&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;El conseller executiu del Departament de Promoció Econòmica i Desenvolupament Local del Consell de Mallorca, en data 10 de febrer de 2022, va dictar la resolució següent :&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;«Antecedents&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;1. El Director Insular de Participació i Joventut ha emès una memòria justificativa de la convocatòria de subvencions per a entitats juvenils per al 2022.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;2. El conseller executiu de Promoció Econòmica i Desenvolupament Local ha dictat resolució&amp;nbsp; que aprova l'inici del present expedient.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;3. La tècnica jurídica de la Direcció Insular de Participació i&amp;nbsp; Joventut ha emès&amp;nbsp; informe favorable a la convocatòria esmentada.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;4. Consta a l'expedient crèdit adequat i suficient del pressupost de l'any 2022 per dotar aquesta convocatòria, en virtut dels documents RC amb números d'operació 220220000588 i 220220000589, per un import global de 240.000,00 €, amb càrrec de les partida pressupostària 65.33410.48900.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;5. La Intervenció delegada de la Misericòrdia del Consell de Mallorca ha emès informe de fiscalització favorable en data 10 de febrer de 2022.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;Fonaments de dret&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;1. Ordenança general de subvencions del Consell de Mallorca, de 23 de desembre de 2016 (BOIB, núm. 21, de 18 de febrer de 2017).&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;2. Llei 38/2003, de 17 de novembre, general de subvencions (BOE núm. 276, de 18 de novembre de 2003).&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;3. Reial Decret 887/2006, de 21 de juliol, pel qual s'aprova el Reglament de la Llei 38/2003 general de subvencions (BOE núm.176, de 25 de juliol de 2006).&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;4. Llei 39/2015, d'1 d'octubre del procediment administratiu comú de les administracions públiques (BOE núm. 236, de 2 d'octubre de 2015).&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;5. La Llei 40/2015, d'1 d'octubre del règim jurídic del sector públic (BOE núm. 236, de 02/10/2015).&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;6. Llei 8/2000, de 27 d'octubre, de consells insulars (BOIB núm. 134, de 2 de novembre de 2000).&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;7. Reglament orgànic del Consell de Mallorca, aprovat per acord del Ple del Consell de 12 d'abril de 2018 (BOIB núm. 89, de 19 de juliol de 2018).&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;8. Decret de la Presidència del Consell de Mallorca de dia 9 de desembre de 2019, pel qual es determina l'organització del Consell de Mallorca, en la redacció vigent. Art 1.e “Contractar i atorgar concessions, incloses les pluriennals fins a quatre anys, en la quantia que determinin les bases d'execució del pressupost que no estiguin atribuïdes al Ple o al Consell Executiu.”&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;9. Bases d'execució del pressupost del Consell de Mallorca aprovades pel Ple de la corporació en sessió extraordinària de dia 23 de desembre de 2021 (BOIB núm. 178, de 28 de desembre de 2021):&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;«23.5. Correspon als consellers executius o conselleres executives:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Les atribucions desconcentrades o delegades a través del Reglament Orgànic del Consell de Mallorca i del Decret d'organització a que fa referència l'article 9.2.f de la Llei de consells insulars, vigent, i que en concret són: contractar, atorgar concessions, fer encàrrecs de prestacions, aprovar i resoldre subvencions, fer aportacions, així com autoritzar i disposar despeses de quantia igual o inferior a dos-cents cinquanta mil € (250.000,00 €).»&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Per tot això, dict la següent&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;Resolució&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;1. Aprovar la Convocatòria de subvencions per a entitats juvenils per al 2022.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;2. Autoritzar una despesa de 240.000,00€, documents RC amb números d'operació 220220000588 per valor de 100.000 euros i 220220000589 per valor de 140.000 euros, amb càrrec de la partida pressupostaria 65.33410.48900, per atendre les subvencions de la convocatòria. Núm. d'operació: A provisional L1 920220000904 i A provisional L2 920220000907&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;3. Ordenar la publicació de la convocatòria en el BOIB, per conducte de la Base de Dades Nacional de Subvencions.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;Interposició de recursos &lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Contra la resolució de convocatòria de subvencions, que no posa fi a la via administrativa, es pot interposar recurs d'alçada en el termini d'un mes, comptador a partir de l'endemà de la publicació d'aquesta convocatòria en el Butlletí Oficial de les Illes Balears. El recurs es pot interposar formalment davant el conseller executiu del Departament de Promoció econòmica i Desenvolupament Local o davant la Presidència del Consell de Mallorca, que són els òrgans competents per resoldre'l.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Contra les resolucions de concessió d'aquestes subvencions, que no posen fi a la via administrativa, es pot interposar directament un recurs d'alçada davant la Presidència del Consell de Mallorca, en el termini d'un mes, comptador a partir de l'endemà de la seva notificació.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Contra la desestimació expressa del recurs d'alçada, es pot interposar el recurs contenciós administratiu davant el Jutjat Contenciós Administratiu de Palma que correspongui o la Sala Contenciosa Administrativa del Tribunal Superior de Justícia de les Illes Balears, en el termini de dos mesos, comptadors a partir de l'endemà de rebre la notificació de la desestimació del dit recurs d'alçada.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Si han transcorregut tres mesos des de la interposició del recurs d'alçada i no s'ha rebut la notificació de resolució expressa, s'entén desestimat per silenci i es pot interposar&amp;nbsp; recurs contenciós administratiu davant el Jutjat Contenciós Administratiu de Palma que correspongui o la Sala Contenciosa Administrativa del Tribunal Superior de Justícia de les Illes Balears, en el termini de sis mesos, comptadors a partir de l'endemà de la desestimació presumpta.