text/html 2024-10-18 ca CAIB ![CDATA[<p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="background-color:null">Fets</span></strong></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">Hi ha la necessitat de cobrir, pel sistema de promoció interna temporal, una plaça de substitució sense ocupar de la categoria de grup tècnic de la funció administrativa (A1) en el Departament de Qualitat, adscrita a la Gerència de l'Hospital Universitari Son Espases.</span></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="background-color:null">Fonaments de dret</span></strong></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">1. L'article 35.1 de la Llei 55/2003, de 16 de desembre, de l'estatut marc del personal estatutari dels serveis de salut determina que, per necessitats del servei i en els casos i amb els requisits que s'estableixin a aquest efecte a cada servei de salut, es pot oferir al personal estatutari fix l'acompliment temporal, i amb caràcter voluntari, de funcions corresponents a nomenaments d'una categoria del mateix nivell de titulació o d'un nivell superior, sempre que tengui la titulació corresponent. </span></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">2. El 28 de febrer de 2012 es va publicar en el BOIB núm. 31 el Pacte de 24 de febrer de 2012 pel qual es regulen els criteris generals de la promoció interna temporal del personal estatutari del Servei de Salut de les Illes Balears (corregit en el BOIB núm. 36, de 8 de març de 2012).</span></span></span></span></p> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">Per tot això, dict la següent</span></span></span></span></p> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px; text-align:center"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="background-color:null">RESOLUCIÓ</span></strong></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">1. Aprovar la convocatòria per cobrir, pel sistema de promoció interna temporal, una plaça de substitució nominal de la categoria de grup tècnic de la funció administrativa (A1), adscrita inicialment a la Gerència de l'Hospital Universitari Son Espases.</span></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">2. Aprovar les bases que regulen aquesta convocatòria, que figuren a l'annex 1, el model de sol·licitud (annex 2) i el barem de mèrits (annex 3).</span></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">3. La plaça que es convoca té assignades les funcions pròpies de la categoria i, a més, s'han d'acomplir les funcions següents:</span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">a) Ser la persona responsable de l'Hospital Universitari Son Espases de les normes de qualitat i seguretat per a la donació, l'obtenció, l'avaluació, el processament, la preservació, l'emmagatzematge i la distribució de cèl·lules i teixits humans per utilitzar-los en humans, així com l'obtenció i el trasplantament d'òrgans humans. Ha d'estar en col·laboració directa amb el coordinador de trasplantaments hospitalaris. Les seves funcions són tramitar amb la Direcció General de Recerca en Salut, Formació i Acreditació les autoritzacions sanitàries relacionades amb el trasplantament d'òrgans i teixits d'acord amb les normes de qualitat i seguretat per a la donació, l'obtenció, l'avaluació, el processament, la preservació, l'emmagatzematge i la distribució de cèl·lules i teixits humans per utilitzar-los en humans, així com l'obtenció i el trasplantament d'òrgans humans.</span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">b) Participar en els grups de millora de la pràctica clínica. Les seves funcions són donar suport tècnic des de la Unitat de Qualitat, impulsar la gestió per processos i fomentar pràctiques clíniques de valor.</span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">c) Col·laborar en el Programa d'Acreditació d'Unitats de Son Espases. Les seves funcions són avaluar la intensitat de col·laboració entre els professionals, oferir assessorament tècnic en l'organització de la unitat, identificar els processos clau, impulsar la gestió per processos, elaborar protocols, indicadors de qualitat i seguretat del pacient.</span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">d) Participar com a auditor en el Programa d'Acreditació Sanitària, coordinat amb la Direcció General de Recerca en Salut, Formació i Acreditació de la Conselleria de Salut. Les seves funcions són fer d'auditor/a intern/a o extern/a.</span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">e) Coordinar les enquestes de satisfacció i experiència dels professionals amb els serveis de suport hospitalari. Les seves funcions són dissenyar enquestes, analitzar dades i elaborar informes.</span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">f) Ser la persona de referència de comissions i comitès assistencials hospitalaris i interhospitalaris. N'ha de coordinar la creació, la posada en marxa i la difusió.</span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">g) Ser la persona de referència de les comissions hospitalàries. N'ha de coordinar la creació, la posada en marxa i la difusió.</span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">h) Dur a terme i coordinar l'avaluació de l'acompliment dels caps de servei o de secció.</span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">i) Encarregar-se de renovar l'autorització sanitària de funcionament del centre, que és un centre sanitari amb internament, i d'actualitzar-ne les modificacions.</span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">i) Encarregar-se de la gestió de la documentació (Intranet) de l'Hospital Universitari Son Espases.</span></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="background-color:null">Segona<span style="display:block; line-height:1.6; margin-bottom:0px; margin-top:0px; width:100%"> </span></span></strong></span></span></span><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="background-color:null">Característiques de la plaça</span></strong></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">1. Tipus de nomenament: a les persones seleccionades se'ls expedirà un nomenament de personal estatutari en la modalitat de promoció interna temporal de substitució d'una plaça de la categoria de grup tècnic de la funció administrativa (subgrup A1).