2022-12-08 390 CAIB 52065 ![CDATA[<p><span style="display:none">&nbsp;</span><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">La Junta de Govern Local de l’Ajuntament de Sineu, en sessió celebrada en data 24 de novembre de 2022 va aprobar les següents bases i la convocatòria de subvencions que es transcriu a continuació:&nbsp;&nbsp;</span></span></p> <p style="text-align:center"><strong><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">BASES REGULADORES DE LA CONVOCATÒRIA DE SUBVENCIONS ADREÇADES A ASSOCIACIONS SOCIOCULTURALS PER AL DESENVOLUPAMENT D’ACTIVITATS I PROGRAMES DE PROMOCIÓ́ I ANIMACIÓ́ SOCIOCULTURAL DE SINEU, ANY 2022.</span></span></strong></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">La Llei orgànica 1/2002, de 22 de març, que regula el dret d’associació reconeix, en l’exposició de motius, la importància del fenomen associatiu, com a instrument d’integració en la societat. És evident que les associacions exerceixen un paper fonamental en els diversos àmbits de l’activitat social.&nbsp;</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">La Llei 38/2003, de 17 de novembre, general de subvencions, estableix que les subvencions són una tècnica de foment de determinats comportaments d’interès general i fins i tot un procediment de col·laboració entre l’Administració Pública i els particulars per a la gestió d’activitats d’interès públic.&nbsp;</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">Així mateix, l’Ajuntament de Sineu va aprovar una Ordenança reguladora de la concessió de subvencions de l’Ajuntament de Sineu (BOIB núm. 150 de 6/10/2007), que regula el règim jurídic general de la concessió de subvencions per part de l’Ajuntament de Sineu i la definició del conjunt de condicions, requisits i procediments a seguir per a la sol·licitud, concessió, justificació, cobrament i, si escau, el reintegrament de les quantitats no justificades.</span></span></span></p> <p><strong><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">PRIMERA.- OBJECTE I FINALITAT&nbsp;</span></span></strong></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">1.1 L’objecte d’aquesta convocatòria és fixar les condicions que regulen la concessió de subvencions per tal de donar suport a les associacions en el desenvolupament d’activitats i programes de promoció i animació sociocultural amb la finalitat de dinamitzar la vida cultural, estimular i promoure l’associacionisme, i la participació social en l’àmbit comunitari.&nbsp;</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">1.2 La present convocatòria pretén contribuir en el finançament de les despeses següents:&nbsp;</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">ACTIVITATS SOCIOCULTURALS realitzades en el municipi de Sineu pel període compres entre el 1 d’octubre de 2021 i el 30 de setembre de 2022, ambdós inclosos.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">Bloc I: Activitats relacionades amb la salut (activitats de gimnàstica, ioga, taixí, pilates, relaxació, expressió corporal i psicomotricitat, activitats d'estimulació de la memòria)&nbsp;</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">Bloc II: Tallers Intergeneracionals&nbsp;</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">Bloc III: Formació (conferències de contingut divers, cursos d’idiomes)</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">Bloc IV: Oci i temps lliure (activitats de dibuix, manualitats i altres activitats d’oci i temps lliure)&nbsp;</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">Bloc V: Cultura (pintura, fotografia, corals, teatre, aprenentatge musical, concerts musicals, clubs de lectura, edició́ i publicació́ de revistes pròpies, cinema, ràdio...) i Festes Populars (carrosses, passa carrers,&nbsp; animació, ballades populars...)</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">Bloc VI: Activitats, d’iniciativa solidària o de conscienciació de problemàtiques socials i que per tant tenen per objecte la prevenció o intervenció per a la millora del benestar de la ciutadania (activitats relacionades en el tema d’igualtat d’oportunitats, gènere, drogodependències, menors, persones majors...). Activitats realitzades i adreçades a la comunitat de Sineu.</span></span></span></p> <p><strong><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">SEGONA.- BENEFICIARIS&nbsp;</span></span></strong></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">2.1. Poden accedir a la condició de beneficiaris de les subvencions les associacions sense ànim de lucre, que tinguin per objecte el desenvolupament d’activitats i programes de promoció i animació sociocultural, que han d’exercir el programa que en fonamenta l’atorgament o que estan en una situació que en legitima la concessió, i que reuneixin els següents requisits:&nbsp;</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">a) Estar legalment constituïda i adaptada a la Llei Orgànica 1/2002, de 22 de març, reguladora del dret d'associació.