    <env:contingut rdf:parseType="Literal">![CDATA[&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;De conformitat amb allò establert a l'article 9.3 de la Llei 38/2003, de 17 de novembre, general de subvencions, a continuació es fan públiques les bases reguladores per al desenvolupament de programes de seguiment esportiu a l'illa d'Eivissa durant l'any 2020, aprovades per acord del Consell Executiu del Consell Insular d'Eivissa de data 13 de març de 2020, següents:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;&lt;strong&gt;1. Justificació&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;La importància de l'esport va ser recollida en el conjunt de principis rectors de la política social i econòmica de la Constitució espanyola, i en aquest sentit l'article 43.3 estableix que els poders públics fomentaran l'educació física i l'esport, i facilitaran l'adequada utilització del lleure.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;El Consell Insular d'Eivissa, té competències pròpies dins del seu àmbit territorial en matèria de l'esport, el lleure i en concret en el foment i la promoció de les activitats esportives i de lleure, en virtut de l'article 70.9, de la Llei orgànica 1/2007, de 28 de febrer, de reforma de l'Estatut d'Autonomia de les Illes Balears, que ve exercint des de l'atribució competencial efectuada per la Llei 6/1994, de 13 de desembre, d'atribució de competències als Consells Insulars en matèria de patrimoni històric, de promoció sociocultural, d'animació sociocultural, de dipòsit legal de llibres i d'esports. A més, l'article 73 l'EAIB li atribueix l'exercici de l'activitat de foment, sens perjudici de l'activitat que correspon a la Comunitat Autònoma, en les matèries que aquest Estatut li atribueix com a competència pròpia. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;L'esmentada Llei 6/1994, de 13 de desembre, preveu al seu article 6 que els consells insulars assumiran totes les competències que havien estat assumides per la Comunitat Autònoma de les Illes Balears en matèria d'esports, i entre aquestes, les que determini la llei balear de l'esport. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Per la seua banda, la Llei 14/2006, de 17 d'octubre, de l'esport de les Illes Balears, ja en la seua exposició de motius, destaca que “L'esport, entès com l'expressió de l'activitat física, reglada o no, és un bé per a la societat i cal tenir-ne cura, potenciar-lo i possibilitar que tota la ciutadania de les Illes tingui opcions de practicar-lo, de forma individual o formant part de les diferents i necessàries organitzacions esportives que el gestionen i que són igualment valorades i necessàries en la societat”.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Així mateix, l'article 3 de l'esmentada Llei de l'esport de les Illes Balears disposa que “L'activitat física i l'esport són funcions socials que contribueixen al desenvolupament i a la formació integral de les persones i a la millora de la seua qualitat de vida”. A més, al seu article 11 estableix que una de les competències dels consells insulars&lt;em&gt; &lt;/em&gt;és:&lt;em&gt; &lt;/em&gt;“Definir, planificar i executar els programes adreçats a una major pràctica esportiva en els diferents àmbits i sectors socials, i participar-hi”.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Per això, el Consell Insular d'Eivissa, mitjançant el seu Departament d'Esports i Joventut, vol donar suport als programes de seguiment esportiu realitzats per diferents federacions esportives. I en aquest sentit, al Pressupost general per a l'any 2020 i al Pla estratègic de subvencions 2020 - 2021 - 2022 (BOIB núm. 20, de 15 de febrer 2020) es va preveure una línia d'acció d'aquestes ajudes per un import màxim de 150.000 € anuals.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;&lt;strong&gt;2. Objecte&lt;/strong&gt; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;2.1. L'objecte d'aquestes bases és la concessió d'ajudes econòmiques als programes de seguiment esportiu (a partir d'ara PSE) organitzats a l'illa d'Eivissa per les federacions esportives de les Illes Balears entre l'1 de gener i el 30 d'octubre de 2020. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Els PSE són plans executats per les federacions esportives per millorar la qualificació tècnica, física i psicològica dels esportistes joves, fent-los un seguiment que permeti la detecció precoç de talents a la pràctica d'una modalitat esportiva específica.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Cada federació esportiva podrà presentar un únic projecte i una única sol·licitud d'ajuda econòmica.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;2.2. Els PSE desenvolupats han de complir els requisits establerts a l'annex 6 d'aquestes bases.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;&lt;strong&gt;3. Entitats beneficiàries i obligacions de les entitats beneficiàries&lt;/strong&gt; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;3.1. Podran beneficiar-se d'aquestes ajudes les federacions esportives constituïdes i inscrites legalment al registre d'entitats esportives del Govern de les Illes Balears, que tinguin previst desenvolupar PSE entre l'1 de gener i el 30 d'octubre de 2020 a l'illa d'Eivissa, i que a més: &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;· compleixin els requisits per obtenir la condició de beneficiari prevists a l'article 13 de la Llei 38/2003, de 17 de novembre, general de subvencions, en relació a l'article 10 del Decret legislatiu 2/2005, de 28 de desembre, pel qual s'aprova el text refós de la Llei de subvencions.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;· i estiguin al corrent de les obligacions tributàries amb la hisenda estatal i autonòmica i amb la Seguretat Social i no tenguin deutes amb el Consell Insular d'Eivissa. &amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;3.2. Obligacions de les entitats beneficiàries:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;&lt;em&gt;a)&lt;/em&gt; Dur a terme l'activitat subvencionada que fonamenta la concessió de la subvenció.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;&lt;em&gt;b)&lt;/em&gt; Comunicar al Consell Insular d'Eivissa qualsevol eventualitat que alteri o dificulti el desenvolupament de l'activitat subvencionada.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;&lt;em&gt;c)&lt;/em&gt; Sotmetre's a les actuacions de comprovació, de seguiment i d'inspecció que pugui efectuar el Consell Insular d'Eivissa i aportar tota la informació i la documentació que li sigui requerida en l'exercici d'aquestes actuacions.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;&lt;em&gt;d)&lt;/em&gt; Comunicar al Consell d'Eivissa la sol·licitud o l'obtenció d'altres subvencions per a la mateixa finalitat procedents de qualsevol administració o entitat pública o privada, nacional o internacional.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;&lt;em&gt;e)&lt;/em&gt; Conservar els documents justificatius de l'aplicació dels fons percebuts, amb inclusió dels documents electrònics, mentre puguin ser objecte d'actuacions de comprovació i control.