    <env:contingut rdf:parseType="Literal">![CDATA[&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Es fa públic que en data 28 de juny de 2023, el president del Consell Insular d'Eivissa va dictar el següent decret:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;“Després de les eleccions del passat dia 28 de maig de 2023, d'acord amb allò previst a l'article 64.5 de l'Estatut d'autonomia de les Illes Balears (segons la redacció donada per la Llei orgànica 1/2007, de 28 de febrer, que el va reformar; en endavant EAIB) i els articles 16 i 20 de la Llei 4/2022, de 28 de juny, de consells insulars (LCI), el dia 23 de juny de 2023 es va constituir el Consell Insular d'Eivissa i va prendre possessió del seu càrrec el seu president, el qual ha disposat l'estructura del govern d'aquesta institució, amb la creació dels diferents departaments.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;L'article 63.1 de l'EAIB preveu que un dels òrgans necessaris dels consells insulars és el Consell Executiu, integrat, segons l'article 67 de l'esmentada norma pel president, els vicepresidents, si escau, i els consellers executius de cada Departament.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Per raons organitzatives i d'administració, aquesta Presidència exercirà també la titularitat del Departament de Promoció Turística i Medi Rural i Marí.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;L'article 66.2 de l'EAIB preveu que el president del Consell Insular designa i separa lliurement la resta dels membres del Consell Executiu.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Per la seua banda, l'article 21.1 d de la LCI estableix que correspon al president nomenar i separar lliurement els membres del consell executiu, i l'article 24.3 estableix que el vicepresident o vicepresidents són nomenats i separats lliurement pel president entre els membres del consell executiu que reuneixen la condició de consellers electes.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Segons l'article 26.2 de la LCI el consell executiu està integrat pel president, el vicepresident o vicepresidents i els consellers executius, que poden tenir la condició d'electes o no. I l'apartat 4 d'aquest mateix article preveu que el president assigna la secretaria del consell executiu a un dels seus membres o al secretari general del consell insular. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;L'article 30.1 de la LCI estableix que els consellers executius són els òrgans jeràrquicament superiors en els departaments de l'administració insular dels quals són titulars.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Vistos els articles 16, apartats 2 i 3, i 63 del Reglament orgànic d'aquesta Institució, aquesta Presidència, en ús de les facultats que té conferides&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;strong&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;DISPOSA&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;&lt;strong&gt;PRIMER.&lt;/strong&gt; Nomenar les persones que es detallen a continuació (totes elles, membres electes) per als càrrecs que se'ls assignen seguidament:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;ul&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Sr. Mariano Juan Colomar, vicepresident primer i conseller executiu del Departament de Territori, Ordenació Turística, Mobilitat, Infraestructures Viàries i Lluita contra l'Intrusisme.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Sra. Sara Ramón Roselló, vicepresidenta segona i consellera executiva del Departament de Cultura, Educació i Patrimoni.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Sr. Salvador Losa Marí, conseller executiu del Departament de Presidència, Hisenda, Gestió Econòmica i Esports.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Sra. Maria Fajarnés Costa, consellera executiva del Departament de Promoció Econòmica, Cooperació Municipal i Recursos Humans.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Sra. Marilina Ribas Cardona, consellera executiva del Departament de Joventut, Participació Ciutadana i del Parc Insular de Serveis de “Sa Coma”.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Sr. Ignacio José Andrés Roselló, conseller executiu del Departament de Gestió Ambiental, Sostenibilitat, Innovació i Transparència.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Sra. Carolina Escandell Ferrer, consellera executiva del Departament de Benestar Social, Família i Igualtat.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;Altrament, aquesta Presidència, a més de les funcions inherents al càrrec, exercirà també, la titularitat del Departament de Promoció Turística i Medi Rural i Marí.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;&lt;strong&gt;SEGON.&amp;nbsp;&lt;/strong&gt;Actuarà com a portaveu del Consell Executiu el vicepresident primer i conseller executiu del Departament de Territori, Ordenació Turística, Mobilitat, Infraestructures Viàries i Lluita contra l'Intrusisme, Sr. Mariano Juan Colomar, i com a portaveu adjunt, el conseller executiu del Departament de Presidència, Hisenda, Gestió Econòmica i Esports, Sr. Salvador Losa Marí.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;&lt;strong&gt;TERCER.&lt;/strong&gt; Assignar la secretaria del Consell Executiu a la Secretaria General del Consell Insular d'Eivissa. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;&lt;strong&gt;QUART.&lt;/strong&gt; Publicar aquest Decret en el Butlletí Oficial de les Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;&lt;strong&gt;CINQUÈ. &lt;/strong&gt;Publicar el contingut d'aquesta resolució en la Seu electrònica del Consell Insular d'Eivissa&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;&lt;strong&gt;SISÈ.&lt;/strong&gt; Queden derogades totes les disposicions de rang igual o inferior que s'oposin al que estableix aquest decret.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;&lt;strong&gt;SETÈ.&lt;/strong&gt; Establir que els efectes econòmics dels nomenaments esmentats a l'apartat primer produiran efectes econòmics una vegada el Ple de la Corporació hagi aprovat el règim de dedicacions exclusives a què es refereix l'article 75 de la Llei 7/1985, de 2 d'abril, reguladora de les bases del règim local.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:null"&gt;&lt;strong&gt;VUITÈ.&lt;/strong&gt; Donar-ne compte al Ple en la primera sessió que se celebri.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
