Termini de presentació de sol·licituds:</strong></span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">El termini de presentació de sol·licituds és de quinze dies hàbils comptadors des de l'endemà de la publicació d'aquesta convocatòria en el<em> Butlletí Oficial de les Illes Balears.</em></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Les sol·licituds de subvenció inclouran els annexos facilitats per l'Àrea de Serveis Socials, Educació, Participació Ciutadana i Joventut, a través de la pàgina web municipal (<strong>www.palma.cat</strong>), i per la documentació adjunta requerida.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Les sol·licituds de subvencions es dirigiran als Serveis Socials de l'Ajuntament de Palma i s'han de presentar de forma telemàtica, a través de la seu electrònica de l'ajuntament de Palma.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black"><strong>Sisè. Altres dades:</strong></span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>1)</strong> Les entitats interessades que compleixin amb els requisits determinats en aquesta Convocatòria podran presentar sol·licitud de subvenció.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>2)</strong> En aquesta Convocatòria haurem de diferenciar dos tipus de sol·licitud de subvenció. Aquestes són:</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">a) Sol·licituds de subvenció per quanties que no siguin superiors al 80% del cost total de l'activitat.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">b) Sol·licituds de subvenció superiors al 80% del cost total de l'activitat, especificant que compleixen els requisits contemplats a l'apartat 6 punt n).&nbsp;</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Les sol·licituds de subvenció inclouran els annexos facilitats per l'Àrea de Serveis Socials, Educació, Participació Ciutadana i Joventut,</span> a través de la pàgina web municipal (<strong>www.palma.cat</strong>),<span style="color:black"> i</span> per la documentació adjunta requerida. Així es presentarà:</span></span></p> <p style="margin-left:40px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">a) Sol·licitud de subvenció&nbsp; d'acord amb el model&nbsp; que consta&nbsp; com a annex I a la pàgina web de l'Ajuntament de Palma on figuraran les dades de l'entitat sol·licitant.</span></span></p> <p style="margin-left:40px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">b) Explicació detallada de l'activitat d'acord amb el model que consta com a annex II a la pàgina web de l'Ajuntament de Palma especificant els següents punts: dades de l'entitat sol·licitant, identificació de l'activitat, determinació de la mesura de l'activitat subvencionable a la que s'ajusta el seu contingut, objectius i activitats, metodologia / estratègia, població destinatària / àrea d'intervenció o altres aspectes de l'activitat, relacions i participació amb altres entitats, temporalització i cronograma, seguiment, avaluació i pressupost del activitat. En el pressupost, si és el cas, s'ha de fixar la quantia i percentatge de l'activitat subvencionada, o que es pretén que sigui subvencionada, per altres administracions i la quantia i percentatge de l'activitat subvencionada que es pretén que sigui subvencionat per l'Ajuntament de Palma. </span></span></p> <p style="margin-left:40px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">c) Declaració&nbsp; responsable d'acord amb el model que consta com a annex III a la pàgina web de l'Ajuntament de Palma amb el contingut següent:</span></span></p> <p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">-Vigència dels estatuts i dels càrrecs representatius de l'entitat, així com de les persones que són membres de la junta directiva de l'entitat sol·licitant.</span></span></p> <p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">-Disposició de l'estructura i capacitat suficient per garantir el compliment de l'activitat subvencionable.</span></span></p> <p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">-Estar al corrent d'obligacions tributàries i de seguretat social.</span></span></p> <p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">-No incórrer en cap de les circumstàncies previstes a l'article 10 de l'Ordenança Municipal de subvencions; de complir el contingut&nbsp; l'article 13 de la <span style="color:black">Llei 38/2003 i l'article 10</span><em> </em>del Decret legislatiu 2/2005. </span></span></p> <p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">-De complir&nbsp; el contingut de l'article 11 de la Llei 11/2016.</span></span></p> <p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">-De complir el contingut de l'article 57 de la Llei orgànica 8/2021, de 4 de juny.</span></span></p> <p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">-De trobar-se al corrent del compliment de les obligacions per reintegrament de les subvencions.</span></span></p> <p style="margin-left:40px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">d) Declaració responsable d'acord amb el model que consta com a annex IV a la pàgina web de l'Ajuntament de Palma, d'altres subvencions sol·licitades pendents de resolució i/o obtingudes per al mateix concepte. En el cas d'haver-se obtingut subvencions per a la activitat que es presenta en la sol·licitud de subvenció, s'haurà de presentar còpia de la notificació de la resolució de concessió o document acreditatiu de la mateixa.&nbsp; </span></span></p> <p style="margin-left:40px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">e) Sol·licitud de transferència&nbsp; bancària per a pagaments de Tresoreria, d'acord amb el model que consta com a annex V a la pàgina web de l'Ajuntament de Palma, en el cas de no estar de alta en l'Ajuntament de Palma o si hi ha canvis respecte a les dades facilitades amb anterioritat. </span></span></p> <p style="margin-left:40px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">f) Còpia dels estatuts vigents de l'entitat sol·licitant.</span></span></p> <p style="margin-left:40px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">g) Còpia del DNI del representant de l'entitat i documentació que acrediti aquesta facultat de representació.</span></span></p> <p style="margin-left:40px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">h) Còpia de la Targeta d'Identificació&nbsp; Fiscal (CIF) de l'entitat sol·licitant. </span></span></p> <p style="margin-left:40px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">i) Declaració responsable d'acord amb el model que consta com a annex VI a la pàgina web de l'Ajuntament de Palma, si s'escau, de no disposar de recursos suficients per a finançar transitòriament l'activitat (en cas de sol·licitar bestreta del 50%).