    <env:contingut rdf:parseType="Literal">![CDATA[&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;En la data de la signatura electrònica, el director general de Funció Pública ha formulat la proposta de resolució següent:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;Antecedents&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;1. Mitjançant un acord del Consell de Govern de 27 de març de 2023 s'han ratificat els acords del Comitè Intercentres i de la Mesa Sectorial de Serveis Generals de 10 de març de 2023 pels quals s'aproven el desenvolupament de la carrera professional horitzontal en l'àmbit dels serveis generals de la Comunitat Autònoma de les Illes Balears i el desenvolupament de l'àrea de valoració «Bloc III. Aprenentatge, docència i gestió del coneixement», en què es determinen els criteris de valoració i el barem de puntuació aplicables a aquesta convocatòria (BOIB núm. 39, de 28 de març de 2023).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;2. Mitjançant un acord del Consell de Govern de 17 de novembre de 2017 es varen ratificar l'Acord de la Mesa Sectorial de Serveis Generals de 18 d'octubre de 2017 i l'Acord del Comitè Intercentres de 2 d'octubre de 2017 pels quals s'aprova el sistema d'avaluació de competències professionals que s'ha d'aplicar al personal funcionari i laboral dels serveis generals.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;3. L'Acord del Consell de Govern de 25 d'abril de 2025 pel qual es ratifica l'Acord marc de la Mesa de Negociació dels Empleats Públics de l'Administració de la Comunitat Autònoma de les Illes Balears per a la millora de les condicions laborals i retributives del seu personal i per a la millora de la prestació dels serveis públics, disposa, en el punt 6 relatiu a la carrera professional, que els efectes administratius i econòmics per als col·lectius que no tenen regulació específica en relació amb la data o que no tenen aprovat el sistema de carrera han de ser a partir de l'1 de gener de l'any següent al del compliment dels requisits. &lt;/span&gt;&lt;/span&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp;&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;Fonaments de dret&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;1. El punt 20 de l'annex 1 dels acords ratificats per l'Acord del Consell de Govern de 27 de març de 2023 preveu el procediment per obtenir nous nivells de carrera professional, el qual s'inicia d'ofici mitjançant l'aprovació d'una convocatòria i ha de tenir una durada màxima de sis mesos. Així mateix, aquest apartat estableix l'obligatorietat que les convocatòries tenguin caràcter anual, sempre que hi hagi disponibilitat pressupostària. En aquest sentit, la Direcció General de Pressuposts i Finançament ha informat favorablement, en termes de disponibilitat pressupostària i sostenibilitat financera, sobre l'esborrany de convocatòria ordinària per accedir a nous nivells de carrera professional horitzontal del personal funcionari i laboral dels serveis generals de l'Administració de la Comunitat Autònoma de les Illes Balears per a l'any 2024.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;2. La disposició transitòria segona de l'annex 1 dels mateixos acords estableix els requisits per poder participar en les quatre convocatòries posteriors a l'assenyalada en la disposició transitòria primera.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px; text-align:center"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;Proposta de resolució&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;Atesos els antecedents exposats i fent ús de les atribucions que les normes vigents em confereixen en matèria de personal, propòs a la consellera de Treball, Funció Pública i Diàleg Social que dicti una resolució en els termes següents:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;1. Convocar un procediment d'accés als diferents nivells que integren la carrera professional horitzontal en desplegament del que disposen els acords ratificats per l'Acord del Consell de Govern de 27 de març de 2023 i el punt 6 de l'Acord del Consell de Govern de 25 d'abril de 2025.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;2. Aprovar les bases que regeixen aquesta convocatòria (annex 1).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;3. Designar els membres dels comitès de valoració (annex 2).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;4. Publicar aquesta Resolució i els annexos a la&lt;em&gt; &lt;/em&gt;Intranet corporativa i en el &lt;em&gt;Butlletí Oficial de les Illes Balears&lt;/em&gt;.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Per tot això, dict la següent&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Resolució&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Manifestar la conformitat amb la proposta de resolució i dictar-ne resolució en els mateixos termes.