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;&lt;em&gt;f)&lt;/em&gt; Reintegrar els fons percebuts en els supòsits previstos legalment.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;&lt;em&gt;g)&lt;/em&gt; Adoptar les mesures de difusió relatives al caràcter públic del finançament de l'activitat objecte de l'ajuda, fent constar que l'activitat està subvencionada pel Consell d'Eivissa.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;&lt;em&gt;h&lt;/em&gt;) I, en qualsevol cas, complir amb les obligacions dels beneficiaris previstes a l'article 11 Decret legislatiu 2/2005, de 28 de desembre, pel qual s'aprova el text refós de la Llei de subvencions, en relació amb l'article 14 de la Llei Llei 38/2003, de 17 de novembre, general de subvencions.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;&lt;em&gt;i) &lt;/em&gt;Justificar la realització de les actuacions, com també el compliment dels requisits i les condicions que determinen la concessió de la subvenció.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;&lt;strong&gt;4. Crèdits pressupostaris i quanties de les subvencions&lt;/strong&gt; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;La quantitat total destinada a aquestes ajudes és de 150.000 euros amb càrrec a l'aplicació pressupostària 3410 48900 del pressupost general d'aquesta Corporació per a l'exercici 2020.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;A cadascuna de les federacions seleccionades com a beneficiàries es concediran 15.000 euros, excepte en el cas que la federació sol·liciti una ajuda inferior a 15.000 euros, en què la quantitat concedida serà la sol·licitada.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;&lt;strong&gt;5. Règim de les ajudes i compatibilitat&lt;/strong&gt; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;5.1. Aquestes ajudes són compatibles amb altres ajudes, ingressos o recursos per a la mateixa finalitat, procedent de qualsevol altra administració, ens públic o privat, nacional o de la Unió Europea o d'organismes internacionals. A tal efecte, el/la beneficiari/ària haurà de comunicar al Consell Insular d'Eivissa la sol·licitud o l'obtenció d'altres subvencions per a la mateixa finalitat.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;5.2. En cap cas la suma total dels ajuts percebuts no podrà ser superior al cost total de l'activitat subvencionada.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;5.3. En el cas que les entitats que resultin beneficiàries d'aquestes ajudes n'hagin rebut altres d'altres administracions o d'altres entitats, hauran de tenir en compte si aquelles altres ajudes són compatibles o no amb les del Consell Insular d'Eivissa i, en cas que no siguin compatibles, haurien d'optar per l'ajuda que considerin més adient, i si escau, renunciar a alguna d'aquestes (Annex 7).&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;5.4. Les entitats beneficiàries podran subcontractar amb tercers, totalment o parcialment, les activitats objecte d'aquestes ajudes, sempre que es compleixin les prescripcions contingudes a l'article 29 de la Llei 38/2003, de 17 de novembre, general de subvencions. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;5.5. El fet de sol·licitar aquestes ajudes significa l'acceptació plena de les condicions contingudes en les bases d'aquesta convocatòria.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;&lt;strong&gt;6. Presentació de sol·licituds&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;6.1.&lt;strong&gt; &lt;/strong&gt;Les sol·licituds de les ajudes es formalitzaran mitjançant instància, segons el model normalitzat que figura a l'annex 1 d'aquestes bases, degudament emplenat.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Les sol·licituds i tota la documentació indicada a continuació s'hauran de presentar, dins el termini establert en la convocatòria, per mitjans electrònics en la seu electrònica del Consell Insular d'Eivissa (seu.conselldeivissa.es), d'acord amb el que estableix l'art. 14.2 de la Llei 39/2015, d'1 d'octubre, del procediment administratiu comú de les administracions públiques.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;&lt;strong&gt;7. Documentació a presentar&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;7.1.&lt;strong&gt; &lt;/strong&gt;La documentació genèrica que s'ha de presentar per qualsevol modalitat és la següent:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;a. Imprès de sol·licitud segons el model de l'annex 1.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;b. Certificat de nomenament de la persona representant legal de l'entitat sol·licitant de l'ajuda i còpia del NIF del representant.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;c. Certificat acreditatiu de la inscripció de l'entitat al Registre d'Entitats Esportives del Govern de les Illes Balears.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;d. Còpia dels estatuts de l'entitat esportiva degudament inscrits en el registre corresponent.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;e. Còpia del NIF de l'entitat.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;f. Si és el cas que a la sol·licitud no s'autoritza el Consell Insular d'Eivissa a consultar si l'entitat es troba al corrent de les seues obligacions tributàries, documentació acreditativa d'estar al corrent de les obligacions tributàries amb la Comunitat Autònoma de les Illes Balears, amb l'Estat espanyol i amb la Seguretat Social. Si la petició d'ajuda és igual o inferior a 3.000 €, aquesta documentació acreditativa podrà substituir-se per una declaració responsable d'estar al corrent en el compliment de les obligacions tributàries davant la Comunitat Autònoma de les Illes Balears, amb l'Estat espanyol i amb la Seguretat Social, segons el model que figura com a annex 3 d'aquestes bases, tot de conformitat amb l'article 11.&lt;em&gt;f&lt;/em&gt; del Decret legislatiu 2/2005, de 28 de desembre, pel qual s'aprova el text refós de la Llei de subvencions.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;g. Declaració responsable segons el model de l'annex 3 sobre el compliment de les condicions dels articles 13 i 14 de la Llei 38/2003, de 17 de novembre, general de subvencions, i sobre haver sol·licitat o no ajuda econòmica a altres entitats públiques o privades per dur a terme les mateixes actuacions de la present subvenció.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;h. Imprès de transferència bancària del Consell Insular d'Eivissa degudament emplenat, signat i segellat per l'entitat bancària. Aquest document es pot obtenir al Consell d'Eivissa i a la seua pàgina web &lt;/span&gt;&lt;/span&gt;www.conselldeivissa.es&lt;/span&gt;.&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt; Només s'haurà de presentar si no consta al Consell o bé si s'ha produït alguna modificació en el que ja consta al Consell.