&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Feim públic, per a coneixement general, el Decret d'Alcaldia núm. 2020-1617, de data 2 desembre de 2020, que modifica el Decret d'Alcaldia 2020-1553 de 20 de novembre, pel què es modifica el Decret 2019-0031 de 26 de juny de 2019, pel que es deleguen a favor de les regidores i els regidors competències, que en la part suficient diu:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;«Vist el Decret 2019-0031 de 26 de juny de 2019, pel que es deleguen a favor de les regidores i regidors competències; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Considerant que en data 20 de novembre de 2020 mitjançant el Decret 2020-1553, es resolgué modificar el referit Decret de delegació de competències, però que, no obstant, s'ha observat que hi falta reflectir uns canvis que l'equip de govern ha considerat necessaris; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Fent ús de les atribucions que han estat conferides a aquesta Alcaldia en els articles 21 i 23.4 de la Llei 7/1985, de 2 d'abril, reguladora de les bases de règim local, i de conformitat amb l'article 25 de la Llei 20/2006, municipal i de règim local de les Illes Balears; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;Per mitjà de la present,&lt;strong&gt; &lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;RESOLC:&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;ÚNIC.-&lt;/strong&gt; Modificar el Decret 2020-1553 de 20 de novembre de 2020, pel què es modifica el Decret 2019-0031 de 26 de juny de 2019 de manera que quedi redactat de la següent manera:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;«RESOLUCIÓ D'ALCALDIA &lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Fent ús de les atribucions que han estat conferides a aquesta Alcaldia en els articles 21 i 23.4 de la Llei 7/1985, de 2 d'abril, reguladora de les bases de règim local, i de conformitat amb l'article 25 de la Llei 20/2006, municipal i de règim local de les Illes Balears;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;D'acord amb les conversacions mantingudes amb els tècnics municipals i en especial baix el criteri de la Intervenció de Fons, als efectes d'establir la deguda relació entre els responsables de les polítiques municipals que es reflecteixen en el present decret de delegació de competències i els pressupostos municipals, s'estableixen les competències d'acord amb els programes reflectits en l'Ordre HAP/419/2014, de 14 de març, per la que es modifica l'Ordre EHA/3565/2008, de 3 de desembre, per la qual s'aprova l'estructura dels pressupostos de les entitats locals.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;RESOLC:&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;PRIMER.&lt;/strong&gt; Delegar a favor dels Regidors que a continuació s'assenyalen les atribucions de gestió següents:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;Dirigir, inspeccionar i impulsar, sense perjudici de les competències atribuïdes expressament a altres òrgans, els serveis i obres municipals en les matèries delegades, amb les facultats de tramitació, resolució, execució i control del compliment mitjançant actes administratius que afectin a tercers, podent atorgar les llicències i autoritzacions precises en les matèries de la seva competència, no atribuïdes expressament al Ple o a la Junta de Govern Local, i acceptar les declaracions responsables presentades pels particulars.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Li correspondrà també la tramitació per faltes per incompliment de les ordenances en matèries de la seva competència i els expedients de responsabilitat patrimonial relacionats amb l'àrea de la seva competència.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Li correspondrà la competència com a òrgan de contractació i l'impuls, reconeixement dels compromisos de despesa legalment adquirits de la seva àrea per import inferior a 4.000 euros (IVA no inclòs). &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Serà al seu càrrec la gestió dels béns municipals relacionats amb les seves competències.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;SEGON.&lt;/strong&gt; Delegar a favor de la regidora Maria Antònia Pons Mascaró, primera tinenta de batle.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;1. Els programes que s'enumeren amb l'excepció de les despeses de personal, manteniment de les instal·lacions municipals i subministrament elèctric.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:150%"&gt;&lt;span style="color:#000000"&gt;13 Seguretat i mobilitat ciutadana (Inclou els programes 1320 a 1360), i el transport públic.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:150%"&gt;&lt;span style="color:#000000"&gt;22 A favor d'empleats&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:150%"&gt;&lt;span style="color:#000000"&gt;23 Serveis socials i promoció social (Inclou els programes 2310 de serveis socials&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:150%"&gt;&lt;span style="color:#000000"&gt;2311 d'atenció a persones dependents i 2312 de cooperació amb el tercer món)&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:150%"&gt;&lt;span style="color:#000000"&gt;31 Sanitat (amb el programa 3110 de protecció de la salubritat pública)&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:150%"&gt;&lt;span style="color:#000000"&gt;4910 Administració electrònica &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;En matèria de tràfic li correspondrà també la resolució dels expedients per infracció de les ordenances municipals.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:115%"&gt;&lt;span style="color:#000000"&gt;2. Es delega la direcció i la gestió del personal i, en particular, la negociació i la representació de la corporació davant les organitzacions sindicals; la instrucció d'expedients de personal; la resolució de faltes lleus; l'oferta pública d'ocupació; les borses de selecció de personal i les propostes de distribució de retribucions complementàries que siguin fixes i periòdiques d'acord amb els regidors delegats de les àrees, reservant-se no obstant aquesta Alcaldia la direcció superior de tot el personal, la separació del servei dels funcionaris i l'acomiadament del personal laboral.