&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#00000a"&gt;1. Mitjançant l'Acord del Consell de Govern de 9 de març de 2018 (BOIB núm. 31, de 10 de març) es va aprovar el Pla Estratègic de Subvencions de la Comunitat Autònoma de les Illes Balears per als exercicis 2018-2020. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#00000a"&gt;2. El caràcter estimatiu de les quanties que es preveuen al Pla Estratègic, el temps transcorregut i les circumstàncies socials actuals, fa necessari ajustar les previsions contingudes a l'annex, pel que fa a la creació de dos nous tipus d'ajuts a la línia 1, lluita contra la pobresa de l'objectiu III, lluita contra les desigualtats,&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#00000a"&gt;i a la modificació de la convocatòria prevista a la línia 3 Programes d'integració i inclusió socials, de l'objectiu IV Convivència i institucions sòlides, gestionada aquesta darrera per la Direcció General de Menors i Famílies i les altres dues per la Direcció General de Serveis Socials, ambdues de la Conselleria d'Afers Socials i Esports.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#00000a"&gt;&lt;span style="color:black"&gt;Com a conseqüència de la declaració de pandèmia internacional per l'Organització Mundial de la Salut, i concretament, dintre de l'Estat espanyol, la declaració de l'estat d'alarma mitjançant el RD 463/2020, de 14 de març, s'ha produït una situació de greu crisi sanitària ocasionada pel COVID-19, que ha provocat un greu impacte en l'economia. A conseqüència d'aquesta situació, s'ha originat un empobriment de moltes famílies de forma ràpida i generalitzada, la qual cosa està dificultant a moltes d'elles la cobertura de necessitats bàsiques, dificultat especialment greu en el cas de famílies amb menors. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#00000a"&gt;Per tot això, tenint en compte aquesta situació, s'ha considerat necessari crear els ajuts esmentats, destinats especialment a garantir la cobertura de necessitats bàsiques (aliments, habitatge, medicament, etc.) a famílies en situació de precarietat econòmica, risc o exclusió social de les Illes Balears. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#00000a"&gt;Pel que fa a la modificació de la convocatòria prevista a la línia 3 de l'objectiu IV es tracta de reflectir per la direcció general que actualment la gestiona, adequant-la a la nova estructura de l'Administració autonòmica,&amp;nbsp; així com preveure la seva gestió als propers tres exercicis pressupostaris. &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#00000a"&gt;&lt;span style="color:black"&gt;3. En l'apartat 3 de l'Acord esmentat es delega l'aprovació i les eventuals modificacions de l'annex al Pla Estratègic de Subvencions en la persona titular de la conselleria competent en matèria d'hisenda, d'acord amb l'article 25 de la Llei 3/2003, de 26 de març, de règim jurídic de l'Administració de la Comunitat Autònoma de les Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#00000a"&gt;&lt;span style="color:black"&gt;Correspon, per tant, a la persona titular de la Conselleria d'Hisenda i Relacions Exteriors l'aprovació i/o modificació de l'annex al Pla Estratègic de Subvencions.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#00000a"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Fonaments de dret&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#00000a"&gt;&lt;span style="color:black"&gt;1. L'article 25 de la&lt;/span&gt;&lt;span style="color:blue"&gt;&lt;u&gt;&lt;span style="color:black"&gt; &lt;/span&gt;&lt;/u&gt;&lt;span style="color:black"&gt;Llei 3/2003, de 26 de març, de règim jurídic de l'Administració de la Comunitat Autònoma de les Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#00000a"&gt;&lt;span style="color:black"&gt;2. El Decret 9/2019, de 2 de juliol, de la presidenta de les Illes Balears, pel qual es determina la composició del Govern i s'estableix l'estructura de l'Administració de la Comunitat Autònoma de les Illes Balears. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#00000a"&gt;&lt;span style="color:black"&gt;3. El &lt;/span&gt;&lt;span style="color:black"&gt;Decret 10/2019, de 2 de juliol, de la presidenta de les Illes Balears, pel qual es disposa el nomenament dels membres del Govern de les Illes Balears, mitjançant el qual es nomena la senyora Rosario Sánchez Grau, consellera d'Hisenda i Relacions Exteriors.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#00000a"&gt;&lt;span style="color:black"&gt;Per tot això, dict la següent&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#00000a"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Objectius i efectes:&lt;/span&gt;&lt;/strong&gt;&lt;span style="color:black"&gt; garantir la cobertura de necessitats bàsiques (aliments, habitatge, medicament, etc.) a famílies en situació de precarietat econòmica, risc o exclusió social que no tinguin accés a cap altra prestació econòmica de subsistència.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#00000a"&gt;&lt;strong&gt;&lt;span style="color:black"&gt;Cost:&lt;/span&gt;&lt;/strong&gt;&lt;span style="color:black"&gt; 1.500.000 €.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