</span></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">2. El règim jurídic durant el temps que la persona seleccionada ocupi la plaça serà el següent: </span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">a) Mantindrà la situació de servei actiu i amb reserva de plaça en la categoria d'origen. </span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">b) Percebrà les retribucions corresponents a les funcions que dugui a terme, llevat dels triennis i el complement de carrera professional, que seran els corresponents a la seva categoria d'origen.</span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">c) No suposarà la consolidació de cap dret de caràcter retributiu o en relació amb l'obtenció d'un altre nomenament, sense perjudici que es pugui considerar com a mèrit en els procediments selectius i de provisió.</span></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="background-color:null">Tercera<span style="display:block; line-height:1.6; margin-bottom:0px; margin-top:0px; width:100%"> </span></span></strong></span></span></span><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="background-color:null">Requisits per optar a la plaça</span></strong></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">1. Els sol·licitants han de complir els requisits següents:</span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">a) Tenir la condició de personal estatutari fix del Servei de Salut de les Illes Balears i prestar servei a l'Hospital Universitari Son Espases.</span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">b) En cas que la convocatòria es declari deserta perquè no s'hi hagi presentat ningú que compleixi els requisits, es preveu expressament que s'estengui al personal que compleixi els requisits de la resta de les gerències de la mateixa àrea de salut.</span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">c) Pertànyer a algun grup de classificació inferior o a una categoria o especialitat diferent del mateix grup que la plaça a la qual s'opta.</span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">d) Estar en la situació de servei actiu.</span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">e) Tenir la titulació oficial de grau, o bé una llicenciatura superior, arquitectura superior, o estar en condicions d'obtenir-la abans que venci el termini per presentar sol·licituds. En el cas de les titulacions obtingudes a l'estranger, s'ha d'acreditar que estan homologades pel ministeri corresponent.</span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">f) Acreditar el requisit de coneixements de català corresponent al nivell B2, mitjançant un certificat expedit per l'Escola Balear d'Administració Pública o per qualsevol dels expedits o reconeguts com a equivalents o homologats per l'òrgan competent en matèria de política lingüística de les Illes Balears que acrediti el nivell B2 de coneixements de català.</span></span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">g) Tenir la capacitat funcional necessària per executar les funcions que es derivin del nomenament corresponent. Aquest requisit s'ha d'acreditar abans de la presa de possessió.</span></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">2. Acreditació dels requisits</span></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">Aquests requisits s'han de complir el darrer dia del termini per presentar sol·licituds i s'han de mantenir durant tot el procés selectiu. Els aspirants els han d'acreditar de manera fefaent en el moment de presentar la sol·licitud, llevat del requisit que conté el punt </span><em><span style="background-color:null">f</span></em><span style="background-color:null"> de l'apartat anterior.</span></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="background-color:null">Quarta<span style="display:block; line-height:1.6; margin-bottom:0px; margin-top:0px; width:100%"> </span></span></strong></span></span></span><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong><span style="background-color:null">Presentació de sol·licituds</span></strong></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">1. Els interessats a participar en el procés de selecció per cobrir la plaça que s'ofereix han de presentar una sol·licitud segons el model que s'adjunta a l'annex 2.</span></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">2. El termini per presentar sol·licituds és de vint dies naturals comptadors a partir de l'endemà de la data de publicació d'aquesta Resolució en el </span><em><span style="background-color:null">Butlletí Oficial de les Illes Balears</span></em><span style="background-color:null">.</span></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">3. Les sol·licituds per participar en el procés selectiu s'han de presentar en el Registre de l'Hospital Universitari Son Espases o bé per qualsevol de les vies que estableix l'article 16.4 de la Llei 3/2015, d'1 d'octubre, del procediment administratiu comú de les administracions públiques.</span></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">4. S'ha d'adjuntar a la sol·licitud una còpia autèntica de tota la documentació que acrediti que es compleixen els requisits i els mèrits que s'al·leguen.</span></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">2. Quant a la titulació acadèmica que s'exigeix en aquesta convocatòria, s'ha de presentar l'original o una còpia autèntica de l'anvers i el revers del títol, o bé el justificant de pagament dels drets d'expedició del títol acompanyat d'un certificat de la institució educativa corresponent que acrediti que el títol encara no s'ha expedit.</span></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">3. La selecció, en cas de concurrència, es durà a terme pel sistema de concurs de mèrits de caràcter eliminatori en relació amb les funcions que s'han d'acomplir.</span></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">2. Cada part de la prova, tant la de tipus pràctic com la part teòrica (un test de trenta preguntes més dues de reserva), es puntuaran amb un valor màxim de 60 punts. En l'examen de tipus test, es puntuarà amb 2 punts cada resposta encertada i es descomptaran 0,50 punts per cada resposta incorrecta. Es valoren les titulacions universitàries addicionals a la que s'exigeix per accedir a la categoria, sempre que estiguin relacionades amb la categoria a la qual s'opta: 8 punts.</span></span></span></span></p> <p><span style="color:null"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:null">2.
