El Consell Executiu del Consell de Mallorca, dia 16 de desembre de 2020, va acordar l'aprovació de l'expedient de convocatòria pública d'ajuts reemborsables amb un tram no reemborsable a projectes empresarials singulars que contribueixen a la transformació del model econòmic i social liderats per dones.&nbsp;&nbsp; </span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:normal">2. En data 14 de juny de 2021 s'ha resolt per la consellera executiva de Presidència del Consell de Mallorca, la primera concessió que inclou les 9 primeres persones d'acord amb l'ordre definitiu, amb la següent conclusió, 4 concessions, 2 desistiments i 3 persones amb resultat desfavorable. </span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:normal">3. En data 19 de juliol de 2021, s'ha resolt per la consellera executiva de Presidència del Consell de Mallorca,&nbsp; la segona concessió que inclou 11 persones del segon grup d'acord amb l'ordre definitiu, amb la següent conclusió, 5 concessions, 1 desistiment i 5 persones amb resultat desfavorable. </span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:normal">4. Dins el termini per a la presentació de sol·licituds de la convocatòria, actualment obert,&nbsp; s'han presentat&nbsp; 83&nbsp; sol·licituds d'ajuts per als projectes liderats per dones. Les entitats col·laboradores han emès els informes necessaris per a concedir l'ajut d'acord amb el punt 8 de la convocatòria. S'organitzaran tallers i cursos presencials de vàries hores de duració enfocats a temàtiques diferents com nutrició, creixement personal, reiki, plantes o constel·lacions.&nbsp; Tots impartits en un entorn natural per a grups de 10 persones per un equip multidisciplinar en plantilla.&nbsp; S'ha emès informe favorable quant a l'impacte social i informe desfavorable quant a la viabilitat econòmica que ha valorat que el projecte està sobredimensionat a nivell d'ingressos, infravalorat a nivell de despesa y poc coherent amb la inversió.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:normal">El projecte presentat per AC sol·licita l'ajut pel projecte “POLLENÇA MASCOTES”,&nbsp; l'objecte del qual és una empresa que es dedica al servei de perruqueria de mascotes ubicada en Pollença. Un negoci de proximitat al municipi. Així mateix vendrà menjar i accessoris. S'ha emès informe favorable quan a l'impacte <span style="background-color:white"><span style="color:black">social i un informe desfavorable quant a la viabilitat econòmica</span></span> que ha valorat que la previsió econòmica està sobredimensionada, així mateix no aporta dades pels propers anys per la qual cosa es desconeix la previsió de creixement del seu negoci i en relació amb la facturació, de continuar igual, es preveuen dificultats amb la tresoreria a curt termini.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:normal">El projecte presentat l'empresa ANANDA 2020 SL,&nbsp; representada per la senyora CGL sol·licita l'ajut pel projecte&nbsp; “AQUAROSAE”,&nbsp; l'objecte del qual és una empresa que es dedica al servei de purificació d'aigües. El seu objectiu es ajudar al consum de botelles de plàstic d'aigua envasada. D'acord amb la descripció&nbsp; del seu model de negoci inclourà el manteniment dels filtres en les quotes mensuals hi haurà diversos plans de finançament de les màquines, del que el cost mitjà s'estima en 1.500€.&nbsp; S'ha emès informe favorable quant a l'impacte social i un informe desfavorable quant a la viabilitat econòmica, perquè s'ha considerat, en general, sobredimensionat, per una banda l'estimació d'ingressos anuals per al primer any es considera difícils d'aconseguir , així mateix es detecta incongruent l'estimació de vendes, per una banda, es consideren sobrevalorades les despeses que d'acord amb el Pla estima una despesa fixa pel primer any i d'altre, pel segon any que no s'ajusta a l'estimació de vendes del primer any&nbsp; per considerar-se elevada i sustentada en considerar que la majoria dels clientes paguen al contat i no s'adapta a cap pla de finançament. Si això fos així no s'aconseguirien les xifres de vendes.