46736 11753 CAIB CAIB CAIB 2019-11-26 629056 2019-11-22 46751 ca ca 2019-11-26 120 ![CDATA[Convocatòria nou places policia local]] text/html ![CDATA[<p><span style="font-family:&quot;Times New Roman&quot;,Times,serif">La Junta de Govern Local de l'Ajuntament en sessió celebrada dia 21-11-2019 va acordar convocar nou places de policia local com a personal funcionari de carrera i aprovar les bases d'aquesta convocatòria en la forma en què es transcriuen a continuación:</span></p> <p><strong><span style="font-family:Times New Roman,Times,serif; font-size:12px">BASES ESPECÍFIQUES QUE REGIRAN LA CONVOCATÒRIA DEL PROCÉS SELECTIU PER COBRIR COM A PERSONAL FUNCIONARI DE CARRERA NOU PLACES DE POLICIA LOCAL DE L'AJUNTAMENT DE SANTA MARIA DEL CAMÍ MITJANÇANT &nbsp;PROCEDIMENT EXTRAORDINARI.</span></strong></p> <p><strong><span style="font-family:Times New Roman,Times,serif; font-size:12px">PRIMERA. - Objecte, procediment de selecció i normativa. </span></strong></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">1.-L'objecte d'aquesta convocatòria és la convocatòria per cobrir com a funcionari de carrera 9 places de Policia Local, pel sistema d'accés de torn lliure, de l'Ajuntament Santa Maria del Camí, dotades en els pressupostos i ocupades per personal funcionari interí, corresponents a les Ofertes Públiques d'Ocupació dels anys 2017 i 2019. Procediment de caràcter extraordinari d'accés a la plantilla de la policia local de l'Ajuntament mitjançant el sistema de selecció de concurs oposició. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">2.-Les esmentades places pertanyen a l'escala d'Administració Especial, subescala de Serveis Especials, classe policia local, grup C1. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">3.-S'aplicarà a aquestes proves selectives les presents Bases, la Llei 39/2015, d'1 d'octubre, de procediment administratiu comú de les administracions públiques, la Llei 4/2013,de 17 de juliol, de coordinació de les policies locals de les Illes Balears, amb la modificació efectuada per la Llei 11/2017, de 20 de desembre; el Decret 40/2019, de 24 de maig, pel qual s'aprova el Reglament marc de coordinació de les policies locals de les Illes Balears i es modifica el Decret 55/2017, de 15 de desembre, del Fons de Seguretat Pública de les Illes Balears; Decret 11/2017,<em> </em>de<em> </em>24<em> </em>de març,<em> </em>d'exigència del coneixement de la llengua catalana en els procediments selectius d'accés a la funció pública i per ocupar llocs de treball de l'Administració de la Comunitat autònoma de les Illes Balears, la Llei 7/1985, de 2 d'abril, de Bases del Règim Local, el Reial decret legislatiu 5/2015, de 30 d'octubre, pel qual s'aprova el Text refós de la Llei de l'Estatut bàsic de l'empleat públic, i la Llei 3/2007, de 27 de març, de la funció pública de la Comunitat Autònoma de les Illes Balears, com també la resta de disposicions legals aplicables a la policia local.</span></p> <p><strong><span style="font-family:Times New Roman,Times,serif; font-size:12px">SEGONA. - Requisits i condicions de les persones aspirants: </span></strong></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Per a participar en aquesta convocatòria, les persones interessades han de complir en la data de finalització del termini per a presentar les sol·licituds i durant tot el procés selectiu, els requisits següents: </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">a) Tenir nacionalitat espanyola. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">b) Tenir 18 anys complerts. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">c) Estar en possessió del diploma d'aptitud del curs de formació básica de la categoria de policia local expedit per l' EBAP i amb plena validesa. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">d) Estar en possessió del títol de Batxillerat, tècnic o equivalent, o estar en condicions d'obtenir-ho en la data en què finalitzi el termini de presentació de sol·licituds. En el cas de titulacions expedides a l'estranger, caldrà aportar la corresponent homologació del Ministeri d'Educació i Formació Professional, o d'una universitat espanyola. La titulació s'ha d'acreditar mitjançant l'expedició dels títols corresponents per l'autoritat acadèmica competent. Aquesta mateixa autoritat podrà declarar també l'equivalència de títols. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">e) No sofrir cap malaltia ni defecte físic o psíquic que impedeixi o disminueixi el desenvolupament correcte de les funcions, d'acord amb el quadre d'exclusions que es determinen en l'annex 5 del Decret 40/2019, de 24 de maig. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">f) No haver estat separat del servei de l'Administració local, autonòmica o estatal, ni estar inhabilitat per a l'exercici de la funció pública. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">g) No tenir antecedents penals per delictes dolosos. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">h) No estar sotmès a cap causa d'incapacitat específica d'acord amb la normativa vigent. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">i) Estar en possessió dels permisos de conducció de les classes A2 i B en vigor. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">j) Compromís de portar armes de foc i, si és necessari, a utilitzar-les (es presentarà mitjançant declaració jurada). </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">k) Estar en possessió del nivell B2 (nivel avançat) del coneixement de la llengua catalana mitjançant certificat emès per l'Escola Balear d'Administració Pública, o expedit o homologat per la Conselleria competent en matèria de política lingüística, o els reconeguts segons l'Ordre del conseller d'Educació, Cultura i Universitats de 21 de febrer de 2013. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">l) Haver abonat la taxa per drets d'examen. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Amb anterioritat al nomenament com a personal funcionari en pràctiques, la persona interessada ha de fer constar la manifestació que no exerceix cap càrrec o activitat en el sector públic dels quals delimita l'article 1 de la Llei 53/1984, de 26 de desembre, d'incompatibilitats del personal al servei de les administracions públiques, i que no percep pensió de jubilació, retir o orfandat. En el cas d'exercir activitat privada, l'ha de declarar en el termini de deu dies des de la presa de possessió, amb la finalitat que la Corporació pugui adoptar acord de compatibilitat o incompatibilitat. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Si, en qualsevol moment del procés selectiu, el tribunal tingués coneixement que algun aspirant no compleix un o diversos dels requisits exigits en la present convocatòria, prèvia audiència de l'interessat, haurà de proposar la seva exclusió a l'alcalde o alcaldessa i li comunicarà, als efectes oportuns, les inexactituds o falsedats consignades per la persona aspirant en la sol·licitud d'admissió. </span></p> <p><strong><span style="font-family:Times New Roman,Times,serif; font-size:12px">TERCERA. - Protecció de dades personals. </span></strong></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">La presentació de la sol·licitud per al procés selectiu suposa que la persona interessada coneix i accepta de manera inequívoca el tractament de les dades de caràcter personal que en faci l'òrgan competent i únicament amb la finalitat establerta. El tractament de la informació facilitada en les sol·licituds tindrà en consideració les previsions del Reglament (UE) 2016/679 del Parlament Europeu i del Consell, de 27 d' abril de 2016, relatiu a la protecció de les persones físiques pel que fa al tractament de dades personals i a la lliure circulació d'aquestes dades, i de la Llei orgànica 3/2018, de 5 de desembre, de protecció de dades personals i garantia del drets digitals. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">S'informa les persones aspirants que les dades personals continguts en la sol·licitud d'admissió, documentació que s'acompanyi a aquesta o que es generi a resultes d'aquesta convocatòria, s'incorporaran a un fitxer de dades de caràcter personal del qual és responsable l'Ajuntament de Santa Maria del Camí, i que té per finalitat, entre altres, la convocatòria, tramitació, qualificació i resolució d'aquesta convocatòria. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">En cas que sigui necessari, algunes dades personals podran ser publicades en el BOIB, tauler d'edictes de l'Ajuntament i pàgina web d'aquesta institució (www.ajsantamariadelcami.org) d'acord amb el que es disposa en les bases de la present convocatòria i la Llei 39/2015, d'1 d'octubre, de procediment administratiu comú de les administracions públiques. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Es fa constar que, en el cas que l'interessat hagi posat en coneixement de l'Ajuntament dades de salut, autoritza expressament el tractament per al compliment de les finalitats anteriorment exposades. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">L'òrgan administratiu davant el qual els interessats poden, si escau, exercitar els drets d'accés, rectificació, cancel·lació, oposició i la resta de drets reconeguts en la Llei orgànica 3/2018 és l'Oficina d'Atenció al Públic de l'Ajuntament de Santa María del Camí, situada en Plaça de la Vila de Santa María del Camí, núm.1, 07320- Santa Maria del Camí. </span></p> <p><strong><span style="font-family:Times New Roman,Times,serif; font-size:12px">QUARTA. -Sol·licitud i documentació. </span></strong></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">1.-Les sol·licituds per a participar en les proves de selecció es dirigiran al Sr. Alcalde de l'Ajuntament i hauran d'ajustar-se al model de sol·licitud (annex IV); es presentaran en el Registre General de l'Ajuntament, o en la forma establerta en l'article 16 de la Llei 39/2015, d'1 d'octubre, de procediment administratiu comú de les administracions públiques, en el termini de 20 dies hàbils, comptats a partir de l'endemà al de la data de publicació d'aquesta convocatòria en el BOE. Les sol·licituds que es registrin fora del termini anterior seran excloses i s'arxivaran. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Si l'últim dia de presentació és en diumenge o festiu, el termini s'entendrà ampliat fins a l'endemà hàbil. Els restants i successius anuncis es faran públics únicament en el tauler d'anuncis i la pàgina web de l'Ajuntament. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">El model de sol·licituds estarà a la disposició de les persones interessades, en el Registre General d'aquest Ajuntament, i en la pàgina web, a partir de l'obertura del termini per a la seva presentació. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">2.-La no presentació de sol·licituds dintre del termini i en la forma escaient determina la no admissió de les persones aspirants al procés selectiu. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">3.-Les persones aspirants han d'adjuntar a la sol·licitud, correctament emplenada, original o fotocòpia compulsada, de la documentació que s'indica a continuació: </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">a) Declaració responsable de les persones aspirants que compleixen totes i cadascuna de les condicions exigides en la base segona, referides sempre a la data de finalització del termini assenyalat per a la presentació de sol·licituds, independentment que l'acreditin amb posterioritat a la finalització del procés selectiu. El fet de constar en la llista d'admesos no implica el reconeixement als interessats que es compleixen els requisits per a participar en aquesta convocatòria. Les persones que superin el procés selectiu han de presentar la documentació acreditativa dels requisits generals que s'indiquin en la base segona, amb caràcter previ al seu nomenament. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">b) Fotocòpia compulsada del Document Nacional d'Identitat en vigor, o el resguard de la sol·licitud de renovació. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">c) Fotocòpia compulsada del certificat expedit per l'EBAP d'haver superat el curs de capacitació de la categoria de policia o per l'òrgan competent i amb plena validesa. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">d) Fotocòpia compulsada de la titulació exigida. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">e) Fotocòpia compulsada del certificat de català acreditatiu del nivell exigit.</span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">f) Fotocòpia compulsada dels permisos de conducció A2 i B en vigor, o amb el resguard de la sol·licitud de renovació. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">g) Relació dels mèrits aportats (segons model annex V), on es recullin ordenadament els mèrits al·legats, estructurada segons els blocs en els quals es divideix el barem de mèrits recollit en l'Annex I d'aquestes bases. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">h) La documentació acreditativa dels mèrits al·legats en la forma establerta en la base vuitena d'aquesta convocatòria. El Tribunal no valorarà els mèrits que no s'acreditin juntament amb la instància de sol·licitud de participació en el procés selectiu. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">i) En la sol·licitud haurà de constar un correu electrònic i telèfons (fix i mòbil) a l'efecte de comunicació amb l'Ajuntament.&nbsp; </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">j) Fotocòpia compulsada de la certificació en període de validesa, d'haver superat les proves físiques convocades de forma periòdica per l'EBAP, en aquells casos en què es posseeixi i es desitgi quedar exempt de realitzar les proves d'aptitud física en el procés selectiu. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">k) Fotocòpia compulsada de la documentació requerida en la base setena, secció 3a, en aquells casos en els quals la persona aspirant desitgi acollir-se l'exempció de la prova. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">l) Justificant bancari en el compte CAIXABANK (ES972100010869015942), d'abonament de les taxes de drets d'examen que s'estableixen en 10 Euros. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Queda exempta de presentació la documentació que ja obri en poder de l'Ajuntament de Santa María del Camí, d'acord la Llei 39/2015, d'1 d'octubre, de procediment administratiu comú de les administracions públiques, i la Llei 20/2006, de 15 de desembre, municipal i de règim local de les Illes Balears, per a això haurà de constar aquest fet de forma expressa en la sol·licitud, aportant suficient informació perquè la documentació al·legada pugui ser localitzada. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Els aspirants quedaran vinculats a les dades que es facin constar en la seva sol·licitud. El domicili i telèfon que figurin en la mateixa es consideraran vàlids a l'efecte de notificacions, i serà responsabilitat exclusiva dels candidats tant els errors descriptius, com la no comunicació durant el procés de selecció de qualsevol canvi en les dades de la sol·licitud.</span></span></p> <p><strong><span style="font-family:Times New Roman,Times,serif; font-size:12px">CINQUENA. - Admissió i Exclusió de les persones aspirants. </span></strong></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Una vegada finalitzat el termini de presentació de sol·licituds, en el termini màxim de deu dies hàbils, es publicarà en el tauler d'anuncis i en la pàgina web de l'Ajuntament la resolució per la qual s'aprova la llista provisional de persones aspirants admeses i excloses, com a identitat s'indicarà el número de Document Nacional d'Identitat de l'aspirant. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Les persones aspirants excloses o omeses disposaran d'un termini de deu dies hàbils, comptats des de l'endemà al de la publicació, per a esmenar el defecte o adjuntar el document que sigui preceptiu, i se'ls advertirà que es considerarà no presentada la sol·licitud si no es compleix el requeriment. Una vegada finalitzat el termini i esmenades, si escau, les sol·licituds, l'alcalde o alcaldessa dictarà resolució, en el termini màxim de deu dies hàbils, aprovant la llista definitiva de persones admeses i excloses, que serà publicada en el tauler d'anuncis i en la pàgina web de l'Ajuntament. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">El fet de figurar en la relació de persones admeses no prejutjarà que se'ls reconegui a les persones aspirants la possessió dels requisits exigits per participar en el procés selectiu. Si de la documentació que han de presentar en superar-lo es desprengui que no posseeixen algun dels requisits, perdran tots els drets que es puguin derivar de la seva participació.</span></p> <p><strong><span style="font-family:Times New Roman,Times,serif; font-size:12px">SISENA. - Procés de selecció. </span></strong></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">El procés de selecció és el de concurs oposició. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Constarà d'una fase d'oposició lliure, una de concurs, en què únicament participaran les persones aspirants que hagin superat la fase d'oposició, i una altra consistent en un període de pràctiques d'un any.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">L'ordre d'actuació de les persones aspirants es realitzarà per ordre alfabètic de cognoms. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">D'acord a com s'estableix en la base vuitena, els aspirants han d'adjuntar a la sol·licitud de participació els documents acreditatius dels mèrits a valorar. Els mèrits al·legats i no justificats pels aspirants en la forma indicada no seran valorats. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">La data límit per a l'al·legació dels mèrits i la presentació dels documents relatius a aquests, serà la de finalització del termini de presentació de sol·licituds per a participar en la convocatòria. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">La puntuació total s'obté de la suma de les puntuacions en les dues fases. La puntuació de la fase d'oposició representarà un 60% de la puntuació assolible en el procés selectiu. La fase de concurs representarà un 40% del total de la puntuació assolible en el procés selectiu. </span></p> <p><strong><span style="font-family:Times New Roman,Times,serif; font-size:12px">SETENA. - Fase d'oposició.</span></strong></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">La fase d'oposició consta de tres proves de caràcter obligatori i eliminatori. S'ha de superar la prova anterior per a poder passar a la següent. En tot el no regulat en aquestes bases o per normativa d'aplicació, les proves es duran a terme a raó de el sistema que lliurement estableixi el tribunal. De realitzar-se les proves en dies diferents, els successius anuncis de la resta de proves es publicaran en el tauler d'anuncis de l'Ajuntament, amb un interval mínim de 48 hores d'antelació al principi de la prova. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">1a) Prova d'aptitud física que es qualificarà com a apte o no apte, que té per objecte comprovar, entre altres aspectes, les condicions de força, agilitat, flexibilitat i resistència de les persones aspirants. De caràcter obligatori i eliminatori, consistirà en la superació de les proves físiques que figuren en l'Annex II per a totes les categories i són les que determina l'annex 3 del Decret 40/2019, de 24 de maig, pel qual s'aprova el Reglament marc de coordinació de les policies locals de les Illes Balears i es modifica el Decret 55/2017, de 15 de desembre, del Fons de Seguretat Pública de les Illes Balears.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Per a poder efectuar aquesta prova, les persones aspirants hauran de fer lliurament al tribunal qualificador, el mateix dia de la prova i abans de l'hora d'inici de les proves físiques, d'un certificat mèdic en què es faci constar que es reuneixen les condicions físiques necessàries per a dur-la a terme. El fet de no presentar l'esmentada certificació implica l'exclusió automàtica de la persona aspirant a la realització de la prova i del procés selectiu. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Les proves físiques han de ser superades globalment, d'acord amb el barem i els mèrits assenyalats en l'Annex II. El resultat global d'aquesta prova s'ha d'atorgar sempre que l'aspirant hagi superat un mínim de tres de les quatre proves parcials amb una nota mínima de 5 o superior i que, en l'altra prova parcial, la nota sigui igual o superior a 3. La nota mitjana d'apte s'ha d'atorgar sempre que el resultat sigui igual o superior a 5; si és inferior a 5, serà de no apte.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Les persones que acreditin el certificat en vigor d'aptitud física de l'EBAP estan exemptes de realitzar les proves físiques que figuren en l'Annex II. La validesa del certificat és de dos anys que es comptaran des del dia de la superació de les proves. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">2a) Prova de coneixement tipus test amb una valoració total de 60 punts. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">De caràcter obligatori i eliminatori. Aquesta prova consta de dues fases que han de superar-se independentment. La valoració de la prova en el cas de superació de totes dues fases serà el resultat de la suma d'aquestes. Cada fase tindrà un valor del 50% de la puntuació total de la prova (30 punts). </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Primera fase: consistirà en respondre per escrit un qüestionari de 50 preguntes amb quatre respostes alternatives, de les quals només una és correcta, proposat o validat pel tribunal qualificador entre els 20 temes que figuren en l'Annex III. Les preguntes es poden plantejar en llengua catalana o castellana. Cada pregunta que es respongui correctament es valorarà amb 0,600 punts. Les preguntes no resoltes no es valoraran. Les preguntes amb resposta errònia o si figura més d'una resposta es penalitzaran amb un quart del valor assignat a la resposta correcta. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">La prova es valorarà de 0 a 30 punts i s'ha d'obtenir un mínim de 15 punts per a superar-la. La durada màxima de la prova serà d'1 hora. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Segona fase: consisteix en una prova tipus test de coneixement del terme municipal i de les ordenances municipals de l'Ajuntament de Santa María del Camí, amb el següent contingut: </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Característiques geogràfiques, història, llocs d'interès i llista de carrers i camins del terme municipal de Santa María del Camí. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Fires, festes i mercats. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Transport i mobilitat. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">-Reglament del mercat de Santa María del Camí. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">-Reglament municipal regulador de l'Agrupació de Voluntaris de Protecció Civil. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Ordenança reguladora de la tinença d'animals potencialment perillosos. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Ordenança reguladora d'expedició de targetes d'armes i la seva utilització. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Ordenança de mesures per a regular la promoció, venda i consum de begudes alcohòliques. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Ordenança municipal de protecció del medi ambient i convivència ciutadana de Santa María del Camí </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Ordenança de gestió de residus de Santa María del Camí. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Per a accedir a la informació sobre coneixement del terme municipal i les ordenances es pot consultar el portal web de l'Ajuntament de Santa María del Camí. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Consisteix a respondre un qüestionari de 30 preguntes amb quatre respostes alternatives, de les quals només una és correcta. La durada màxima de la prova serà d'una hora. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">3a) Prova d'aptitud psicològica i de personalitat. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Aquesta prova consistirà en l'exploració psicotècnica per a acreditar nivells d'aptituds així com en l'exploració de la personalitat i actituds dels aspirants amb la finalitat de determinar els perfils generals i específics que exigeix l'exercici del lloc de treball policial. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">La prova es determinarà per un professional de la psicologia designat pel tribunal en qualitat d'assessor, donant informe de proposta d'aptitud de cada aspirant una vegada realitzada i avaluada. Aquesta prova es valorarà pel tribunal amb el resultat d'apte o no apte. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Estaran exemptes de realitzar aquesta prova: </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Les persones aspirants que acreditin que en els últims tres anys han superat una prova igual a l'exigida en aquest apartat. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">A aquest efecte es consideraran les superades en els últims tres anys realitzades per l'Escola Balear d'Administració Pública per a accedir al Curs Bàsic de Capacitació per a la Policia Local, per a això s'haurà d'aportar certificació de l'EBAP, i les realitzades en els últims tres anys per ajuntaments dins dels processos selectius de Policia Local que hagin convocat, les quals hauran d'acreditar-se mitjançant el corresponent certificat de l'Ajuntament, i les proves psicotècniques realitzes per l'Ajuntament en matèria d'armes. </span></p> <p><strong><span style="font-family:Times New Roman,Times,serif; font-size:12px">VUITENA.- Fase de concurs.</span></strong></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">1.-El tribunal avaluarà els mèrits que les persones aspirants al·leguin i que justifiquin correctament, d'acord amb el barem de l'Annex I. Aquesta fase no té caràcter eliminatori. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">2.-Els mèrits que al·leguin les persones aspirants s'hauran d'acreditar mitjançant la presentació de l'original o de la còpia compulsada de la documentació següent: </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">a) Curs de capacitació: certificat en vigor de l'EBAP d'haver superat el curs de capacitació de la categoria a la qual s'opta. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">b) Serveis prestats: certificat expedit pels ajuntaments o administracions públiques corresponents. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">c) Estudis acadèmics oficials: còpia compulsada correctament del títol o del resguard acreditatiu (anvers i revers). En cas de presentació de títols d'estudis fets a l'estranger, haurà d'acreditar-se l'homologació concedida pel Ministeri d'Educació, Cultura i Esports. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">d) Coneixement de llengua catalana: certificats expedits per l'Escola Balear d'Administració Pública (EBAP), expedits o homologats per l'òrgan competent de la Conselleria d'Educació, Cultura i Universitats o reconeguts conforme a la normativa autonòmica vigent. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">e) Coneixement d'altres llengües: certificats expedits per l'Escola Balear d'Administració Pública, per les escoles oficials d'idiomes (EOI), per les universitats, altres escoles d'administració pública i altres entitats, que siguin equivalents als nivells del Marc comú europeu. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">f) Cursos de formació: certificats d'aprofitament, certificats d'assistència i certificats d'impartició de cursos d'accions formatives expedits per les escoles de formació de les policies locals, per l'Escola Balear d'Administració Pública o homologats o concertats per l'EBAP, per universitats de l'àmbit de la Unió Europea, per centres de formació acreditats en altres administracions públiques de l'Estat espanyol o centres que imparteixen plans de formació contínua. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">3.-Els mèrits han d'acreditar-se amb referència a la data de finalització del termini de presentació de sol·licituds. </span></p> <p><strong><span style="font-family:Times New Roman,Times,serif; font-size:12px">NOVENA.- Òrgan de selecció.</span></strong></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">1.-L'òrgan encarregat de la selecció és el tribunal qualificador que es determinarà per resolució de l'Ajuntament de Santa María del Camí. Haurà de publicar-se en el tauler d'anuncis i en la web corporativa, la composició del tribunal qualificador, abans de la publicació de la llista definitiva d'admesos i exclosos. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">2.-L'òrgan de selecció serà col·legiat, la seva composició s'ajustarà als principis d'imparcialitat i professionalitat dels seus membres i es procurarà, així mateix, la paritat entre dona i home. La seva composició serà predominantment tècnica i els membres hauran d'estar en possessió de titulació o especialització igual o superior a l'exigida per a l'accés als places convocades. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">3.-El personal d'elecció o de lliure designació política, els funcionaris interins i el personal eventual no poden formar part dels òrgans de selecció. Tampoc poden formar part dels mateixos els representants dels empleats públics, sense perjudici de les funcions de vigilància i custòdia del bon desenvolupament del procediment selectiu. Els representants sindicals que participin en el procediment selectiu, amb aquestes funcions de vigilància i custòdia, han d'estar acreditats i com a màxim pot haver-hi un per cada sindicat amb un màxim de quatre en cada procediment. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">4.-La pertinença als òrgans de selecció serà sempre a títol individual, i no es podrà ostentar en representació o a compte de ningú. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">5.-El tribunal qualificador estarà constituït per cinc membres, i haurà de designar-se el mateix nombre de suplents: </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">a) President/a: designat per l'Ajuntament entre personal funcionari de carrera d'experiència reconeguda. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">b) Vocals: un vocal proposat per la Direcció General d'Interior competent en matèria de coordinació de policies locals, un altre proposat per l'Escola Balear d'Administració Pública i dos designats per l'Ajuntament de Santa María del Camí. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">c) Secretari/a: designat/per l'Ajuntament, amb veu i vot. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">6.-El tribunal pot acordar la incorporació de personal assessor o especialistes en totes o alguna de les proves, que pot actuar amb veu, però sense vot. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">7.-El tribunal no es podrà constituir ni actuar sense l'assistència de més de la meitat dels seus membres, titulars o suplents indistintament, ni sense presidència ni secretaria, i les seves decisions s'adoptaran per majoria. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">8.-Els membres del tribunal poden ser nomenats entre els funcionaris de la Corporació o entre funcionaris al servei de les administracions públiques. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">9.-Els membres del tribunal hauran d'abstenir-se d'intervenir, i el notificaran a l'autoritat convocant, quan concorri alguna de les circumstàncies previstes en la Llei 40/2015, d'1 d'octubre, del procediment administratiu comú de les administracions públiques. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">10.-Les decisions adoptades pel tribunal es poden recórrer en les condicions que estableix la Llei 39/2015, d'1 d'octubre, del procediment administratiu comú de les administracions públiques. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">11.-Són funcions del tribunal qualificador: </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">a) Valorar els mèrits acreditats i les proves realitzades per les persones aspirants, en la forma establerta en aquestes bases. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">b) Requerir, si escau, a les persones aspirants que hagin acreditat mèrits amb defectes formals a l'efecte de la seva esmena, o quan necessitin l'aclariment d'algun dels mèrits acreditats dins del termini i en la forma adequada. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">c) Confeccionar una llista, per ordre de prelació, de les persones aspirants. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">d) Resoldre les reclamacions presentades per les persones aspirants en el termini establert i en la forma adequada. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">e) Elevar a l'alcaldia la composició definitiva de la llista d'aspirants. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">f) Expedir els justificants d'assistència corresponents a petició dels aspirants. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">12.-Els mèrits acreditats per les persones candidates han de valorar-se conforme al barem que s'adjunta com a annex I. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">13.-El tribunal adoptarà les mesures oportunes per garantir, sempre que sigui possible, que tots els exercicis de l'oposició es corregeixin sense conèixer la identitat de l'aspirant. </span></p> <p><strong><span style="font-family:Times New Roman,Times,serif; font-size:12px">DESENA. Publicació de la relació de persones aprovades.</span></strong></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">1.-Una vegada finalitzat el procés selectiu, el tribunal publicarà la llista provisional de les puntuacions obtingudes per les persones aspirants en ordre de puntuació obtinguda, amb indicació de les qualificacions obtingudes en cadascun dels apartats, assignades al número del document nacional d'identitat. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">2.-Les persones aspirants disposen d'un termini de 10 dies hàbils, des de la publicació, per a efectuar les reclamacions oportunes o sol·licitar revisió de la seva puntuació provisional davant el Tribunal, presentant les sol·licituds a través de la seu electrònica o en el Registre General de l'Ajuntament, dins del termini establert. A aquesta revisió podran assistir acompanyades d'una persona en qualitat d'assessora. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">3.-El Tribunal disposarà d'un termini de 7 dies hàbils per a resoldre les reclamacions. Una vegada resoltes publicarà la llista definitiva i elevarà proposta de nomenament de persones aprovades en el tauler d'anuncis de la seu electrònica i en la web de l'Ajuntament per ordre de puntuació. Aquesta llista no podrà contenir un nombre de persones aprovades superior al de les places vacants objecte d'aquesta convocatòria. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">L'aprovació de la relació d'aspirants que han superat el procés selectiu i que seran nomenats com a personal funcionari en pràctiques serà publicada en el Butlletí Oficial de les Illes Balears i en la pàgina web de l'Ajuntament. </span></p> <p><strong><span style="font-family:Times New Roman,Times,serif; font-size:12px">ONZENA. Presentació de documents.</span></strong></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Una vegada publicada la llista de persones aprovades amb plaça en el tauler d'anuncis de la seu electrònica i en la web municipal i BOIB, les persones aspirants que hi figurin disposen d'un termini de 20 dies hàbils des de la data de publicació per a presentar els documents que acreditin que compleixen els requisits que exigeix la convocatòria. L'incompliment d'aquest termini o si de l'examen de la documentació presentada es dedueix que les persones aspirants no compleixen els requisits que s'exigeixen en la convocatòria, suposarà la pèrdua del dret a ser nomenats funcionaris en pràctiques i quedaran sense efecte totes les actuacions relatives al seu nomenament. &nbsp;</span></p> <p><strong><span style="font-family:Times New Roman,Times,serif; font-size:12px">DOTZENA. - Personal funcionari en pràctiques. </span></strong></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">1.-Les persones que superin el procés selectiu i acreditin que compleixen els requisits que exigeix la convocatòria seran nomenades funcionaris i funcionàries en pràctiques de la categoria de policia local. Aquesta situació es mantindrà fins que siguin nomenats funcionaris i funcionàries de carrera, si escau, o obtinguin la qualificació de no aptes.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">2.-El període de pràctiques tindrà una durada de sis mesos mínim i un any màxim. El tribunal qualificador elevarà a l'alcalde o alcaldessa la llista definitiva de les persones aspirants declarades aptes i no aptes, qui resoldrà i ordenarà la seva publicació en el termini de 15 dies hàbils. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">3.- En el cas que alguna de les persones aspirants sigui qualificada com a no apta en la fase de pràctiques, en la mateixa resolució es requerirà a les persones aspirants resultants del procés selectiu, que hagin aprovat totes les proves, i no hagin obtingut plaça per ordre de puntuació del concurs oposició, per a ser nomenades funcionari o funcionària en pràctiques. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Aquesta resolució esgotarà la via administrativa i podrà ser recorreguda en els termes establerts en la Llei 39/2015, d'1 d'octubre, del procediment administratiu comú de les administracions públiques. </span></p> <p><strong><span style="font-family:Times New Roman,Times,serif; font-size:12px">TRETZENA.- Valoració de la fase de pràctiques. </span></strong></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Les pràctiques tenen per objecte valorar l'aptitud per a exercir les funcions pròpies de la categoria de policia local. L'avaluació de les pràctiques seguirà el procediment establert legalment.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">&nbsp;&nbsp;</span></p> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px; text-align:center"><strong><span style="font-family:Times New Roman,Times,serif; font-size:12px">ANNEX I</span></strong></p> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px; text-align:center"><strong><span style="font-family:Times New Roman,Times,serif; font-size:12px">BAREM DE MÈRITS DE LA FASE DE CONCURS</span></strong></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">El tribunal ha d'avaluar els mèrits que les persones aspirants al·leguin i que justifiquin correctament, d'acord amb el barem següent la puntuació màxima del qual en qualsevol cas serà de 40 punts: </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">1.- Valoració del curs de capacitació: Valoració del curs de capacitació de la mateixa categoria a la qual s'accedeix. Només es valoren els cursos expedits o homologats per l'Escola Balear d'Administració Pública (EBAP) que estiguin en vigor. La valoració de la nota obtinguda en el curs bàsic de capacitació per a l'accés a la categoria de policia és el resultat de multiplicar la nota per un coeficient de 1,10 fins a un màxim de 8 punts. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">2.- Valoració dels serveis prestats: Es valoraran els serveis prestats i reconeguts en la policia del municipi on es convoquin les proves i en altres municipis de les Illes Balears. La valoració per als serveis prestats en altres municipis no pot ser inferior a la meitat de la prevista per al municipi on es convoquin les proves. La puntuació màxima d'aquest apartat és de 24 punts, d'acord amb els següents criteris: </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">a) Per cada mes complet de serveis prestats i reconeguts com a policia local o turístic a l'Ajuntament de Santa María del Camí: (0,30 punts) punts per mes, fins a un màxim de 24 punts. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">b) Per cada mes complet de serveis prestats i reconeguts com a policia local o turístic en altres municipis d'Illes Balears: (0,15 punts) punts per mes, fins a un màxim de 12 punts. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">3.- Estudis acadèmics oficials.</span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Únicament es valoren els estudis acadèmics oficials amb validesa en tot el territori nacional. En cas de presentació de títols d'estudis fets a l'estranger, ha d'acreditar-se l'homologació concedida pel Ministeri d'Educació, Cultura i Esports. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Només es valoraran els estudis acadèmics oficials de nivell superior als que s'exigeixen per a la categoria a la qual s'accedeix. La valoració com a mèrit del títol implica que no es valori el de nivell inferior necessari per a obtenir-ho o el primer cicle que sigui imprescindible per a la seva obtenció, excepte els títols de postgrau, màster i doctor, els quals s'acumularan. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">La puntuació màxima d'aquest apartat és de 2 punts, d'acord amb els criteris següents: </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">a) Per cada titulació acadèmica de tècnic de formació professional de grau superior, ensenyaments professionals d'arts plàstiques i disseny de grau superior i els ensenyaments esportius de grau superior, així com tots els títols que hagin estat declarats equivalents: 0,07 punts, fins a un màxim de 0,21 punts. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">b) Per cada titulació acadèmica de diplomatura universitària, arquitectura tècnica, enginyeria tècnica o titulació declarada equivalent: 0,14 punts, fins a un màxim de 0,42 punts. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">c) Per cada titulació acadèmica de grau universitari o grau de l'ensenyament artístic superior: 0,21 punts, fins a un màxim de 0,63 punts. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">d) Per cada llicenciatura, arquitectura, enginyeria o titulació universitària equivalent: 0,29 punts, fins a un màxim de 0,87 punts. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">e) Per cada màster oficial i altres estudis de postgrau oficial universitari: 0,04 punts per cada 30 crèdits ECTS, fins a un màxim de 0,24 punts. Els estudis de grau amb càrrega lectiva de 300 crèdits ECTS, a més d'obtenir els punts de l'apartat c), obtindran 0,07 punts, d'acord amb l'article 12.10 del Reial decret 1393/2007, de 29 d'octubre. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">f) Per cada títol de doctor: 0,21 punts, fins a un màxim de 0,63 punts. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">4.- Valoració dels coneixements de llengües </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">4.1 Coneixements orals i escrits de llengua catalana. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Es valoren els certificats expedits per la EBAP, expedits o homologats per l'òrgan competent de la Conselleria d'Educació, Cultura i Universitats, o reconeguts d'acord amb la normativa autonòmica vigent fins a una puntuació màxima de 1,60 punts, d'acord amb els següents criteris. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Certificat C1 (abans nivell C) o equivalent: 1,20punts </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Certificat C2 (abans D) o equivalent: 1,50 punts </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">- Certificat de coneixements de llenguatge administratiu LA (abans E): 0,10 punts </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Ha de valorar-se únicament el certificat que correspongui al nivell més alt aportat per la persona interessada. font-size:12px">5.- Valoració dels cursos de formació </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Només es valoren els diplomes o certificats d'activitats formatives i cursos impartits per les escoles de formació de les policies locals, els cursos impartits per l'Escola Balear d'Administració Pública o que tinguin la condició de concertats o homologats per l'EBAP, els cursos d'interès policial manifest superats en universitats en l'àmbit de la Unió Europea o en altres administracions públiques de l'Estat espanyol amb centres de formació acreditats i els plans de formació contínua. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">Referent a la formació en línia i a distància no reglada, només es valora la que imparteixin i homologuin l'EBAP o les universitats de l'àmbit de la Unió Europea i l'efectuada dins els plans de formació contínua. Els cursos en matèria policial fets abans d'entrar en vigor la Llei 4/2013, de 17 de juliol, de coordinació de les policies locals de les Illes Balears, també es valoren. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">En aquest apartat també es valora la impartició en centres formatius oficials de cursos d'accions formatives relacionades amb les funcions pròpies del lloc al qual s'accedeixi, acreditats mitjançant un certificat en el qual constin el curs, les hores i les matèries que han d'impartir-se i els crèdits dels títols, màsters propis no oficials i dels cursos d'expert universitari que tenen el caràcter de titulacions pròpies d'una universitat determinada. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">5.1 Formació relacionada amb l'àrea professional. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">5.1.1 Accions formatives relacionades. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Es valoren, per a cada lloc de treball, les accions formatives sempre que estiguin directament relacionades amb les funcions pròpies del lloc al qual s'accedeix. En concret, només es valoren els cursos referits a les àrees professionals de policia, seguretat, emergències, salvament, ciències forenses, criminologia, violència de gènere i formació sanitària relacionada amb la professió de policia local. La puntuació màxima d'aquest apartat és de 2,40 punts d'acord amb els criteris que s'indiquen a continuació: </span></p> <p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">a) Per cada certificat d'aprofitament: 0,005 punts per hora. </span></p> <p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">b) Per cada certificat d'assistència: 0,0025 punts per hora. </span></p> <p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">c) Per cada certificat d'haver impartit cursos d'accions formatives relacionades amb les funcions pròpies del lloc al qual s'accedeix: 0,0075 punts per hora. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Referent als cursos o activitats expressats en crèdits, s'entén que cada crèdit equival a 10 hores. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">No es valoren els certificats que no indiquin el nombre d'hores o crèdits, el contingut de la formació o que tinguin un contingut indefinit. </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">No es valorarà la formació que constitueix una part dels cursos de capacitació per a accedir a qualsevol categoria de les forces o cossos de seguretat i la formació repetida, excepte que s'hagi fet un canvi substancial en el contingut. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">5.2 Formació no relacionada amb l'àrea professional </span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">5.1.2 Accions formatives no relacionades. &nbsp;</span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Es valorarà, per a cada lloc de treball, les accions formatives que, encara que estiguin directament relacionades amb les funcions pròpies del lloc al qual s'accedeix, es consideren d'interès general. En concret, només es valoraran per a totes les categories els cursos que estiguin relacionats amb les àrees temàtiques de la formació contínua de l'EBAP. La puntuació màxima d'aquest apartat és d'1 punt, d'acord amb els criteris que s'indiquen a continuació: </span></p> <p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">a) Per cada certificat d'aprofitament: 0,005 punts per hora. </span></p> <p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">b) Per cada certificat d'assistència: 0,0025 punts per hora. </span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px">&nbsp;</span></p> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px; text-align:center"><strong><span style="font-family:Times New Roman,Times,serif; font-size:12px">ANNEX II</span></strong></p> <p style="margin-bottom:0px; margin-left:0px; margin-right:0px; margin-top:0px; text-align:center"><strong><span style="font-family:Times New Roman,Times,serif; font-size:12px">PROVA D'APTITUD FÍSICA</span></strong></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">1.Prova d'aptitud física:</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Té com a finalitat comprovar, entre altres condicions, la força, l'agilitat, la rapidesa i la resistència de la persona aspirant. </span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Consisteix a superar, amb una nota de 5 o superior, les proves físiques que s'indiquen, d'acord amb els barems i els criteris que s'estableixen per edat i sexe. </span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Les proves físiques s'han de superar globalment, d'acord amb el barem i els mèrits que s'assenyalin. </span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">El resultat global d'aquesta prova s'ha d'atorgar sempre que l'aspirant hagi superat un mínim de 3 de les proves parcials amb una nota mínima de 5 o superior i que, en l'altra prova parcial, la nota sigui 3 o superior. La nota mitjana d'apte s'ha d'atorgar sempre que el resultat sigui 5 o superior; si és inferior a 5, ha de ser de no apte.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">2. Aptitud en el medi aquàtic.</span></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><strong>Força flexora de les extremitats superiors</strong></span></p> <p><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Valorar la força relativa de les extremitats superiors i la capacitat d'elevar el pes corporal, mitjançant la flexió de les extremitats superiors, depenent de dues variables: la força flexora dels braços i el pes corporal de l'aspirant.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><em><span style="color:black">a) </span>Posició inicial i execució (homes)</em></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">L'aspirant ha d'estar agafat a la barra horitzontal amb les dues mans, separades al màxim per l'amplada de les espatlles, i mirant endavant. Els braços han d'estar completament estirats i l'aspirant ha d'estar en suspensió total sense tocar en terra <span style="color:black">amb els peus.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">En sentir el senyal, l'aspirant ha de fer el nombre màxim possible de flexions de braços, sense límit de temps, llevat que el jutge li indiqui que ha d'abandonar la prova. Es mesura la capacitat aeròbica amb el desplaçament o translació corporal en el medi aquàtic, la força explosiva (sortida), la força ràpida (en els girs), la velocitat de reacció (sortida), la velocitat cíclica (que és la capacitat de fer moviments cíclics, iguals i repetitius) a la màxima velocitat contra poca resistència, velocitat gestual en la sortida i els girs.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><em><span style="color:black">a) Posició inicial</span></em></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">L'aspirant s'ha de situar en el trampolí o plataforma individual de salt en posició de sortida, i s'ha de llançar a l'aigua de cap.</span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Després del llançament, no es permet desplaçar-se per davall l'aigua més enllà de la zona delimitada.</span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><em>b) Execució de la prova</em></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">El jutge dirà, deixant un interval de dos segons: «P<span style="color:black">reparats..., llests…», i tocarà el xiulet. En aquest instant, l'aspirant s'ha de llançar a l'aigua de cap i iniciar la carrera de natació cronometrada.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">Els 50 metres del recorregut són amb lliure elecció d'estil, encara que el cos de l'aspirant s'ha de mantenir en posició ventral dins l'aigua.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px"><span style="color:black">La prova acaba quan l'aspirant toqui la paret de la piscina amb la mà en el moment d'arribar i de manera visible per al jutge.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Hi ha la possibilitat d'una sortida nul·la per a cada participant;<span style="color:black"> si es produeix una segona sortida nul·la, l'aspirant serà desqualificat i la seva puntuació serà la de no apte.</span></span></p> <p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"><span style="font-family:Times New Roman,Times,serif; font-size:12px">Totes les persones aspirants han de dur obligatòriament gorra de bany. Es permet usar ulleres de natació.
