    <env:contingut rdf:parseType="Literal">![CDATA[&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;El Pla Estratègic de Subvencions del Pressupost General del Consell Insular de Menorca per a l'exercici 2025 preveu, entre els objectius generals del Departament de Cultura, Educació, Joventut i Esports, una convocatòria d'ajuts per a la millora d'instal·lacions privades gestionades per entitats esportives sense ànim de lucre, la qual té com a objectiu «donar suport a les entitats esportives de Menorca per millorar les instal·lacions d'àmbit privat que gestionen».&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;Es justifica la necessitat dels ajuts a les entitats esportives sense ànim de lucre ateses les següents premisses:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;- &lt;/span&gt;El motiu VI de la Llei 2/2023, de 7 de febrer, de l'activitat física i l'esport de les Illes Balears, en els objectius proposats justifica aquesta convocatòria i justifica l'ajut a les entitats sense ànim de lucre. És així perquè es marca com a objectius planificar, ordenar i vetllar per una xarxa bàsica d'instal·lacions esportives segures, suficients, sostenibles i accessibles a tota la població en condicions equitatives. També pretén promoure i facilitar la col·laboració publicoprivada en la gestió de l'activitat física i l'esport per millorar la xarxa d'instal·lacions esportives i els serveis i posar-los a l'abast de tota la ciutadania.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;- Amb aquesta convocatòria, les entitats esportives sense ànim de lucre menorquines obtenen uns recursos que permeten la millora i el manteniment de les instal·lacions privades que gestionen. Això suposa la millora del servei esportiu de Menorca, i més tenint en compte que l'activitat física i l'esport va ser declarada com a activitat essencial en el Congrés dels Diputats l'any 2021.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;- Les entitats esportives sense ànim de lucre formen part del creixement i desenvolupament dels esportistes d'edat escolar. Per tant, la seva feina i l'espai on dur a terme aquesta pràctica esportiva és important per garantir i afavorir la seguretat i contribuir en la millora de la salut i el procés d'aprenentatge.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;- Les instal·lacions esportives són espais de pràctica esportiva, però també espais de convivència i socialització entre els diferents agents que conformen el sistema esportiu: entrenadors, esportistes, àrbitres i acompanyants, pares i mares, familiars i amics.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;- L'activitat d'aquests clubs i federacions és fonamental en la microeconomia de molts joves i persones adultes vinculades al sector esportiu. Els diners que gestionen els clubs fomenten l'economia local: ingressos per arbitratges, ingressos per coordinadors esportius, ingressos per entrenadors, gratificacions a voluntaris, etcètera.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;- &lt;/span&gt;&lt;span style="color:#00000a"&gt;&lt;span style="background-color:#ffffff"&gt;Menorca compta amb una extensa xarxa d'equipaments esportius municipals. L'activitat esportiva de les entitats generalment es fa en instal·lació pública, sense pagar cap quota de lloguer o de manteniment per a la instal·lació. En canvi, algunes entitats esportives sense ànim de lucre gestionen i desenvolupen la seva activitat esportiva en instal·lacions privades. Per tant, assumeixen les despeses que es deriven d'aquestes instal·lacions, com llum, aigua, gasoil, IBI, manteniment, neteja, entre d'altres, per així millorar i mantenir els espais de pràctica esportiva per entrenar i competir, així com els espais complementaris com bar, banys, vestidors, magatzems, grades i zones de pas i comuns.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;- &lt;/span&gt;&lt;span style="color:#00000a"&gt;&lt;span style="background-color:#ffffff"&gt;L'any anterior ja es va aprovar la convocatòria&lt;/span&gt;&lt;/span&gt; d'ajuts per a la millora d'instal·lacions privades gestionades per entitats esportives sense ànim de lucre i, vistes les sol·licituds, es pot ratificar la despesa de manteniment assumida per les entitats i les millores aconseguides a les instal·lacions en benefici dels esportistes.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;Per tot això, també cal tenir en compte l'informe tècnic elaborat pel servei d'Esports i les competències pròpies que sobre aquesta matèria té el Consell Insular de Menorca, d'acord amb els articles 70.9 i 73 de l'Estatut d'autonomia de les Illes Balears i la Llei 6/1994, de 13 de desembre, d'atribució de competències als consells insulars en matèria de patrimoni històric, de promoció sociocultural, d'animació sociocultural, de dipòsit legal de llibres i d'esports, modificada per la Llei 4/2022, de 28 de juny, de consells insulars.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;Es té en compte la normativa bàsica aplicable al Consell Insular de Menorca en matèria de subvencions i en el marc d'allò que estableixen les bases d'execució del pressupost d'aquesta administració.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;Atesa la proposta del conseller executiu del Departament de Cultura, Educació, Joventut i Esports, en exercici de les competències atribuïdes pel Decret de la presidència del Consell Insular de Menorca núm. 92/2023 de 10 de juliol, relatiu al nomenament dels membres del Consell Executiu (BOIB núm. 95 d'11-07-2023);&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;El Consell Executiu, per unanimitat i en votació ordinària, adopta el següent&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;&lt;span style="background-color:#ffffff"&gt;ACORD&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;&lt;span style="background-color:#ffffff"&gt;Primer.