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;No caldrà presentar els documents esmentats als apartats a, b, c, d, e, i h, quan aquesta documentació ja consti al Consell d'Eivissa i no hi hagi hagut cap canvi; sempre que s'indiqui segons el model de l'annex 5 la data en què es va presentar i no hagin transcorregut més de cinc anys des de la finalització del procediment pel qual es varen presentar.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;7.2. A més a més, les entitats sol·licitants hauran de presentar la següent documentació segons la modalitat: &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;&lt;strong&gt;- &lt;/strong&gt;Projecte del desenvolupament del PSE durant el període de 2020-2023.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;El projecte ha de recollir com a mínim la següent informació:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;- Relació del personal tècnic responsable i la seva titulació.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;- Planificació del sistema d'entrenament&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;- Relació de xerrades, clínics i/o concentracions d'esportistes prevists organitzar dins i fora de l'illa d'Eivissa.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;- Relació de cursets de formació de tècnics previstos organitzar a l'illa d'Eivissa.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;- Desplaçaments a competicions previstos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;- Pressupost de despeses.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;- Pressupost d'ingressos i despeses del PSE entre l'1 de gener i el 30 d'octubre de 2020.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;- Certificat dels resultats aconseguits pels/per les esportistes eivissencs/ques fins una edat de 18 anys que pertanyen a la federació/delegació sol·licitant durant els anys 2018 i 2019.&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;- Declaració responsable de les titulacions acadèmiques i/o esportives del personal tècnic del PSE, segons el model de l'annex 3&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;7.3. El Consell d'Eivissa podrà sol·licitar, en qualsevol moment, la documentació complementària que consideri necessària per avaluar correctament la sol·licitud.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;&lt;strong&gt;8. Termini de presentació de sol·licituds i publicitat de la convocatòria&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;8.1. El termini per presentar les sol·licituds serà de deu dies hàbils, que s'inicia l'endemà de la data publicació de l'extracte de la convocatòria de les ajudes regulades en aquestes bases al &lt;em&gt;Butlletí Oficial de les Illes Balears &lt;/em&gt;(BOIB).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;8.2. Una vegada aprovades les bases, es publicaran al BOIB. Posteriorment es remetran la convocatòria i el seu extracte a la Base de Dades Nacional de Subvencions, que donarà trasllat al BOIB de l'extracte per a la seua publicació, tal com estableix la normativa vigent de subvencions. L'eficàcia de la convocatòria queda supeditada a la publicació de l'extracte en el BOIB.&lt;/span&gt;&lt;/p&gt;

&lt;div style="page-break-after:always"&gt;&lt;span style="display:none"&gt;&amp;nbsp;&lt;/span&gt;&lt;/div&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;strong&gt;9. Esmena i millora de la sol·licitud&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;9.1.&lt;strong&gt; &lt;/strong&gt;Després que hagi finalitzat el termini de presentació de sol·licituds, el Departament d'Esports i Joventut donarà a conèixer una llista en què es requerirà a les entitats interessades, si la sol·licitud no reuneix els requisits establerts en aquestes bases, que l'esmenin.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Aquesta llista d'esmenes, que contendrà les dades identificatives de l'entitat sol·licitant i el detall de les esmenes a realitzar, es publicarà al tauler d'anuncis del Consell Insular d'Eivissa i a la pàgina web&lt;/span&gt;&lt;/span&gt; www.conselldeivissa.es &lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;(Convocatòries i ajudes).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;D'acord amb el que disposa l'article 68.1 de la Llei 39/2015, d'1 d'octubre, del procediment administratiu comú de les administracions públiques, les entitats interessades podran esmenar la seua sol·licitud en el termini de deu dies hàbils, comptadors des del dia després d'haver publicat la llista d'esmenes. Si en el termini de deu dies hàbils l'entitat interessada no fa la rectificació reclamada o no presenta la complementació requerida, el Consell Insular d'Eivissa, després d'haver pres la resolució pertinent, considerarà que l'entitat interessada desisteix de la seua petició.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;&lt;strong&gt;10. Procediment de concessió de les ajudes&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;10.1. El procediment de concessió d'aquestes s'ha de tramitar d'acord amb els principis de publicitat, d'objectivitat, de transparència, d'igualtat i de no-discriminació.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;10.2.Les ajudes es concediran pel procediment de concurrència competitiva entre totes les entitats sol·licitants que acompleixin amb l'objecte d'aquestes ajudes. &lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;10.3. Seran seleccionades, com a màxim, deu federacions, entre aquelles que hagin aconseguit la màxima puntuació i que amés hagin obtingut una puntuació mínima de 35 punts amb l'aplicació dels criteris de la base 12.1.1. Entre les federacions seleccionades, una serà d'esport col·lectiu i nou d'esport individual, excepte a les següents situacions:&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;- Si no n'hi ha cap sol·licitud de federacions d'esport col·lectiu es podrà seleccionar deu federacions d'esport individual.&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;- Si les federacions d'esport col·lectiu sol·licitants no aconsegueixin la puntuació mínima de 35 punts dins de la base 12.1.1. es podrà seleccionar deu federacions d'esport individual.&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;- Si les federacions d'esport individuals sol·licitants no cobreixin les nou places reservades, les places restants podran ser cobertes per federacions d'esport col·lectiu. &lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;10.4. A cadascuna de les federacions seleccionades com a beneficiàries es concediran 15.000 euros, excepte en el cas que la federació sol·liciti una ajuda inferior a 15.000 euros, en què la quantitat concedida serà la sol·licitada.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;10.5. Els ajuts concedits a aquesta convocatòria no generen cap dret a l'obtenció d'altres subvencions en exercicis posteriors i no es poden al·legar com a precedent.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;&lt;strong&gt;11. Comissió avaluadora&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;11.1.