    <env:contingut rdf:parseType="Literal">![CDATA[&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;La gestió dels serveis socials es pot fer mitjançant diverses fórmules. L'acció concertada és la figura de col·laboració entre el sector públic i el privat que més s'adequa als principis que han de regir el sistema de serveis socials, especialment arran de l'aprovació de la Llei 12/2018, de 15 de novembre, de serveis a les persones a l'àmbit social a la comunitat autònoma de les Illes Balears. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;Aquesta Llei, a l'article 4.1, estableix que, amb una periodicitat anual, les administracions de les Illes Balears competents en matèria social i d'ocupació, com a part de les competències en planificació, han de fer una previsió de les prestacions i els serveis que pretenen que siguin objecte d'acció concertada. Conjuntament, han de fer-ne una taxació del cost i un informe justificatiu de la mancança de mitjans propis per a la gestió, de la idoneïtat de la modalitat de gestió elegida i de la planificació establerta per dotar-se de mitjans propis per gestionar directament aquestes prestacions o serveis quan sigui previsible que s'hagin de prestar permanentment i, a més, siguin essencials per a l'efectivitat dels drets socials.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;L'Acord del Consell de Govern de 16 de maig de 2022 aprova la previsió de les prestacions i els serveis que s'han de concertar durant l'any 2022, declara els serveis d'interès econòmic general i designa els òrgans instructors dels procediments de concertació (BOIB núm. 65, de 19 de maig). Aquesta previsió fou modificada per &lt;span style="color:#111111"&gt;l'&lt;/span&gt;&lt;span style="color:#111111"&gt;Acord del Consell de Govern de 13 de juny de 2022 &lt;/span&gt;&lt;span style="color:#111111"&gt;(BOIB n&lt;/span&gt;&lt;span style="color:#111111"&gt;úm. 77 &lt;/span&gt;&lt;span style="color:#111111"&gt;de &lt;/span&gt;&lt;span style="color:#111111"&gt;14 de juny&lt;/span&gt;&lt;span style="color:#111111"&gt;).&lt;span style="color:#111111"&gt; &lt;/span&gt;Alhora, mitjançant l'Acord del Consell de Govern de 27 de juny de 2022, es corregeix una errada material advertida a l'Acord de Consell de Govern de 13 de juny de 2022 (BOIB núm. 84 de 28 de juny).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#111111"&gt;En data 26 d'agost de 2022, el secretari general de la Conselleria d'Afers Socials i Esports, per suplència de la directora general d'Infància, Joventut i Famílies, va emetre l'Informe justificatiu sobre la modificació de la previsió de les prestacions i serveis que la Direcció General d'Infància, Joventut i Famílies ha de concertar per a l'exercici 2022.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#111111"&gt;S'hi fa&lt;/span&gt;&lt;span style="color:#111111"&gt; constar que la Direcció General d'Infància, Joventut i Famílies ha hagut de reprogramar part de les actuacions per incrementar les places inicialment aprovades, atesa la creixent demanda de serveis i la dificultat existent en l'acreditació d'&lt;/span&gt;&lt;span style="color:#111111"&gt;aquests&lt;/span&gt;&lt;span style="color:#111111"&gt;. A més a més, considerant els efectes de l'actual situació econòmica provocada per la guerra d'Ucraïna, l'augment dels costos energètics i d'inflació, s'ha considerat necessari actualitzar els preus pe&lt;/span&gt;&lt;span style="color:#111111"&gt;r a&lt;/span&gt;&lt;span style="color:#111111"&gt;ls anys 2023, 2024, 2025 i 2026, tenint en compte l'afectació dels &lt;/span&gt;&lt;span style="color:#111111"&gt;preus del servei derivats de l'increment dels costos en recursos humans per l'actualització del conveni col·lectiu aplicable, els energètics, de transports o d'habitatge.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#111111"&gt;També, s'hi fa&lt;/span&gt;&lt;span style="color:#111111"&gt; constar que aquesta modificació de la previsió de la concertació per a l'any 2022, no suposa un increment de pressupost, atès que malgrat l'increment de places, s'ha distribuït de nou el pagament, i s'ha passat el pagament del servei de desembre de 2022 a gener de 2023, per la qual cosa &lt;/span&gt;&lt;span style="color:#111111"&gt;hi ha crèdit adequat i suficient en les partides pressupostàries corresponents.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#111111"&gt;En data 29 d'agost de 2022, el director general de Planificació, Equipaments i Formació va emetre l'Informe sobre la modificació de la previsió de les prestacions i serveis que la Conselleria d'Afers Socials i Esports ha de concertar&lt;span style="color:#111111"&gt; &lt;/span&gt;a l'exercici 2022.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;El Decret 11/2021, de 15 de febrer, de la presidenta de les Illes Balears, pel qual s'estableixen les competències i l'estructura orgànica bàsica de les conselleries de l'Administració de la Comunitat Autònoma de les Illes Balears, atribueix a la Direcció General de Planificació, Equipaments i Formació, entre altres competències, la planificació de la política de serveis socials.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;Finalment, cal indicar que aquesta previsió té caràcter estimatiu, sense perjudici que les dades reflectides puguin variar sensiblement, especialment pel que fa al calendari i previsions pressupostàries indicades.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;Sobre la base de les anteriors consideracions, el Consell de Govern, a proposta de la consellera d'Afers Socials i Esports, en la sessió de 12 de setembre de 2022, adoptà entre d'altres, l'Acord següent:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;strong&gt;Primer.&lt;/strong&gt; Modificar, en els termes que s'indiquen en l'annex 1, la previsió dels serveis següents que s'han de concertar durant l'any 2022, prevists en l'annex 1 de l'Acord del Consell de Govern de 16 de maig de 2022 &lt;em&gt;(la numeració que s'indica es correspon amb la numeració dels serveis de la Cartera bàsica de serveis socials, de l'annex del Decret 66/2016)&lt;/em&gt;:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;a) &lt;/span&gt;2.2.6. Servei d'habitatge d'emancipació per a persones majors de 18 anys que&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;han estat tutelades per l'Administració o sotmeses al compliment d'una &lt;span style="color:#000000"&gt;mesura judicial.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;b) 2.2.7. Servei d'acompanyament per a joves que han estat subjectes a mesures administratives i/o judicials.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;strong&gt;Segon.&lt;/strong&gt; Publicar aquest Acord en el &lt;em&gt;Butlletí Oficial de les Illes Balears&lt;/em&gt;.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