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;No obstant l'anterior, es pot interposar, si escau, qualsevol altre recurs que es consideri oportú.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Tot això de conformitat amb el que s'estableixen la Llei 29/1998, de 13 de juliol, reguladora de la jurisdicció contenciosa administrativa, i amb el que s'estableix en la Llei 39/2015, d'1d'octubre, del procediment administratiu comú de les administracions públiques.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;El Consell de Mallorca, a través de la Direcció Insular de Participació i Joventut, integrada en el Departament de Promoció Econòmica i Desenvolupament Local, en l'exercici de les competències que té atribuïdes i d'acord amb els objectius fixats en el Pla Estratègic de Subvencions de l'any 2022, ha aprovat aquesta convocatòria pública de subvencions d'acord amb l'Ordenança general de subvencions del Consell de Mallorca (BOIB núm. 21, de 18 de febrer de 2017), modificada per acord del Ple de 14 de juny de 2018 (BOIB núm. 96, de 4 d'agost de 2018).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;Les subvencions que es concedeixen dins aquesta convocatòria són compatibles amb altres ajuts o subvencions, sempre que, segons el que es preveu en l'article 16 de l'Ordenança esmentada, la quantia de la subvenció no sigui superior, aïlladament o en concurrència amb altres ajudes, subvencions, ingressos o recursos al cost de l'actuació subvencionada.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;div style="page-break-after:always"&gt;&lt;span style="display:none"&gt;&amp;nbsp;&lt;/span&gt;&lt;/div&gt;

&lt;p&gt;&lt;strong&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;1.Beneficiaris i les seves obligacions&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;1.1Poden participar en aquesta convocatòria de subvencions les entitats juvenils o entitats prestadores de serveis a la joventut inscrites en el Cens Insular d'Entitats juvenils del Consell de Mallorca abans de la publicació d'aquesta convocatòria al BOIB.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;1.2 Cada entitat només pot presentar una sol·licitud de subvenció i haurà de determinar a quina de les línies es presenta. La sol·licitud ha d'incloure el projecte i les despeses per subvencionar amb la quantia sol·licitada.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;1.3 En els casos de seccions, centres d'esplai, agrupaments o i/o entitats que formen part d'organitzacions de segon nivell, si l'entitat matriu o federativa de la que formen part sol·licita subvenció, les entitats o grups integrants no poden sol·licitar subvenció de manera individualitzada.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;1.4&amp;nbsp;Constitueix un requisit indispensable per adquirir la condició de beneficiari d'aquesta subvenció, que l'entitat beneficiària ni cap dels seus membres, incorri en les prohibicions que s'estableixen en l'article 8 de l'Ordenança general de subvencions.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;1.5 Les entitats beneficiàries de les subvencions han de complir amb les obligacions previstes a l'art.&amp;nbsp; 9 de l'Ordenança general de subvencions del Consell Insular de Mallorca i a la resta de normativa aplicable, així com també amb l'obligació de difusió de la subvenció concedida, prevista a l'art. 15 de la citada Ordenança.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;1.6 Als efectes d'aquesta convocatòria, no es consideren entitats beneficiàries: les entitats amb finalitat lucrativa, comercial, mercantil o similar; els col·legis i les associacions professionals; les federacions i entitats esportives; els centres docents; les corporacions locals i les entitats de dret públic.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;2. Finalitat i objecte de la convocatòria&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;2.1&amp;nbsp;La finalitat de la present convocatòria és promocionar a l'organització juvenil, i en especial, l'associacionisme jove, com a principal eina d'apoderament col·lectiu, adaptant&amp;nbsp; els recursos&amp;nbsp; a la realitat i als objectius associatius de les entitats juvenils de l'illa de Mallorca.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;2.2 L'objecte de la present convocatòria està destinat a finançar les despeses corrents i de personal dels programes,&amp;nbsp; plans generals d'acció associativa, o projectes d'actuació, executats a l'àmbit territorial de l'illa de Mallorca.&amp;nbsp; En el marc d'aquesta convocatòria es considera pla o programa general associatiu, totes les actuacions, projectes i programes que desenvolupen les entitats juvenils i prestadores de serveis a la joventut per l'assoliment dels seus objectius associatius propis i incloguin actuacions adreçades a:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;a)&amp;nbsp;Promoció de la solidaritat, la tolerància i el respecte mutu i prevenció de qualsevol tipus de discriminació.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;b)&amp;nbsp;Accions adreçades a col·lectius juvenils en risc d'exclusió.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;e)&amp;nbsp;Actuacions i/o plans associatius que tenguin com a finalitat o fomentin, directa o indirectament, el consum de l'alcohol i drogues o es facin apologia del consum.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;f)&amp;nbsp;&amp;nbsp;Viatges i d'altres activitats lúdiques sense cap interès cultural o social clar.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:white"&gt;3. Finançament i import màxim&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;3.1 Tenint en compte el Pla Estratègic de Subvencions del Consell Insular de Mallorca per a l'any 2022, es destina per a la línia 1 (L1) un import de cent mil euros (100.000,00 €), amb càrrec a la partida pressupostària 65.33410.48900 del pressupost de 2022 (RC núm. 220220000588); i cent quaranta mil euros (140.000 €) per a la línia 2 (L2), amb càrrec a la partida pressupostària 65.33410.48900 del pressupost de 2022 (RC. núm. 220220000589).&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;3.2&amp;nbsp; Les línies objecte de subvenció i el pressupost inicial per a cada una són les següents:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;a)&amp;nbsp;&lt;span style="background-color:white"&gt;Línia 1: Entitats juvenils inscrites en el Cens Insular d'entitats juvenils:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;a. &lt;span style="background-color:white"&gt;Amb seu o delegació en cinc municipis o més. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;b. &lt;span style="background-color:white"&gt;O que, en el marc de la seva tasca associativa duguin a terme un projecte dels designats en el punt 2.2 de la present convocatòria: d'actuacions d'àmbit insular, o supramunicipal que beneficiï com a mínim&amp;nbsp; a cinc municipis.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;b)&amp;nbsp;&lt;span style="background-color:white"&gt;Línia 2: Entitats juvenils inscrites al Cens Insular d'entitats juvenils que no reuneixen els requisits de l'epígraf anterior.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;3.3&amp;nbsp;Les subvencions s'adjudicaran mitjançant el sistema de prorrateig del crèdit assignat a cadascuna de les línies de manera proporcional als punts obtinguts pels projectes presentats fins a esgotar el crèdit, per quantia certa.&lt;/span&gt;​​​​​​&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;3.4 La quantia de la subvenció pot ser fins a un màxim del 100 % del pressupost previst per a l'activitat o projecte. I, encara que el règim de concurrència sigui no competitiu, es valoraran les sol·licituds presentades, segons els criteris d'avaluació establerts en aquesta convocatòria, per determinar la quantia que es concedirà.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;Es preveu que, a cada una de les sol·licituds, com a màxim, se li concedirà un import cert, segons la línia i puntuació global obtinguda al punt 4.2: &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;- &lt;span style="background-color:white"&gt;Línia 1: Màxim 18.000 euros&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

	&lt;li&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;Puntuació entre&amp;nbsp; 26 i 35 punts: 12.000 euros.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;Puntuació entre 36&amp;nbsp; i 50 punts: 18.000 euros.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;- &lt;span style="background-color:white"&gt;Línia 2: Màxim 7.500 euros&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;ul&gt;

	&lt;li&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;A partir de 15 punts: 7.500 euros&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;En la línia 1, el projecte ha de sumar com a mínim 15 punts, i ha d'obtenir puntuació en al manco un ítem de cada apartat dels criteris establerts al punt 4.2 de la convocatòria, per poder ser subvencionable.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;En la línia 2, el projecte ha de sumar una puntuació mínima de 10 punts dels criteris d'avaluació del punt 4.2 de la convocatòria, per poder ser subvencionable.&lt;/span&gt;​​​​​​​&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;3.5 En cap cas l'import resultant de l'adjudicació pot ser superior a la quantitat sol·licitada. La quantia de la subvenció no pot ser igual o superior, aïlladament o en concurrència amb altres ajudes o subvencions, al cost de l'actuació subvencionada&lt;/span&gt;​​​​​​​&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;3.6 Si la quantia del crèdit de la convocatòria no és suficient per cobrir el 100 % dels imports a concedir i amb els límits establerts en la convocatòria, s'aplicarà l'article 25 de l'Ordenança general de subvencions del Consell Insular de Mallorca.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;Aquest prorrateig es calcularà per a cada línia independentment.&lt;/span&gt;​​​​​​​&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;3.7 Si no es concedeixen les quanties inicialment previstes per a les diferents línies, per manca de sol·licituds, per no acreditar la condició de beneficiari o complir els requisits establerts a la convocatòria, es pot traspassar indistintament el crèdit romanent d'una línia a l'altra, si, d'acord amb les sol·licituds presentades, és convenient incrementar la dotació pressupostària per atendre totes les sol·licituds.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:white"&gt;4.Criteris d'avaluació&lt;/span&gt;&lt;/strong&gt;​​​​​​​&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;4.1 La Comissió Avaluadora valorarà la documentació presentada, així com qualsevol altra documentació adient que s'hagi adjuntat a la sol·licitud de participació de la present convocatòria de subvenció, i atorgarà la puntuació segons cada un dels criteris que compleixi el conjunt de la documentació presentada, d'acord amb els següents criteris enumerats fins a un màxim de cinquanta punts.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;El total de punts obtinguts servirà de base per aplicar el que s'estableix en el punt 3.4 de la present convocatòria en relació amb la quantia a concedir.&lt;/span&gt;​​​​​​​&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;El període subvencionable es des de&amp;nbsp; l'1 de setembre de 2021 fins al 31 d'agost de 2022.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;6. Despeses subvencionables&amp;nbsp; imputables al programa, pla general d'acció associativa o projectes d'actuació presentat: &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;a) Lloguer dels locals Magatzems i oficines de l'entitat. ​​​​​​​No es poden imputar conceptes que segons la llei o el contracte d'arrendament, no vagin a càrrec de l'arrendatari. Tampoc no s'admet la imputació de retards a l'arrendador, llevat que s'hagin produït durant el període subvencionable. Els interessos de demora no són subvencionables.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;​​​​​​​Quan en el contracte d'arrendament hi hagi&amp;nbsp;incloses altres despeses, la comunitat de propietaris, aigua, llum o un altre subministrament, seran elegibles sempre que s'hagi pactat així, que el consum del cost repercutit estigui dins el període elegible i consti en els rebuts d'arrendament la repercussió en l'arrendatari. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;b) Arrendament financer d'un bé moble (rènting), d'equipaments informàtics, fotocopiadores o similars directament imputables al projecte associatiu presentat.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Només&amp;nbsp;es pot imputar&amp;nbsp; l'import que correspon al període elegible.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Els interessos, altres imposts i despeses generals no&amp;nbsp;són&amp;nbsp;subvencionables.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Es&amp;nbsp;podran&amp;nbsp;imputar&amp;nbsp;com a&amp;nbsp;despeses els imports corresponents a l'amortització de capital i l'IVA en el cas d'entitats que acreditin estar-ne exemptes.