&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:#ffffff"&gt; Aprovar la convocatòria corresponent a l'any 2025, temporada 2024/2025, que es regeix per les bases reguladores aprovades pel Consell Executiu d'aquest Consell Insular, en sessió de caràcter ordinari de 14 d'octubre de 2024 (BOIB núm. 147 de 9 de novembre de 2024) d'acord amb les condicions següents:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;em&gt;&lt;strong&gt;&lt;span style="background-color:#ffffff"&gt;a&lt;/span&gt;&lt;/strong&gt;&lt;/em&gt;&lt;strong&gt;&lt;span style="background-color:#ffffff"&gt;) Import global màxim dels ajuts i crèdit pressupostari&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;L'import màxim previst per destinar a aquest ajut, segons el Pla Estratègic de Subvencions és de dos-cents seixanta mil euro&lt;/span&gt;s (260.000,00 €). La&lt;span style="background-color:#ffffff"&gt; font de finançament és del pressupost propi del Consell Insular de Menorca, de la partida 4.34100.7890000 per a la línia 1, d'inversió, i &lt;/span&gt;4.34100.4890026&lt;span style="background-color:#ffffff"&gt; per la línia 2, de manteniment.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;Aquesta quantitat es desglossa en els apartats següents:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;ul style="margin-left:40px"&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;&lt;span style="background-color:#ffffff"&gt;Línia 1. &lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:#ffffff"&gt;Inversió feta per a la millora de les instal·lacions esportives; espais de pràctica esportiva i zones complementàries que ha assumit l'entitat&lt;/span&gt;&lt;span style="color:#00000a"&gt;&lt;span style="background-color:#ffffff"&gt;;&lt;/span&gt;&lt;/span&gt;&lt;span style="background-color:#ffffff"&gt; cent vuitanta mil euros &lt;/span&gt;(180.000,00 €).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;&lt;span style="background-color:#ffffff"&gt;Línia 2. &lt;/span&gt;&lt;/strong&gt;&lt;span style="color:#00000a"&gt;&lt;span style="background-color:#ffffff"&gt;Manteniment preventiu i correctiu de la instal·lació esportiva realitzat per part de l'entitat:&lt;/span&gt;&lt;/span&gt;&lt;span style="background-color:#ffffff"&gt; vuitanta mil euros&amp;nbsp;(80.000,00 €).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;/ul&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;L'import màxim a què es destina la convocatòria únicament es podrà ampliar, sense necessitat de nova publicació, en el supòsit d'aportacions expresses de terceres persones per contribuir al finançament de l'objecte de la convocatòria i que s'hagin concretat posteriorment a l'aprovació.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;* La despesa es pot aplicar a qualsevol altra partida adequada i vinculada.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;em&gt;&lt;strong&gt;&lt;span style="background-color:#ffffff"&gt;b&lt;/span&gt;&lt;/strong&gt;&lt;/em&gt;&lt;strong&gt;&lt;span style="background-color:#ffffff"&gt;) Imports màxims per beneficiari&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;ul style="margin-left:40px"&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;&lt;span style="background-color:#ffffff"&gt;Línia 1.&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:#ffffff"&gt; Per entitat, l'import màxim és de quaranta mil euros (40.000 €).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;&lt;span style="background-color:#ffffff"&gt;Línia 2. &lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:#ffffff"&gt;Per entitat, l'import màxim és de vint mil euros (20.000 €).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;/ul&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;L'import màxim de la convocatòria per entitat és de 60.000 €. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;En el cas que per a la línia 1 no s'esgoti la consignació pressupostària, la quantitat sobrant s'assignarà a la línia 2, d'acord amb el previst a la convocatòria, i viceversa.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;em&gt;&lt;strong&gt;&lt;span style="background-color:#ffffff"&gt;c&lt;/span&gt;&lt;/strong&gt;&lt;/em&gt;&lt;strong&gt;&lt;span style="background-color:#ffffff"&gt;) Termini de presentació de sol·licituds i justificació&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;El termini de presentació de sol·licituds és a partir de l'endemà a la publicació de la convocatòria al BOIB fins al dia 31 d'agost de 2025.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;em&gt;&lt;strong&gt;&lt;span style="background-color:#ffffff"&gt;d&lt;/span&gt;&lt;/strong&gt;&lt;/em&gt;&lt;strong&gt;&lt;span style="background-color:#ffffff"&gt;) Instrucció del procediment&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;La instrucció dels procediments, segons cada línia d'ajut, correspon al Sr. Damià Seguí Pizà, tècnic del Servei d'Esports.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;em&gt;&lt;strong&gt;&lt;span style="background-color:#ffffff"&gt;e&lt;/span&gt;&lt;/strong&gt;&lt;/em&gt;&lt;strong&gt;&lt;span style="background-color:#ffffff"&gt;) Comissió avaluadora&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;Es constitueix una comissió avaluadora, la composició de la qual és la mateixa per a ambdues línies d'ajuts:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Contra aquest acord – que no exhaureix la via administrativa – es pot interposar un recurs d'alçada davant la Comissió de Govern, per delegació del Ple del Consell Insular de Menorca (Acord de 31-7-2023, BOIB núm. 109 de 5-8-2023), en el termini d'un mes comptador des de l'endemà que s'hagi publicat, d'acord amb l'article 122 de la Llei 39/2015, d'1 d'octubre, del procediment administratiu comú de les administracions públiques.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;L'esmentat recurs s'entendrà desestimat, si no es notifica la resolució corresponent, quan hagin transcorregut tres mesos des de la seva interposició. Contra la desestimació del recurs d'alçada per silenci administratiu podreu interposar recurs contenciós administratiu davant el Jutjat Contenciós Administratiu de Palma.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
