    <env:contingut rdf:parseType="Literal">![CDATA[&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;En relació amb l’assumpte de referència, i d’acord amb l’establert a &lt;span style="color:#000000"&gt;l’article &lt;/span&gt;&lt;span style="color:#000000"&gt;25.3 de la Llei 21/2013, de 9 de desembre, d’avaluació ambiental&lt;/span&gt;&lt;span style="color:#000000"&gt;,&lt;/span&gt; es publica l’Acord del Ple de la CMAIB, en sessió de 11 d’abril de 2019,&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;DECLARACIÓ AMBIENTAL ESTRATÈGICA&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;L’art. 6 de la Llei 21/2013, de 9 de desembre, d’avaluació ambiental estableix els plans o programes que són objecte d’una Avaluació Ambiental Estratègica (AAE) ordinària.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;1.Antecedents&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;El present Pla constitueix una continuació del Pla Director Sectorial de Transports de les Illes Balears, aprovat l’any 2006 amb un període temporal d’aplicació de 8 anys (2005-2012), el qual s’ha executat parcialment; la crisi econòmica va fer que moltes de les infraestructures previstes, bé per manca de demanda o per escassa disponibilitat de recursos econòmics per part de les administracions competents, no es duguessin a terme.&lt;/span&gt;&lt;span style="color:#ff420e"&gt; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;El PDS de Transports va ser avaluat ambientalment a la Comissió Permanent de 27/9/2005 (exp. 2160/2005), que va acordar emetre informe favorable amb una sèrie de condicions.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;2. Objecte del pla&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;El Pla Director Sectorial de Mobilitat de les Illes Balears (PDSMIB) és un instrument de planificació, ordenació i regulació de la mobilitat i el transport i li correspon l’ordenació de tot allò relatiu a la mobilitat, tant en l’àmbit urbà com interurbà, amb l’objectiu de millorar la qualitat de vida dels residents i dels visitants de l’illa, sempre respectant el medi natural i tenint en compte criteris de sostenibilitat.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Es tracta bàsicament d’un document estratègic que defineix orientacions i criteris d’intervenció però que no concreta el detall de les actuacions a executar; no es tracta d'un pla d'infraestructures, i totes les infraestructures que en ell es preveuen s'analitzen a nivell de corredors, sense determinar-ne de forma clara els traçats ni les possibles alternatives; cada projecte nou previst haurà de tenir el seu corresponent Estudi d’Impacte Ambiental adequat a les seves característiques. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;A diferència dels antics plans de trànsit o circulació, el present Pla fa referència al conjunt de modes de desplaçar-se (a peu, transport col·lectiu, bicicleta i vehicles motoritzats privats) tant de persones com de mercaderies; a més, incorpora els processos vinculats a la sostenibilitat.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;S'han definit 8 objectius:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;- 4 finalistes, orientats a minimitzar els impactes negatius de la mobilitat sobre la qualitat de vida dels ciutadans:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;+Garantir l’accessibilitat al territori a través del transport públic, especialment als col·lectius vulnerables.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;+Reduir la contaminació generada per la mobilitat.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;+Reduir la sinistralitat.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;+Minimitzar el consum energètic.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;-4 operatius, que orienten l'acció i estableixen els canvis que s'han de produir per assolir el model de sistema de mobilitat:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;+Minimitzar la distància mitjana dels desplaçaments.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;+Canviar la distribució modal a favor dels modes no motoritzats i col·lectius.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;+Flexibilitzar el transport públic i donar rigidesa a l’oferta de transport privat.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;+Optimitzar la connexió entre illes.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Establerts els objectius, es trien les línies estratègiques mitjançant les quals es pot arribar a la seva consecució: s'han definit 8 línies estratègiques on s'agrupen prop de 40 mesures. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;A continuació s’enumeren les línies estratègiques i les mesures proposades (a la Memòria del Pla es defineixen en detall cadascuna de les mesures per a cada illa: definició, agents implicats, cost estimat, calendari d’implantació, indicadors de seguiment i la participació de la mesura en l’assoliment dels objectius del Pla):&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;1.Augment i millora de l’oferta de transport públic interurbà:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;1.1. Nova xarxa de transport públic interurbà per carretera &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;1.2. Nou sistema tarifari&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;1.3. Nou marc regulador per a compatibilitzar el transport escolar amb el transport regular de viatgers&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;1.4. Millorar i ampliar la infraestructura del transport públic:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;1.4.1. Millorar xarxa ferroviària existent: finalització electrificació línies, supressió passos a nivell, aparcaments dissuasius (estacions Es Caülls, Polígon Marratxí i Pont d’Inca), nou baixador a l’Hospital d’Inca, etc.