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;c)Despeses de subministraments: llum, aigua, calefacció/climatització, telèfon, fax, Internet, i altres subministraments de pagament periòdic. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;En els casos de lloguers o d'utilització de locals on no s'ha fet el canvi de titularitat de la persona propietària a l'entitat juvenil usuària davant el subministrador oficial, l'entitat juvenil ha d'aportar el contracte de lloguer o conveni de cessió d'ús de l'espai corresponent, on ha de constar que l'entitat juvenil s'ha de fer càrrec d'aquestes despeses corrents. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;És elegible el cost del consum única i exclusivament del període subvencionable (de l'1 de setembre 2021 fins al 31 d'agost de 2022), independentment de la data d'emissió de la factura. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;La data dels justificants de pagament, pot ser dins el mes posterior, comptador des de la data de finalització de l'activitat subvencionada, sempre anterior a l'1 d'octubre de 2022.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;d) Despeses de creació, implantació i/o de pàgines webs, xarxes socials o impuls del projecte a través d'Internet. Manteniment dels recursos informàtics, manteniment del web o programari informàtic que no impliqui un increment del valor patrimonial dels béns.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;e) Despeses de material fungible, béns consumibles. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;f) Despeses derivades de marxandatge que inequívocament responen directament amb el projecte associatiu presentat i les activitats que es puguin derivar. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;g) Les assegurances d'accidents i de responsabilitat civil que cobreixen el projecte associatiu presentat.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;L'assegurança ha de cobrir la responsabilitat civil i els accidents que puguin tenir lloc durant el desenvolupament del projecte i les activitats que es puguin derivar.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;La pòlissa pot ser una pòlissa general contractada per l'entitat per a l'activitat de tot l'any i és elegible única i exclusivament el període subvencionable, sempre que doni cobertura a les persones participants de l'activitat o projecte&amp;nbsp; subvencionat.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;El cost no s'ha d'imputar sobre la base de la data d'emissió de la pòlissa ni de la data de pagament, sinó sobre el període de cobertura que consti en la pòlissa contractada, sempre única i exclusivament sobre el període que es correspon amb el període subvencionable.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;h) Cost del salari del personal que participa directament en el projecte presentat. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Quant a les despeses de personal&lt;s&gt;,&lt;/s&gt; són elegibles les despeses de personal que tinguin caràcter estructural i/o&amp;nbsp; que inequívocament responen directament amb el projecte presentat i les activitats que del mateix es puguin derivar.&lt;s&gt; &lt;/s&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Es considera despesa realitzada la que ha estat efectuada dins el període elegible i efectivament pagada abans que acabi el període de justificació determinat.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Les despeses presentades per justificar la subvenció han d'estar realitzades i abonades en el moment de presentació de la justificació. No obstant això, sempre que l'òrgan gestor disposi de la documentació corresponent en el moment de tramitar la justificació de la subvenció, també s'admetran els documents acreditatius del pagament de retencions d'IRPF i de Seguretat Social, corresponent a despeses de treballadors o de serveis quan per la normativa aplicable aquestes despeses s'hagin d'abonar en un moment posterior al de la justificació previst en aquesta convocatòria i sempre que aquest pagament s'hagi realitzat en el termini legalment establert. Això implica necessàriament que la factura o nòmina s'hagi abonat en termini i presentada amb la justificació d'acord amb l'assenyalat en els paràgrafs anteriors.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Les pagues extraordinàries no poden imputar-se en el mes en què es perceben, sinó que l'import anual s'ha de prorratejar mensualment i s'ha d'imputar la quantitat proporcional corresponent al període subvencionable.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;No s'accepten les despeses derivades de les baixes laborals, ja que no es consideren treball efectiu; no obstant això, les entitats poden substituir la persona en situació de baixa laboral i imputar les despeses de la persona substituta. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;No s'accepten les despeses derivades de la finalització de la relació jurídic-laboral entre el treballador i l'empresari.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Quan s'imputin costs d'aquesta naturalesa que no sigui personal estructural de l'entitat, la factura corresponent ha d'indicar el tipus específic de tasques que es remuneren i el preu que correspon a cada una. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;i) Despeses de formació de les persones que inequívocament responguin al projecte associatiu presentat, per la millora de l'entitat i de les&amp;nbsp; tasques que desenvolupen. S'haurà d'adjuntar als documents de justificació una declaració de l'entitat de la necessitat de la despesa en relació amb el projecte. Les formacions hauran de ser acreditades amb titulació homologada per la CE.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;j) Despeses de transport i manutenció de les persones que directa i inequívocament responguin al projecte associatiu presentat, per la millora, formació i reunions dels membres del projecte, s'haurà d'adjuntar als documents de justificació una declaració de l'entitat de la necessitat de la despesa en relació amb el projecte. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;k) Despeses de publicitat del projecte associatiu presentat i les activitats que es puguin derivar. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Respecte a la difusió de projecte associatiu presentat i les activitats que es puguin derivar, les persones beneficiàries de les subvencions han de complir les obligacions que s'estableixen en l'article 15.1 de l'Ordenança general de subvencions del Consell Insular de Mallorca.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;En cap cas l'import de la despesa subvencionable no pot ser superior al valor de mercat.