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Interposició de recursos&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Contra aquesta Resolució, que exhaureix la via administrativa, es pot interposar un recurs potestatiu de reposició davant l'òrgan que la dicta en el termini d'un mes comptador des de l'endemà de la publicació, d'acord amb els articles 123 i 124 de la Llei 39/2015, d'1 d'octubre, del procediment administratiu comú de les administracions públiques, i l'article 57 de la Llei 3/2003, de 26 de març, de règim jurídic de l'Administració de la Comunitat Autònoma de les Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;També es pot interposar directament un recurs contenciós administratiu davant el Jutjat Contenciós Administratiu de Palma en el termini de dos mesos comptadors des de l'endemà de la publicació d'aquesta Resolució, d'acord amb els articles 8.2 i 46 de la Llei 29/1998, de 13 de juliol, reguladora de la jurisdicció contenciosa administrativa, sens perjudici de qualsevol altre recurs que es consideri procedent interposar.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;Aquestes bases tenen per objecte regular el procediment d'accés als diferents nivells que integren la carrera professional horitzontal en desplegament del que disposen els acords ratificats per l'Acord del Consell de Govern de 27 de març de 2023 i el punt 6 de l'Acord del Consell de Govern de 25 d'abril de 2025 pel qual es ratifica l'Acord marc de la Mesa de Negociació dels Empleats Públics de l'Administració de la Comunitat Autònoma de les Illes Balears per a la millora de les condicions laborals i retributives del seu personal i per a la millora de la prestació dels serveis públics, en què s'estableix que els efectes administratius i econòmics del sistema de carrera han de ser a partir de l'1 de gener de l'any següent al del compliment dels requisits, per la qual cosa es fixa com a data del compliment dels requisits i de la valoració dels mèrits a tenir en compte en aquesta convocatòria el dia 31 de desembre de 2024, amb independència dels efectes administratius i econòmics que consten en la base 6 d'aquesta convocatòria.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;2. Àmbit &lt;/span&gt;subjectiu &lt;span style="color:black"&gt;d'aplicació&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;1. Aquesta convocatòria &lt;/span&gt;és d'aplicació al personal que en data 31 de desembre de 2024 tenia la condició de:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;-&amp;nbsp;Personal funcionari de l'àmbit dels serveis generals que prestava serveis en l'Administració de la Comunitat Autònoma de les Illes Balears i en els ens del sector públic instrumental autonòmic.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;- Personal laboral de l'àmbit dels serveis generals previst en el Conveni col·lectiu del personal que prestava serveis en&amp;nbsp; l'Administració de la Comunitat Autònoma de les Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;D'acord amb l'anterior, no és d'aplicació al personal indicat en aquest punt que en la data esmentada prestava serveis en una altra administració pública, atès que es regeixen per les normes de carrera de l'administració de destinació.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;2.&lt;/span&gt;&lt;/span&gt; &lt;span style="line-height:115%"&gt;Aquesta convocatòria no és d'aplicació al personal següent:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;- El personal laboral propi dels ens recollits a l'article 2.1.&lt;em&gt;b),&lt;/em&gt; &lt;em&gt;c)&lt;/em&gt;, &lt;em&gt;d)&lt;/em&gt; i &lt;em&gt;e)&lt;/em&gt; de la Llei 7/2010, de 21 de juliol, del sector públic instrumental de la Comunitat Autònoma de les Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;- El personal funcionari docent que presta serveis en l'àmbit educatiu autonòmic.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;- El personal estatutari que presta serveis&amp;nbsp; en l'àmbit de la sanitat pública autonòmica.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;div style="page-break-after:always"&gt;&lt;span style="display:none"&gt;&amp;nbsp;&lt;/span&gt;&lt;/div&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;- El personal que tengui la consideració de propi de l'Agència Tributària de les Illes Balears, del Consell Consultiu de les Illes Balears o de la Sindicatura de Comptes de les Illes Balears així com de la resta d'administracions públiques.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;- El personal funcionari APD i personal funcionari adscrit al Servei de Salut procedent de l'extingit Complex Hospitalari de Mallorca.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;- El personal funcionari i laboral procedent d'altres administracions, o de la mateixa Administració autonòmica pertanyent a altres col·lectius, la carrera professional del qual es regula per acords diferents d'aquests.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;No obstant l'anterior, aquesta convocatòria és d'aplicació al personal funcionari o estatutari indicat en aquest punt que es trobava prestant serveis a l'àmbit dels serveis generals de l'Administració de la Comunitat Autònoma de les Illes Balears, mitjançant comissió de serveis o adscripció provisional en la data de compliment dels requisits fixada en aquesta convocatòria.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="line-height:115%"&gt;3. Requisits per participar en la convocatòria amb referència al dia 31 de desembre de 2024&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;Per poder participar en aquesta convocatòria les&amp;nbsp; persones interessades han de complir els requisits següents:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;a)&lt;/span&gt;&lt;/span&gt;&lt;/em&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt; Formar part del &lt;/span&gt;personal inclòs dins l'àmbit subjectiu d'aplicació&lt;span style="color:black"&gt; detallat en el punt anterior.