&lt;p&gt;&lt;strong&gt;“Expedient: 200/2025&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;Procediment: Normativa urbanística&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;El Sr. Batle, sotmet a consideració del Ple, la següent proposta d'acord:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;Proposta acord adopció de les mesures que s'han de contemplar en els projectes tècnics de legalització extraordinària emparats en la llei 7/2024, d'11 de desembre, de mesures urgents de simplificació i racionalització administratives de les administracions públiques de les Illes Balears. &lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Vist l'informe de l'arquitecta municipal de data 12/02/2025, ratificat per la tècnica jurídica de la mateixa data, on s'exposa:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;«Fets&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;1. El parlament de les Illes Balears, en sessió plenària de 26 de novembre de 2024 aprovà la Llei 7/2024, de 11 de desembre, de mesures urgents de simplificació i racionalització administratives de les administracions publiques de les Illes Balears (BOIB NÚM. 162, de 13 de desembre de 2024).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;2. La disposició addicional setena de l'esmentada Llei 7/2024 estableix el procediment de legalització extraordinària d'edificacions, construccions, instal·lacions i usos existents a sòl rústic.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;3. L'apartat 2 lletra b) de la citada disposició addicional preveu que cada ajuntament, mitjançant un acord plenari, pot determinar discrecionalment i per raons d'interès públic, les mesures que han d'incorporar els projectes tècnics de cada sol·licitud de legalització. Aquests requisits s'han de relacionar amb les condicions generals d'estètica de les edificacions, construccions o instal·lacions susceptibles de legalització extraordinària; o han de ser mesures que contribueixin a reduir la contaminació lumínica i a incrementar l'eficiència energètica i/o hídrica de l'edificació, la construcció o la instal·lació mitjançant la utilització de materials, tècniques i sistemes constructius, canvi d'instal·lacions, generació d'energia renovable, instal·lacions de dipòsits d'aigua o qualsevol altre sistema de reducció del consum energètic o hídric de la xarxa.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Tot l'anterior, sense perjudici de l'obligada incorporació de la resta de mesures recollides a l'apartat 2 de la Disposició.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;4. La reducció de la contaminació lumínica és un objectiu de gran rellevància administrativa que transcendeix l'àmbit mediambiental, impactant positivament en la salut humana, la perseveració de la biodiversitat i l'eficàcia energètica.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;5. Pel que fa als recursos hídrics, l'augment de l'eficiència en el seu consum és essencial en un context de canvi climàtic i mancança de recursos naturals. Les tecnologies i pràctiques que optimitzen l'ús de l'aigua en edificis i construccions contribueixen a garantir una gestió més sostenible d'aquest recurs vital, reduint el seu desaprofitament i assegurant la disponibilitat futura per a tots els sectors de la societat.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;6. En referència a la imatge dels edificis i construccions, la millora de les condicions estètiques és clau per fomentar entorns rústics i paisatges més agradables i harmònics, afavorint el benestar dels ciutadans. Així, aquests elements estan íntimament connectats amb els objectius de desenvolupament sostenible i amb la construcció d'un futur més equilibrat i respectuós amb el medi ambient.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;7. Per tant, resulta necessària la fixació de les mesures estètiques, de reducció de la contaminació lumínica i d'increment de l'eficiència energètica i/o hídrica que han de regir els projectes tècnics de legalització de les edificacions, construccions, instal·lacions i usos existents al sòl rústic del terme municipal de Binissalem.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;Fonaments de dret&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Disposició addicional setena de la Llei 7/2024, de 11 de desembre, de mesures urgents de simplificació i racionalització administratives de les administracions públiques de les Illes Balears (BOIB núm. 162, de 13 de desembre de 2024).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;1. Mesures estètiques&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Els projectes tècnics que pretenguin la legalització d'edificis, construccions, instal·lacions i usos, hauran d'incloure les mesures oportunes per tal que es compleixin les prescripcions següents:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;a) Les façanes hauran d'estar correctament revestides o referides. També es permetran els paredats de pedra vista. L'aspecte visual dels materials de façana serà de la gamma de la pedra, del marès, dels tons ocres terra i excepcionalment blanc.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;b) Les persianes hauran de ser de tipologia tradicional.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;c) Els cossos objecte de legalització han de tenir la coberta inclinada acabada amb teula. Se permet un altre tipus de coberta tradicional, sempre que aquesta no superi el 20% de la superfície ocupada total de l'edificació principal. L'enrajolat o acabat de les terrasses o cobertes planes ha de ser d'un color semblant a la terra que l'envolta.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;d) Les cobertes amb planells prefabricats sintètics, asfàltics, metàl·lics o similars, s'hauran de substituir o cobrir amb materials que compleixin els apartats anteriors. La instal·lació de coberta inclinada no implica un augment de volum, d'acord amb la definició d'aquest concepte recollida a les Normes Subsidiàries de planejament d'aquest municipi. En qualsevol cas, s'hauran d'eliminar els materials que contenguin amiant, com per exemple les plaques de fibrociment antigues.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;2. Mesures relatives a la reducció de la contaminació lumínica.&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;D'acord amb la llei 3/2005, de 20 d'abril, de protecció del medi nocturn de les illes balears, i amb la norma 44 del pla territorial de Mallorca, les àrees incloses en els espais d'interès naturals o en àmbits territorials en que es considerin d'especial protecció per les seves característiques naturals – AANP, ANEI i ARIP – es consideren àrees amb entorns obscurs (E1 brillantor mínima); i les zones ubicades dins de les restants categories de sòl rústic, àrees de baixa brillantor (E2 brillantor reduïda). Per això s'ha de justificar la reducció de la brillantor lluminosa nocturna, manteniment el màxim possible les condicions naturals de les hores nocturnes.