    <env:contingut rdf:parseType="Literal">![CDATA[&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;La Llei orgànica 2/2006, de 3 de maig, d'educació (LOE), modificada per la Llei orgànica 8/2013, de 9 de desembre, per a la millora de la qualitat educativa, en el capítol II del títol VII estableix el marc regulador de la inspecció educativa i, en l'article 154, atribueix a les administracions educatives la regulació de l'estructura i el funcionament dels òrgans que s'estableixin per al desenvolupament de les funcions i tasques de la inspecció en els seus àmbits territorials.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;La Llei orgànica 1/2007, de 28 de febrer, de reforma de l'Estatut d'autonomia de les Illes Balears, en l'article 36 atribueix a la Comunitat Autònoma de les Illes Balears la competència de desenvolupament legislatiu i d'execució de l'ensenyament en tota la seva extensió, nivells i graus, modalitats i especialitats.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;El Decret 36/2001, de 9 de març, pel qual es regula la inspecció educativa en l'àmbit de l'ensenyament no universitari, estableix en l'article 7 que la Conselleria d'Educació i Cultura ha de determinar periòdicament les directrius d'actuació del Departament d'Inspecció Educativa (DIE). L'article 2 fixa com a finalitats de la inspecció contribuir a la millora permanent del sistema educatiu, emparar els drets de la ciutadania pel que fa a una educació de qualitat i assegurar l'aplicació adequada de les normes jurídiques que regulen el sistema educatiu, finalitats que es complementen amb la contribució explícita a consolidar els valors de protecció de la convivència democràtica i el respecte als drets fonamentals dels ciutadans, així com el foment d'actituds positives envers el patrimoni cultural i lingüístic de les Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;En coherència amb el que preveu la disposició final primera d'aquest Decret, l'Ordre del conseller d'Educació i Cultura de 24 de març de 2011 regula l'organització i el funcionament de la inspecció educativa, desenvolupa l'estructura organitzativa del DIE i concreta pautes de funcionament per a la planificació de les actuacions que ha de dur a terme, a fi de possibilitar més coherència i estabilitat en les actuacions i que aquestes es desenvolupin de manera coordinada per contribuir a millorar la qualitat del sistema educatiu. La Resolució del conseller d'Educació, Universitat I Recerca de dia 18 de desembre de 2019 per la qual es fixen les directrius i s'aprova el Pla d'Actuació del Departament d'Inspecció Educativa per al període 2020-2024 i s'estableix el Programa d'Actuació per al Curs 2019-2020 (BOIB núm. 17, de 21 de desembre) concreta el Pla per al present quadrienni i determina, igualment, les directrius que són el referent per al Programa d'Actuació per al curs 2020-2021.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Per altra part, i ateses les excepcionals circumstàncies que des de la declaració de l'estat d'alarma, el passat 16 de març, com a conseqüència de l'expansió descontrolada de la pandèmia generada pel coronavirus que va obligar a la suspensió de l'educació presencial en tots els centres educatius, es varen incorporar a les actuacions que havien de dur a terme els inspectors i inspectores d'educació a la CAIB unes altres actuacions complementàries que, en el marc d'excepcionalitat esmentat, varen ser actuacions prioritàries al llarg del tercer trimestre del passat curs escolar. Així, mitjançant publicació de la Resolució del conseller de 27 d'abril es va modificar la Resolució esmentada al paràgraf anterior.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Tant la normativa bàsica com l'autonòmica reconeixen a la inspecció educativa un caràcter transversal que afecta tot el sistema educatiu. Així, el Decret 24/2015, de 7 d'agost, de la presidenta de les Illes Balears, pel qual s'estableixen les competències i l'estructura orgànica bàsica de les conselleries de l'Administració de la Comunitat Autònoma de les Illes Balears (BOIB núm. 120, de 8 d'agost), estableix en l'article 2.4 que la inspecció educativa s'ha d'exercir sota la dependència directa de la persona titular de la Conselleria d'Educació i Universitat.