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;b)&lt;/span&gt;&lt;/span&gt;&lt;/em&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt; Estar en situació de servei actiu o en qualsevol de les situacions administratives que s'especifiquen a continuació en &lt;/span&gt;un &lt;span style="color:black"&gt;cos, una escala, una especialitat o una categoria professional que forma part d&lt;/span&gt;el grup o subgrup en què es pretén accedir a un nou nivell de carrera professional i que es troba inclòs dins l'àmbit dels serveis generals de la Comunitat Autònoma de les Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;No es considera, a l'efecte de requisit per participar en una convocatòria de carrera professional, el servei actiu quan s'estiguin prestant serveis a una altra administració mitjançant comissió de serveis.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;Situacions administratives admeses:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;- Serveis especials.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;- Excedència forçosa laboral.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;- Excedència voluntària per raó de violència de gènere o violència sexual.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;- Excedència per cura de familiars.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;- Excedència per raó de violència terrorista.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;- Expectativa de destinació i excedència forçosa pel transcurs del temps màxim de durada de la situació d'expectativa de destinació.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;- Excedència voluntària especial regulada en el Decret llei 5/2012, d'1 de juny, de mesures urgents en matèria de personal i administratives per a la reducció del dèficit públic del sector públic de la Comunitat Autònoma de les Illes Balears i d'altres institucions autonòmiques.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;4. Requisits per obtenir nous nivells de carrera professional &lt;/span&gt;amb referència al dia 31 de desembre de 2024&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;4.1. Per tal d'accedir a un nou nivell de carrera professional les persones participants han de complir els requisits següents:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;a) &lt;/span&gt;&lt;/span&gt;&lt;/em&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;Haver prestat serveis &lt;/span&gt;&lt;/span&gt;&amp;nbsp;&lt;span style="line-height:115%"&gt;de forma contínua o discontínua en l'àmbit dels serveis generals de la Comunitat Autònoma de les Illes Balears durant el període de temps mínim de cinc anys en un cos, una escala, una especialitat o una categoria professional que forma part del grup o subgrup en què es pretén accedir a un nou nivell de carrera professional.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="line-height:115%"&gt;a.1&lt;/span&gt;&lt;/em&gt;&lt;span style="line-height:115%"&gt;) Situacions computables&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;En relació amb el requisit de temps de serveis prestats, són computables les situacions referides en el punt 3.&lt;em&gt;b)&lt;/em&gt; d'aquesta convocatòria.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="line-height:115%"&gt;a.2)&lt;/span&gt;&lt;/em&gt;&lt;span style="line-height:115%"&gt; Còmput del temps de serveis prestats&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;El&amp;nbsp; temps de serveis s'ha de computar en els termes següents:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;- Per accedir al nivell I: des de la data del primer nomenament o contracte i fins al 31 de desembre de 2024 inclòs.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;- Per accedir als nivells II, III i IV: des de la data dels efectes administratius del nivell de carrera immediatament anterior en el grup o subgrup en què es pretén progressar fins al 31 de desembre de 2024 inclòs.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;Així mateix, a l'efecte d'inici del còmput s'ha de tenir en compte el següent:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;- Envers reconeixements provinents d'homologacions d'un nivell de carrera, prevists en els punts 15.1 i 15.3 de l'Acord de 27 de març de 2023, s'ha de computar des de la data d'inici de la prestació dels serveis a la Comunitat Autònoma de les Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;- En el&lt;/span&gt;s casos de canvi de cos, escala, especialitat o categoria professional dins el mateix grup o subgrup de titulació o a grups o subgrups de titulació inferior prevists en els punts 12 i 14 dels acords ratificats per l'Acord del Consell de&lt;span style="color:black"&gt; Govern de 27 de març de 2023, s'ha de computar des del reconeixement del darrer nivell de carrera en el cos, l'escala, l'especialitat o la categoria professional en el cos, l'escala, l'especialitat o la categoria professional d'origen.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;- En el cas que el darrer reconeixement de nivell provingui d'un enquadrament per promoció interna previst en el punt 13.4 de l'Acord de 27 de març de 2023, s'ha de computar des de la data d'efectes administratius que consta en la resolució de reconeixement.