&lt;strong&gt; &lt;/strong&gt;La comissió d'avaluació és l'òrgan col·legiat al qual corresponen les funcions següents:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;· Estudiar, avaluar i qualificar les sol·licituds, d'acord amb els criteris establerts en aquestes bases.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;· Emetre una acta amb un informe que ha de servir de base per elaborar la proposta de resolució.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;La comissió avaluadora pot instar l'òrgan instructor perquè requereixi a les entitats sol·licitants els informes o els aclariments que es considerin convenients.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;La comissió estarà autoritzada a resoldre els dubtes que es presentin i a adoptar els acords necessaris per al bon ordre del procés previst en aquestes bases.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;11.2. La comissió avaluadora estarà constituïda per:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;- President/a:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Titular: Antonio Roig Serra, director d'instal·lacions esportives del Consell d'Eivissa.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Suplent: Antoni Suñer Torres, coordinador d'esports del Departament d'Esports i Joventut.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;&lt;strong&gt;12. Criteris de valoració&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;12.1. La selecció de les federacions integrants al programa de seguiment esportiu impulsat pel Consell Insular d'Eivissa es realitzarà d'acord amb els següents criteris a qualificar per la comissió avaluadora:&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;12.1.1. Projecte d'execució de PSE durant el període 2020-2023:&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Es valorarà la qualitat i el contingut del projecte a desenvolupar:&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Coherència i efectivitat del projecte a la realitat esportiva de l'illa d'Eivissa: fins a 25 punts.&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Adequació dels objectius a les activitats proposades: fins a 10 punts.&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Adequació dels objectius a la planificació realitzada: fins a 10 punts.&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Adequació dels objectius al pressupost: fins a 10 punts.&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Realització d'un programa de formació per al personal tècnic: fins a 10 punts&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;El màxim de punts&lt;strong&gt; &lt;/strong&gt;d'aquest apartat és de&lt;strong&gt; &lt;/strong&gt;65&lt;strong&gt; &lt;/strong&gt;punts.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;12.1.2. Resultats aconseguits pels/per les esportistes eivissencs/ques fins una edat de 18 anys que pertanyen a la federació/delegació sol·licitant durant els anys 2018 i 2019.&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Per cada esportista campió/ona d'Espanya: ............................................6 punts.&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Per cada esportista campió/ona de Balears: ……………………….......1 punt.&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Per cada esportista subcampió/ona de Balears: …………………..........0.75 punt.&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Per cada esportista tercer/ra de Balears:..................................................0,50 punt.&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Per cada esportista que s'hagi integrat en un centre d'alt rendiment: ..... 3 punts.&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Per cada esportista que s'hagi integrat en un centre de tecnificació: .......2 punts.&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Per cada esportista que hagi estat seleccionat/ada amb l'equip nacional per participar en campionats internacionals: ................................................................................................................. 3 punts.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Els resultats obtenguts per esportistes participants a l'esport adaptat tendrà una ponderació del 200 % sobre aquesta puntuació.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Es comptabilitzarà el millor resultat de cada esportista per cada any, i el màxim de punts d'aquest apartat és de 20 punts.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;12.1.3. Formació del personal tècnic:&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Per cada tècnic/a participant dins del programa de seguiment esportiu amb titulació de llicenciat/ada en educació física o llicenciat/ada en ciències de l'activitat física i l'esport o grau en gestió esportiva o grau en ciències de l'activitat física i l'esport o tècnic/a amb titulació màxima esportiva del seu esport: 4 punts.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Per cada tècnic/a amb titulació de nivell II del seu esport: 2 punts.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Es comptabilitzarà la millor titulació de cada tècnic/a, i el màxim de punts d'aquest apartat és de 10 punts.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;El currículum de la direcció tècnica no es valorarà.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;12.1.4. Esportistes participants femenines:&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Per cada esportista femenina integrant al PSE: 0,5 punts fins a un total de 5 punts.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;13. Instrucció i resolució&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;13.1. Òrgans competents per a l'ordenació, la instrucció i la resolució&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;El Departament d'Esport i Joventut del Consell Insular d'Eivissa és el competent per instruir el procediment de concessió d'aquestes ajudes, de conformitat amb l'establert a l'article tercer 8 del Decret de Presidència núm. 471/2019, de data 10 de juliol, d'estructura de govern del Consell Insular d'Eivissa i de creació de departaments (BOIB extr. núm. 95, d'11-07-19, modificació BOIB núm. 175, de 31-12-19). Dins d'aquest Departament correspon al conseller executiu l'ordenació del procediment, en virtut de l'article primer &lt;em&gt;i &lt;/em&gt;del Decret de Presidència núm. 484/2019, de data 16 de juliol de 2019, de determinació de les atribucions corresponents als diferents òrgans del Consell Insular d'Eivissa (BOIB extr. núm. 98, de data 17-07-19, modificació BOIB núm. 175, de 31-12-19).&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Pel que fa a la competència per aprovar aquesta convocatòria, de conformitat amb l'establert a l'article tercer, apartat &lt;em&gt;e,&lt;/em&gt; del Decret de Presidència núm. 484/2019, de data 16 de juliol, de determinació de les atribucions corresponents als diferents òrgans del Consell Insular d'Eivissa, correspon al Consell Executiu “Aprovar i resoldre les convocatòries d'ajuts o subvencions a particulars o entitats públiques o privades d'import superior a quinze mil euros (15.000 €).”