&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;1. Mitjançant l'Acord del Consell d'Administració de l'Institut Balear d'Infraestructures i Serveis Educatius (IBISEC) de 25 de maig de 2022 es va aprovar l'oferta pública d'estabilització per l'any 2022 corresponent al personal laboral d'aquest ens públic. (BOIB núm. 69 de 28 de maig)&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;2. Mitjançant l'Acord del Consell d'Administració de l'Institut Balear d'Infraestructures i Serveis Educatius (IBISEC) de 16 de desembre de 2022 es va aprovar la convocatòria del procés excepcional d'estabilització per concurs extraordinari de mèrits per cobrir 15 places de personal laboral fix dels grups professionals A, B, C, D i E a l'IBISEC. (BOIB núm. 167, de 24 de desembre)&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;D'acord amb la base 19.2 d'aquesta convocatòria sobre nomenament dels membres dels tribunals, el conseller d'Educació i Formació Professional ha de nomenar els tribunals encarregats de la selecció, els quals tenen la consideració d'òrgans dependents de la seva autoritat.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;I de conformitat amb l'apartat 1 de l'article 13 del Decret 27/1994 d'11 de març, el nomenament dels membres dels tribunals s'ha de publicar en el &lt;em&gt;Butlletí Oficial de les Illes Balears &lt;/em&gt;i Seu Electrònica de l'Administració de la Comunitat Autònoma de les Illes Balears (pàgina web de l'IBISEC) un cop finalitzat el període de presentació d'instàncies.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Endemés, d'acord amb la base 19.1. sobre la composició dels òrgans de selecció els tribunals han d'estar constituïts, com a mínim, per tres membres titulars, amb el mateix nombre de suplents. S'ha de constituir un tribunal per cada grup del prevists en l'article 27.3 del Conveni col·lectiu.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Tots els membres dels tribunals han de posseir una titulació acadèmica d'igual o de superior nivell que l'exigit als aspirants per a l'ingrés. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Així mateix, a la base 19.1.3 estableix que la determinació de la composició dels tribunals s'ha de dur a terme d'acord amb les normes següents:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;a) El president/a i el secretari/a seran designats lliurement pel Conseller d'Educació i Formació Professional.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;b) Els vocals han de ser nomenats entre el personal laboral en situació de servei actiu a l' Institut Balear d'Infraestructures i Serveis Educatius. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;La composició dels òrgans de selecció s'ha d'ajustar, llevat de raons fonamentades i objectives, degudament motivades, al criteri de paritat entre homes i dones, amb capacitació, competència i preparació adequades. S'entén per representació equilibrada la presència de dones i homes de manera que cap sexe no superi el 60% del conjunt de persones a què es refereix ni sigui inferior al 40%.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Per tot això, tal com consta al punt 9 de Acord del Consell d'Administració de l'Institut Balear d'Infraestructures i Serveis Educatius (IBISEC) de dia 16 de desembre de 2022 pel qual s'aprova la convocatòria del procés excepcional d'estabilització per concurs extraordinari de mèrits per cobrir 15 places de personal laboral fix dels grups professionals A, B, C, D i E a l'IBISEC (BOIB núm. 167, de 24 de desembre) &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;9. Facultar al gerent de l'IBISEC per a que realitzi els tràmits d'impuls i instrucció dels processos corresponents, conforme allò que determina l'article 8.2 lletra s dels Estatuts de l'IBISEC&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:#000000; font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;dict la següent&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;Resolució&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;1. Designar els Tribunals Qualificadors d'aquest procés selectiu, els quals estan constituïts pels membres que figuren en l'annex d'aquesta Resolució.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;2. Publicar aquesta Resolució en el &lt;em&gt;Butlletí Oficial de les Illes Balears &lt;/em&gt;i a la pàgina web de l'IBISEC)&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;Interposició de recursos&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Contra aquest Acord, que posa fi a la via administrativa, es pot interposar un recurs potestatiu de reposició davant el Consell d'Administració de l'IBISEC en el termini d'un mes, comptador des de l'endemà de la publicació, d'acord amb els articles 57 de la Llei 3/2003, de 26 de març, de règim jurídic de l'Administració de la Comunitat Autònoma de les Illes Balears, i l'article 123 de la Llei 39/2015, d'1 d'octubre, del procediment comú de les administracions públiques.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;També es pot interposar un recurs contenciós administratiu davant la Sala Contenciosa Administrativa del Tribunal Superior de Justícia de les Illes Balears en el termini de dos mesos, comptadors des de l'endemà de la publicació, d'acord amb els articles 8.2 i 46.1 de la Llei 29/1998, de 13 de juliol, reguladora de la jurisdicció contenciosa administrativa sens perjudici que la persona interessada pugui interposar qualsevol altre que consideri procedent.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