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Serà al seu càrrec la gestió dels béns municipals: edifici de Santa Rita per a serveis socials, edifici de la Creu Roja i centre geriàtric. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Així mateix, el Servei d'Atenció al Ciutadà (SAC), l'ús de noves tecnologies i l'aplicació efectiva de les mesures d'administració electrònica que el Govern central vol emprendre dirigides a l'activitat empresarial i comercial; la gestió informàtica i el desenvolupament de la web municipal.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;TERCER. &lt;/strong&gt;Delegar a favor del regidor Rafael Quintana Villalonga, segon tinent de batle,&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;1. Es delegen els programes que s'enumeren amb l'excepció de les despeses de personal i manteniment de les instal·lacions municipals i subministrament elèctric.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:150%"&gt;&lt;span style="color:#000000"&gt;3370 Joventut&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:150%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;4190 Fira del Camp&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:150%"&gt;&lt;span style="color:#000000"&gt;4311 Fires&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:150%"&gt;&lt;span style="color:#000000"&gt;9240 Participació ciutadana &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Entre altres qüestions li correspon: el foment del voluntariat i l'associacionisme; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Serà al seu càrrec la gestió dels béns municipals: instal·lacions esportives, la gestió de la utilització de les instal·lacions esportives dels centres públics en horari extraescolar, el Centre Sociocultural i Recreatiu Antic Escorxador, Es Bot i el Punt d'Informació Jove.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;​​​​​​​&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;QUART.&lt;/strong&gt; Delegar a favor del regidor Cristóbal Marqués Palliser, tercer tinent de batle, els programes que s'enumeren amb l'excepció de les despeses de personal, manteniment de les instal·lacions municipals i subministrament elèctric.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:150%"&gt;&lt;span style="color:#000000"&gt;0110 Deute públic.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:150%"&gt;&lt;span style="color:#000000"&gt;1510 Urbanisme: planejament, gestió, execució i disciplina urbanística&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:150%"&gt;&lt;span style="color:#000000"&gt;1522 Conservació i rehabilitació de l'edificació.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:150%"&gt;&lt;span style="color:#000000"&gt;93 Administració financera i tributaria (Inclou els programes 9310 a 9340)&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Entre altres qüestions li correspon:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;L'àrea econòmica d'acord amb el pressupost aprovat; la preparació dels comptes municipals; la gestió de l'inventari, els expedients de responsabilitat patrimonial que requereixin dictamen del Consell Consultiu; l'ordenació i la gestió del territori, l'urbanisme i la disciplina urbanística&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;La inspecció de totes les obres municipals; l'aprovació dels plans de seguretat i salut de les obres públiques i la coordinació amb altres administracions de les obres públiques d'envergadura que s'executin dins el municipi.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;El desenvolupament de la gestió del pressupost d'ingressos, gestió tributària i de recaptació, i les ordenances reguladores dels tributs i preus públics.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;Seran al seu càrrec l'autorització i la disposició de les despeses de la seva àrea per imports inferiors a 15.000 euros (IVA no inclòs). Li correspondrà també l'autorització i la disposició de despeses de la resta d'àrees de l'Ajuntament per quantitats superiors a 4.000 euros i inferiors a 15.000 euros (en els dos casos IVA no inclòs), amb proposta prèvia del regidor de l'àrea corresponent.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Serà a càrrec seu la competència com a òrgan de contractació de tots els contractes majors de 4.000 euros i inferiors a 15.000 euros (en els dos casos IVA no inclòs). &lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;La gestió de la depuració i els pluvials i les infraestructures de telecomunicacions.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Es coordinarà amb tots els responsables dels serveis municipals per tal de garantir la unitat de criteri davant les empreses prestadores de serveis i, en principi, serà responsabilitat del regidor o regidora delegat de cada servei la resolució concreta de conflictes que es puguin plantejar. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Serà al seu càrrec la gestió dels béns municipals: Convent de Sant Diego, Centre Internacional de Gravat, l'edifici municipal c/de Baixamar, 56, l'edifici de l'Escola d'Adults, l'Espai Rotger, col·legi Dr. Comas, col·legi Mestre Duran, Escola d'Adults, escola Es Pouet, aula de dibuix i l'arxiu municipal.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;strong&gt;VUITÈ. &lt;/strong&gt;Aquesta Alcaldia es reserva l'aprovació i la formalització dels convenis administratius que es tramitin, tant amb entitats públiques com privades, així com les atribucions i programes no expressament delegades als regidors o no atribuïdes a la Junta de Govern, entre altres el desenvolupament del comerç i turisme local.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