&nbsp;</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">b) Estar inscrita en el Registre d’Entitats Jurídiques del Govern de les Illes Balears i/o en altres registres d’administracions públiques, quan correspongui, en data anterior a </span><span style="background-color:#ffffff; color:#000000">31 d’octubre de 2021.&nbsp;</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">c) Tenir el domicili o àmbit territorial d’actuació de les activitats al municipi de Sineu.&nbsp;</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">d) Tenir capacitat jurídica i d’obrar.&nbsp;</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">2.2 No poden obtenir la condició de beneficiaris les entitats en què es dóna alguna de les circumstàncies següents:&nbsp;</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">a) Les entitats associatives amb finalitat lucrativa, comercial, mercantil o similar, els col·legis professionals i les associacions professionals i les cooperatives.&nbsp;&nbsp;</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">b) Les entitats en les quals concorri alguna de les prohibicions establertes a l’article 13 de la Llei 38/2003 de 17 de novembre, general de subvencions.&nbsp;</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">c) Aquelles associacions que fomentin activitats en perjudici de les llengües oficials de la Comunitat Autònoma de les Illes Balears, el català i el castellà.</span></span></span></p> <p><strong><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">TERCERA.- IMPORT MÀXIM QUE ES DESTINA A LES SUBVENCIONS I ELS CRÈDITS PRESSUPOSTARIS ALS QUALS S’IMPUTA&nbsp;</span></span></strong></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">L’import màxim d’aquesta convocatòria és de 13.000’00 euros que es finançarà amb càrrec a la partida pressupostària 334 48000 de l’Ajuntament de Sineu per a l’any 2022.&nbsp;</span></span></span></p> <p><strong><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">QUARTA. PRESENTACIÓ DE LES SOL·LICITUDS&nbsp;</span></span></strong></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">4.1. Les sol·licituds de subvenció es formalitzaran mitjançant sol·licitud, segons el model normalitzat que figura com a annex I d’aquesta convocatòria. En qualsevol cas, les sol·licituds han de contenir totes les dades necessàries per identificar l’entitat i el seu representant legal.&nbsp;</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">4.2 Les sol·licituds s’han de presentar al registre de l’Ajuntament de Sineu (c. Sant Francesc, 10, 07510 Sineu). Així mateix, també es poden presentar en els llocs establerts a l’article 16 de la Llei 39/2015, de 1 d’octubre, de procediment administratiu comú de les administracions públiques (en endavant LPA).</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">4.3 El termini per a la presentació de les sol·licituds finalitza dia<span style="background-color:transparent; color:#ce181e"> </span>20 de desembre de 2022. Les sol·licituds presentades fora del termini esmentat en el paràgraf anterior no seran admeses en la present convocatòria.&nbsp;</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">Si la sol·licitud no reuneix les dades d’identificació, tant de la subvenció sol·licitada com de la persona sol·licitant, o alguns dels requisits prevists a l'article 66 de la LPA, s’ha de requerir l'entitat sol·licitant d'acord amb el que estableix l'article 68 de l'esmentada Llei perquè, en un termini no superior a cinc dies, esmeni la falta o acompanyi els documents preceptius amb indicació que, si així no ho fa, es tindrà per desistida la petició, prèvia resolució expressa.&nbsp;</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">Juntament amb la sol·licitud s’haurà de presentar la documentació de la base cinquena d’aquesta convocatòria.&nbsp;</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">4.4 Les bases que regeixen aquesta convocatòria de subvencions han estat publicades. Per tant, l’Ajuntament de Sineu no té l’obligació d’informar-ne a les associacions que puguin optar-hi.&nbsp;</span></span></span></p> <p><strong><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">CINQUENA.- DOCUMENTACIÓ QUE S’HA DE PRESENTAR&nbsp;</span></span></strong></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">Les sol·licituds de subvenció s’acompanyaran de la documentació següent:&nbsp;</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">a) Certificat de transferència bancària normalitzat, acreditatiu de la llibreta o compte corrent en què s’ingressarà si pertoca, l’import de la subvenció (annex II).