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:80px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;1.4.2. Ampliar xarxa ferroviària existent:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:120px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;-Corredor Alcúdia: ampliació de Sa Pobla a Alcúdia&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:120px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;-Corredor Artà: ampliació Manacor-Artà-Cala Rajada&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:120px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;-Corredor Migjorn: nova línia Palma-aeroport-Llucmajor; la prolongació fins a Santanyí i Manacor per Felanitx està fora del temps de vigència d’aquest Pla.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:120px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;-Línia metro Palma-UIB que arribi fins a l’Hospital Son Espases i Parc BIT &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Primera fase període vigència del Pla (2019-2022):&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Xarxa ferroviària:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Xarxa de transport públic urbà i interurbà a l’àrea metropolitana de Palma:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Segona fase període vigència del Pla (2022-2026):&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;-Tramvia Badia de Palma:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Fase I:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;-Tram I: connexió centre de Palma (Plaça d’Espanya) amb l’aeroport, passant pel Polígon de Llevant, El Molinar, Es Coll d’en Rabassa i Can Pastilla.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;- Tram II: extensió per les Avingudes de Palma, perllongant-se des de la Plaça d’Espanya.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;- Tram III: extensió dins al Sud-Est, des del nucli de Can Pastilla fins a s’Arenal, deixant a una banda el ramal de connexió amb l’aeroport.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Fase II (trambadia): extensió cap al Sud-Oest de Palma, fins assolir Santa Ponça, passant per Cala Major, Illetes, Portals Nous, Palmanova, Magaluf i Son Ferrer.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Per raons de vigència i de necessitat d’implantació del canvi modal de mobilitat de l’àrea metropolitana de Palma, aquest Pla només contempla l’execució dels Trams I i III de la Fase I.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;1.4.3. Crear vies reservades pel transport públic i vehicles d’alta ocupació (VAO) a les zones amb congestió&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;1.5. Estructurar un sistema de finançament de la mobilitat que permeti assegurar els recursos necessaris al transport públic&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;2. Dissuasió de l’ús del cotxe i potenciació dels modes sostenibles als nuclis urbans i metropolitans: &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;2.1. Realitzar i aplicar PMUS als municipis de més de 20.000 habitants: es pretén integrar i coordinar totes les mesures i incentius per dissuadir la utilització del cotxe en viatges que es poden fer en altre mode de transport o caminant. En aquesta mesura es proposa disposar d’una línia de subvenció per a la implantació de les mesures incloses en els PMUS.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

Realitzar i aplicar estudis de mobilitat a municipis petits&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;2.3. Realitzar i aplicar Plans de Mobilitat en Centres Generadors de Mobilitat (Polígons Industrials, centres hospitalaris i UIB)&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;2.4. Realitzar i aplicar Plans Metropolitans a Palma, Eivissa i Maó i un Pla comarcal a Llevant amb l'objecte de cosir les xarxes viàries, de transport públic, ciclistes i de vianants dels diferents municipis en base a una mirada integral del sistema de mobilitat.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;2.5. Incorporar criteris de sostenibilitat en els Plans Directors Territorials i els Plans Generals d’Ordenació Urbana.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

Realitzar i aplicar un Pla d’Aparcament d’Intercanvi; la posada en servei d'aparcaments de dissuasió facilitarà l'accés als nuclis urbans; els criteris d'ubicació i indicacions per la seva explotació s'establiran en el Pla Director d'Aparcaments de Dissuasió que el present Pla proposa realitzar.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;4.3. Optimitzar la distribució urbana de mercaderies als nuclis urbans&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;5. Seguiment del sistema de mobilitat: es planteja la construcció d'una plataforma web que afegeixi informació sobre les possibilitats de desplaçament en les diferents maneres de transport i la implantació de mesures de gestió de trànsit amb la finalitat d'optimitzar les infraestructures.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;5.1. Crear un centre de Gestió i Informació de la Mobilitat multimodal i multiadministració&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

