones elegida pel Ple.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;b)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; La vicepresidència, exercida pel director o la directora de l'Institut Balear de la Dona, que substitueix la presidència en els casos d'absència, vacant o malaltia.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;c)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; La secretaria, amb veu però sense vot. L'ha de designar el director o la directora de l'Institut Balear de la Dona entre el personal funcionari adscrit a l'Institut Balear de la Dona.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;d)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Les vocalies, que representen les administracions públiques, les associacions i federacions de dones i els agents socials.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;2. Les administracions públiques estan representades en les vocalies de la manera següent:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;a)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Una persona en representació de cadascuna de les conselleries de l'Administració de la Comunitat Autònoma de les Illes Balears competents en matèria d'igualtat, diversitat sexual i de gènere, treball, salut, educació, assumptes socials i economia. Si una conselleria és competent en més d'una de les matèries esmentades, ha de tenir una sola persona representant.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;b)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Quatre persones que representin els consells insulars, d'acord amb la distribució següent:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;- Una per Mallorca&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;- Una per Menorca&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;- Una per Eivissa&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;- Una per Formentera&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;c)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Una persona en representació de la Federació d'Entitats Locals de les Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;3. Les associacions i federacions de dones estan representades en les vocalies per vint persones elegides com a representants d'associacions i federacions de dones sense ànim de lucre que tinguin per objectiu desenvolupar activitats en defensa i promoció de la igualtat de drets i oportunitats de les dones, sempre que estiguin legalment constituïdes i inscrites en el Registre d'Associacions de les Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;4. Els agents socials estan representats en les vocalies per quatre persones: dos per les organitzacions sindicals més representatives en el territori de les Illes Balears i dues per les organitzacions empresarials més representatives en el territori de les Illes Balears. Les persones que exerceixin aquesta representació han de pertànyer a les seccions o àrees d'igualtat de cadascuna d'aquestes organitzacions.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;5. El Ple ha de renovar la composició de les vocalies cada cinc anys.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;6. La renovació de les vocalies que representin les administracions públiques i els agents socials es farà d'acord amb els apartats 2 i 4 d'aquest article respectivament, a proposta del Ple. Correspondrà al &lt;strong&gt;secretari o a la secretària&lt;/strong&gt; , sol·licitar a les esmentades vocalies els nous nomenaments.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;Mentre aquest procés de renovació no hagi conclòs el Ple seguirà funcionant amb les vocalies nomenades anteriorment.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;7. La renovació de les vocalies que representin les associacions i federacions de dones es durà a terme, a proposta del Ple, de la manera següent :&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;El procediment de renovació de les persones representants de les associacions i federacions de dones, ha de garantir la representació de les quatre illes (Mallorca, Menorca, Eivissa i Formentera).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;El secretari o secretària comunicarà a les associacions i federacions de dones d'acord amb el que estableix &lt;strong&gt;l'apartat 3 d'aquest article&lt;/strong&gt;, la renovació del Ple, i a partir d'aquí el procés de reelecció es durà a terme de la mateixa forma que el de constitució regulat a la disposició addicional primera d'aquest decret.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;Mentre aquest procés de renovació no hagi conclòs el Ple seguirà funcionant amb les vocalies nomenades anteriorment.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;8. La presidència s'ha de renovar com a mínim cada sis anys, a proposta de les vocalies que representin les associacions i federacions de dones que formen part del Ple.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;Les atribucions del Ple del Consell de Participació de les Dones de les Illes Balears són les següents:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;a)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Exercir les funcions que estableix l'article 4 d'aquest Decret.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;b)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Aprovar les línies generals d'actuació del Consell de Participació.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;c)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Aprovar el programa d'actuació anual que elabori la Comissió Permanent.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;d)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Aprovar els informes que presentin la Comissió Permanent i els grups de treball.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;e)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Elaborar i aprovar les normes d'organització i funcionament intern del Consell de Participació.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;f) A&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt;provar les incorporacions i els cessaments dels seus membres.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;g)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Crear els grups de treball que consideri necessaris.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;h)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Elegir i destituir les vocalies integrants de la Comissió Permanent, d'acord amb el que estableix l'apartat 3 de l'article 14 d'aquest Decret.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;i)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Aprovar la destinació dels fons atribuïts al Consell de Participació en els pressuposts anuals de l'Institut Balear de la Dona.