</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">b) Declaració responsable del representant legal de l’entitat davant d’autoritat administrativa de no incórrer en cap de les prohibicions establertes als apartats 2 i 3 de l’article 13 de la Llei 38/2003, de 17 de novembre (annex IV).&nbsp;</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">c) Activitat detallada per la qual es sol·licita la subvenció, especificant, com a mínim, els següents punts: descripció de les activitats, col·lectiu a qui va adreçats, temporalització i tota aquella documentació adjunta que serveixi per acreditar la realització de l’activitat (annex V). S’ha de presentar un Annex V per cada activitat.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">d) El nombre actualitzat d’associats* mitjançat certificació del secretari/ària de l'associació o entitat (annex VI).</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">*S’entén per persona sòcia aquelles persones inscrites en activitats de forma activa en el període que regeix la convocatòria.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">e) Estatuts de les entitats o associacions o Acta Fundacional on constin l’objecte i finalitats, excepte en aquelles associacions que les hagin aportat prèviament.&nbsp;&nbsp;&nbsp;</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">L’Ajuntament de Sineu es reserva la facultat de demanar a les entitats sol·licitants de la subvenció, en qualsevol moment de la tramitació, l’accés al llibre de registre de persones associades, per tal de verificar el número de persones declarades en la sol·licitud.&nbsp;</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">e) DNI i títols de les persones formadores.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">f) Declaració de no haver demanat cap altre ajut o subvenció per l’activitat objecte de la sol·licitud (Annex III).&nbsp;</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">g) Declaració responsable de la realització del projecte subvencionat (annex VII)</span></span></span></p> <p><strong><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">SISENA.- </span></span></strong><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">La convocatòria se sotmetrà a la fiscalització prèvia de la Intervenció de l’Ajuntament de Sineu.&nbsp;</span></span></span></p> <p><strong><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">SETENA.- VALORACIÓ DE L’IMPORT DE LA SUBVENCIÓ&nbsp;</span></span></strong></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">7.1 La concessió de les subvencions es farà fins el límit del crèdit pressupostari establert en aquesta convocatòria. Els imports màxims amb el que es poden subvencionar els projectes presentats són els següents: 3.000 euros per sol·licitant.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">7.2 Les subvencions s’atorgaran d’acord amb els principis de publicitat, transparència, concurrència, objectivitat, igualtat i no discriminació.&nbsp;</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">El procediment d’adjudicació que es seguirà serà la concurrència competitiva i les subvencions s’adjudicaran mitjançat el sistema de prorrateig de manera proporcional als punts obtinguts per cada una de les associacions.&nbsp;</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">7.3. Els criteris i puntuacions per obtenir subvencions són els següents:</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">1.- Número de persones sòcies* de l’associació (màxim 1 punt):</span></span></span></p> <ul> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">&nbsp;De 20&nbsp; a 30 socis 0,25 punt</span></span></span></li> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">De 30 a 50 socis 0,50 punt</span></span></span></li> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">De 50 a 70 socis 0,75 punt</span></span></span></li> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">Més de 70 socis 1 punt&nbsp;</span></span></span></li> </ul> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">*S’entén per persona sòcia aquelles persones inscrites en activitats de forma activa en el període que regeix la convocatòria.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">2.- Número de formadors/es en la matèria que s’imparteix (màxim 3 punts)&nbsp;</span></span></span></p> <ul> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">*Formadors titulats: 0,50 punts</span></span></span></li> <li><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">Altres formadors: 0,10 punts&nbsp;</span></span></span></li> </ul> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">*Aquella persona que, per desenvolupar l’activitat objecte de la subvenció, disposa d’una titulació oficial reglada.