&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Per resolució de la consellera d'Innovació, Recerca i Turisme de 5 de novembre de 2018, amb identificador de BNDs 423043, es va publicar la convocatòria per donar suport a projectes de recerca científica i tecnològica per al període 2018-2022 (BOIB núm. 144, de 17 de novembre de 2018). En el punt 12 d'aquesta convocatòria s'estableix que la Direcció General d'Innovació i Recerca (actual Direcció General de Política Universitària i Recerca, d'acord amb el Decret 21/2019, de 2 d'agost) és l'òrgan competent per instruir els procediments de concessió de les ajudes d'aquesta convocatòria.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;De conformitat amb l'article 21.5 de la Llei 39/2015, d'1 d'octubre, del procediment administratiu comú de les administracions públiques, per a la tramitació de la convocatòria es varen habilitar tots els medis materials i personals disponibles a l'efecte i, no obstant, en la mesura en què no va ser possible complir amb l'obligació de resoldre el procediment dins del termini establert, i vist que no es perjudicaven els drets a tercers, s'estimà necessària una ampliació del termini màxim per resoldre el procediment de concessió, i evitar així que es desenvolupessin els efectes desestimatoris de les sol·licituds, tot això en aplicació de l'establert en l'article 23 de la Llei 39/2015.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;La Resolució de la consellera d'Innovació, Recerca i Turisme de 21 de maig de 2019 amplià el termini màxim de resolució d'aquesta convocatòria de sis a dotze mesos. La motivació que exposà aquesta resolució era per una banda, l'exigència del mateix procediment amb un elevat nombre de sol·licituds, i per altra, l'externalització necessària del tràmit d'avaluació externa, per a la qual cosa ha estat necessària la col·laboració d'una entitat externa especialitzada.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;L'òrgan instructor ha informat que els treballs d'avaluació encara no han estat finalitzats per part de l'entitat col·laboradora, i és per aquest motiu pel qual la convocatòria encara no ha estat resolta. En aquest escenari de no resolució, és impossible que les justificacions i els pagaments estipulats en la convocatòria es puguin realitzar en les anualitats i terminis establerts (d'acord amb els punts 7, 18 i 19), i per aquest motiu és necessari reajustar la distribució de crèdit de les anualitats assignades, amb la qual cosa es deixa sense pressupost l'anualitat 2019, en la qual no serà possible executar el pressupost; modificar les dates màximes de justificació i de pagament, i ajustar les quantitats i percentatges màxims, de manera que s'ajustin a la nova distribució pressupostària.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;A la vista de l'exposat, es considera necessària la modificació dels punts 7, 18 i 19 de la convocatòria per tal d'adequar la distribució pressupostària, les dates de justificació i les dates de pagament a la nova distribució i anualitats.&lt;/span&gt;&lt;/p&gt;

Període d'inversió, execució i justificació de les ajudes&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;Es modifiquen els punts 18.2, 28.3 i 18.4 de les bases, que queden de la manera següent:&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;em&gt;18.2 Les dates finalment assignades com a data d'inici, data de finalització i les dates de justificació per període han de ser les estipulades en la resolució de concessió de l'ajuda. La data de justificació final de l'ajuda no pot ser en cap cas posterior a l'1 de novembre de 2024.&lt;/em&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;em&gt;18.3 Els imports mínims per justificar per a cada període de justificació perquè es faci efectiu el pagament de la totalitat de la quantitat concedida per a aquest període, s'han de correspondre amb el total concedit amb els percentatges mínims que es detallen a continuació:&lt;/em&gt;&lt;/span&gt;&lt;/p&gt;