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="line-height:115%"&gt;a.3)&lt;/span&gt;&lt;/em&gt;&lt;span style="line-height:115%"&gt; Exclusions:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;- En cap cas es poden computar serveis prestats per progressar que ja s'hagin emprat en una altra convocatòria ordinària o en un procediment d'enquadrament.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;-Els serveis prestats en comissió de serveis en altres administracions públiques no són computables atès que no s'han prestat de manera efectiva a l'Administració autonòmica ni són avaluables.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;b)&lt;/span&gt;&lt;/span&gt;&lt;/em&gt; &lt;span style="line-height:115%"&gt;Tenir reconegut el nivell immediatament anterior. &lt;span style="color:black"&gt;Aquest requisit només és d'aplicació quan es tracti d'accedir als nivells II, III i IV.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;c)&lt;/span&gt;&lt;/span&gt;&lt;/em&gt; &lt;span style="line-height:115%"&gt;Haver obtingut una nota mitjana positiva mínima de 3 punts, resultant de totes les avaluacions de competències professionals (avaluació 360º) en les quals s'ha obtingut un informe vàlid, independentment que siguin positives o negatives. Es pren en consideració el període de temps que es té en compte per accedir al nou nivell de carrera referit en el requisit &lt;em&gt;a)&lt;/em&gt;.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;em&gt;&lt;span style="color:black"&gt;d)&lt;/span&gt;&lt;/em&gt;&lt;span style="color:black"&gt; Obtenir la puntuació mínima relativa al &lt;/span&gt;&lt;span style="color:black"&gt;«&lt;/span&gt;&lt;span style="color:black"&gt;bloc III. Aprenentatge, docència i la gestió del coneixement&lt;/span&gt;&lt;span style="color:black"&gt;» que s'exigeix per a cadascun dels grups, subgrups o nivells professionals d'acord amb el següent:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;- Personal funcionari dels subgrups A1 i A2, així com personal laboral dels nivells 1 i 2: 30 punts.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;- Personal funcionari dels subgrups C1 i C2, així com personal laboral dels nivells 3 a 6: 20 punts.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;- Personal funcionari del grup AP i personal laboral dels nivells 7 i 8: 10 punts.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;Els criteris de valoració i el barem de puntuació aplicable a aquesta convocatòria són els que estableix l'annex 2 dels acords ratificats per l'Acord del Consell de Govern de 27 de març de 2023, anomenat «Desenvolupament de l'àrea de valoració del bloc III. Aprenentatge, docència i gestió del coneixement».&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;Per comprovar el compliment d'aquest requisit, es poden consultar els apartats del Portal de Serveis al Personal: «Expedient personal».&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;Els períodes que s'han de tenir en compte per complir el requisit &lt;span style="color:black"&gt;relatiu al &lt;/span&gt;&lt;span style="color:black"&gt;«&lt;/span&gt;&lt;span style="color:black"&gt;bloc III. Aprenentatge, docència i la gestió del coneixement&lt;/span&gt;&lt;span style="color:black"&gt;»&lt;/span&gt;&lt;em&gt; &lt;/em&gt;són:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;- Per al personal que no ha participat en cap convocatòria ordinària de carrera professional, s'han de tenir en compte els mèrits obtinguts en els deu anys immediatament anteriors a la data 31 de desembre de 2024.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;- Per al personal que hagi accedit el darrer nivell de carrera mitjançant convocatòries ordinàries anteriors,&lt;/span&gt; &lt;span style="color:black"&gt;només s'han de tenir en compte els mèrits que hagi obtingut durant el període de temps que es pren en consideració per accedir al nou nivell des de l'accés al nivell de carrera immediatament anterior, és a dir, des de la data del darrer reconeixement fins al 31 de desembre de 2024.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;- En el cas d'haver accedit al darrer nivell de carrera mitjançant homologació de&amp;nbsp; la carrera professional obtinguda en una altra administració, s'han de tenir en compte els mèrits obtinguts des de l'inici de la prestació dels serveis a la Comunitat Autònoma de les Illes Balears fins al 31 de desembre de 2024.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;- En el cas d'haver accedit a un nivell de carrera mitjançant l'enquadrament per promoció interna previst en el punt 13.4 de l'Acord del Consell de Govern de 27 de març de 2023, s'han de tenir en compte els mèrits obtinguts des del reconeixement assolit en el nou cos, l'escala, l'especialitat o la categoria professional on s'ha promocionat.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;5.&lt;/span&gt;&lt;/strong&gt;&lt;span style="color:black"&gt; &lt;strong&gt;Procediment&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="line-height:115%"&gt;5.1. Termini per presentar les sol·licituds, acreditació de condició i requisits&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;S'atorguen quinze dies hàbils comptadors des de l'endemà de la publicació d'aquesta convocatòria en el &lt;em&gt;Butlletí Oficial de les Illes Balears&lt;/em&gt; per presentar les sol·licituds de participació mitjançant el tràmit telemàtic disponible en el procediment publicat a la Seu Electrònica d'aquesta Administració i en el Portal del Personal.