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Per això, a proposta del cap del Departament d'Inspecció Educativa i de conformitat amb el que estableix l'article 9 del Decret 36/2001, dict la següent&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align:center"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;RESOLUCIÓ&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;Primer&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="color:#000000"&gt;Aprovar el Programa d'Actuació del Departament d'Inspecció Educativa per al curs 2020-2021, que figura en l'annex 1.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;Segon&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="color:#000000"&gt;Publicar aquesta Resolució i el seu annex en el &lt;em&gt;Butlletí Oficial de les Illes Balears&lt;/em&gt;.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;Interposició de recursos&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Contra aquesta Resolució, que exhaureix la via administrativa, les persones interessades poden interposar un recurs potestatiu de reposició davant el conseller d'Educació i Universitat en el termini d'un mes comptador des de l'endemà d'haver-se publicat en el &lt;/span&gt;&lt;span style="color:#000000"&gt;&lt;em&gt;Butlletí Oficial de les Illes Balears&lt;/em&gt;&lt;/span&gt;&lt;span style="color:#000000"&gt;, d'acord amb els articles 123 i 124 de la Llei 39/2015, d'1 d'octubre, del procediment administratiu comú de les administracions públiques, i els articles 25.5 i 57 de la Llei 3/2003, de 26 de març, de règim jurídic de l'Administració de la Comunitat Autònoma de les Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;També s'hi pot interposar un recurs contenciós administratiu davant la Sala Contenciosa Administrativa del Tribunal Superior de Justícia de les Illes Balears en el termini de dos mesos comptadors des de l'endemà d'haver-se publicat en el &lt;/span&gt;&lt;span style="color:#000000"&gt;&lt;em&gt;Butlletí Oficial de les Illes Balears&lt;/em&gt;&lt;/span&gt;&lt;span style="color:#000000"&gt;, d'acord amb els articles 10 i 46 de la Llei 29/1998, de 13 de juliol, reguladora de la jurisdicció contenciosa administrativa.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;1. Objectius del Programa d'Actuació del Departament d'Inspecció Educativa (DIE) per al curs 2020–2021&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;El Programa d'Actuac&lt;/span&gt;&lt;span style="color:#000000"&gt;ió del DIE per al curs 2020–2021 incorpora les actuacions que es deriven de la Llei orgànica 2/2006, de 3 de maig, d'educació, modificada per la Llei orgànica 8/2013, de 9 de desembre, per a la millora de la qualitat educativa, i la normativa que les desplega.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Així mateix, cal indicar que e&lt;/span&gt;&lt;span style="color:#000000"&gt;ls objectius derivats de les funcions de control i d'assessorament es refereixen a les diferents etapes educatives, en el marc de les respectives especificitats. &lt;/span&gt;&lt;span style="color:#000000"&gt;Per altra part, la &lt;/span&gt;&lt;span style="color:#000000"&gt;cooperació i la recollida de dades&lt;/span&gt;&lt;span style="color:#000000"&gt; &lt;/span&gt;&lt;span style="color:#000000"&gt;s'han d'entendre referits a tot&lt;/span&gt;&lt;span style="color:#000000"&gt; &lt;/span&gt;&lt;span style="color:#000000"&gt;el sistema educatiu, amb la inclusió de la mateixa Administració educativa&lt;/span&gt;&lt;span style="color:#000000"&gt;, &lt;/span&gt;&lt;span style="color:#000000"&gt;receptora de bona part dels &lt;/span&gt;&lt;span style="color:#000000"&gt;i&lt;/span&gt;&lt;span style="color:#000000"&gt;nformes d'Inspecció i de moltes de les actuacions d'assessorament i de participació en les diverses comissions que planteja la normativa.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;D'acord amb les funcions fixades per la normativa reguladora de la Inspecció, les actuacions que apareixen a l'annex 2 d'aquesta Resolució s'han concretat en consonància amb els objectius descrits en el Pla per al present quadrienni, publicat&amp;nbsp;&lt;/span&gt;&lt;span style="line-height:1"&gt;&lt;span style="color:#000000"&gt;a la Resolució del conseller d'Educació, Universitat i Recerca de dia 18 de desembre de 2019 per la qual es fixen les directrius i s'aprova el Pla d'Actuació del Departament d'Inspecció Educativa per al període 2020-2024 (BOIB núm. 17, de 21 de desembre de 2019).