Realitzar campanyes d’informació i promoció de la mobilitat sostenible&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;6. Potenciació d’energies sostenibles en el transport; la disminució de la contaminació generada pels vehicles es pot aconseguir: disminuint la utilització del cotxe, utilització més eficient dels vehicles i ús de combustibles menys contaminants.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;6.1. Promoure la implantació de punts de recàrrega de gas i potenciar la transformació dels vehicles de gas&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;6.2. Ampliar la xarxa de punts de recàrrega i d’electrolineres&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;-Increment d’ús del transport públic&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;-Increment d’ús dels mitjans no motoritzats (a peu, en bicicleta, altres)&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;-Reducció de l’accidentalitat&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Aquests objectius tenen una incidència directa positiva sobre el medi ambient i a la documentació presentada es fa una previsió de la variació prevista per a cadascun dels esmentats objectius, des del 2016 fins al 2026. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;4. Resum del procés d’avaluació&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Fase Prèvia de Consultes&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;Tal com preveu l’art. 19 de la Llei 21/2013, l’òrgan ambiental va redactar el Document d’Abast que va ser tramés a la Direcció General de Mobilitat i Transports el 21 de maig de 2018, juntament amb les còpies dels informes rebuts de les administracions afectades.&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;A l’apartat 12 de l’EAE presentat es comenta com s’han tingut en compte els aspectes detallats al Document d’Abast; atès que tots estan incorporats en el Pla excepte el que fa referència a la UIB es posarà com a condicionant que s’estudiï la possibilitat de construir noves estacions de metro ja que es considera que el metro de la UIB està infrautilitzat donada la gran extensió del Campus i l’elevada distància de determinats edificis universitaris a la única estació de metro existent a l’actualitat.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Fase d’informació pública i de consultes &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;D’acord amb la Resolució del conseller de Territori, Energia i Mobilitat de 29 de juny de 2018 (publicada en el BOIB núm. 82 de 3/7/2018) es va obrir un procés d’informació pública de 2 mesos.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;D’acord amb la Resolució del conseller de Territori, Energia i Mobilitat de 24 d’agost de 2018, es va ampliar el termini d’informació pública del Pla fins al 14 de setembre de 2018.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Durant el tràmit d’informació pública s’han presentat 9 informes de diferents administracions i 14 aportacions diverses (associacions, partits polítics, entitats ecologistes i particulars).&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;La majoria d’al·legacions presentades i informes emesos fan referència a les mesures proposades en el PDSMIB; algunes s’han acceptat i incorporat al Pla i altres no, justificant la seva desestimació.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="color:#000000"&gt;5.Conclusions&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Per tot l’anterior, es formula la declaració ambiental estratègica favorable respecte al Pla Director Sectorial de Mobilitat de les Illes Balears amb les següents condicions:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;1.S’ha d’analitzar com està funcionant el transport públic fins a la UIB i si hauria prou demanda per proposar la construcció de noves estacions de metro al Campus Universitari per poder arribar als edificis de la UIB allunyats de l’actual estació.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;2.Com a centres generadors de mobilitat, a més dels que preveu el PDS (Polígons Industrials, centres hospitalaris, centres escolars públics i UIB) s’han de tenir en compte els Centres d’Oci, els &lt;span style="color:#000000"&gt;grans establiments comercials&lt;/span&gt; i els Centres Escolars privats o concertats.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;3.S’haurà de donar compliment als condicionants de l’acord de la Comissió Permanent de la CBMA del 27 de setembre de 2005 a tot el que sigui d’aplicació al present Pla; especialment el que fa referència a les noves xarxes ferroviàries i tramviàries:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;-S’han d’aprofitar les xarxes de ferrocarril en desús i les antigues estacions; en cas que no s’opti per aquesta alternativa s’han de justificar els motius.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;-S’ha de tenir en compte la contaminació acústica, especialment quan es travessin zones urbanes, proposant mesures correctores si n’és el cas. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;-Possible afecció a Espais Naturals Protegits i a llocs de la xarxa ecològica europea «Natura 2000». &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Es recorda que, atesa la manca de detall de traçats i infraestructures, si en un futur s’ha de planificar o projectar alguna infraestructura, s’haurà de tramitar la corresponent Avaluació Ambiental Estratègica si es tracta d’un pla o programa (plans de detall, de desenvolupament, estudis informatius), o d’impacte si es tracta d’un projecte. Els estudis ambientals (estratègics o d’impacte) hauran d’incloure un estudi d’alternatives de diversos aspectes, especialment en quant a ubicació, traçat, tecnologia, materials, etc, justificant des del punt de vista ambiental l’alternativa escollida. &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;Així mateix, ateses les consideracions contingudes en l’anàlisi del Pla, la CMAIB proposa al Govern:&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;a) Que la planificació territorial i sectorial afronti la problemàtica sobre la mobilitat de la macrocefàlia de Palma.&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p style="margin-bottom:0px; margin-left:40px; margin-right:0px; margin-top:0px"&gt;&lt;span style="font-family:Times New Roman,Times,serif; font-size:12px"&gt;&lt;span style="line-height:100%"&gt;&lt;span style="color:#000000"&gt;&lt;span style="color:#000000"&gt;b) Que implementi instruments de fiscalitat verda que fomentin alhora el model de mobilitat sostenible del Pla i el dotin de recursos per implementar-se. &lt;/span&gt;&lt;span style="color:#000000"&gt;“&lt;/span&gt;&lt;span style="color:#000000"&gt; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;
