L'objecte de la present convocatòria és la provisió definitiva del lloc de treball de policia local, corresponent a l'escala d'Administració Especial, subescala de Serveis Especials, classe policia local, grup de classificació C1, categoria de policia de l'Ajuntament de Sant Lluís.</span></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">2. La selecció de les persones aspirants s'efectuarà mitjançant concurs.</span></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">3. S'aplicaran a aquest procediment la Llei 4/2013, de 17 de juliol, de coordinació de les policies locals de les Illes Balears, amb les seves modificacions, el Decret llei 6/2021 i el Decret llei 6/2022; el Decret 40/2019, de 24 de maig, pel qual s'aprova el Reglament marc de coordinació de les policies locals de les Illes Balears i es modifica el Decret 55/2017, de 15 de desembre, del Fons de Seguretat Pública de les Illes Balears; Reial decret legislatiu 5/2015, de 30 d'octubre, pel qual s'aprova el text refós de la Llei de l'Estatut Bàsic de l'Empleat públic; la Llei 3/2007, de 27 de març, de la Funció Pública de la Comunitat Autònoma de les Illes Balears com també la resta de disposicions legals aplicables a la policia local.</span></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">4. La convocatòria s'haurà de publicar en el </span><em><span style="background-color:null">Butlletí Oficial de les Illes Balears </span></em><span style="background-color:null">i en la pàgina web de l'Ajuntament.</span></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="background-color:null">Segona. Requisits i condicions de les persones aspirants</span></strong></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">1. Per ser admeses en aquestes proves selectives, les persones interessades han de complir, en la data d'acabament del termini de presentació de sol·licituds i durant tot el procés selectiu, els requisits següents: </span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">a) Tenir la condició de funcionari/a de carrera en el mateix grup i escala de policia local de l'Ajuntament de Sant Lluís. </span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">b) No patir cap malaltia o defecte físic o psicofísic que impedeixi o minvi el desenvolupament correcte de les funcions. </span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">c) No haver estat separat/ada del servei de l'Administració local, autonòmica o estatal, ni estar inhabilitat/ada per a l'exercici de la funció pública. </span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">d) No tenir antecedents penals per delictes dolosos. </span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">e) Posseir els permisos de conduir de les classes A2 i B en vigor. </span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">f) Estar en possessió del nivell B2 del coneixement de la llengua catalana. </span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">g) Els certificats han de ser els expedits per l'Escola Balear d'Administració Pública, o els expedits o homologats per la conselleria competent en matèria de política lingüística, o els reconeguts segons l'Ordre del conseller d'Educació, Cultura i Universitats de 21 de febrer de 2013. </span></span></span></span></p> <div style="page-break-after:always"><span style="display:none">&nbsp;</span></div> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="background-color:null">Tercera.- Sol·licituds i termini de presentació </span></strong></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">1. Les sol·licituds per a prendre part en el procés selectiu s'ajustaran al model normalitzat de sol·licitud de l'Annex 1.</span></span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:null"><span style="background-color:null">Les sol·licituds de participació en la convocatòria, juntament amb la documentació que correspongui, s'hauran de presentar en la seu electrònica de l'Ajuntament de Sant Lluís. S'adverteix que els mèrits no al·legats i justificats documentalment o bé els presentats fora del termini de presentació d'instàncies no seran valorats. Els mèrits relatius a l'experiència professional han d'anar acompanyats del certificat expedit pels ajuntaments o administracions públiques corresponents. </span></span></span></span></li> </ul> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="background-color:null">Quarta.- Òrgan de selecció</span></strong></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">1. L'òrgan encarregat de la selecció és el Tribunal Qualificador. Aquest es determinarà per resolució de Batlia i la seva composició s'haurà de publicar, amb la llista definitiva de persones admeses i excloses, en el tauler d'anuncis i en la pàgina web de l'Ajuntament de Sant Lluís.</span></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">2. L'òrgan de selecció serà col·legiat i la seva composició s'ajustarà als principis d'imparcialitat i professionalitat dels seus membres, procurant així mateix la paritat entre dones i homes. La seva composició serà predominantment tècnica i els membres hauran d'estar en possessió de la titulació o especialització igual o superior a l'exigida per a l'accés en les places convocades.</span></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">3. El personal d'elecció o de lliure designació política, el personal funcionari interí i el personal eventual no podran formar part dels òrgans de selecció. Tampoc podran formar part els representants dels empleats públics, sense perjudici de les funcions de vigilància del bon desenvolupament del procediment selectiu. Els representants sindicals que participin en el procediment selectiu amb aquestes funcions de vigilància, hauran d'estar acreditats i, com a màxim, podrà haver-hi un per cada sindicat, amb un màxim de quatre en cada procediment.