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Als objectius del DIE prevists per a cada directriu a l'Annex 2, Pla d'actuació, abans esmentat, s'hi incorporen els objectius per al seguiment i la supervisió dels protocols d'actuació, en els centres educatius, per al compliment de les instruccions relatives a les mesures que s'hagin d'aplicar per evitar contagis amb la finalitat que el funcionament dels centres docents es desenvolupi en les millors condicions de seguretat possibles:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;a) Supervisió i seguiment de la implementació dels plans de contingència dels centres, de les corresponents actualitzacions, si és el cas, i de la seva aplicació.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;b) Supervisió de l'organització de les tasques docents perquè es desenvolupin en condicions inclusives i de qualitat tot tenint en compte les circumstàncies que varen caracteritzar el tercer trimestre del passat curs escolar.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;c) Assessorament del procés d'adequació de la concreció curricular a l'actual situació d'ensenyament.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;d) Supervisió dels plans de formació i d'actualització digital del professorat i de ús de les tecnologies en les tasques educatives habituals tant en l'ensenyament presencial com en els casos d'ensenyament semipresencial o, si fos necessari, d'ensenyament &lt;/span&gt;&lt;span style="color:#000000"&gt;&lt;em&gt;online&lt;/em&gt;&lt;/span&gt;&lt;span style="color:#000000"&gt;.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;e) Promoure les coordinacions internes i entre centre, les innovacions i les estratègies que repercuteixin en la millora de l'ensenyament en aquest marc educatiu singular i excepcional.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;div style="page-break-after:always"&gt;&lt;span style="display:none"&gt;&amp;nbsp;&lt;/span&gt;&lt;/div&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;2. Actuacions per al curs 2020–2021&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Les actuacions previstes en el Programa per al curs 2020–2021 s'organitzen en els àmbits següents: &lt;/span&gt;&lt;span style="color:#000000"&gt;actuacions generals (AG), actuacions específiques (ESP) i actuacions incidentals (IN). Aquests tres tipus d'actuacions es poden dur a terme bé a tots els centres educatius, programes i serveis, si és el cas, o bé a alguna tipologia concreta de centres. D'altres actuacions, menys freqüents però igualment significatives, tenen lloc a la seu del DIE o actuacions en col·laboració amb altres òrgans de la Conselleria.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Les a&lt;/span&gt;&lt;span style="color:#000000"&gt;ctuacions generals i les específiques es classifiquen en prioritàries i habituals. Les actuacions prioritàries, que per la seva transcendència incideixen en aspectes primordials, responen a objectius establerts per a un trimestre o curs. Les actuacions habituals, vinculades a les funcions pròpies de la Inspecció, generalment es realitzen cada curs escolar.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Les actuacions generals i les específiques s'organitzen en els àmbits d'alumnat, professorat i centres.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Les diferents actuacions es cataloguen i se les hi assigna una codificació, que en permet la identificació a efectes de seguiment i valoració&lt;/span&gt;&lt;span style="color:#000000"&gt; en el programa Helium de registre de les actuacions desenvolupades&lt;/span&gt;&lt;span style="color:#000000"&gt;. Apareixen indicades en l'annex 2 d'aquesta Resolució. &lt;/span&gt;&lt;span style="color:#000000"&gt;La concreció de les actuacions previstes per al curs 2020-2021 és la que figura en l'annex 2 d'aquesta Resolució.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;2.1. Actuacions &lt;/span&gt;&lt;span style="color:#000000"&gt;generals.