    <env:contingut rdf:parseType="Literal">![CDATA[&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:120%"&gt;&lt;span style="color:#000000"&gt;La gestió dels serveis socials es pot fer mitjançant diverses fórmules. L'acció concertada és la figura de col·laboració entre el sector públic i el privat que més s'adequa als principis que han de regir el sistema de serveis socials, especialment arran de l'aprovació de la Llei 12/2018, de 15 de novembre, de serveis a les persones en l'àmbit social a la comunitat autònoma de les Illes Balears. Aquesta Llei, amb la finalitat de garantir la publicitat i la transparència, disposa que anualment s'ha de fer una previsió dels serveis socials que poden ser gestionats mitjançant l'acció concertada.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:120%"&gt;&lt;span style="color:#000000"&gt;L'article 4.1 de la Llei 12/2018 estableix que, amb una periodicitat anual, les administracions de les Illes Balears competents en matèria social i d'ocupació, com a part de les competències en planificació, han de fer una previsió de les prestacions i els serveis que pretenen que siguin objecte d'acció concertada, juntament amb una taxació del cost i un informe justificatiu de la mancança de mitjans propis per a la gestió, de la idoneïtat de la modalitat de gestió elegida i de la planificació establerta per dotar-se de mitjans propis per a la gestió directa d'aquestes prestacions o serveis quan sigui previsible que s'hagin de prestar permanentment i, a més, siguin essencials per a l'efectivitat dels drets socials.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:120%"&gt;&lt;span style="color:#000000"&gt;L'Acord del Consell de Govern de 22 de febrer de 2021, publicat en el &lt;em&gt;Butlletí Oficial de les Illes Balears&lt;/em&gt; núm. 26, de 23 de febrer de 2021, aprova aquesta previsió, defineix els serveis d'interès econòmic general i designa els òrgans instructors dels procediments de concertació. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:120%"&gt;&lt;span style="color:#000000"&gt;L'informe del secretari general de la Conselleria d'Afers Socials i Esports, per suplència del director general de Planificació, Equipaments i Formació, de 29 de març de 2021, proposa modificar l'Acord del Consell de Govern de 22 de febrer de 2021, en vista dels informes de demanda de serveis socials que indiquen la necessitat d'ampliar l'oferta de determinats serveis de la Cartera Bàsica. Des de la Direcció General d'Atenció a la Dependència s'han de reprogramar part de les actuacions per incrementar places o sessions, atesa la creixent demanda de serveis i la dificultat existent en l'acreditació de serveis, no atribuïble a les entitats i, entre d'altres raons que es detallen en l'esmentat informe i que justifiquen aquesta modificació, es constata la necessitat d'incrementar en 5.000 hores/mes la previsió inicial de 15.000 hores/mes, en el concert del Servei d'Ajuda a Domicili (SAD) en el municipi de Palma, quedant un total de 20.000 hores/mes; o l'increment de la llista d'espera en determinats serveis com el servei d'estades diürnes en el municipi de Palma o dels serveis ocupacionals a l'illa d'Eivissa. Tal com exposa l'informe, aquestes modificacions impliquen un increment pressupostari pel qual hi ha crèdit disponible en els programes de la direcció general competent.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:120%"&gt;&lt;span style="color:#000000"&gt;Per tot això, el Consell de Govern,a proposta de la consellera d'Afers Socials i Esports, en la sessió de 12 d'abril de 2021, adoptà entre d'altres l'Acord següent:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:120%"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;Primer. &lt;/strong&gt;Modificar, en els termes que s'indiquen en l'annex, la previsió dels serveis que s'han de concertar durant l'any 2021, respecte dels serveis següents:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:120%"&gt;&lt;span style="color:#000000"&gt;a. &lt;span style="color:#000000"&gt;2.5.3. Servei d'ajuda a domicili per a persones en situació de dependència.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:120%"&gt;&lt;span style="color:#000000"&gt;b. &lt;span style="color:#000000"&gt;2.5.4. &lt;span style="background-color:#ffffff"&gt;Servei d'estades diürnes per a persones majors en situació de dependència.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:120%"&gt;&lt;span style="color:#000000"&gt;c. &lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;2.5.6. Servei residencial per a persones majors en situació de dependència.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:120%"&gt;&lt;span style="color:#000000"&gt;d. &lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;2.6.2. Serveis ocupacionals per a persones amb diagnòstic de salut mental, necessitat de suport extens i discapacitat.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:120%"&gt;&lt;span style="color:#000000"&gt;e. &lt;span style="color:#000000"&gt;&lt;span style="background-color:#ffffff"&gt;2.6.4. Serveis de suport a l'habitatge per a persones amb diagnòstic de salut mental.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