</span></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">4. La pertinença als òrgans de selecció serà sempre a títol individual, no podent ostentar-se aquesta en representació o per compte de ningú.</span></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">5. El tribunal qualificador estarà constituït per tres membres, i pel mateix nombre de suplents:</span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">a) President/a: designat/da per l'ajuntament convocant entre el personal funcionari de carrera d'experiència reconeguda.</span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">b) Vocal: designat entre un funcionari membre vocal proposat per la Direcció general, competent en matèria de coordinació de policies locals, un altre proposat per l'Escola Balear d'Administració Pública (EBAP) i un altre designat per l'ajuntament convocant.</span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">c) Secretari/ària: designat/da per l'ajuntament convocant amb veu i vot.</span></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">6. El tribunal podrà acordar la incorporació en les tasques de personal assessor o especialista en totes o alguna de les proves, que podran actuar amb veu però sense vot.</span></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">7. El tribunal no podrà constituir-se ni actuar sense l'assistència de més de la meitat dels seus membres, titulars o suplents indistintament, ni sense president/a ni secretari/ària, i les seves decisions s'adoptaran per majoria.</span></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">8. Els membres del tribunal hauran d'abstenir-se d'intervenir, i notificar-ho a l'autoritat convocant, quan concorri alguna de les circumstàncies previstes en l'article 23 de la Llei 40/2015, de l'1 d'octubre, de règim jurídic del sector públic.</span></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">9. Les decisions adoptades pel tribunal es podran recórrer en les condicions establertes a l'article 121 de la Llei 39/2015, d'1 d'octubre, del procediment administratiu comú de les administracions públiques.</span></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">Són funcions del tribunal qualificador:</span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">a) Valorar els mèrits al·legats i acreditats per les persones aspirants, en la forma establerta en aquestes bases.</span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">b) Requerir, si escau, a les persones aspirants que hagin acreditat mèrits amb defectes formals, a l'efecte de la seva esmena, o quan sigui necessari un aclariment d'algun dels mèrits acreditats en temps i en forma.</span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">c) Confeccionar una llista, per ordre de prelació.</span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">e) Elevar a la Batlia la composició definitiva del concurs.</span></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="background-color:null">Cinquena.- Concurs.</span></strong></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">1.- El Tribunal ordenarà les persones aspirants d'acord amb la nota final obtinguda en el curs bàsic de policies locals de l'Escola Balear d'Administració Pública (EBAP), amb el nombre d'anys complets de serveis prestats i reconeguts com a policia local i tots aquells mèrits que hagin presentat.</span></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">2.- El tribunal avaluarà i ordenarà, d'acord amb el barem següent: </span></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="background-color:null">a) Valoració dels serveis prestats (màxim 8 punts):</span></strong></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">1.- Per cada mes complet de serveis prestats i reconeguts en la categoria de policia auxiliar: 0,016 punts.</span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">2.- Per cada mes complet de serveis prestats i reconeguts en la categoria de policia local: 0,033 punts. </span></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="background-color:null">b) Antiguitat (màxim de 4 punts): </span></strong></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">1.- Per cada any complet de serveis prestats i reconeguts com a personal funcionari de carrera en qualsevol categoria de policia local: 0,2 punts per any. </span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">2.- Per cada any complet de serveis prestats i reconeguts com a personal de l'Administració pública en qualsevol altra categoria, lloc o destí, d'acord amb el que preveu la Llei 70/1978, de 26 de desembre, de reconeixement de serveis previs en l'Administració pública: 0,1 punts per any </span></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="background-color:null">c) Estudis acadèmics oficials (màxim 21 punts): </span></strong></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">1.- Per cada titulació acadèmica de tècnic de formació professional de grau superior, ensenyaments professionals d'arts plàstiques i disseny de grau superior i els ensenyaments esportius de grau superior, com també tots els títols que hagin estat declarats equivalents: 1 punt, fins a un màxim de 2 punts. </span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">2.- Per cada titulació acadèmica de diplomatura universitària, arquitectura tècnica, enginyeria tècnica o titulació declarada equivalent: 2 punts, fins a un màxim de 4 punts.</span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">3.- Per cada titulació acadèmica de grau universitari o grau de l'ensenyament artístic superior: 2 punts, fins a un màxim de 4 punts. Per cada llicenciatura universitària, arquitectura, enginyeria o titulació universitària equivalent: 3 punts, fins a un màxim de 6 punts.</span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">4.- Per cada màster oficial i altres estudis de postgrau oficial universitari: 0,25 punts per cada 30 crèdits ECTS, fins a un màxim de 1,5 punts.