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Deriven directament de les directrius establertes per la Conselleria d'Educació, Universitat i Recerca i de&lt;/span&gt;&lt;span style="color:#000000"&gt;terminen l'organització i el funcionament del Departament&lt;/span&gt;&lt;span style="color:#000000"&gt;.&lt;/span&gt;&lt;span style="color:#000000"&gt; &lt;/span&gt;&lt;span style="color:#000000"&gt;La planificació d'aquestes actuacions serà duita a terme sota la direcció del cap del DIE.&lt;/span&gt;&lt;span style="color:#000000"&gt; La major part d'a&lt;/span&gt;&lt;span style="color:#000000"&gt;questes actuacions es realitzaran a tots els centres educatius, en els àmbits d'alumnat, professorat i centres&lt;/span&gt;&lt;span style="color:#000000"&gt; i, si és el cas, a serveis i programes. La major part són actuacions prioritàries. En aquest curs 2020-2021 s'inclouen en aquest apartat les actuacions que es duran a terme en el marc de la situació d'excepcionalitat que afecta l'organització i funcionament de tots els centres educatius.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;2.2. Actuacions específiques&lt;/span&gt;&lt;span style="color:#000000"&gt;.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Són actuacions concretes que es desenvolupen en determinats tipus de centres; en alguns casos, puntualment o b´e en situacions concretes. Complementen les actuacions generals. La major part d'aquestes actuacions són habituals.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;2.3. Ac&lt;/span&gt;&lt;span style="color:#000000"&gt;tuacions incidentals.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Deriven de situacions poc predictibles, motivades per circumstàncies incidentals o originades per mandats dels òrgans superiors de l'Administració educativa.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="color:#000000"&gt;No són planificades prèviament, però constitueixen un bloc rellevant de les actuacions del DIE. El gran nombre d'actuacions de caràcter incidental que duu a terme la inspecció suposa un volum considerable de treball. Aquestes actuacions difícilment poden ser&lt;u&gt; &lt;/u&gt;previsibles i, per això, no s'inclouen explícitament en la planificació, tot i que la dedicació que requereixen pot incidir molt directament en l'execució del programa.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;2.4. Actuacions realitzades en col·laboració amb altres òrgans de la Conselleria.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Deriven de la coordinació necessària del DIE amb altres unitats administratives.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="color:#000000"&gt;Suposen una implicació, en l'exercici de les funcions i atribucions de la Inspecció, en els diferents processos administratius, de programació i de funcionament del sistema educatiu que són competència de l'Administració educativa. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Per realitzar amb eficàcia les actuacions, han d'aplicar-se uns principis que serveixin de fonament a l'acció inspectora. Entre d'altres, cal considerar els següents:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;- Coordinació. Els inspectors, a través dels òrgans de coordinació del Departament, han d'acordar pautes d'actuació que siguin indicatives d'un treball col·lectiu del Departament i de la pròpia iniciativa professional.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;- Coherència. S'ha d'actuar de manera sistèmica, tenint en compte alhora la normativa, la planificació i la realitat complexa dels centres educatius i del sistema.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;- Adequació. Cal prendre mesures a partir de la realitat per poder transformar-la en positiu. Una actuació eficaç implica el coneixement real del context on s'actua.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;- Flexibilitat. La multiplicitat de factors que intervenen en l'acció inspectora, la diversitat de situacions i la dinàmica del sistema educatiu impliquen el caràcter flexible en les actuacions de la Inspecció Educativa. Aquesta flexibilitat, basada en els principis anteriors, no ha de suposar manca de rigor ni de coherència.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;- Eficiència. Cal dissenyar i participar en els processos d'actuació d'acord amb criteris de màxima operativitat i funcionalitat de l'estructura organitzativa i d'optimització en l'ús dels recursos existents.