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;​​​​​​​&lt;/span&gt;&lt;/span&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Perquè les despeses siguin subvencionables és un requisit indispensable que el document de despesa, comprovant o document anàleg que s'aporti estigui a nom de l'entitat sol·licitant de la subvenció, amb el concepte i la data dins el període subvencionable apartat 5 de la convocatòria, i que es compleixin tots els requisits dels articles 39 i 44 de l'Ordenança general de subvencions del Consell de Mallorca, amb l'excepció feta en l'apartat 6. c) despeses de subministrament de la convocatòria l'apartat, 6. g) Les assegurances d'accidents i de responsabilitat civil que cobreixen el projecte associatiu presentat i l'apartat, 6. h) Cost del salari del personal que participa directament en el projecte presentat referides a les despeses de retencions d'IRPF o cotitzacions Seguretat a la Social.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;La data dels justificants de pagament, pot ser dins el mes posterior, comptador des de la data de finalització de l'activitat subvencionada, sempre anterior a l'1 d'octubre de 2022.&lt;/span&gt;​​​​​​​&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;7. Règim de concurrència&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;El procediment per seleccionar les entitats beneficiàries és la concurrència no competitiva. En el cas que el crèdit no sigui suficient per a cada línia independentment, s'aplicarà el prorrateig establert en el punt 3.7 d'aquesta convocatòria, fins que s'exhaureixi el total del crèdit assignat.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:white"&gt;8. Formalització de les sol·licituds i acreditació dels requisits&lt;/span&gt;&lt;/strong&gt;​​​​​​​&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;8.1. Les sol·licituds s'han de presentar juntament amb la documentació següent:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;a. Sol·licitud&amp;nbsp; (Annex 1)&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;b. Declaració responsable de l'entitat. (Annex 2)&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;c. Pressupost i descripció detallada del projecte presentat. (Annex 3) &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;d. Sol·licitud de transferència bancària per a pagaments. (Annex 4).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;e. Documentació acreditativa dels aspectes a puntuar previstos a l'apartat 4 d'aquesta convocatòria. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;f. En els casos en que la sol·licitud de subvenció es presentada per una entitat matriu o federativa, aquesta haurà d'aportar un llistat de les entitats que inclou o representa.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;Per a tot el que no preveu aquesta convocatòria, s'ha d'aplicar amb caràcter supletori el que disposa l'article 10 de l'Ordenança general esmentada.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:white"&gt;9. Termini i llocs de presentació de la sol·licitud&lt;/span&gt;&lt;/strong&gt;​​​​​​​&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;9.1&amp;nbsp;El termini per presentar les sol·licituds i tota la documentació és de vint (20) dies hàbils, comptadors a partir de l'endemà d'haver-se publicat la convocatòria en el &lt;em&gt;Butlletí Oficial de les Illes Balears&lt;/em&gt; (BOIB). Si el darrer dia és inhàbil, el termini s'allarga fins al dia hàbil següent.&lt;/span&gt;​​​​​​​&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;9.2 Les sol·licituds i qualsevol documentació referent a aquesta convocatòria s'han d'adreçar a la Direcció Insular Participació i Joventut, del Departament de Promoció Econòmica i Desenvolupament Local i s'han de presentar a través del registre electrònic del Consell de Mallorca. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;​​​​​​​&lt;span style="background-color:white"&gt;9.3&amp;nbsp;Si la sol·licitud o la documentació presentada no reuneix els requisits exigits o no l'acompanyen els documents necessaris, no es pot valorar.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;En aquest cas, l'òrgan instructor ha de requerir a les entitats interessades que esmenin la falta o aportin els documents necessaris en el termini de 10 dies hàbils, a partir de l'endemà d'haver rebut el requeriment corresponent. Si no esmenen correctament la documentació es considerarà que n'han desistit.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:white"&gt;10. Òrgan instructor, procediment de concessió de la subvenció, fiscalització i resolució&lt;/span&gt;&lt;/strong&gt;​​​​​​​&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;10.1 L'òrgan instructor és la cap del Servei de Joventut de la Direcció Insular de Participació i Joventut o suplent, que ha de dur a terme les actuacions establertes en l'Ordenança general de subvencions i ha de formular la proposta de resolució. L'òrgan instructor pot requerir a l'entitat sol·licitant els informes o els aclariments que consideri convenients.&lt;/span&gt;​​​​​​​&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;10.2 D'acord amb el que es disposa en l'article 18 de l'Ordenança general de subvencions l'òrgan col·legiat, que s'anomena Comissió Avaluadora, ha d'emetre un informe en què ha de concretar el resultat de l'avaluació feta. Estarà integrada per:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;President: conseller executiu del Departament de Promoció Econòmica i Desenvolupament Local. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;Suplent: director insular de Participació i Joventut.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;Vocal: tècnic/tècnica de la Direcció Insular de Participació i Joventut o persona que el substitueixi.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;Vocal : tècnic/tècnica de la Direcció Insular de Participació i Joventut o persona que el substitueixi.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;Vocal: tècnic/tècnica de la Direcció Insular de Participació i Joventut o persona que el substitueixi.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;Secretari/a: tècnic/tècnica jurídica de la Direcció Insular de Participació i Joventut o persona que el substitueixi. &lt;/span&gt;​​​​​​​&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;10.3 La tramitació i gestió d'aquesta convocatòria se subjecta als principis de publicitat, transparència, concurrència, objectivitat, igualtat, no-discriminació, eficàcia i eficiència que s'estableixen en l'article 5.4 de l'Ordenança general esmentada.