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;Així mateix, dins d'aquest termini, els participants poden sol·licitar al Registre de Personal, mitjançant el tràmit corresponent, la inscripció dels mèrits relatius a aprenentatge, docència i gestió del coneixement que encara no constin en el seu expedient referenciats a 31 de desembre de 2024.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;L'Administració ha de revisar el compliment dels requisits i mèrits amb les dades que constin en l'expedient personal. P&lt;span style="color:black"&gt;er a la constatació que les persones sol·licitants es troben incloses dins l'àmbit subjectiu d'aplicació de la convocatòria, com també que compleixen els requisits que aquesta estableix per accedir a nous nivells de carrera professional, s'ha de prendre com a referència el dia 31 de desembre de 2024.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;Les sol·licituds han d'anar adequadament emplenades, signades i registrades de forma electrònica, sense que siguin vàlides les sol·licituds en què no s'hagi finalitzat el seu registre oficial. Només es considerarà finalitzat el tràmit de sol·licitud de participació quan aparegui en la pantalla el text següent: &lt;/span&gt;&lt;span style="color:black"&gt;«&lt;/span&gt;&lt;span style="line-height:115%"&gt;la seva sol·licitud ha estat registrada correctament&lt;span style="color:black"&gt;»&lt;/span&gt;. En cas que no aparegui en pantalla el text esmentat, la persona interessada haurà d'enviar el mateix dia o, com a màxim, l'endemà de l'intent, un missatge de correu electrònic per informar d'aquesta incidència a l'adreça&lt;span style="color:null"&gt; carreraprofessional@caib.es&lt;/span&gt; en què indiqui el seu nom, els llinatges i el DNI/NIE.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;Si es presenta correctament la sol·licitud i es finalitza el tràmit d'acord amb el que s'ha indicat, el sistema assignarà un número de registre vàlid&lt;strong&gt; &lt;/strong&gt;i la sol·licitud, sense cap més tràmit, constarà com a presentada correctament.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;No es tindran per presentades les sol·licituds de participació que utilitzin tràmits telemàtics i fórmules d'accés que pertanyin a procediments administratius diferents a aquesta convocatòria.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="line-height:115%"&gt;5.2. Vinculació amb les bases&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;Pel fet de presentar la sol·licitud, la persona participant accepta les bases de la convocatòria.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="line-height:115%"&gt;5.3. Comitès de valoració&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;Per valorar les sol·licituds presentades es creen dos comitès de valoració:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;- Un s'encarrega de les sol·licituds presentades pel p&lt;span style="color:black"&gt;ersonal funcionari dels subgrups A1, A2 i AP, així com de les del personal laboral dels nivells 1, 2, 7 i 8.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;-&amp;nbsp;Un altre s'encarrega de les sol·licituds presentades pel personal funcionari dels subgrups C1 i C2, així com de les del personal laboral dels nivells 3 a 6.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="line-height:115%"&gt;5.4. Funcions dels comitès de valoració&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;Els comitès de valoració tenen les funcions següents:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;- Rebre les sol·licituds presentades.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;- Comprovar que els sol·licitants compleixen els requisits.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;-&amp;nbsp;Elevar al director o directora general de Funció Pública les llistes provisionals i definitives de les persones que assoleixen un nou nivell de carrera professional i de les persones a les quals es denega la sol·licitud d'accés al nou nivell.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="line-height:115%"&gt;5.5. Composició i funcionament dels comitès de valoració&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;Els comitès de valoració estan formats per quatre membres:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;- Dos membres designats per la consellera de Treball, Funció Pública i Diàleg Social entre el personal amb experiència professional en l'àrea de recursos humans de l'Administració de la Comunitat Autònoma de les Illes Balears. Una d'aquestes persones ha d'exercir les funcions de la Presidència i l'altra, les de la Secretaria.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;- Una vocal o un vocal designat entre els sindicats representats a la Mesa Sectorial de Serveis Generals.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;- Una vocal o un vocal designat entre els sindicats representats al Comitè Intercentres.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;Per a cada membre dels comitès de valoració s'han de designar titular i suplent.