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;2.5. Actuacions excepcionals referides al compliment dels deures professionals.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;L'incompliment dels deures professionals per part del personal docent comporta la instrucció d'expedients disciplinaris. En els casos per faltes lleus, cada demarcació assumirà la corresponent instrucció del professorat adscrit a centres de la demarcació. En la resta de faltes, seran instruïts, a Mallorca, pels inspectors que tenen assignada aquesta tasca de forma explícita. Els expedients disciplinaris de Menorca i d'Eivissa seran instruïts per inspectors de cada una d'aquestes demarcacions territorials que siguin designats.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;3. Organització del Departament d'Inspecció Educativa&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;El DIE s'organitza atenent criteris jeràrquics, territorials i d'especialització. L'organització especialitzada es desenvolupa en àrees específiques o grups de treball.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;L'Ordre del conseller d'Educació i Cultura de 24 de març de 2011, per la qual es regula l'organització i el funcionament del Departament, estableix pautes organitzatives i funcionals que s'han de desenvolupar en la mesura de les possibilitats i les necessitats del Departament.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;3.1. Personal del DIE&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;El nombre d'inspectors i inspectores per al present curs&lt;/span&gt;&lt;span style="color:#000000"&gt; són: &lt;/span&gt;&lt;span style="color:#000000"&gt;3&lt;/span&gt;&lt;span style="color:#000000"&gt; a la demarcació territorial d'Eivissa i Formentera &lt;/span&gt;&lt;span style="color:#000000"&gt;(més una pendent de cobrir)&lt;/span&gt;&lt;span style="color:#000000"&gt;, 3 a la demarcació territorial de Menorca i 2&lt;/span&gt;&lt;span style="color:#000000"&gt;2&lt;/span&gt;&lt;span style="color:#000000"&gt; a la seu territorial de Mallorca.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;També formen part del DIE el personal d'administració i serveis i personal docent en qualitat d'assessors per donar suport a l'activitat derivada de l'exercici de la funció inspectora.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;L'article 8 de l'Ordre de 24 de març de 2011, estableix els òrgans de coordinació i de govern del DIE. L'òrgan de govern és unipersonal i recau en la figura del cap del Departament. Els òrgans de coordinació, unipersonals i col·legiats, tenen un caràcter consultiu i de participació.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;3.2. &lt;/span&gt;&lt;span style="color:#000000"&gt;Òrgans de coordinació unipersonals:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Els òrgans de coordinació unipersonals recauen en els inspectors coordinadors, que han d'ajudar el cap del Departament d'Inspecció Educativa en les seves funcions:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;- Inspector adjunt al cap del Departament en l'àmbit de planificació i actuacions.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;- Inspector adjunt al cap del Departament en l'àmbit de l'administració i la gestió.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="color:#000000"&gt;- I&lt;span style="color:#000000"&gt;nspectors coordinadors de les demarcacions. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;3.3. &lt;/span&gt;&lt;span style="color:#000000"&gt;Òrgans de coordinació col·legiats:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Els òrgans de coordinació col·legiats són:&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;- Les demarcacions&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;- Els grups de treball &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:1"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;- El ple&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Sens perjudici de&lt;/span&gt;&lt;span style="color:#000000"&gt; l'anterior, i &lt;/span&gt;&lt;span style="color:#000000"&gt;segons les necessitats i la capacitat organitzativa del Departament&lt;/span&gt;&lt;span style="color:#000000"&gt;, el cap del DIE podrà incorporar altres òrgans de coordinació.