&lt;p&gt;&lt;strong&gt;Fets&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;En relació amb el procés de renovació dels distintius per a residents d' ORA per a l'any 2025, d'acord amb els articles 56 a 68 de l'Ordenança municipal de circulació que regula l'Operació de regulació d'aparcament (ORA) i l'Ordenança fiscal reguladora de la taxa per l'estacionament de vehicles de tracció mecànica a les vies públiques municipals.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Fonaments de dret&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;1. L'article 124 de la Llei 7/1985, de 2 d'abril, reguladora de las Bases del Règim Local segons nova redacció de la Llei 57/2003, de 16 de desembre, de mesures per a la modernització del Govern Local.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;2.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;&amp;nbsp;Els arts. 172 a 175 del Real Decret 2568/1986, de 28 de novembre, pel que s'aprova el reglament d'organització, funcionament i règim jurídic de les Entitats Locals. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Per tot això, d'acord amb l'exposat anteriorment, com a titular de l'Àrea de Mobilitat, exercint les competències delegades per la Junta de Govern en els àmbits determinats pel Decret de batlia d'organització dels Serveis Administratius propòs al regidor de Mobilitat que dicti la següent Resolució&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;strong&gt;RESOLC&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;1. Establir el termini per a la renovació anual del distintiu de residents a zona ORA per a l'any 2025 des &lt;/span&gt;&lt;strong&gt;del dia 25 de novembre del 2024 al 31 de gener del 2025&lt;/strong&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt; per a tots els sectors.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;2. Requisits per a la renovació:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;ul&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Exhibir originals de la documentació acreditativa (DNI, permís de residència, passaport), el permís de conduir i el permís de circulació del vehicle únicament si s'ha produït variació a la documentació respecte de l'any 2024.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Estar empadronat a zona d' ORA.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;El titular i conductor del vehicle no ha de tenir pendents obligacions tributàries que es trobin en procés d'execució amb l'Ajuntament de Palma (ATIB).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Satisfer la taxa de 24 euros prevista a l'Ordenança fiscal reguladora de la taxa per a l'estacionament de vehicles de tracció mecànica a les vies públiques municipals (concepte 316.00). El pagament se realitzarà amb targeta financera o amb el document d'autoliquidació de l'Ajuntament de Palma (NO efectiu).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;3. Modalitats de renovació:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:null"&gt;&lt;span style="background-color:null"&gt;A) Presencial:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:null"&gt;&lt;span style="background-color:null"&gt;Cal aquest tipus de renovació &lt;/span&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;quan s'hagi produït alguna variació&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; en la documentació de l'interessat: al DNI, permís de residència, passaport o permís de conduir; quan els documents que figuren a l'expedient estiguin caducats. O s'hagi produït canvi de domicili dins zona d' ORA o canvi de vehicle. O el titular o conductor del vehicle tenir pendents obligacions tributàries que es trobin en procés d'execució amb l'Ajuntament de Palma (ATIB). En aquests casos, s'envia al domicili dels residents un avís al qual, a més d'una informació general per a la renovació, es fa esment d'aquestes incidències o anomalies.També podran enviar la documentació justificativa per resoldre la incidència a l'adreça electrònica incidenciesora@palma.cat i se us enviarà el document de pagament per correu electrònic (una referència C60 perquè pugueu efectuar el pagament de la taxa telemàticament). Posteriorment, us enviarem el distintiu al vostre domicili en 30 dies hàbils (dies inhàbils: dissabte, diumenge i festius).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:null"&gt;&lt;span style="background-color:null"&gt;B) Per correspondència:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:null"&gt;&lt;span style="background-color:null"&gt;Poden realitzar aquest tipus de renovació els residents que han rebut al seu domicili l'avís corresponent &lt;/span&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;sense esmentar cap tipus d'incidència&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; i abonen la taxa en els terminis establerts emprant qualsevol de les formes de pagament esmentades a l'avís. El pagament de la taxa implica la sol·licitud de renovació en el dia en què es faci el pagament. En aquest cas, dins el termini de &lt;/span&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;30 dies hàbils&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; (dies inhàbils: dissabte, diumenge i festius) s'enviarà al domicili de l'interessat el distintiu de resident ORA per correu. Quan hagi passat aquest període de &lt;/span&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;30 dies&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; &lt;/span&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;hàbils&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; (dies inhàbils: dissabte, diumenge i festius) &lt;/span&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;podran sol·licitar un duplicat&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; a l'Oficina del SMAP, de 9.00 a 19.30 hores, de dilluns a divendres, i dissabtes de 9.00 a 14.00 hores (carrer Sant Joan de la Salle, 6). O també podran enviar un correu electrònic a renovacioora@palma.cat per gestionar un duplicat.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;4. Llocs de tramitació:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;ul&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Per als residents que &lt;/span&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;no tenen incidències&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt;:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;/ul&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;Exclusivament&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; a l'Oficina del SMAP, de 9.00 a 19.30 hores, de dilluns a divendres, i dissabtes de&amp;nbsp;9.00 a 14.00 hores (carrer Sant Joan de la Salle,&amp;nbsp;6) (Telèfon: 971 214 646), sense cita prèvia.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;ul&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Renovació &lt;/span&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;amb incidències&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; (presentació de documentació actualitzada):&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;/ul&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:null"&gt;&lt;strong&gt;&lt;span style="background-color:null"&gt;Exclusivament&lt;/span&gt;&lt;/strong&gt;&lt;span style="background-color:null"&gt; a l'Oficina ORA (edifici de la Policia Local a l'av. de Sant Ferran, dins l'OAC) de&amp;nbsp;dilluns&amp;nbsp;a divendres, de 8.30 a 13.30 hores (del 25-11-2024 fins al 31-01-2025). S'ha de&amp;nbsp;demanar&amp;nbsp;obligatòriament cita prèvia a la web www.palma.cat o www.mobipalma.mobi o al&amp;nbsp;telèfon 971225571. O també podran enviar la documentació justificativa per resoldre la&amp;nbsp;incidència a l'adreça electrònica&amp;nbsp;incidenciesora@palma.cat i se us&amp;nbsp;enviarà el document de pagament per correu&amp;nbsp;electrònic (una referència C60 perquè pugueu efectuar&amp;nbsp;el pagament de la&amp;nbsp;taxa telemàticament).&amp;nbsp;Posteriorment, us&amp;nbsp;enviarem el distintiu al vostre domicili en 30 dies hàbils&amp;nbsp;(dies inhàbils:&amp;nbsp;dissabte, diumenge i festius).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;5. La validesa dels distintius de residents corresponents a l'any 2024 queda prorrogada fins que acabi el termini per a la renovació establert al punt 1r i, si s'escau, el 16è dia hàbil a partir que es pagui.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;6. Publicar el contingut d'aquesta resolució al BOIB i al web municipal.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:null"&gt;&lt;span style="background-color:null"&gt;7.