&amp;nbsp; &lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;13.2. Amb fonament en l'informe de la comissió avaluadora, i de conformitat amb l'article 24.4 de la Llei 38/2003, l'òrgan instructor formularà la proposta de resolució provisional, degudament motivada, que expressarà la relació d'entitats beneficiàries per a les quals es proposa la concessió de l'ajuda i la seua quantia; igualment, si és el cas, en les sol·licituds excloses o per a les quals es proposa la desestimació/denegació, s'indicarà la causa d'exclusió o desestimació/denegació. Aquesta proposta de resolució provisional s'exposarà en seu electrònica del Consell Insular d'Eivissa, i s'obrirà un termini de deu dies hàbils per presentar-hi al·legacions.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Les entitats que es proposen com a beneficiàries d'aquestes ajudes a la proposta de resolució provisional disposaran d'un termini de deu dies hàbils, a partir del dia següent de la seua publicació, per comunicar al Departament d'Esport i Joventut l'acceptació de l'ajuda. Tanmateix, l'acceptació s'entendrà produïda automàticament si en el dit termini no es fa constar el contrari.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Així mateix, en el cas que vulgui renunciar a aquesta ajuda, haurà de presentar l'Annex 7 d'aquestes bases, també dins el termini de deu dies hàbils, comptadors a partir del dia següent a la publicació de la proposta de resolució provisional. Una vegada finalitzat aquest termini, no s'acceptarà cap renúncia a aquestes ajudes.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Si alguna de les entitats sol·licitants presenta al·legacions dins del termini establert, la comissió avaluadora les examinarà i emetrà un nou informe en què, de manera raonada, les estimarà o desestimarà. Basant-se en aquest nou informe es formularà la proposta de resolució definitiva.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Si no hi ha cap al·legació, l'òrgan instructor formularà la proposta de resolució definitiva. Amb fonament en la proposta de resolució definitiva de l'òrgan instructor, les ajudes es concediran, per delegació del Consell Executiu, mitjançant resolució del conseller executiu del Departament d'Esports i Joventut on expressarà la relació d'entitats subvencionades i la quantia de l'ajuda; igualment, si és el cas, en les sol·licituds excloses i/o desestimades/denegades, s'indicarà la causa d'exclusió i/o de desestimació/denegació.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;13.3. D'acord amb l'article 25.4 de la Llei 38/2003, de 17 de novembre, general de subvencions, el termini màxim per resoldre i notificar el procediment no excedirà els sis mesos, comptats a partir de la publicació de l'extracte de la convocatòria en el BOIB.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;13.4. La notificació de la resolució s'ha de fer amb les exigències i en la forma prevista en els articles 40 a 46 de la Llei 39/2015, d'1 d'octubre, del procediment administratiu comú de les administracions públiques.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;13.5. En compliment de l'article 34 del Decret legislatiu 2/2005, de 28 de desembre, pel qual s'aprova el text refós de la Llei de subvencions s'ha de publicar en la Base de Dades Nacional de Subvencions (BDNS) la convocatòria, el crèdit pressupostari al qual s'imputin, la relació d'entitats subvencionades i la quantia de l'ajuda concedida i l'objectiu o finalitat de la subvenció, incloses les inferiors a 3.000 €.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;13.6. La presentació de la sol·licitud dels ajuts d'aquesta convocatòria comportarà l'autorització de les entitats sol·licitants al Departament d'Esport i Joventut, a publicar les dades relatives a la seua identitat que resultin imprescindibles per tramitar aquest procediment administratiu.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:120%"&gt;&lt;span style="color:black"&gt;13.7. El Consell Insular d'Eivissa podrà utilitzar en qualsevol moment del procediment els mitjans de control escaients (inspeccions, visites, sol·licitud d'aportació de nous documents i/o aclariments, etc.) per a l'aplicació correcta de l'ajuda concedida.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;&lt;strong&gt;14. Forma de pagament i justificació de les ajudes&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;14.1. El pagament de l'ajuda es realitzarà mitjançant transferència bancària i al número de compte bancari que consti a l'imprès de sol·licitud de transferència bancària.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;14.2. El pagament de les ajudes es podrà realitzar en un únic pagament o en dos pagaments fraccionats:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;14.2.1. Pagament únic&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;El termini de presentació per a la justificació d'un únic pagament serà entre l'1 i 15 de novembre de 2020. La justificació es realitzarà mitjançant la presentació d'un compte justificatiu simplificat que contendrà:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;a) Memòria de l'activitat realitzada al període de l'1 de gener al 30 d'octubre de 2020 amb acreditació que s'ha fet públic que l'activitat està subvencionada pel Consell d'Eivissa.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;b) Liquidació detallada d'ingressos i despeses de l'activitat subvencionada de l'1 de gener al 30 d'octubre de 2020, signada pel responsable de la federació corresponent, segons el model que figura a l'annex 4 d'aquestes bases.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;c) Relació total de despeses de l'activitat subvencionada de l'1 de gener al 30 d'octubre de 2020, on ha de figurar el proveïdor, el número de document, el concepte, el seu import, la data d'emissió i la data de pagament de la despesa (annex 4).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;d) Documentació justificativa del 100% de les despeses realitzades: nòmines, liquidacions de la Seguretat Social, liquidació d'impostos, factures oficials i altres documents de valor probatori equivalent. Per justificar la despesa es requerirà l'acreditació del pagament de les despeses subvencionades.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;14.2.2. Pagaments fraccionats&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;&lt;strong&gt;Primer pagament:&lt;/strong&gt; per un import màxim del 60% de l'ajuda concedida, es realitzarà una vegada s'hagi justificat correctament les activitats realitzades.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;El termini de presentació de la justificació d'aquest primer pagament serà de l'1 i 15 de juliol de 2020. La justificació es realitzarà mitjançant la presentació d'un compte justificatiu simplificat que contendrà:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;a) Memòria de l'activitat realitzada entre l'1 de gener i el 30 de juny de 2020 amb acreditació que s'ha fet públic que l'activitat està subvencionada pel Consell d'Eivissa.