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;j)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; La renovació de la composició de les vocalies i de la Presidència.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;k)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; El nomenament i cessament dels seus membres a proposta de les vocalies respectives. Tots els nomenaments i cessaments s'han de publicar en el Butlletí Oficial de les Illes Balears. El procediment de renovació es durà a terme conforme a allò establert a l'article 6.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt; &lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;Corresponen a la presidència del Ple les funcions següents:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;b)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Exercir la direcció del Consell de Participació.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;c)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Assegurar el compliment de les lleis.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;d)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Establir la convocatòria de les sessions del Ple, presidir-les i moderar el desenvolupament dels debats.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;e)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Fixar l'ordre del dia de les sessions del Ple tenint en compte les peticions que formulin amb l'antelació suficient la resta de membres.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;f)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Vetlar per la coordinació de les tasques amb la Comissió Permanent i els grups de treball.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;g)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Dirimir amb el seu vot les votacions, en cas d'empat.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;h)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Visar les actes i els certificats dels acords.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;i)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Dur a terme totes les altres funcions que siguin intrínseques a la seva condició.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt; &lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Article 9&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Funcions de la vicepresidència del Ple&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;1. Corresponen a la vicepresidència les funcions de la presidència en cas de malaltia, absència, renúncia o altres causes d'impossibilitat.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;2. La vicepresidència també ha d'exercir les funcions que li deleguin la Presidència, el Ple o la Comissió Permanent.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Article 10&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Funcions de la secretaria del Ple&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;Corresponen a la secretaria les funcions següents:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;a)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Assistir a les sessions del Ple, amb veu però sense vot.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;b)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Convocar les persones representants a les sessions del Ple per ordre de la presidència i, si escau, de la vicepresidència, especificant si la sessió serà presencial, telemàtica o mixta.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;c)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Elaborar les actes de les sessions i expedir els certificats corresponents. L'acta de cada sessió es pot aprovar en la mateixa reunió o en la immediatament següent.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;d)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Trametre l'acta per mitjans electrònics als membres del Ple, els quals poden manifestar pels mateixos mitjans la seva conformitat o objeccions al text, a l'efecte d'aprovar-la.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;e)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Lliurar els esborranys dels documents que s'hagin de treballar, debatre i/o aprovar.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;f)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Mantenir actualitzada la llista de vocals a l'efecte de poder informar dels quòrums per a la constitució vàlida de les sessions i dels vots necessaris perquè les votacions també siguin vàlides.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;c)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Exercir el dret de vot, amb la possibilitat de fer constar en l'acta la seva abstenció o vot particular.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;d)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Accedir a la informació necessària per poder complir les seves funcions. A aquest efecte, han de formular per escrit la petició corresponent adreçada a la secretaria del Consell de Participació.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;e)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Informar a la secretaria dels nomenaments i els cessaments de representants.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;f)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Formular precs i preguntes.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt; &lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Article 12&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Funcionament del Ple&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;1. El Ple es reunirà amb caràcter ordinari dues vegades l'any i, amb caràcter extraordinari, quan la Presidència n'acordi la convocatòria, ja sigui per iniciativa pròpia o a proposta motivada d'almenys una tercera part de les vocalies.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;2. La convocatòria de les sessions s'ha de fer amb la deguda antelació, almenys deu dies naturals abans de la data de la sessió, excepte en el cas de sessions extraordinàries, per a la convocatòria de les quals es pot reduir aquest termini, que en cap cas no pot ser inferior a tres dies naturals abans de la data de la sessió. La convocatòria ha de fixar l'ordre del dia i s'hi ha d'adjuntar la documentació pertinent, si escau.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;3. Per a la vàlida constitució del Ple en primera convocatòria, es requereix l'assistència de les persones que exerceixin la presidència i la secretaria o, si escau, de les persones que les substitueixin, i la de la meitat, almenys, de la resta de membres. En cas que no hi hagi quòrum suficient, s'ha de constituir en segona convocatòria mitja hora després i, en aquest cas, és necessària la presència de les persones que exerceixin la presidència i la secretaria, o de les persones que les substitueixin, i d'una tercera part dels membres.