&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Es publica a continuació el text definitiu de les Bases específiques reguladores del procés selectiu d'una plaça d'Ordenança, Règim laboral, subgrup AP, mitjançant sistema de concurs de mèrits, corresponent a l'oferta pública d'estabilització de l'ocupació temporal.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;span style="color:null"&gt;&lt;strong&gt;BASES ESPECÍFIQUES REGULADORES DEL PROCÉS SELECTIU D'UNA PLAÇA D'ORDENANÇA, RÈGIM LABORAL, SUBGRUP AP, MITJANÇANT SISTEMA DE CONCURS DE MÈRITS, CORRESPONENT A L'OFERTA PÚBLICA D'ESTABILITZACIÓ DE L'OCUPACIÓ TEMPORAL.&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="line-height:115%"&gt;Base 1a. Objecte i justificació&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;L'objecte d'aquesta convocatòria és la selecció mitjançant sistema de concurs de mèrits d'una plaça d'Ordenança classificada a la plantilla de personal de l'Ajuntament com: Règim laboral, Subgrup AP.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Aquestes places es troben subjectes al procés excepcional d'estabilització regulat per la Llei 20/2021, de 28 de desembre, de mesures urgents per a la reducció de la temporalitat i resten incloses a l'oferta per a l'estabilització de l'ocupació temporal de l'Ajuntament de Sant Josep de sa Talaia aprovada Resolució d'Alcaldia núm. 2022-1728 de 25.05.2022 i publicada al BOIB núm. 69 de data 28.05.2022.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Aquesta convocatòria es regeix per les presents bases específiques i per les bases generals reguladores dels processos selectius del personal funcionari de carrera i laboral fix publicades al BOIB i al tauler d'anuncis de la seu electrònica de l'Ajuntament.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;La present convocatòria s'ajusta a allò disposat a la normativa vigent en matèria de Funció Pública. I en concret al Reial Decret Legislatiu 5/2015, de 30 d'octubre, pel qual s'aprova el Text refós de l'Estatut Bàsic de l'Empleat Públic, a la Llei 7/1985, de 2 d'abril, reguladora de les bases del règim local, a la Llei 3/2007, de 27 de març de la funció pública de les Illes Balears, al Decret Llei 6/2022, de 13 de juny, de noves mesures urgents per reduir la temporalitat en la ocupació pública de les Illes Balears i la resta de normativa d'aplicació.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;Característiques de les places: &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;ul&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;Denominació: Ordenança&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;Nombre de places: 1&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;

	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;Subgrup: AP&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;Jornada adaptada als horaris d'obertura dels equipaments, pot suposar treballar en jornada partida d'acord amb allò establert a la RLT&amp;nbsp; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;Funcions generals: &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Assumeix les funcions de consergeria, control de l'accés de persones als diferents edificis municipals obrint i tancant les instal·lacions d'acord amb els horaris establerts, desenvolupa funcions de vigilància i custòdia d'equipaments; realitza petits treballs de manteniment general i neteja bàsica dels serveis, equipaments i instal·lacions municipals. Prepara, reparteix i entrega, personalment, les notificacions derivades del procediment administratiu comú, amb els requisits exigits per la legislació vigent, comunicant a la dependència de la que parteix la comunicació els errors o incidències que es puguin derivar en l'acte de la notificació en relació amb el nom, cognoms, raó social, domicili, etc. que consti en el document a notificar; prepara i distribueix material publicitari i altres documents i materials de l'Ajuntament; carrega i descarrega caixes i paquets; porta a terme tasques simples d'oficina com el franqueig i tancament de correspondència, emplena&amp;nbsp; formularis així com altres tasques bàsiques d'oficina; rep trucades telefòniques i atén i informa als ciutadans,&amp;nbsp; així com aquelles altres tasques de caràcter similar que li siguin assignades pels seus superiors.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="line-height:115%"&gt;Base 2a. Requisits dels i de les aspirants&lt;/span&gt; &lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;2.1. Per poder prendre part en el procés les persones aspirants hauran de complir, en la data de finalització del termini de presentació de sol·licituds, i durant el desenvolupament del procés selectiu, els requisits generals definits a la base 5a de les bases generals. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;2.2. Així mateix els i les aspirants hauran de complir, en la data de finalització del termini de presentació de sol·licituds, i durant el desenvolupament del procés selectiu, els següents requisits específics.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;a. No es requereix cap titulació específica. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;b. Acreditar coneixements de català equivalents al nivell B1 d'acord amb el que disposa el Decret 11/2017, de 24 de març, d'exigència del coneixement de la llengua catalana en els procediments d'accés a la funció pública i per ocupar llocs de treball de la Comunitat Autònoma de les Illes Balears. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;Resten exemptes de fer la prova aquelles persones candidates que compleixin amb algun dels supòsits definits a la base 5.1.g) de les bases generals.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;c. Tenir coneixements superiors de llengua castellana tant en l'expressió oral com en l'escrita. A les persones aspirants que no tinguin la nacionalitat espanyola o aquelles que no comptin amb els coneixements suficients de llengua castellana oral i escrita se'ls hi podrà exigir la superació d'una prova de coneixements. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;d. Haver complert amb el pagament de la taxa per a la participació en els processos selectius.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;e. Estar en possessió del permís de conduir B.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;span style="line-height:115%"&gt;Base 3a. Presentació de sol·licituds&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;3.1. Les persones interessades en prendre part en el procés selectiu hauran de presentar una instància, d'acord amb allò definit a la base 6a de les bases generals.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;El termini per a la presentació de sol·licituds serà de 20 dies hàbils a partir del següent al de la publicació de l'anunci de la convocatòria al BOE.