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;3.&lt;/span&gt;&lt;span style="color:#000000"&gt;4&lt;/span&gt;&lt;span style="color:#000000"&gt;. Visites a centres&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Les actuacions que, amb caràcter general, s'han de realitzar a tots els centres educatius al llarg del curs 2020-2021 són les que figuren en &lt;/span&gt;&lt;span style="color:#000000"&gt;l'annex 2&lt;/span&gt;&lt;span style="color:#000000"&gt;.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Cada visita genera una ressenya. En cada ressenya s'han d'indicar les actuacions desenvolupades d'entre les que figuren en l'apartat 1. I si és el cas, de les que figuren en l'apartat 2&lt;/span&gt;&lt;span style="color:#000000"&gt; de l'annex 2 esmentat.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Aquest registre ha de permetre obtenir informació &lt;/span&gt;&lt;span style="color:#000000"&gt;al final de curs &lt;/span&gt;&lt;span style="color:#000000"&gt;de la realització de les actuacions &lt;/span&gt;&lt;span style="color:#000000"&gt;generals &lt;/span&gt;&lt;span style="color:#000000"&gt;i de&lt;/span&gt;&lt;span style="color:#000000"&gt; les específiques &lt;/span&gt;&lt;span style="color:#000000"&gt;per fer una anàlisi de l'adequació del programa als objectius prevists i es reflectir&lt;/span&gt;&lt;span style="color:#000000"&gt;à &lt;/span&gt;&lt;span style="color:#000000"&gt;a la memòria del DIE.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Per altra part, s'han de registrar a la mateixa ressenya les propostes de millora fetes a cada centre. S'ha de poder disposar de totes les propostes fetes en un centre durant un període determinat amb la finalitat de poder analitzar &lt;/span&gt;&lt;span style="color:#000000"&gt;en&lt;/span&gt;&lt;span style="color:#000000"&gt; quins àmbit&lt;/span&gt;&lt;span style="color:#000000"&gt;s &lt;/span&gt;&lt;span style="color:#000000"&gt;cal incrementar les actuacions. Per altra part, s'ha d'estudiar la&lt;/span&gt;&lt;span style="color:#000000"&gt; &lt;/span&gt;&lt;span style="color:#000000"&gt;viabilitat d'incorporar les propostes al GestIB, atès que des d'aquesta aplicació podrien ser registrades i compartides explícitament amb els centres.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;3.&lt;/span&gt;&lt;span style="color:#000000"&gt;5&lt;/span&gt;&lt;span style="color:#000000"&gt;. Atenció a la comunitat educativa&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Cada un dels inspectors atén la comunitat educativa els dies assenyalats. Aquesta tasca pot ser delegada en un altre inspector de la demarcació. S'han de registrar a l'Helium les visites que s'atenguin, en un format breu &lt;/span&gt;&lt;span style="color:#000000"&gt;que ha de contenir &lt;/span&gt;&lt;span style="color:#000000"&gt;les dades que permetin fer-ne el seguiment. &lt;/span&gt;&lt;span style="color:#000000"&gt;Ateses les mesures sanitàries vigents de prevenció de contagi del coronavirus, e&lt;/span&gt;&lt;span style="color:#000000"&gt;s fa&lt;/span&gt;&lt;span style="color:#000000"&gt;rà&lt;/span&gt;&lt;span style="color:#000000"&gt; &lt;/span&gt;&lt;span style="color:#000000"&gt;de manera presencial l'atenció a la comunitat educativa sempre que sigui necessari quan aquesta atenció no s'ha pogut donar ni per correu electrònic ni telefònicament. Les visites es concertaran a través del web del DIE, a "cita prèvia".&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;3.&lt;/span&gt;&lt;span style="color:#000000"&gt;6&lt;/span&gt;&lt;span style="color:#000000"&gt;. Reunions de coordinació&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Els dilluns s'han de dedicar bàsicament a tasques de coordinació, de treball en equip i de formació a la seu del DIE.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;3.&lt;/span&gt;&lt;span style="color:#000000"&gt;7&lt;/span&gt;&lt;span style="color:#000000"&gt;. Assistència a comissions&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;L'assistència a comissions, reunions i jornades organitzades per altres òrgans de la Conselleria exigeix en molts casos una dedicació considerable per part de cada inspector. Per això, és important registrar a l'Helium, en un format breu, la participació i la col·laboració del DIE en les sessions a les quals els inspectors siguin convocats.