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;4. Els acords s'adopten per majoria simple dels membres assistents al Ple amb dret de vot, i, en cas d'empat, la presidència pot fer ús del vot de qualitat.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;5. El funcionament del Ple s'ha de regir per les seves pròpies normes de funcionament, per la qual cosa disposa el capítol II del títol preliminar, a la subsecció primera, de la secció tercera, de la Llei 40/2015, d'1 d'octubre, de règim jurídic del sector públic, i pel qual estableix el capítol V del títol II de la Llei 3/2003, de 26 de març, de Règim Jurídic de l'Administració de la comunitat autònoma de les Illes Balears, on es regulen els òrgans col·legiats.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Article 13&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Pèrdua de la condició de membre del Ple&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;1. Són causes de cessament com a membre del Ple del Consell de Participació de les Dones de les Illes Balears les següents:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;a)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Presentar una sol·licitud voluntària adreçada a la Comissió Permanent, que ha d'acceptar el Ple.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;b)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Deixar de complir algun dels requisits que estableix l'article 6. En aquest cas, el Ple ho ha d'aprovar mitjançant un acord, amb el procediment previ de caràcter contradictori que garanteixi l'audiència de la persona interessada i el dret de defensa.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;c)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Tenir conductes o dur a terme activitats contràries als principis i als objectius del Consell de Participació, amb el procediment previ de caràcter contradictori que garanteixi l'audiència de la persona interessada i el dret de defensa.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;2. El cessament com a membre no impedeix la reincorporació amb plenitud de drets una vegada esmenats els motius del cessament.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Article 14&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Comissió Permanent&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;1. La Comissió Permanent és l'òrgan executiu del Consell de Participació de les Dones de les Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;2. La Comissió Permanent està composta per:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;a)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; La presidència del Ple del Consell de Participació de les Dones de les Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;b)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; La vicepresidència del Ple del Consell de Participació de les Dones de les Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;d)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Nou vocals en representació de les associacions i federacions de dones amb representació en el Ple, respectant l'equilibri territorial de les quatre illes.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;e)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Dues vocalies en representació de les àrees d'igualtat dels agents socials més representatius, sempre que aquestes àrees estiguin formalment constituïdes.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;3. Cada cinc anys, com a màxim, les vocalies de la Comissió Permanent en representació de les associacions i federacions de dones i dels agents socials amb representació en el Ple del Consell de Participació de les Dones de les Illes Balears s'han de sotmetre a la votació del Ple.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;4. Les atribucions de la Comissió Permanent són les següents:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;a)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Elaborar la distribució del pressupost del Consell de Participació i retre comptes anualment de l'execució del pressupost al Ple.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;b)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Emetre els informes que el Ple li encomani, així com els que es puguin derivar de situacions d'emergència sobrevingudes, i proposar les mesures i les resolucions que consideri convenients.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;c)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Coordinar els grups de treball.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;d)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Dur a terme qualsevol altra atribució que li encomani el Ple.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;5. La Comissió Permanent s'ha de reunir, en sessió ordinària, dues vegades l'any i, en sessió extraordinària, quan es consideri oportú a proposta de la presidència o d'un terç de les vocalies que la integren.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;6. La convocatòria de les sessions de la Comissió Permanent, tant de les ordinàries com de les extraordinàries, ha d'incloure l'ordre del dia, i s'hi ha d'adjuntar la documentació objecte de debat o aprovació, si escau.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;7. La convocatòria de les sessions s'ha d'enviar als membres que integren la Comissió Permanent amb una antelació mínima de set dies naturals en el cas de sessions ordinàries i una antelació mínima de dos dies en el cas de sessions extraordinàries. La convocatòria s'ha de fer preferentment per mitjans electrònics.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;8. Per constituir vàlidament les sessions de la Comissió Permanent, és necessària l'assistència de les persones que exerceixin la presidència i la secretaria, o de les persones que les substitueixin, i de la majoria simple de la resta de membres. L'assistència a la sessió pot ser presencial o per mitjans telemàtics.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;9. Els acords s'adopten per majoria simple de les persones assistents. En cas d'empat, la presidència pot fer ús del vot de qualitat.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Article 15&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Grups de treball&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;1. Els grups de treball són els òrgans ordinaris creats pel Ple o la Comissió Permanent a fi d'aprofundir en qüestions específiques relacionades amb les polítiques d'igualtat.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;2. L'objecte, la finalitat, la composició i el funcionament dels grups de treball són els que estableixi el Ple o la Comissió Permanent, segons correspongui, quan es constitueixin.