&lt;/span&gt;​​​​​​​&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;10.4 El procediment de selecció de les entitats beneficiàries es du a terme mitjançant concurrència no competitiva, sempre que les entitats interessades reuneixin els requisits i fins que s'exhaureixi el crèdit pressupostari establert en aquesta convocatòria i amb els límits que es recullen en els punts 1.3. i 3.2.&lt;/span&gt;​​​​​​​&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;10.5 Presentar la sol·licitud equival a acceptar la subvenció, si es concedeix. L'entitat beneficiària pot desistir de la sol·licitud en qualsevol moment del procés abans que es resolgui la concessió.&lt;/span&gt;​​​​​​​&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;10.6&amp;nbsp; L'òrgan instructor pot requerir a la persona interessada els informes o els aclariments que consideri convenients. &lt;/span&gt;​​​​​​​&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;10.7 El conseller executiu del Departament de Promoció Econòmica i Desenvolupament Local és l'òrgan encarregat d'aprovar la convocatòria i els actes que en deriven: aprovació de la convocatòria, concessió, justificació de les subvencions i reconeixement d'obligacions.&lt;/span&gt;​​​​​​​&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;10.8&amp;nbsp;La Intervenció Delegada de la Misericòrdia del Consell de Mallorca s'encarrega de la fiscalització prèvia limitada de la convocatòria i dels actes que en deriven: aprovació de la convocatòria, concessió, justificació de les subvencions i reconeixement d'obligacions.&lt;/span&gt;​​​​​​​&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;10.9 El termini màxim per resoldre el procediment i per notificar-lo és de sis mesos des del dia en què es publica la convocatòria en el BOIB.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;Si venç el termini màxim sense que s'hagi notificat la resolució, s'entenen desestimades les sol·licituds de subvencions&amp;nbsp; per silenci administratiu.&lt;/span&gt;​​​​​​​&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;10.10 La resolució de concessió s'ha de notificar oficialment a les entitats interessades amb la publicació en el BOIB i en la Seu Electrònica del Consell Insular de Mallorca &lt;span style="color:null"&gt;(&lt;em&gt;www.conselldemallorca.net&lt;/em&gt;)&lt;/span&gt;. Qualsevol altra notificació que s'hagi de fer durant la tramitació d'aquesta subvenció a les entitats interessades, es farà de manera electrònica al correu designat a aquest efecte amb la sol·licitud de subvenció.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:white"&gt;11. Justificació de la subvenció &lt;/span&gt;&lt;/strong&gt;​​​​​​​&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;11.1 El període per presentar la justificació de la subvenció és des de qualsevol moment a partir de la finalització del període subvencionable, o fins el 30 de setembre del 2022, com a màxim.&amp;nbsp; El compte justificatiu de la despesa feta s'ha de fer d'acord amb l'article 39 de l'Ordenança general de subvencions i ha d'incloure els documents enumerats en el punt 12. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;En el cas que la concessió de les subvencions sigui en una data posterior al que s'estableix en aquesta convocatòria, el termini per presentar la justificació serà de deu (10) dies, comptadors des de l'endemà de la notificació de la concessió de les subvencions objecte de la present convocatòria.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;És necessari, com a requisit per cobrar la subvenció, acreditar que s'han pagat els creditors per raó de la despesa feta.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;Es considera &lt;em&gt;despesa feta&lt;/em&gt; la que ha estat efectivament pagada abans que acabi el període de justificació establert en aquesta convocatòria. A excepció de les depeses que estableix la convocatòria a l'apartat 6.h)&lt;/span&gt;​​​​​​​&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;11.2 Si no es presenta la justificació davant l'òrgan administratiu competent en el termini establert, s'ha de requerir a la persona beneficiària que la presenti, en el termini improrrogable de quinze (15) dies hàbils, comptadors des de l'endemà de rebre la notificació.&lt;/span&gt;​​​​​​​&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;11.3 Si la documentació que es presenta com a justificació és incompleta o incorrecta, s'ha de requerir a l'entitat beneficiària que la rectifiqui o aporti els documents necessaris en el termini de deu (10) dies hàbils improrrogables, d'acord amb el que s'estableix en l'article 68 de la Llei 39/2015, d'1 d'octubre, del procediment administratiu comú de les administracions públiques. No fer-ho suposa perdre el dret a cobrar la subvenció que pertoqui totalment o parcialment.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

Contingut del compte justificatiu&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;Documentació i annexos:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

	&lt;li&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;Annex 7: Memòria econòmica/Relació classificada de despeses&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;Els justificants de les despeses amb l'acreditació que s'han pagat els creditors. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;Una vegada presentat el compte justificatiu de l'operació, no s'admeten justificants de despeses que no s'hagin inclòs inicialment en la relació classificada de les despeses i inversions de l'activitat.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;Documentació acreditativa del pagament:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;ul&gt;
	&lt;li&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;S'ha de presentar un compte justificatiu, d'acord amb el que s'estableix en l'article 39 de l'Ordenança general de subvencions.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;Tenint en compte que la documentació es presenta per registre electrònic, l'annex 7 s'ha de presentar en format full de càlcul i la resta de documentació en PDF, annexos inclosos amb signatura electrònica vàlida&lt;span style="color:#17365d"&gt;. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