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">3.- Desenvolupament d’activitats (màxim 5 punts)&nbsp;</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">- S’atorgaran fins a 1 punts a aquelles associacions que sol·licitin subvenció per dur a terme un projecte d’activitats previstes en alguns dels apartats de la base 1.2, blocs I a IV, d’aquesta convocatòria. Cada una de les activitats obtindrà una puntuació de 0,15.</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">- S’atorgaran fins a 3 punts a aquelles associacions que sol·licitin subvenció per dur a terme un projecte d’activitats previstes en alguns dels apartats de la base 1.2, bloc V, d’aquesta convocatòria. Cada una de les activitats obtindrà una puntuació de 0,25. La participació en carrosses per Sant Antoni, i activitats organitzades per les Festes dels Reis, Rua, Sant Marc i Festes de la Mare de Déu d’Agost podran tenir una puntuació de 0,50 cada una.&nbsp;</span></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">- S’atorgaran fins a 1 punts a aquelles associacions que sol·licitin subvenció per dur a terme un projecte d’activitats previstes en alguns de l’apartat de la base 1.2, bloc VI, d’aquesta convocatòria. Cada una de les activitats obtindrà una puntuació de 0,50.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; font-size:12px">NOVENA.- INSTRUCCIÓ DEL PROCEDIMENT&nbsp;</span></span></strong></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">L’òrgan instructor serà la Secretària de l’Ajuntament de Sineu i ha de dur a terme les actuacions a què es refereixen l’article 24 i següents de la Llei 38/2003, de 17 de novembre, pel qual s’aprova el text refós de la Llei de subvencions, i ha de formular la proposta d’acord en la que s’expressarà el beneficiari o la llista ordenada de beneficiaris per als quals es proposa la subvenció i la seva quantia.&nbsp;</span></span></span></p> <p><strong><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">DESENA.- RESOLUCIÓ DEL PROCEDIMENT&nbsp;</span></span></strong></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">Una vegada examinades les sol·licituds i emesa la proposta de resolució, l’òrgan competent l’elevarà a la Junta de Govern Local, qui resoldrà sobre la procedència de la subvenció. Aquesta resolució es notificarà a les persones interessades i es publicarà en la pàgina web de l’Ajuntament de Sineu</span><em>.</em><span style="background-color:transparent; color:#000000">&nbsp;</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">La resolució ha de ser expressa i motivada i ha de fixar, amb caràcter definitiu, la quantia específica de cada una de les subvencions concedides i l’import del projecte presentat.&nbsp;</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">D’acord amb el que s’estableix en l’article 25.3 de la Llei 38/2003, general de subvencions, la resolució, a més de contenir el sol·licitant o la relació de sol·licitants als quals es concedeix la subvenció, ha de fer constar, si s’escau, de manera expressa, la desestimació de la resta de les sol· licituds.&nbsp;</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">El termini màxim per a resoldre el procediment i notificar-lo als interessats és de sis mesos des de la data de publicació de la convocatòria en la pàgina web de l’Ajuntament. Es consideraran desestimades les sol·licituds de concessió de subvenció no resoltes en aquest termini.&nbsp;</span></span></span></p> <p><strong><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">ONZENA.- OBLIGACIONS DELS BENEFICIARIS&nbsp;</span></span></strong></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">Els beneficiaris han de complir les obligacions establertes en les disposicions normatives que hi són d’aplicació i, en concret, les de l’article 14 de la Llei 38/2003 i les recollides en aquestes bases i la resta que hi sigui d’aplicació.&nbsp;</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">DOTZENA.- PAGAMENT DE LES SUBVENCIONS&nbsp;</span></span></strong></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">El pagament de les subvencions es fa un cop quedi acreditat per part de l’Ajuntament el compliment de la finalitat per a la qual es concediren.</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="background-color:transparent; color:#000000">Per la qual cosa, l’Ajuntament podrà sol·licitar tots aquells documents, tant descriptius com econòmics, quan, de la documentació aportada amb la sol·licitud, no quedi clar la realització del projecte o activitat o no quedin clars determinats extrems objecte de la subvenció o que s’hagin tengut en compte per a la valoració de la mateixa.&nbsp;&nbsp;</span></span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif;