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;b) Liquidació detallada d'ingressos i despeses de l'activitat subvencionada entre l'1 de gener i el 30 de juny de 2020, signada pel responsable de la federació corresponent, segons el model que figura a l'annex 4 d'aquestes bases.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;c) Relació total de despeses de l'activitat subvencionada entre l'1 de gener i i el 30 de juny de 2020, on ha de figurar el proveïdor, el número de document, el concepte, el seu import, la data d'emissió i la data de pagament de la despesa (annex 4).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;d) Documentació justificativa de totes les despeses realitzades entre l'1 de gener i i el 30 de juny de 2020: nòmines, liquidacions de la Seguretat Social, liquidació d'impostos, factures oficials i altres documents de valor probatori equivalent. Per justificar la despesa es requerirà l'acreditació del pagament de les despeses subvencionades.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;&lt;strong&gt;Segon i darrer pagament&lt;/strong&gt;&lt;em&gt;&lt;strong&gt;:&lt;/strong&gt; &lt;/em&gt;per un import màxim del 40% de la ajuda concedida es realitzarà una vegada justificada la totalitat de l'activitat subvencionada.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;El termini de presentació de la justificació d'aquest primer pagament serà entre l'1 i 15 de novembre de 2020. La justificació es realitzarà mitjançant la presentació d'un compte justificatiu simplificat que contendrà:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;a) Memòria de la totalitat de l'activitat realitzada amb acreditació que s'ha fet públic que l'activitat està subvencionada pel Consell d'Eivissa.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;b) Liquidació detallada d'ingressos i de despeses de la totalitat de l'activitat subvencionada, signada pel responsable de la federació corresponent, segons el model que figura a l'annex 4 d'aquestes bases.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;c) Relació del total de despeses de l'activitat subvencionada, on ha de figurar el proveïdor, el número de document, el concepte, el seu import, la data d'emissió i la data de pagament de la despesa (annex 4).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;d) Documentació justificativa del total de les despeses realitzades al període de l'1 de juliol al 30 d'octubre de 2020: nòmines, liquidacions de la Seguretat Social, liquidació d'impostos, factures oficials i altres documents de valor probatori equivalent. Per justificar la despesa es requerirà l'acreditació del pagament de les despeses subvencionades.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;14.3. Les factures d'allotjament i desplaçaments han d'incloure el nom de totes les persones que pertanyen al PSE que han gaudit del servei.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;14.4. Per justificar les despeses per l'organització de cursets de formació tècnica s'ha d'adjuntar una memòria que acrediti la seva realització.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;14.5. Per justificar les despeses per gestió administrativa dels PSE s'ha d'adjuntar una memòria de les feines realitzades mensualment, i les factures presentades han de ser de tots els mesos que compren el PSE.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;14.6 Per justificar les despeses per adquisició de roba esportiva s'ha d'adjuntar fotografies que acreditin que s'ha imprès l'escud del Consell Insular d'Eivissa.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;14.7. La liquidació de despeses presentada es podrà admetre fins un 15% de desviació respecte al pressupost presentat juntament a la sol·licitud.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;14.8. La no realització completa del pla de formació tècnica presentat a la memòria serà considerat com a un incompliment material de l'activitat objecte d'aquesta subvenció del 25% i per tant, d'acord a la base 18, una reducció de l'ajuda en un 12%.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;14.9. La data d'emissió de les factures serà entre l'1 de gener al 30 d'octubre de 2020.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;14.10. L'acreditació del pagament dels justificants de les despeses aportats per les entitats beneficiàries s'ha de dur a terme a través de la documentació que tot seguit s'indica, depenent dels mitjans de pagament que s'hagin utilitzat:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;&lt;em&gt;a)&lt;/em&gt; Pagament mitjançant transferència bancària o ingressos en compte bancari:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;- Document bancari acreditatiu del pagament en el qual figurin el concepte de la transferència o l'ingrés, la data del document, l'import, les dades de l'ordenant i del destinatari, que han de coincidir amb el beneficiari i amb l'emissor de la factura, respectivament.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;&lt;em&gt;b)&lt;/em&gt; Pagament en metàl·lic:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;- Document justificatiu de la despesa (per exemple, factura) amb l'expressió “rebut en metàl·lic” o similar, signada pel proveïdor.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;&lt;em&gt;c)&lt;/em&gt; Pagament mitjançant xec nominatiu:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;- Document justificatiu de la despesa (per exemple, factura) amb l'expressió “rebut en xec nominatiu” o similar, signada pel proveïdor amb la data i amb indicació del nom i del DNI/NIE de la persona que signa.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;- Extracte del compte corrent del beneficiari de l'ajuda en el qual figuri el càrrec d'aquest xec.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;&lt;em&gt;d)&lt;/em&gt; Pagament mitjançant targeta de crèdit o dèbit:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;- Extracte del compte en què figuri el càrrec del pagament amb targeta.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;&lt;em&gt;e)&lt;/em&gt; Pagament mitjançant domiciliació bancària:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;- Extracte bancari en què figuri el càrrec de la domiciliació.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;14.11. Amb la documentació presentada amb l'informe tècnic favorable del departament sobre el compliment de les bases i de l'objecte de la subvenció, per delegació del Consell Executiu, es farà efectiu el pagament de l'ajuda concedida, mitjançant resolució del conseller executiu del departament d'Esports i Joventut.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;14.12. Si amb la documentació presentada no s'arriba a justificar el 100 % de l'activitat per la qual es va sol·licitar l'ajuda, la quantitat d'ajuda concedida es reduiria proporcionalment a la despesa justificada, de manera que les ajudes cobriran només les despeses justificades.