	&lt;li&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;Els desviaments entre partides pressupostàries s'acceptaran fins un màxim d'un 30%, respecte al pressupost inicialment presentat amb la sol·licitud &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;12.1 ​​​​​​​La documentació acreditativa del pagament és la que s'estableix en l'article 48.2 de l'Ordenança general de subvencions.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;12.2 Només es consideren justificats els costs realitzats, efectivament fets, pagats i justificats mitjançant factures o documents comptables de valor probatori equivalent, entenent per aquests qualsevol document presentat per justificar que el que reflecteix la comptabilitat correspon a la imatge fidel de la realitat i és conforme amb les normes vigents en matèria comptable.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;12.2 Els documents que es presentin per justificar les despeses han de ser perfectament llegibles. No s'admetran documents incomplets o que contenguin modificacions, ratllades o raspades. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;12.3 Qualsevol aclariment o explicació d'aquests documents, s'ha de fer en un escrit que s'ha d'adjuntar al compte justificatiu.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;12.4 Només són admissibles les factures que s'hagin emès conformement als requisits reglamentaris exigibles i que contenguin una descripció completa i detallada del subministrament del bé o de la prestació del servei a què es refereixen. Si la factura conté claus que facin incomprensible l'objecte de la transacció, s'ha d'aportar l'albarà de lliurament corresponent. Si, tot i així, continua sense ser clara la identificació del bé o servei, s'ha d'acompanyar amb un escrit explicatiu dels béns o serveis adquirits.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;12.5&amp;nbsp;Traçabilitat dels pagaments: per acceptar les despeses com a justificades és necessari que s'identifiqui clarament la correspondència entre la factura o nòmina i el justificant de pagament corresponent. Si el justificant inclou el pagament de diverses factures i no s'especifiquen totes en el concepte del justificant bancari, aquest justificant ha d'anar acompanyat del total de les factures que hi estiguin afectades. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;12.6&amp;nbsp;Qualsevol document de despesa ha d'anar acompanyat del justificant de pagament corresponent. Com a norma general, s'accepten els extractes bancaris obtinguts per via telemàtica sempre que contenguin la informació suficient de la persona titular del compte bancari, la numeració completa (20 dígits), el perceptor, les dates i els imports dels càrrecs bancaris.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;12.7&amp;nbsp;En cap cas no seran vàlids els justificants de pagament corregits manualment, que rectifiquin qualsevol equivocació.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;12.8&amp;nbsp;Si qualcuna de les entitats aporta una factura única que supera les quanties establertes en la legislació de contractes del sector públic per al contracte menor, d'acord amb l'establert a l'article 44.5 de l'OGS, ha d'aportar, com a mínim, tres ofertes de proveïdors diferents, amb caràcter previ a la contracció del compromís per prestar el servei o per lliurar el bé, llevat que, per les característiques especials de les despeses subvencionables, no hi hagi en el mercat un nombre suficient d'entitats que el subministrin o el prestin, o llevat que la despesa s'hagi efectuat abans de sol·licitar la subvenció.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;&amp;nbsp;L'elecció entre les ofertes presentades, que s'han d'aportar en la justificació o, si escau, en la sol·licitud de la subvenció, s'ha de fer d'acord amb criteris d'eficiència i economia, i s'ha de justificar expressament en una memòria quan no recaigui en l'elecció econòmica més avantatjosa.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;Si és preceptiva la sol·licitud de diverses ofertes i aquestes no s'aporten o l'adjudicació s'ha fet, sense la justificació adequada, a una que no sigui la més favorable econòmicament, l'òrgan que concedeix la subvenció pot recollir una taxació pericial del bé o del servei, i són a càrrec de la persona beneficiària les despeses que s'ocasionin per aquesta causa. En aquest cas, la subvenció es calcula prenent com a referència el més petit dels dos valors: el declarat per la persona beneficiària o el resultant de la taxació.&lt;/span&gt;​​​​​​​&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;12.9 Tots els escrits que acompanyen el compte justificatiu els ha de signar la persona responsable.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:white"&gt;13. Pagament de la subvenció&lt;/span&gt;&lt;/strong&gt;​​​​​​​&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;13.1 Segons el que estableix l'article 48.4. de l'Ordenança general de subvencions del Consell Insular de Mallorca, per poder fer-se el pagament de la subvenció, l'entitat beneficiària ha d'estar al corrent del compliment de les obligacions tributàries i de la Seguretat Social davant l'Administració de l'Estat, així com de les obligacions tributàries davant el Consell Insular de Mallorca i els organismes autònoms que en depenen, imposades per les disposicions vigents. I que no sigui deutor per resolució de procedència de reintegrament.&lt;/span&gt;​​​​​​​&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;13.2 El pagament de la quantia subvencionada es farà amb un pagament anticipat del cinquanta per cent de la quantia concedida fins a un màxim de 5.000 euros, segons l'article 50 i següents&amp;nbsp; de l'Ordenança general de subvencions del Consell de Mallorca que permet a les convocatòries de subvencions tramitades per aquest organisme prevegin pagaments anticipats quan així es consideri justificat. &lt;/span&gt;​​​​​​​&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;13.3 L'altre cinquanta per cent o quantia restant de la subvenció s'abonarà un cop presentada la justificació de la subvenció i comprovat que s'han complit els objectius i la finalitat per a la qual es concediren i es comprovi la conformitat de les despeses aportades, calculant la quantia a abonar segons el tant per cent del compliment del projecte subvencionat, d'acord amb l'establert a l'apartat 14 d'aquesta convocatòria.&lt;/span&gt;​​​​​​​&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;13.4 En el cas de que la quantia justificada sigui inferior a la quantia concedida, es tramitarà el corresponent expedient de pèrdua parcial o total del dret a cobrar la subvenció, i, si escau, expedient de reintegrament i/o reducció de l'import de la subvenció corresponent que quedi per abonar.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;14. Pèrdua del dret al cobrament de la subvenció&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;14.1 &lt;/span&gt;L'article 58 de l'Ordenança abans esmentada regula la pèrdua del dret a cobrar la subvenció.