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:normal">El projecte presentat per MCJD sol·licita l'ajut pel<span style="background-color:white"><span style="color:black"> projecte “ESVIVENCIAL SL”,</span></span> l'objecte del qual és donar suport a les persones de l'entorn rural per a la creació de projectes de turisme vivencial, que permeten contacte directe entre els viatgers i la població local mitjançant una convivència.&nbsp; La finalitat és modificar el model actual de turisme per integrar les tradicions del medi rural, oferir activitats més sostenibles, de baix impacte amb el medi ambient i la població rural. Una alternativa turística innovadora que dóna a conèixer les activitats del sector primari i de transformació artesanal que es desenvolupa. S'ha emès informe favorable quan a l'impacte social i un informe desfavorable quant a la viabilitat econòmica, per considerar per una banda, que les despeses de la posada en marxa del projecte estan vinculades al marketing on line, així mateix el model de negoci que presenta és poc equilibrat, no dóna informació sobre el seu EBITDA&nbsp; ni dels beneficis nets anuals, d'altra banda l'estimació sobre la facturació es considera no factible, ja que l'increment és del 575%. Finalment, en relació amb la despesa es valora que la devolució del Tram reemborsable és elevada considerant la seva dedicació parcial, la complexitat del negoci i la maduració inicial que s'ha de fer per posar-lo en marxa.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:normal">El projecte presentat per MPC,<strong> </strong>sol·licita l'ajut pel projecte “CLÍNICA MENT”, l'objecte del qual es una clínica privada de caràcter local&nbsp; al municipi d'Artà,&nbsp; que vol servir com a suport a totes les persones que tenguin dificultat d'accés al sistema públic de salut, especialment als serveis psicològics i psiquiàtrics,&nbsp; per ser un servei més àgil que valora l'atenció a l'inici del problema que es plantegi evitant el seu desenvolupament i tractament en un moment posterior o més avançat. S'ha emès informe desfavorable quant a l'impacte social que ha obtingut una puntuació total del (45,00%).&nbsp; en relació amb la Teoria del canvi,&nbsp; es fa notar que el projecte no s'alinea amb l'objectiu de la convocatòria, en tant que proposa el suport mitjançant una clínica privada a un be essencial com el de l'atenció bàsica a la salut, si bé pot ser una sol</span></span><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:normal">·lució eficaç i eficient, no pot reforçar-se amb ajudes del sector públic, que en tot cas han d'anar destinades a garantir el seu accés universal i no restrictiu a aquests serveis bàsics.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:normal">El projecte presentat per AMC sol·licita l'ajut pel projecte “PRIME FILMS LOCATION”, l'objecte del qual es oferir un servei d'agència de lloguer de propietats privades com a localitzacions per a rodatges cinematogràfics i sessions fotogràfiques. S'ha emès informe de valoració desfavorable quant a l'impacte social amb una puntuació obtinguda (16,00%) i és per això que el projecte no ha estat valorat quant a la viabilitat econòmica.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:normal">A la vista de l'exposat les treballadores autònomes i/o organitzacions empresarials, MRM, AC,&nbsp; ANANDA 2020 SL i MCJD,&nbsp; han obtingut un resultat favorable quant a l'impacte social i desfavorable quant a la viabilitat econòmica, i MPC i AMC han obtingut un resultat desfavorable quant a l'impacte social, motiu pel qual no han estat valorades quant a la viabilitat econòmica i, per tot això, &nbsp;l'òrgan instructor competent proposa denegar-les la concessió de la subvenció.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:normal">Finalment, el projecte presentat per CPHPH, sol·licita l'ajut pel projecte “ECOISLAND BALEARES”,&nbsp; l'objecte del qual és la innovació en els sectors de l'agricultura, ramaderia, i artesania mitjançant la unió dels petits i mitjans productors de les illes en una web de venda online i així independitzar-los de la botiga de carrer, i no ha presentat dins termini el formulari necessari requerit per poder ser valorada quant a l'impacte social per la qual cosa es considera desistida de la seva sol·licitud d'ajuda.