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;3.&lt;/span&gt;&lt;span style="color:#000000"&gt;8&lt;/span&gt;&lt;span style="color:#000000"&gt;. Grups de treball&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;S'han d'organitzar grups de treball, integrats per inspectors de les diferents demarcacions. La finalitat és revisar i actualitzar documentació de consulta per a tots els inspectors i, sobretot, acordar conjuntament el disseny d'instruments que contribueixin a desenvolupar, amb criteris unificats, les tasques previstes al Programa sobre el tema de treball de cada grup.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Entre d'altres, e&lt;/span&gt;&lt;span style="color:#000000"&gt;ls grups organitzats el curs 2020-2021 han de treballar els temes següents: documents institucionals, normativa d'educació, autoavaluació de centres, ensenyament competencial, ensenyament i aprenentatge de llengües, expedients disciplinaris, formació professional&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;4. Seguiment del Programa&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;D'acord amb l'article 9.2.&lt;/span&gt;&lt;span style="color:#000000"&gt;&lt;em&gt;f)&lt;/em&gt;&lt;/span&gt;&lt;span style="color:#000000"&gt; del Decret 36/2001, el cap del DIE ha d'elaborar i elevar a l'òrgan competent, perquè l'aprovi, la memòria anual de l'execució del Programa. A aquests efectes, amb la cooperació dels inspectors i dels diferents coordinadors, s'han de dur a terme activitats de seguiment i de valoració del grau d'assoliment dels objectius i d'execució del programa.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Tant les demarcacions com els òrgans de coordinació del DIE han de fer les aportacions que considerin adients per ser incorporades a la memòria, que ha de contenir les propostes de millora que l'anàlisi dels resultats posi de manifest.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;5. Indicadors d'activitat del DIE&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;La concreció de les directrius, dels objectius i de les actuacions permet determinar la planificació que s'estableix en el programa anual. D'altra banda, els instruments de què disposa el DIE per al registre sistemàtic de les actuacions mitjançant els models de documents són elements essencials per a l'obtenció de dades qualitatives i quantitatives per a un coneixement exhaustiu del grau en què s'han desenvolupat les actuacions&lt;/span&gt;&lt;span style="color:#000000"&gt;. &lt;/span&gt;&lt;span style="color:#000000"&gt;Entre els documents que aporten aquestes dades, cal remarcar &lt;/span&gt;&lt;span style="color:#000000"&gt;la &lt;/span&gt;&lt;span style="color:#000000"&gt;planificació setmanal, les ressenyes de visita i els informes.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

La formació dels inspectors d'Educació s'ha de referir als valors i als principis inherents a la funció inspectora, així com als coneixements relatius a les diferents àrees, matèries, programes, ensenyaments i nivells en què s'ordena el sistema educatiu, com s'indica en el Pla del DIE&lt;/span&gt;&lt;span style="color:#000000"&gt;.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;El disseny de la formació permanent prevista &lt;/span&gt;&lt;span style="color:#000000"&gt;per al curs 2020-2021 s'organitzarà al voltant dels &lt;/span&gt;&lt;span style="color:#000000"&gt;eixos seg&lt;/span&gt;&lt;span style="color:#000000"&gt;üents&lt;/span&gt;&lt;span style="color:#000000"&gt;: la reflexió sobre l&lt;/span&gt;&lt;span style="color:#000000"&gt;es actuacions desenvolupades d'acord amb el &lt;/span&gt;&lt;span style="color:#000000"&gt;Programa&lt;/span&gt;&lt;span style="color:#000000"&gt;, &lt;/span&gt;&lt;span style="color:#000000"&gt;l'ampliació de coneixements relacionats amb l'exercici professional&lt;/span&gt;&lt;span style="color:#000000"&gt;, i l'anàlisi de les normes reguladores del sistema educatiu que es vagin publicant.&lt;/span&gt;&lt;span style="color:#000000"&gt; Per altra part, es promouran els intercanvis de bones pràctiques entre les demarcacions.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