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;&lt;strong&gt;15. Despeses subvencionables&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;15.1. Són subvencionables les despeses directament relacionades amb l'activitat subvencionada:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;- Honoraris del personal tècnic (fins a un límit del 60 % del total justificat).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;- Tractaments de fisioteràpia i/o psicologia esportiva.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;- Desplaçaments per participar en concentracions esportives o competicions que no siguin campionats del món, d'Europa, d'Espanya o de Balears : transports (avió, vaixell, taxi, cotxe de lloguer, gasolina, peatges), allotjament, manutenció i quota d'inscripció.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;- Roba esportiva. Aquesta roba ha de tenir imprès l'escud del Consell Insular d'Eivissa.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;- Material fungible necessari per al desenvolupament dels entrenaments.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;- Lloguer d'instal·lacions esportives.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;- Assegurances.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;- Organització de cursets de formació tècnica a l'illa d'Eivissa.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;- Desplaçaments per participar en cursets de formació.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;- Gestió administrativa: es pot repercutir fins un 10% de la feina mensual realitzada pel personal administratiu de la federació corresponent amb a un màxim de 3.000 euros.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;- La despesa en benzina no pot superar la quantitat de 800 euros.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;15.2. No són despeses subvencionables:&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;- L'adquisició de béns inventariables&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;- Les despeses bancàries&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;- Els interessos deutors de comptes bancaris&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;- Els interessos, recàrrecs i sancions administratives&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;- Els provocats per procediments judicials&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;- Els derivats del pagament d'impostos indirectes quan siguin susceptibles de recuperació o compensació &lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;&lt;strong&gt;16. Règim de recursos&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;16.1. L'acord del Consell Executiu que aprovi les bases reguladores d'aquestes ajudes no exhaureix la via administrativa.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;16.2. Les resolucions del conseller executiu del Departament d'Esports i Joventut, dictades per delegació, i que s'han de considerar dictades per l'òrgan delegant (en aquest cas el Consell Executiu), no exhaureixen la via administrativa.&amp;nbsp; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;16.3. Contra l'acord del Consell Executiu d'aprovació de les bases reguladores de les ajudes i les resolucions de concessió i de revocació de les ajudes del conseller executiu del departament d'Esports i Joventut, dictades per delegació del Consell Executiu, es podrà interposar davant la Comissió de Govern el recurs d'alçada previst als articles 112.1, 121 i 122 de la Llei 39/2015, d'1 d'octubre, del procediment administratiu comú de les administracions públiques, en el termini d'un mes des de l'endemà de la seua notificació, tot això en virtut del que disposen els articles 22.2 de la Llei 8/2000, de 27 d'octubre, de consells insulars i l'article 147.1 del Reglament orgànic del Consell d'Eivissa (publicat al BOIB núm. 136, de 18/09/10; correcció al BOIB núm. 148, de 14/10/10; modificació al BOIB núm. 48, de 16/04/16). El recurs haurà de resoldre's en el termini de tres mesos, transcorreguts els quals s'entendrà desestimat i quedarà oberta la via contenciosa administrativa.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;&lt;strong&gt;17. Règim jurídic&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;17.1. Aquestes ajudes es regeixen per les presents bases, per la Llei 39/2015, d'1 d'octubre, del procediment administratiu comú de les administracions públiques, per la Llei 38/2003, de 17 de novembre, general de subvencions, pel Reial decret 887/2006, de 21 de juliol, que aprova el Reglament de la Llei general de subvencions i pel Decret legislatiu 2/2005, de 28 de desembre, que aprova el text refós de la Llei de subvencions de les Illes Balears, d'aplicació a aquestes ajudes en virtut de la seua disposició addicional segona, en tractar-se d'una competència transferida per la Comunitat Autònoma de les Illes Balears als consells insulars.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;17.2. Respecte de la protecció i el tractament de dades de caràcter personal per a la realització de les activitats objecte d'aquesta convocatòria s'han d'observar les prescripcions contingudes a la Llei orgànica 3/2018, de 5 de desembre, de protecció de dades i garantia dels drets digitals, al Reglament (UE) 2016/679 del Parlament i del Consell, de 27 d'abril de 2016, relatiu a la protecció de les persones físiques pel que fa al tractament de dades personals i a la lliure circulació d'aquestes dades i pel qual es deroga la Directiva 95/46/CE (Reglament general de protecció de dades - DOUE 4.5.2016), i a la resta de legislació vigent en matèria de protecció de dades personals, que hi sigui d'aplicació.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;L'òrgan instructor aplicarà aquests criteris per determinar la quantitat que finalment haurà de percebre l'entitat o la persona beneficiària, o en el seu cas, l'import a reintegrar.&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;​​​​​​​&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;&lt;strong&gt;19. Revocació i reintegrament de les ajudes&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;19.1. Les ajudes concedides es podran revocar, per delegació del Consell Executiu, mitjançant resolució del conseller executiu del departament d'Esports i Joventut.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;D'acord amb el que disposa l'article 43 del text refós de la Llei de subvencions, aprovat pel Decret legislatiu 2/2005, de 28 de desembre, es revocarà la subvenció quan, posteriorment a la resolució de concessió vàlida i ajustada a dret, el beneficiari incompleixi totalment o parcialment les obligacions o els compromisos contrets als quals està condicionada l'eficàcia de l'acte de concessió de la subvenció. En tal cas, quedarà sense efecte l'acte de concessió, com a conseqüència de la revocació pertocarà reintegrar totalment o parcialment l'ajuda rebuda per les entitats beneficiàries i, si escau, l'exigència de l'interès de demora, en els casos previstos en l'article 44 del Decret llei 2/2005, de 28 de desembre, pel qual s'aprova el text refós de la Llei de subvencions.