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:normal">El projecte presentat per SC, sol·licita l'ajut pel projecte&nbsp; “YSORIS COSMETICA De Cacciatori Stefania”,&nbsp; l'objecte del qual és la venda productes estètics funcionals i professionals al por major amb la finalitat d'aportar un valor adient i de qualitat als esteticistes,&nbsp; i no ha presentat dins termini el formulari necessari requerit per poder ser valorada quant a l'impacte social per la qual cosa es considera desistida de la seva sol·licitud d'ajuda.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:normal">El projecte presentat per IFA, sol·licita l'ajut pel projecte “ESTUDIO MOSTAZA”, l'objecte del qual es una escola-taller de ceràmica al barri de Son Sardina de Palma, accessible des de Palma mitjançant el bus, el metro i la bici, un espai agradable de retrobada amb els veïnats amb valors comuns&nbsp; i desconnexió de preocupacions. Es posa en valor l'ús de matèria prima reciclable i una depuradora d'aigua per protegir el medi ambient.&nbsp; No ha presentat dins termini el formulari necessari requerit per poder ser valorada quant a l'impacte social per la qual cosa es considera desistida de la seva sol·licitud d'ajuda.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:normal">3. En data 27 d'octubre de 2021, l'òrgan instructor va emetre informe relatiu al compliment per part de les persones interessades dels requisits necessaris per accedir a la subvenció.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:normal">4. La despesa econòmica que representa la convocatòria està prevista dins el pressupost de despesa del Consell de Mallorca per a l'any 2021 amb càrrec a les partides pressupostàries següents: Tram reemborsable 00.23167.83100 i Tram no reemborsable: 00.23167.77980 i es disposa dels corresponents certificats d'existència de crèdit.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:normal">5. Denegar l'ajut a AC, amb la posició número 22, amb NIF/CIF&nbsp; ****5711*, respecte de la sol·licitud d'ajut pel projecte “POLLENÇA MASCOTAS” perquè ha obtingut un resultat desfavorable en quan a l'informe sobre impacte econòmic que ha valorat que la previsió econòmica està sobredimensionada, així mateix no aporta dades pels propers anys per la qual cosa es desconeix la previsió de creixement del seu negoci i en relació amb la facturació, de continuar igual, es preveuen dificultats amb la tresoreria a curt termini.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:normal">4. Denegar l'ajut a ANANDA 2020 SL, amb la posició número 23, amb NIF/CIF ****9946*, respecte de la sol·licitud d'ajut pel projecte “AQUAROSAE”&nbsp; perquè ha obtingut un resultat desfavorable en quan a l'informe sobre impacte econòmic emès per l'entitat col·laboradora pel següent motiu:&nbsp; perquè s'ha considerat, en general, sobredimensionat, per una banda l'estimació d'ingressos anuals per al primer any es considera difícils d'aconseguir , així mateix es detecta incongruent l'estimació de vendes, per una banda, es consideren sobrevalorades les despeses que d'acord amb el Pla estima una despesa fixa pel primer any i d'altre, pel segon any que no s'ajusta a l'estimació de vendes del primer any&nbsp; per considerar-se elevada i sustentada en considerar que la majoria dels clientes paguen al contat i no s'adapta a cap pla de finançament. Si això fos així no s'aconseguirien les xifres de vendes. </span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:normal">5. Denegar l'ajut a MPC, amb la posició número 25, amb NIF/CIF ***3788** respecte de la sol·licitud d'ajut pel projecte “CLINICAMENT” perquè ha obtingut un informe desfavorable quant a l'impacte social amb una puntuació total del (45,00%), i no supera el mínim total exigible del 50%.