620 CAIB text/html 2020-09-11 30318 638683 CAIB CAIB 2020-09-12 2020-09-12 ca ![CDATA[Convocatòria pública "Pla Millora Punt de Venda" 2020 La Cambra de Comerç de Menorca estableix aquestes bases per a la convocatòria pública de suport al comerç on es beneficiaran d’un assessorament mitjançant el Millora del Punt de Venda (“millora PV”) amb la subvenció de la Direcció General de Comerç del Govern de les Illes Balears del 2020, respectant els principis de publicitat, concurrència, transparència, confidencialitat, igualtat i no discriminació]] 8366 ![CDATA[<p><span style="background-color:white; color:black; font-family:&quot;Times New Roman&quot;,Times,serif">La Cambra Oficial de Comerç, Indústria, Serveis i Navegació de Menorca, amb l'objectiu de complir amb els principis de publicitat, transparència, confidencialitat, igualtat i no discriminació, estableix la bases de la convocatòria pública per a la selecció dels 8 comerços que es beneficiaran del Pla Millora Punt de Venda, subvencionat per la Direcció General de Comerç de la Conselleria de Transició Energètica i Sectors Productius, en el marc del Plan de Apoyo al Comercio Minorista 2020 – 2021, que executa la Cambra de Menorca.</span></p> <p><strong>Primer. Objecte.</strong></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">L'objecte de la convocatòria és la selecció dels comerços als quals se'ls hi redactarà un “Pla MPV” del 2020, consistent en una identificació i diagnòstic de les diferents fortaleses i debilitats del punt de venda, així com proporcionar recomanacions per a la renovació i optimització de l'establiment comercial.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Segon. Beneficiaris i requeriments</strong>. </span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Es podran beneficiar d'un “Pla MPV” gratuït, gràcies a la subvenció concedida per la Direcció General de Comerç de la Conselleria de Transició Energètica i Sectors Productius, un total de 8 comerços que compleixen amb els requisits i les condicions establertes en aquesta convocatòria.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>&nbsp;I. Requisits: </strong></span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>&nbsp;-</strong> Ser autònom, micro-empresa o petita empresa activa, amb establiment comercial permanent a Menorca. Es pot presentar un màxim d'un establiment per NIF. </span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>&nbsp;-</strong> Tenir l'activitat principal emmarcada en un dels epígrafs de l'IAE per al comerç menor inclosos a la relació de l'annex I, o donar-se d'alta a un epígraf de l'IAE que permet la venda minorista.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>&nbsp;-</strong> Que els locals comercials a analitzar tinguin una superfície de venda inferior a 400 m2 i de la llicència d'activitat corresponent.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>&nbsp;-</strong> Estar al corrent de les obligacions tributàries i amb la seguretat social.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>&nbsp;-</strong> No trobar-se en cap de les circumstàncies previstes a l'article 13,2 de la Llei 38/2003 de subvencions i complir amb la normativa de minimis exigida per la Unió Europea.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>II. Condicions imprescindibles per participar:</strong></span></span></p> <p style="margin-left:40px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">&nbsp;- Acceptar entrar en el procés de selecció establert per la Cambra de Menorca i la Direcció General de Comerç del Govern Balear.</span></span></p> <p style="margin-left:40px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">&nbsp;- Seguir les directrius, procediments i especificacions indicades pel tècnic consultor i la Cambra de Menorca, prestadora del servei per al desenvolupament del “Pla MPV”, i mostrar interès en abordar accions de millora per a la seva implantació a mig i llarg termini. </span></span></p> <p style="margin-left:40px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Promoure la realització de les visites necessàries al establiment comercial, per a la recollida de les dades, en el calendari proposat pel consultor i col·laborar amb ell en la finalització del qüestionari, per donar suport a la realització del servei, proporcionant les dades necessàries.</span></span></p> <p style="margin-left:40px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">&nbsp;- Autoritzar que les seves dades siguin incorporades a un fitxer automatitzat de la Cambra de Menorca i puguin ser utilitzades amb la finalitat de possibilitar el desenvolupament, l'execució, la justificació i l'avaluació del “Pla MPV”, complint amb els criteris de confidencialitat i protecció de dades personals.