​​​​​​​&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;14.2&amp;nbsp;&lt;/span&gt;Amb independència del criteri d'atorgament de la subvenció aplicat, quan l'entitat beneficiària presenti una justificació definitiva per un import inferior al concedit, el centre gestor podrà cancel·lar d'ofici el romanent de la concessió amb l'acceptació prèvia de la persona beneficiària. Als efectes indicats, l'entitat beneficiària podrà renunciar a l'import romanent no justificat si així ho indica a l'Annex 6.​​​​​​​&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;14.3 De conformitat amb els principis d'eficàcia i eficiència en l'assignació i utilització dels recursos públics regulats en l'article 5 de l'Ordenança general de subvencions del Consell Insular de Mallorca, en el cas que l'import de la pèrdua del dret al cobrament de la subvenció sigui igual o inferior a 100,00 € i sempre que aquest import no superi l'1 % de la subvenció concedida, el centre gestor anul·larà d'ofici la diferència entre l'import de la subvenció concedida i l'import de la subvenció reconeguda, sense necessitat d'iniciar el procediment i la declaració posterior de la pèrdua del dret al cobrament d'una part de la subvenció, i sense que l'entitat beneficiària presenti la renúncia a cobrar aquesta quantitat.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;15. Infraccions, sancions&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;El règim d'infraccions i de sancions administratives aplicables és el que s'estableix en el títol IV de la Llei 38/2003, de 17 de novembre, general de subvencions (BOE núm. 276, de 18 de novembre de 2003) i en la resta de la normativa aplicable i, en concret, en els articles 63 i 64 de l'Ordenança general de subvencions del Consell Insular de Mallorca.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;&lt;span style="background-color:white"&gt;16. Publicitat &lt;/span&gt;&lt;/strong&gt;​​​​​​​&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;16.1 El Consell Insular de Mallorca, en compliment del que es preveu en els articles 17, 18 i 20 de la Llei 38/2003 esmentada i d'acord amb l'article 14 i 19.2 de l'Ordenança general de subvencions, ha d'enviar la informació sobre la convocatòria i sobre les resolucions de concessió a la Base de dades nacional de subvencions.&lt;/span&gt;​​​​​​​&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;16.2 L'extracte de la convocatòria de subvencions i la resolució s'han de publicar en el &lt;em&gt;Butlletí Oficial de les Illes Balears&lt;/em&gt; i s'han de publicar en la Seu Electrònica del Consell Insular de Mallorca &lt;span style="color:null"&gt;(&lt;em&gt;www.conselldemallorca.net&lt;/em&gt;).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;17. Normativa aplicable&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;Aquesta convocatòria es regeix pel que es disposa en la Llei 38/2003, de 17 de novembre, general de subvencions, en el Reial decret 887/2006, de 21 de juliol, pel qual s'aprova el Reglament de la Llei 38/2003, de 17 de novembre, general de subvencions i la resta de normativa que hi sigui d'aplicació.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;Aquesta convocatòria s'efectua en el marc de l'Ordenança general de subvencions del Consell Insular de Mallorca, aprovada pel Ple del Consell de Mallorca, en sessió de 23 de desembre de 2016, BOIB núm. 21, de 18 de febrer de 2017, i modificada pel Ple del Consell de Mallorca, en sessió 14 de juny de 2018, BOIB núm. 96 de 4 d'agost de 2018.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;div style="page-break-after:always"&gt;&lt;span style="display:none"&gt;&amp;nbsp;&lt;/span&gt;&lt;/div&gt;

&lt;p&gt;&lt;strong&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;​​​​​​​&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;strong&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;18. Ineficàcia sobrevinguda de la convocatòria&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;Si, per circumstàncies sobrevingudes d'interès públic i general, el Consell de Mallorca no pot dur endavant la tramitació d'aquesta convocatòria, l'òrgan que la va aprovar l'ha de deixar sense efectes amb un informe justificatiu previ de la secretaria tècnica del centre gestor.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;19. Recursos&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;Contra aquesta convocatòria, que no posa fi a la via administrativa, es pot interposar un recurs d'alçada en el termini d'un mes, comptador a partir de l'endemà de publicar-se en el &lt;em&gt;Butlletí Oficial de les Illes Balears&lt;/em&gt;. El recurs es pot interposar formalment davant del conseller executiu de Promoció Econòmica i Desenvolupament Local o davant la Presidència del Consell Insular de Mallorca, que és l'òrgan competent per resoldre'l.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;Contra la resolució de concessió d'aquesta subvenció, que no posa fi a la via administrativa, es pot interposar directament un recurs d'alçada davant la Presidència del Consell Insular de Mallorca, en el termini d'un mes, comptador a partir de l'endemà de la seva notificació.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;Contra la desestimació expressa d'aquest recurs d'alçada, es pot interposar el recurs contenciós administratiu davant el Jutjat Contenciós Administratiu de Palma que correspongui o la Sala Contenciosa Administrativa del Tribunal Superior de Justícia de les Illes Balears, en el termini de dos mesos, comptadors a partir de l'endemà de rebre la notificació de la desestimació del dit recurs d'alçada.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;Si han transcorregut tres mesos des de la interposició del recurs d'alçada i no n'heu rebut la notificació de resolució expressa, s'entén desestimat per silenci i podeu interposar el recurs contenciós administratiu davant el Jutjat Contenciós Administratiu de Palma que correspongui o la Sala Contenciosa Administrativa del Tribunal Superior de Justícia de les Illes Balears, en el termini de sis mesos, comptadors a partir de l'endemà de la desestimació presumpta.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="line-height:1"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="background-color:white"&gt;No obstant l'anterior, es pot interposar, si escau, qualsevol altre recurs que es consideri oportú. Tot això de conformitat amb el que s'estableixen la Llei 29/1998, de 13 de juliol, reguladora de la jurisdicció contenciosa administrativa, i amb el que s'estableix en la Llei 39/2015, d'1d'octubre, del procediment administratiu comú de les administracions públiques.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;​​​​​​​&lt;/p&gt;