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;3.2. Juntament amb la instància les persones interessades en prendre part en el procés hauran de presentar una declaració responsable d'acord amb el model facilitat a l'annex I de les bases&amp;nbsp; i un llistat ordenat de mèrits a tenir en compte en el concurs d'acord amb el model facilitat a l'annex II de les bases.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Base 4a. Admissió d'aspirants&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Un cop finalitzat el termini de presentació d'instàncies l'òrgan competent dictarà resolució declarant aprovada la llista de persones admeses i excloses en el procés selectiu d'acord amb la forma i procediment definida a la base 7a de les bases generals.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Base 5a. Tribunal Qualificador&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;La composició i funcionament del tribunal s'ajustarà en tot moment a la normativa vigent i a les disposicions establertes a la base 8a de les bases generals.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Base 6a. Procés selectiu&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;6.1. El sistema selectiu serà el de concurs de mèrits.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;6.2. El tribunal podrà determinar que les persones aspirants que no hagin pogut acreditar el coneixement de castellà hagin de superar una prova de nivell de castellà, obligatòria i eliminatòria, que tindrà per objectiu comprovar que les persones aspirants posseeixen un nivell adient de comprensió i expressió oral i escrita d'aquesta llengua, en tot cas ajustat al contingut funcional del lloc de treball a desenvolupar. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;Si es realitzés, la prova de llengua castellana es qualificaria com a apte o no apte essent, per tant, de caràcter eliminatori i suposarà l'exclusió del procés selectiu el fet de no superar-la. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;6.3. El sistema de selecció serà el de concurs de mèrits. La puntuació final serà el resultat de la suma de les puntuacions obtingudes en la valoració dels mèrits. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;6.4. La puntuació màxima a assolir serà de 100 punts els quals es distribuiran d'acord amb allò establert a la base 3.6 de les bases generals. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;Mèrits professionals. Fins a 45 punts. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;Es valorarà d'acord amb el barem de mèrits definit a l'article 4 del Decret Llei 6/2022, de concurs de mèrits, per a places de personal laboral, segons allò disposat a la Disposició Addicional 7ª, el qual queda recollit a l'annex II de les bases generals. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;Altres mèrits. Fins a 55 punts. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;Es valorarà d'acord amb el barem de mèrits establert a la Disposició Addicional vuitena del Decret Llei 6/2022, relativa al barem de mèrits comú altres mèrits dels processos de concurs per a places de personal funcionari i de personal laboral de qualsevol administració de les Illes Balears, el qual queda recollit a la base 3.6 de les bases generals”.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="line-height:115%"&gt;Base 7a. Puntuació final i criteris de desempat&lt;/span&gt; &lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;En cas que l'empat persisteixi aquest es resoldrà atenent als criteris definits a la base 11a de les bases generals.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="line-height:115%"&gt;Base 8a. Contractació&lt;/span&gt;&amp;nbsp; &lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Una vegada finalitzat el procés selectiu es publicarà a la seu electrònica el llistat de puntuacions obtingudes i s'efectuarà la proposta de contractació d'acord amb allò establert a la base 12a de les bases generals.&amp;nbsp;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="line-height:115%"&gt;Base 9a. Creació i funcionament de les borses de treball&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Amb aquelles persones aspirants que no hagin superat el procés selectiu, i que no tinguin la possibilitat de participar en el procés d'estabilització pel sistema de concurs – oposició, per no haver-hi places del mateix cos, escala, subescala, classe, especialitat o categoria professional, convocades per sistema de concurs – oposició, i que hagin obtingut més de 10 punts, es crearà una borsa de treball. El funcionament de la borsa de treball s'ajustarà a allò regulat a la base 13a de les bases generals.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="line-height:115%"&gt;Base 10a. Presentació de documents&lt;/span&gt; &lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;Les persones aspirants que siguin cridades i donin la seva conformitat a la seva contractació hauran de presentar a recursos humans, en el termini màxim de vint dies hàbils comptats a partir del dia en què manifestin la conformitat, els documents originals exigits a la base 2a de les presents bases específiques per al seu acarament, així com tots aquells documents relacionats a la base 6a i 14a de les bases generals.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;strong&gt;&lt;span style="line-height:115%"&gt;Base 11a. Període de prova&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:&amp;quot;Times New Roman&amp;quot;,Times,serif"&gt;11.1. Formarà part del procés selectiu la superació d'un període de prova&amp;nbsp; amb caràcter eliminatori. A tal efecte l'Ajuntament designarà un tutor o tutora que serà la persona responsable de supervisar el treball de l'aspirant. A la finalització del període de prova, el tutor o tutora elevarà al tribunal qualificador un informe valorant si la persona aspirant l'ha superat correctament. En cas contrari seran declarats no aptes per resolució motivada de l'Alcaldia amb tràmit d'audiència previ, i perdran en conseqüència tots els drets a la contractació.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;11.2. La durada del període de prova serà de 1 mes.&amp;nbsp; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;11.3. En el cas que la persona aspirant hagi ocupat durant un termini superior a l'establert com a període de prova una plaça equivalent a la de l'objecte de la convocatòria a l'Ajuntament de Sant Josep de Sa Talaia aquest, es donarà per superat. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;11.4. Durant el període de prova el personal haurà d'assistir als cursos de formació que l'Ajuntament pugui organitzar.&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="color:null"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:107%"&gt;11.5. Els i les aspirants que hagin superat aquest període seran contractats amb caràcter indefinit.