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;El reintegrament es realitzarà pel procediment establert al títol II de la Llei general de subvencions, en el qual s'ha de garantir l'audiència a les entitats interessades.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Les quantitats reintegrables tenen la consideració d'ingressos de dret públic i poden ser exigides per la via de constrenyiment.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;&lt;strong&gt;20. Règim d'infraccions i sancions&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;El règim d'infraccions i sancions administratives aplicables serà l'establert en el títol IV de la Llei 38/2003, de 17 de novembre, general de subvencions, i en el títol V del text refós de la Llei de subvencions, aprovat pel Decret legislatiu 2/2005, de 28 de desembre. Tot això sense perjudici de les responsabilitats penals o civils en què es pugui incórrer. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Requisits d'organització dels PSE&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;1. Els PSE han d'estar dirigits als esportistes que, en els seus clubs, comencen a destacar i encara no tenen el nivell suficient per integrar-se en centres de tecnificació, especialitzats o d'alt rendiment, facilitant-los mitjans per formar-se. Els seus tècnics i tècniques, igualment, podran millorar el seu nivell formatiu mitjançant la realització de cursos de perfeccionament o reciclatge.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;2. Els PSE han de complir, com a mínim, els següents objectius:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Formar esportistes per accedir a centres de tecnificació o d'alt rendiment.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Millorar el nivell tècnic dels entrenadors i les entrenadores.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Millorar la qualificació tècnica, física i psicològica dels esportistes joves.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Detectar esportistes amb talent per a la pràctica d'una modalitat esportiva específica.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;3. Els/les esportistes que formen part dels PSE han de complir els requisits següents:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;- Ser menor de 18 anys.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;- Ser resident a l'illa d'Eivissa amb un mínim d'antiguitat de dos anys.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;- Complir els criteris tècnics que determini el director tècnic o la directora tècnica de cada PSE.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;- Tenir, com a mínim, la qualitat esportiva suficient per poder participar al Campionat de Balears corresponent a la seua categoria.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;- Sotmetre's a les proves fisioterapèutiques, mèdiques i psicològiques que, en el seu cas, determini l'equip tècnic, incloent una revisió mèdica anual.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;3.1. Excepcionalment, si un esportista no figura des del principi al PSE i la direcció tècnica ho creu convenient, podran integrar-s'hi posteriorment.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;3.2. No podran formar part dels PSE aquells esportistes que estiguin integrats en qualsevol centre de tecnificació, seguiment o alt rendiment.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;3.3. El nombre d'esportistes integrats al PSE ha de ser entre vuit i dotze per a esports individuals i entre vuit i vint per a esports d'equip.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;3.4. Es podrà disposar d'un grup d'esportistes que, sense complir els criteris de selecció, entrenin amb els esportistes del PSE i així ajudin a la millora dels integrants en els programes de seguiment. Aquests esportistes no tendran dret als beneficis de pertànyer als PSE.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;3.5. La direcció tècnica determinarà els criteris de selecció d'esportistes a partir dels requisits establerts al punt 2.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;4. El director tècnic o la directora tècnica de cada PSE ha d'estar en possessió del títol de llicenciat/ada en educació física o llicenciat/ada en ciències de l'activitat física i l'esport o grau en gestió esportiva o grau en ciències de l'activitat física i l'esport o la màxima titulació tècnica de l'esport corresponent. La falta de la titulació requerida podrà ser suplerta per un certificat federatiu en què s'indiqui que el director tècnic o la directora tècnica té una experiència igual o superior a deu anys com a tècnic/a de l'esport corresponent.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;4.1. El personal que formi part de l'equip tècnic del PSE ha de tenir la titulació oficial requerida en la seua especialitat i disposar del certificat de no-inclusió al registre central de delinqüents sexuals. El personal tècnic ha de tenir la seva residència a l'illa d'Eivissa.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;5. El pressupost presentat per a la sol·licitud d'ajuda per al desenvolupament del PSE haurà d'estar integrat per la relació d'ingressos i despeses i ha de contemplar, com a mínim,els següents apartats:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-left:40px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;- Participació en competicions i concentracions:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Les competicions seran aquelles que serveixin per preparar la futura participació en competicions oficials, per la qual cosa queden excloses les participacions en campionats d'Europa, d'Espanya i de Balears.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;- Honoraris del personal tècnic:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Els honoraris del personal tècnic no podran superar el 60 % del pressupost presentat anual, ni de l'ajuda rebuda.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;- Formació tècnica.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Es podran incloure concentracions i cursos de reciclatge i/o perfeccionament, però en cap cas pot incloure cursos per a l'obtenció de titulacions oficials.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;&lt;strong&gt;La despesa mínima establerta per a la formació del personal tècnic del seu esport a l'illa d'Eivissa durant l'any serà de 2000 euros/anuals.&lt;/strong&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;Amés podrà contemplar:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;- Material esportiu o vestuari. No es pot adquirir material inventariable amb l'ajuda concedida pel Consell Insular d'Eivissa.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:normal"&gt;&lt;span style="color:black"&gt;- Gestió administrativa. La despesa màxima serà de 3.000 euros/anuals&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
