El capítol II de la Llei 4/2013, de 17 de juliol, de coordinació de les policies locals de les Illes Balears regula el règim de funcionament amb disposicions relatives als principis d'actuació, l'armament, el carnet professional i la uniformitat, sens perjudici del desenvolupament reglamentari d'aquestes matèries.</span></span></p> <p style="margin-bottom:0cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">2. Títol VII del Decret 40/2019, de 24 de maig, pel qual s'aprova el Reglament marc de coordinació de les policies locals de les Illes Balears i es modifica el Decret 55/2017, de 15 de desembre, del Fons de Seguretat Pública de les Illes Balears, que regula la uniformitat i l'equipament de les policies locals de les Illes Balears.</span></span></p> <p style="margin-bottom:0cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">L'article 89 que regula la competència municipal, preveu que els ajuntaments, en l'exercici de les seves competències, han de respectar les normes que aquest Reglament estableix sobre els signes externs d'identificació de les policies locals i no utilitzar en cap cas peces, elements d'uniformitat, insígnies identificatives i distintius que no hi estiguin prevists, amb les excepcions que la conselleria competent en matèria de coordinació de les policies locals autoritzi.</span></span></p> <p style="margin-bottom:0cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">Informe de l'inspector cap de la Policia Local de Manacor de data 5 d'octubre de 2018 i del subinspector responsable de la uniformitat, de data 24 de setembre de 2019, de què la proposta de les organitzacions sindicals s'adequa al Decret 28/2015, de coordinació de les policies locals de les Illes Balears.</span></span></p> <p style="margin-bottom:0cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">3. annex. Aquestes peces es poden canviar per altres del mateix valor, en cas que se'n necessitin més a causa de desgast o deteriorament. Fins i tot es poden canviar per altres accessoris que, encara que no estiguin prevists en aquest annex, pugui dur el personal funcionari (amb autorització prèvia del comandament), com guardapits antibales, llanterna, navalla multiusos, etc.</span></span></p> <p style="margin-bottom:0cm"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:#000000">Amb la finalitat d'assignar un valor a cada una de les peces i que es puguin realitzar els canvis abans esmentats, el departament corresponent ha d'assignar uns punts a cada una de les peces i accessoris, de forma proporcional al seu preu. D'aquesta manera, s'assegura que els canvis tenguin el mateix valor i que això no suposi un augment de la despesa.