</span></span></p> <p style="margin-left:40px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">&nbsp;- Facilitar a petició de la Cambra de Menorca, la documentació que es pogués sol·licitar per a la verificació de les dades i els requisits indicats per el comerciant.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Tercer. Quantitat.</strong> 100% de bonificació del preu de l'informe "MPV" pel comerç.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Quart. Sol·licituds.</strong> Els interessats hauran d'emplenar el model de sol·licitud (annex II) accessible a la Cambra de Menorca i acceptar les condicions de participació en el “Pla MPV”, per entrar en el procés de selecció.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Cinquè. Lloc i termini de presentació.</strong> Les sol·licituds s'han de presentar per correu electrònic a camaramenorca@camaramenorca.com . El termini màxim de presentació serà el 30 de setembre de 2020.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Sisè. Criteris de resolució i valoració.</strong> La concessió de la sol·licitud es realitzarà verificant, en un sol tràmit, les sol·licituds presentades a temps i complint amb els requisits i condicions. En el cas que existeixin més comerços interessats que vacants disponibles per a bonificar, i sempre que es compleixen els requisits i condicions, la concessió de la sol·licitud es realitzarà pel procediment de concurs, amb la finalitat d'establir la prioritat, d'acord amb la criteris de valoració: </span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>· </strong>Antigüetat de l'establiment comercial (de 5 a 20 punts: més de 5 anys – 5 punts; més de 10 anys – 10 punts; més de 15 anys – 15 punts; més de 20 anys – 20 punts).</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>· </strong>Tipus d'activitat (de 5 a 20 punts en funció de la seva adequació als següents aspectes: venda de producte local – 5 punts; originalitat – 5 punts; exclusivitat – 5 punts; i/o servei de proximitat – 5 punts).</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>·</strong> Motivació del comerciant per participar en el “Pla MPV” (de 5 a 30 punts).</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>·</strong> Necessitat de comerç i aprofitament del “Pla MPV” (de 5 a 30 punts).</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>·</strong> Membre del Club Cámara de la Cambra Oficial de Comerç, Indústria, Serveis i Navegació de Menorca (5 punts).</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>·</strong> Participant de la plataforma online Xuroa.com (2 punts).</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Per a la valoració de les sol·licituds presentades es convoca un Comitè Avaluadora, presidit pel Director General de Comerç i del Govern de les Illes Balears i compost, com a membres vocals, pel President de la Cambra de Menorca o la persona amb qui delegui, el vocal del Plenari de la Cambra que representi el sector del Comerç i un tècnic de la Cambra de Menorca.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Aquesta Comissió Avaluadora serà la que assigni, a cada comerç seleccionat, un tècnic consultor homologat per la Cambra de Menorca, per a la realització del “Pla MVP” objecte d'aquesta convocatòria. </span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">El termini màxim per a la Comissió Avaluadora per seleccionar els comerços minoristes que participin en el “Pla MVP” 2020" i comunicar-se amb els beneficiaris serà de 5 dies, des de la finalització del termini de presentació de les sol·licituds. </span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Si, després del primer contacte del consultor o tècnic amb l'establiment, resulta que el sol·licitant no compleix els requisits i/o no compleix les condicions exigides en aquesta convocatòria, se'l considerarà com a desistit de la sol·licitud i, en aquest cas, es procedirà a seleccionar el següent comerç millor valorat, conforme a la resolució o la revisió de la Comissió d'avaluació. </span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif; font-size:12px">En el cas que les vacants existents no hagin estat cobertes amb les sol·licituds presentades, la Comissió Avaluadora es reserva el dret d'acceptar les sol·licituds registrades després del termini de presentació establert a la convocatòria, fins a l'expiració del pressupost disponible, a fi de cobrir la quota de 8 comerços com a possibles beneficiaris, a criteri de la Comissió Avaluadora.</span></span></p> <p><span style="line-height:1"><span style="font-family:Times New Roman,Times,serif;