</span></span></p> <p style="margin-left:40px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">j) Les sol·licituds de subvenció superiors al 80% del cost total de l'activitat hauran d'acreditar, a més, el compliment dels requisits específics per a aquest tipus de sol·licitud, mitjançant:</span></span></p> <p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">-Certificació actualitzada o documentació acreditativa de la Seguretat Social on s'especifiqui que l'entitat, en els tres darrers anys anteriors a la presentació de la sol·licitud de subvenció, ha tingut, en cadascú dels mateixos, un nombre de treballadors inferior a 10. </span></span></p> <p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">-Declaració&nbsp;jurada de que l'activitat presentada compleix aquest requisit de concessió de beques, ajudes econòmiques o&nbsp;&nbsp; en espècie destinades a la cobertura de necessitats bàsiques i /o d'habitatge de les persones beneficiàries. </span></span></p> <p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">-En l'annex de declaració expressa pertinent i preparat per a tal efecte, hauran d'acreditar que no tenen altres subvencions sol·licitades pendents de resolució i/o obtingudes per al mateix concepte que juntament amb la subvenció proposada per aquesta Convocatòria superi el 100% del cost total de l'activitat.</span></span></p> <p style="margin-left:40px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">k) Els certificats acreditatius del compliment de les obligacions tributàries i en matèria de seguretat social de conformitat amb el que disposa l'article 22.4 de RD 887/2006, de 21 de juliol,&nbsp; en el cas que l'entitat s'oposi expressament en el model de sol·licitud de subvenció a què l'Ajuntament de Palma pugui consultar aquestes dades.</span></span></p> <p style="margin-left:40px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">L'entitat sol·licitant no haurà de presentar la documentació a la que fa referència les lletres E); F); G) i H) sempre que aquesta documentació ja s'hagi presentat en convocatòries anteriors i consti en els arxius de Serveis Socials. S'haurà de fer constar en la sol·licitud presentada que el contingut de la documentació no ha variat i continua vigent, amb indicació de l'expedient on es va incorporar.</span></span></span>​​​​​​​</p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>3)</strong> Per les activitats subvencionables enquadrades en els eixos 1, 2 i 3 del Pla estratègic de subvencions de Serveis Socials 2022-2024:</span></span></p> <p style="margin-left:40px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">- El cost màxim subvencionable per activitat i mesura serà el serà el següent</span></span></span></p> <p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Mesura 1.1: màxim 20.000 €.</span></span></span></p> <p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Mesura 1.2: màxim 15.000 €.</span></span></span></p> <p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Mesura 2.1: màxim 20.000 €.</span></span></span></p> <p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Mesura 2.2: màxim 20.000 €.</span></span></span></p> <p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Mesura 2.3: màxim 15.000 €.</span></span></span></p> <p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Mesura 3.1: màxim 10.000 €.</span></span></span></p> <p style="margin-left:40px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- S'han de presentar tants models de sol·licitud de subvenció com activitats es presentin.</span></span></p> <p style="margin-left:40px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">-En cap cas, les entitats sol·licitants podran procedir a fraccionar una mateixa activitat en diferents sol·licituds.</span></span></p> <p style="margin-left:40px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">-Cada entitat podrà presentar un màxim de 3 sol·licituds de subvenció per aquesta Convocatòria. </span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>4)</strong> Amb caràcter general, es tramitarà el pagament de la subvenció concedida a la beneficiària una vegada s'hagi aprovat l'Acord de Junta de Govern declari justificada l'activitat subvencionada.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">En tot cas, el compte justificatiu haurà de ser ajustat e idoni per a la consecució de l'activitat, segons els termes fixats en la sol·licitud inicialment presentada. Si l'import justificat resulta inferior a l'import total de l'activitat aprovada que va servir de base a la concessió de la subvenció, es procedirà a reduir de forma proporcional l'import a pagar o, si n'es el cas i es considera que no s'han assolit els objectius essencials, a revocar la subvenció concedida i a tramitar el corresponent reintegrament de les quantitats que s'haguessin percebut de forma anticipada.&nbsp; </span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">De forma excepcional, per raons d'interès públic i de conformitat amb l'article 41.3 de l'Ordenança de subvencions, el servei de Benestar Social tramitarà, sempre que hagi estat sol·licitat per la beneficiària, l'abonament d' una part de la subvenció per anticipat i abans de l'Acord de Junta de Govern que declari justificada la subvenció. Així:</span></span></p> <ol> <li> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">En l'Acord&nbsp;de Junta de Govern de concessió definitiva de les&nbsp; subvencions presentades dintre de la Convocatòria s'inclourà igualment un punt relatiu als pagaments de les bestretes del 50% de la quantia concedida, sense que en cap cas l'import avançat pugui excedir de 18.000,00 €.</span></span></p> </li> <li> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Una vegada presentat&nbsp;el compte justificatiu per les entitats es procedirà a aprovar per Junta de Govern Local el pagament dels imports restants de les subvencions concedides.</span></span></p> </li> </ol> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">El pagament de les subvencions està condicionat a que l'entitat beneficiària estigui al corrent en el compliment de les seves obligacions tributàries i amb la Seguretat Social i que s'emeti certificat negatiu de deutes de recaptació municipal.