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;En la composició dels comitès de valoració, s'ha de procurar respectar el principi de presència equilibrada de dones i homes, sempre que això no impliqui vulnerar els principis de professionalitat i especialització dels membres.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;Els membres del comitè de valoració designats per la consellera de Treball, Funció Pública i Diàleg Social han de pertànyer, en tot cas, com a personal funcionari de carrera o personal laboral fix, a un grup de titulació igual o superior a la que s'exigeix per ingressar als cossos, les escales o les categories professionals a què corresponen les sol·licituds de reconeixement de nivell de carrera professional que han de valorar.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;Els membres dels comitès de valoració s'han d'abstenir de formar-ne part si hi concorren els motius d'abstenció que preveu la Llei 40/2015, d'1 d'octubre, de règim jurídic del sector públic.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;Perquè un comitè de valoració es constitueixi vàlidament, a l'efecte de dur a terme les sessions, les deliberacions, les valoracions, les puntuacions i la presa d'acords, es requereix sempre la presència del president o presidenta i del secretari o secretària, i de la majoria de membres, titulars o suplents.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;Els membres dels comitès de valoració estan obligats a mantenir sigil i secret sobre els informes, les avaluacions, les deliberacions i els comentaris fets sobre les persones avaluades.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="line-height:115%"&gt;​​​​​​​&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="line-height:115%"&gt;5.6. Llistes provisionals&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;Una vegada comprovats els requisits amb les dades ja inscrites en el Registre de Personal, s'ha de publicar, en el &lt;em&gt;Butlletí Oficial de les Illes Balears &lt;/em&gt;i a la Intranet corporativa, una resolució de la consellera de Treball, Funció Pública i Diàleg Social, a proposta del director general de Funció Pública, que ha de contenir:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;- La llista provisional de les persones que accedeixen a un nou nivell de carrera professional, amb indicació del nivell assolit.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:black"&gt;- La llista provisional de les persones a les quals es denega l'accés al nivell de carrera, amb indicació del motiu.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;Les persones interessades disposaran d'un termini de deu dies hàbils, comptadors des de l'endemà de la data de publicació d'aquesta resolució en el &lt;em&gt;Butlletí Oficial de les Illes Balears&lt;/em&gt;, per formular al·legacions a les llistes provisionals a través del tràmit telemàtic habilitat a aquest efecte.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="line-height:115%"&gt;5.7. Llistes definitives&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;Una vegada resoltes les al·legacions, el comitè de valoració ha d'elevar una proposta al director general de Funció Pública, qui ha de proposar a la consellera de Treball, Funció Pública i Diàleg Social una resolució amb el contingut següent:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;- La llista definitiva de les persones que accedeixen a un nou nivell de carrera professional, amb indicació del nivell assolit.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;- La llista definitiva de les persones a les quals es denega l'accés a un nou nivell de carrera, amb indicació del motiu.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;Aquesta resolució s'ha de publicar de la mateixa manera que s'indica per a la resolució amb les llistes provisionals.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;Contra aquesta resolució, que exhaureix la via administrativa, es pot interposar un recurs potestatiu de reposició davant la consellera de &amp;nbsp;Treball, Funció Pública i Diàleg Social en el termini d'un mes comptador des de l'endemà de la publicació en el &lt;em&gt;Butlletí Oficial de les Illes Balears, &lt;/em&gt;d'acord amb els articles 123 i 124 de la Llei 39/2015, d'1 d'octubre, del procediment administratiu comú de les administracions públiques, i l'article 57 de la Llei 3/2003, de 26 de març, de règim jurídic de l'Administració de la Comunitat Autònoma de les Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;També es pot interposar directament un recurs contenciós administratiu davant el Jutjat Contenciós Administratiu de Palma en el termini de dos mesos comptadors des de l'endemà de la publicació de la resolució en el &lt;em&gt;Butlletí Oficial de les Illes Balears&lt;/em&gt;, d'acord amb l'article 46 de la Llei 29/1998, de 13 de juliol, reguladora de la jurisdicció contenciosa administrativa.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="line-height:115%"&gt;5.8. Termini per resoldre i efectes&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="line-height:115%"&gt;El termini màxim per resoldre aquest procediment és de sis mesos. Els efectes de la manca de resolució expressa són desestimatoris, d'acord amb la disposició addicional vuitena de la Llei 3/2007, de 27 de març, de la funció pública de la comunitat autònoma de les Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