&nbsp; En la Dimensió 1, de la Teoria del Canvi, el projecte no s'aliena amb l'objectiu últim de la convocatòria. En tant que proposa el suport a una clínica privada, no es considera una solució sostenible i justa. La solució privada a un bé essencial com el de l'atenció bàsica a la salut, si bé pot ser eficaç i eficient, no pot reforçar-se amb ajudes del sector públic, que en tot cas han d'anar destinades a garantir un accés universal i no restrictiu als serveis bàsics. A partir d'una anàlisi més profunda de la problemàtica dels serveis públics podrien plantejar-se idees innovadores que contribuïssin a reforçar l'accés universal i inclusiu al sistema públic de salut, la qual cosa sí que estaria clarament en línia amb els objectius de la present convocatòria.&nbsp; En la Dimensió 2, de Perspectiva de gènere el projecte pot aprofundir en la introducció d'aquesta perspectiva en l'enfocament de la salut, fet que potenciaria la seva innovació i valor afegit, així com les oportunitats de col·laborar amb altres actors (Dimensió 7). En la Dimensió 5 seria necessari orientar l'objectiu general als criteris generals de les ajudes i establir fites concretes pel que fa a l'assoliment de resultats. En la Dimensió 11 d'Avaluació, es podria concretar més l'estratègia d'avaluació, haver definit de forma més concreta i quantificada els resultats&nbsp; esperats amb el projecte.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:normal">6. Denegar l'ajut a AMC, amb la posició número 28, amb NIF/CIF ***5520** respecte de la sol·licitud d'ajut pel projecte “PRIME FILM LOCATIONS” perquè ha obtingut un informe desfavorable quant a l'impacte social amb una puntuació total de (16,00%), i no supera el mínim total exigible del 50%.&nbsp; En la Dimensió 1, de Teoria de canvi, es troba a faltar una orientació a satisfer una problemàtica social/mediambiental o necessitat no coberta, la qual és essencial en la present convocatòria. La contribució del projecte resulta massa , des de el punt de vista de l'orientació del negoci seria important fer una definició més acotada (per ex. Si una demanda de localitzacions no està coberta de manera que es perden oportunitats). Aquesta resposta hauria de fer-se amb criteris clars de sostenibilitat. en relació amb la dimensió 9, de Sostenibilitat mediambiental, es podrien introduir mesures de control de consum energètic i de reciclatge o bé proveïdors d'energia verda, així com l'ús d'un vehicle elèctric per fer els desplaçaments. En la Dimensió 10, d'Anàlisi de riscos, s'haurien de fer una anàlisi rigorosa de la situació actual de la industria cultural i cinematogràfica, ja que és un sector greument afectat per la crisi de la COVID-19. També s'haurien de tenir en compte altres empreses dedicades a la mateixa activitat, no només les presents a Mallorca. Així mateix es troba a faltar una focalització en el propi projecte, ja que l' emprenedora analitza els riscos del sector de forma general podent analitzar i descriure la pròpia proposta. </span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:normal">7. Denegar l'ajut a MCJD, amb la posició número 30, amb NIF/CIF ***3342** respecte de la sol·licitud d'ajut pel projecte “ESVIVENCIAL SL” perquè ha obtingut un informe desfavorable quant a la viabilitat econòmica,&nbsp; per considerar per una banda, que les despeses de la posada en marxa del projecte estan vinculades al markenting on line, així mateix el model de negoci que presenta és poc equilibrat, no dóna informació sobre el seu EBITDA&nbsp; ni dels beneficis nets anuals, d'altra banda l'estimació sobre la facturació es considera no factible, ja que l'increment és del 575%.&nbsp; Finalment, en relació amb la despesa es valora que la devolució del Tram reemborsable és elevada considerant la seva dedicació parcial, la complexitat del negoci i la maduració inicial que s'ha de fer per posar-lo en marxa.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:normal">8. Declarar el desistiment de CPHPH, amb la posició número 24,&nbsp; amb el DNI: ***6143**, respecte de la sol·licitud d'ajuda pel projecte “ECOISLANDS BALEARES”,&nbsp; per no esmenar dins el termini de 10 dies hàbils el requeriment notificat en data 12/07/2021 i recepcionat en data&nbsp; 15/07/2021, d'acord amb el punt 7 de la convocatòria.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="line-height:normal">9.