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;1. Per a l'exercici de les seves funcions, el Consell de Participació de les Dones de les Illes Balears disposa dels crèdits pressupostaris que li assigni l'Institut Balear de la Dona, i en cap cas no es pot originar un increment de la despesa pública.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;2. Els membres del Consell de Participació de les Dones de les Illes Balears no percebran dietes per assistència a les sessions. Els membres que no resideixen a l'illa on es reuneixi el Ple o la Comissió Permanent tenen dret a les indemnitzacions de les despeses per desplaçament a les sessions, sempre que no sigui possible la seva assistència per mitjans telemàtics.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;3. En cas que pertoqui indemnització de despesa per desplaçament a les sessions, aquesta es calcularà d'acord amb els imports estipulats a la normativa vigent que reguli les indemnitzacions per raó de servei del personal al Servei de l'Administració Autonòmica de les Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Procés de constitució del Consell de Participació de les Dones de les Illes Balears&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;1. El Consell de Participació de les Dones de les Illes Balears s'ha de constituir en el termini de sis mesos des que entri en vigor aquest Decret.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;2. A aquest efecte, l'Institut Balear de la Dona ha de sol·licitar el nomenament de les persones representants de les administracions públiques d'acord amb l'article 6.2, i conforme a l'article 6.4, que fa referència al nomenament dels agents socials.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;3. El procediment d'elecció de les persones representants de les associacions i federacions de dones ha de garantir la representació de les quatre illes (Mallorca, Menorca, Eivissa i Formentera).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;Les associacions i federacions, han de:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;a) Realitzar una sol·licitud d'ingrés en el Consell.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;b) Presentar els estatuts de l'associació o entitat.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;c) Estar inscrita en el Registre d'Associacions.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;d) Especificar qui forma part de la seva junta directiva i comunicar el seu domicili social.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;e) Certificar el nombre d'&lt;strong&gt;associades/associats&lt;/strong&gt;.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;f) Nomenar a les delegades representants de l'associació o organització participant en el Consell.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;Una vegada, que les associacions, hagin nomenat (&lt;strong&gt;conforme als seus estatuts o a la normativa d'aplicació&lt;/strong&gt;), les persones delegades representats, comunicaran el resultat de la seva elecció, i s'iniciarà el procediment mitjançant la convocatòria per part del conseller o la consellera competent en matèria d'igualtat, que una vegada hagi rebut les candidatures, ha de triar les vint vocalies, d'acord amb els criteris següents:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;- Representativitat de les illes per garantir un equilibri territorial.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;- Antiguitat de les associacions i federacions de dones legalment constituïdes i inscrites en el Registre d'Associacions de les Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;- Grau de participació, publicacions i activitats en matèria d'igualtat dins el teixit associatiu de les Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;Finalment, s'ha de dictar una resolució, que s'ha de publicar en el &lt;em&gt;Butlletí Oficial de les Illes Balears&lt;/em&gt;, amb la relació de les associacions i federacions de dones elegides per cobrir les vocalies del Ple del Consell de Participació de les Dones de les Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;4. El conseller o la consellera competent en matèria d'igualtat ha de convocar i presidir la sessió de constitució del Ple. En l'ordre del dia s'ha d'incloure l'elecció de la persona que, en endavant, ocuparà la presidència del Ple, d'acord amb l'article 6.1.a) d'aquest Decret.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;5. L'elecció de la presidència del Consell de Participació de les Dones de les Illes Balears s'ha de dur a terme en la sessió de constitució del Ple, i la persona elegida serà la designada entre les diferents candidates que presentin les vocalies corresponents a les associacions i federacions de dones que formen part del Ple. Cadascuna d'aquestes vocalies pot presentar una candidatura a la presidència.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;L'elecció del càrrec s'ha de fer per majoria simple dels membres presents. El conseller o la consellera competent en matèria d'igualtat, que presideix puntualment la sessió constitutiva, no pot participar en la votació.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Disposició addicional segona&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Règim jurídic&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;En tot el que no preveu aquest Decret, el funcionament del Consell de Participació de les Dones de les Illes Balears, s'ha de regir pel que disposen la Llei 40/2015, d'1 d'octubre, de règim jurídic del sector públic; la Llei 39/2015, d'1 d'octubre, del procediment administratiu comú de les administracions públiques, i la Llei 3/2003, de 26 de març, de règim jurídic de l'Administració de la Comunitat Autònoma de les Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Disposició derogatòria única&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Normes que es deroguen&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;Queda derogat el Decret 35/2023, de 26 de maig, del Consell de Participació de les Dones de les Illes Balears, així com totes les disposicions de rang igual o inferior que s'oposin al que disposa aquest Decret, el contradiguin o hi siguin incompatibles.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Disposició final primera&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Facultat de desplegament&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;Es faculta el conseller o consellera competent en matèria d'igualtat per dictar totes les disposicions que siguin necessàries per desplegar i executar aquest Decret.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Disposició final segona&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Entrada en vigor&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;Aquest Decret entrarà en vigor l'endemà de la publicació en el &lt;em&gt;Butlletí Oficial de les Illes Balears&lt;/em&gt;.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