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Els expedients de legalització d'edificis, construccions, instal·lacions i usos hauran d'incloure les mesures següents o assimilades:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;A l'enllumenat de les zones exteriors s'ha de substituir o eliminar qualsevol font de llum que emeti per sobre del pla horitzontal, de manera que es limiti el flux hemisfèric superior instal·lat (FHSI) al 0% en sòl rústic protegit, i al 5% en la resta de categories del sòl rústic;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;3. Mesures relatives a l'increment de l'eficiència energètica.&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Els expedients de legalització d'edificis, construccions, instal·lacions i usos, hauran de preveure una reducció del consum d'energia primària no renovable (combustibles fòssils com gas, carbó i petroli), i incloure com a mínim una de les mesures següents:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;a) Millora de l'eficiència energètica en l'envolupament tèrmica.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;b) Millora de l'eficiència energètica dels sistemes de generació d'ACS, calefacció o climatització.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;c) Instal·lació de sistemes de producció d'energia renovable.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;d) Altres mesures que permetin reduir el consum energètic.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;4. Mesures relatives a l'increment de l'eficiència hídrica.&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Els expedients de legalització d'edificis, construccions, instal·lacions i usos, justificaran l'existència de cisterna o aljub suficient per l'acumulació d'aigua pluvial, i l'existència d'instal·lació necessària per la seva utilització pels serveis propis de l'edifici; o bé preveuran la instal·lació d'aquests elements de manera que es justifiqui la reducció de la demanda hídrica anual.»&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Vist l'anteriorment exposat i ateses les consideracions dels tècnics municipals, proposo al Ple de l'ajuntament s'adopti la següent:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;Proposta d'acord&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;PRIMER.- &lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt;Les mesures que s'han de contemplar en els projectes tècnics de legalització extraordinària emparats en la Llei 7/2024, de mesures urgents de simplificació i racionalització administratives de les administracions públiques de les Illes Balears són les següents:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;Mesures estètiques&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Els projectes tècnics que pretenguin la legalització d'edificis, construccions, instal·lacions i usos, hauran d'incloure les mesures oportunes per tal que es compleixin les prescripcions següents:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;a) Les façanes hauran d'estar correctament revestides o referides. També es permetran els paredats de pedra vista. L'aspecte visual dels materials de façana serà de la gamma de la pedra, del marès, dels tons ocres terra i excepcionalment blanc.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;b) Les persianes hauran de ser de tipologia tradicional.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;c) Els cossos objecte de legalització han de tenir la coberta inclinada acabada amb teula. Se permet un altre tipus de coberta tradicional, sempre que aquesta no superi el 20% de la superfície ocupada total de l'edificació principal. L'enrajolat o acabat de les terrasses o cobertes planes ha de ser d'un color semblant a la terra que l'envolta.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;d) Les cobertes amb planells prefabricats sintètics, asfàltics, metàl·lics o similars, s'hauran de substituir o cobrir amb materials que compleixin els apartats anteriors. La instal·lació de coberta inclinada no implica un augment de volum, d'acord amb la definició d'aquest concepte recollida a les Normes Subsidiàries de planejament d'aquest municipi. En qualsevol cas, s'hauran d'eliminar els materials que contenguin amiant, com per exemple les plaques de fibrociment antigues.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;Mesures relatives a la reducció de la contaminació lumínica.&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;D'acord amb la llei 3/2005, de 20 d'abril, de protecció del medi nocturn de &amp;nbsp;les illes balears, i amb la norma 44 del Pla Territorial de Mallorca, les àrees incloses en els espais d'interès naturals o en àmbits territorials en que es considerin d'especial protecció per les seves característiques naturals – AANP, ANEI i ARIP – es consideren àrees amb entorns obscurs (E1 brillantor mínima); i les zones ubicades dins de les restants categories de sòl rústic, àrees de baixa brillantor (E2 brillantor reduïda).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Per això s'ha de justificar la reducció de la brillantor lluminosa nocturna, manteniment el màxim possible les condicions naturals de les hores nocturnes.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Els expedients de legalització d'edificis, construccions, instal·lacions i usos hauran d'incloure les mesures següents o assimilades:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;A l'enllumenat de les zones exteriors s'ha de substituir o eliminar qualsevol font de llum que emeti per sobre del pla horitzontal, de manera que es limiti el flux hemisfèric superior instal·lat (FHSI) al 0% en sòl rústic protegit, i al 5% en la resta de categories del sòl rústic.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;Mesures relatives a l'increment de l'eficiència energètica.&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Els expedients de legalització d'edificis, construccions, instal·lacions i usos, hauran de preveure una reducció del consum d'energia primària no renovable (combustibles fòssils com gas, carbó i petroli) i incloure com a mínim una de les mesures següents:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;a) Millora de l'eficiència energètica en l'envolupament tèrmica.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;b) Millora de l'eficiència energètica dels sistemes de generació d'ACS, calefacció o climatització.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;c) Instal·lació de sistemes de producció d'energia renovable.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;d) Altres mesures que permetin reduir el consum energètic.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;Mesures relatives a l'increment de l'eficiència hídrica.&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Els expedients de legalització d'edificis, construccions, instal·lacions i usos, justificaran l'existència de cisterna o aljub suficient per l'acumulació d'aigua pluvial, i l'existència d'instal·lació necessària per la seva utilització pels serveis propis de l'edifici; o bé preveuran la instal·lació d'aquests elements de manera que es justifiqui la reducció de la demanda hídrica anual.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;SEGON.- &lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt;Continuar amb la tramitació del present acord&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
